In order to meet the increasing demand for electricity, Korea has to rely on nuclear energy due to its poor natural resources. In order for nuclear energy to be expanded in its utilization, issues with uranium supply and waste management issues have to be addressed. Fast reactor system is one of the most promising options for electricity generation with its efficient utilization of uranium resources and reduction of radioactive waste, thus contributing to sustainable development. The Korea Atomic Energy Research Institute (KAERI) has been performing R&Ds on Sodium-cooled Fast Reactors (SFRs) under the national nuclear R&D program. Based on the experiences gained from the development of KALIMER conceptual designs of a pool-type U-TRU-10%Zr metal fuel loaded reactor, KAERI is currently developing Advanced SFR design concepts that can better meet the Generation IV technology goals. This also includes developing, Advanced SFR technologies necessary for its commercialization and basic key technologies, aiming at the conceptual design of an Advanced SFR by 2011. KAERI is making R&D efforts to develop advanced design concepts including a passive decay heat removal system and a supercritical $CO_2$ Brayton cycle energy conversion system, as well as developing design methodologies, computational tools, and sodium technology. The long-term Advanced SFR development plan will be carried out toward the construction of an Advanced SFR demonstration plant by 2028.

The consultation with building energy experts working at domestic government-funded research institutes and enterprises on performance set, element technology, and policy for the realization of low-energy and the survey with construction workers on the relevance of climate change in building construction, government support policy, and methodologies for the construction of low-energy house were carried in the study. In addition the public element preference survey on the low-energy house and awareness research on the low-carbonization of building were carried and presented for the development of affordable low-energy house. There was a big difference in the recognition of building energy performance setting and setting for the construction cost to realize it between experts and ordinary citizens in the study. To fill this gap education and promotion of zero energy house and securing economic feasibility through the commercialization of element technology will be needed. The satisfaction in government's zero energy house policy was normally low. To improve this low satisfaction administrative and technical support are considered to be expanded. Common high cost of construction was the top priority to resolve the problem, and enhancing renewable energy grants, tax relief, and substantial cost support could be as detailed solutions.
This study presents a concept of technology trade network and management, and proposes a procedural method for optimally selecting the technology transferor when a technology transferee needs to buy a specific technology. We develop a technology trade network where technology supplier, technology marketer, and technology transferee are informatively linked. And a technology trade management consists of three step of estimating technology, trading technology, and commercialization technology. Technology transferees could import the best appropriate technology which they want through these technology network method and cost optimization method. And we hope that these methodologies can be used in selecting new technology. A methodology can be classified into an estimating technology process and a choice of technology supplier process. In an estimating technology process, we calculate the technology similarity quantitatively through developing method of estimating technology which is focused on its technological characteristics. After defining the related cost of technology introduction, we suggest goal programming model to find a solution which can be acceptable both maximizing the technology similarity and minimizing the cost of technology. And suggested model is verified with a supplier selection problem of next generation tanks.
Science and technology(S&T) are not only advancing, but also the number of stakeholders in those fields are increasing, and so the demands of S&T strategy for a particular field are increasing. In Korea, especially, this tendency is remarkable, and is evidenced by the fact that more than one hundred of S&T strategies have been established and implemented. However, academic attempts to clarify scientific methodologies for establishing S&T strategy have so far been rare. In this paper, a methodology to establish S&T strategies in a particular field is proposed and examined through a case study to determine its usefulness. First, through an analysis of the literature, previous studies on the establishment of a national S&T strategy and its related concepts are reviewed. Also, a representative framework plans, in accordance with relevant legislation and regulations, are reviewed. Meanwhile, the methodology, PEST-SWOT-AHP, is proposed and the features and applications are identified. For the case study, the strategy establishment of a fusion research and development program is performed. In order to apply the PEST-SWOT-AHP tool, an environmental analysis based on the fusion R&D roadmap is conducted. To examine the usefulness of the proposed framework, a national fusion R&D strategy applying PEST-SWOT-AHP is derived. As a result of the case study, four strategies were derived. Those are be the first mover, promotion of basic research and cultivation of manpower, boost commercialization and public acceptance and reinforcing international cooperation.
Collaboration works on R&D project have many characteristics in interoranizational relationships. There are many variables on explaining the their relationships. In the previous study, I chose some relevant variables and some hypotheses. Base on service marketing theories and relationship marketing perspective I suggest 5 hypotheses. Independent variables are fairness and quality, and dependent variable is loyalty. And trust are treated as the intervening variable between the independent variables and dependent variable. To test the research model and some hypothesis empirically, I collected the data using the questionnaire. Sample size was 448, it was enough to analyze statistically. Data were analysed using the SPSS and AMOS. In the previous study, H1($fairness{\rightarrow}trust$), H2($quality{\rightarrow}trust$), H5($trust{\rightarrow}loyalty$) were accepted, but H3 and H4 were rejected. The reason H3($fairness{\rightarrow}loyalty$) and H4($quality{\rightarrow}loyalty$) were not accepted might be attributed to the fact that trust was the mediating variable between fairness and loyalty, quality and loyalty. Specific research methodologies and statistical findings from AMOS were referred in the previous study(Jeong 2018). In this study, I suggested some hypotheses on the mediating role trust between fairness and loyalty and service quality and loyalty. Using the PROCESS-macro, I found that trust was the mediating variable between fairness and loyalty as well as service quality and loyalty. This research is the complementary and extended study from previous research.
This paper suggests that the Internet is not free through analysis of U.S. Internet history and lawsuits related to the Charter merger in 2016. Generally speaking, the players in internet connectivity market agree to Non-Disclosure Agreement, when connecting their facilities and networks each other. So, I adopted the case study & analysis as research methodologies due to limitation of collecting the transaction data between them. The former finds that Internet access has never been free in U.S Internet history. As we know, some including Content Providers(CPs) argue that the Internet is a free network and there are many cases to use the internet for free, so they came to conclusion that ISPs have no right to charge the users like CPs. This study refutes these arguments in two ways. One is that using the internet has never been free. From ARPANET, known as the beginning of the U.S. Internet, to the commercialization of backbone, no Internet has been considered or implemented for free since the early Internet network was devised. Also, the U.S government was paying subsidies or institutions were paying fees to secure network operations for the NSFNET backbone. the other is that "free peering" refers to barter transactions between ISPs, not to free access to counterpart internet networks. Second, this study analyze the FCC' executive order of conditioned merger approval and the court's related ruling and verify that using the internet is not free. According to the analysis, this study finds that it's real situation to make paid settlements between ISP-CPs (including OTTs) in the US Internet market at the moment. This study concludes that the Internet has never been free in terms of its technical characteristics, network structure, network operation, and system. Also it proposes how to improve the domestic settlement system between ISPs-CPs in terms of policy and regulation.
Studies on technological innovation of SMEs have made remarkable growth both qualitatively and quantitatively, but each study has a limitation to generalize due to lack of data, diversity of methodologies and variables. Therefore, a systematic and comprehensive statistical approach to obtain generalized conclusions through numerous empirical studies can help both the strategic decision making of SMEs and the government's innovation policies. The purpose of this study is to comprehensively analyze the technological innovation process of SMEs through meta-analysis. For this, the antecedents of technological innovation, the relationship between technological innovation and management performance of SMEs were analyzed. The results of using 62,512 samples from 111 domestic empirical studies were as follows; First, to improve the technological innovation of SMEs, internal cooperation, innovation culture, dynamic capabilities, and absorptive capacity were important antecedents. Second, in terms of IP performance, which was introduced as a proxy for technological innovation, human resource management, technological opportunities, commercialization capabilities, financial resources, and R&D expenditure. Third, technological innovation has a medium-sized effect on financial performance, however the effect of IP performance has a small effect size. Lastly, in the relationship between technological innovation and financial performance, the method of measurement and publication type showed statistically significant moderating effects.

Technology roadmapping is one of the widely used technology planning methodologies. Using a technology roadmap, the researchers can increase the possibility of the project success by systematic management of research contents, budgets, and commercialization strategies. Currently, Ministry of Land, Transport and Maritime Affairs has a plan to increase the research fund to improve the construction industry. As a result, the number of long term research projects with more than five years of research period, is increasing. This entails the need for a methodology for the systematic planning and management of research. However, the construction industry has the characteristics that the research results should ultimately be implemented in an outdoor environment. Through processes of diverse literature reviews, questionnaire-based survey, and pilot research, this paper presents a systematic procedure for the development of construction technology roadmaps, which can consider the unique nature of the construction industry. Based on the procedure, a technology roadmap for intelligent construction monitoring is also developed.

The practices and processes of HRM (Human Resource Management) for university faculty in Korea depend heavily on assessment of research and teaching rather than the UIC (University-Industry Cooperation) performance. In this regard, HRM of Korean universities is said to be far distant from UIC. Although policy initiatives by the Korean government, notably the MoE (Ministry of Education) have implemented in most universities, the desirable level of UIC could not be achieved yet. Moreover, the very notion of 'university' in Korea is much more to do with 'pure' education and research institution than with 'applied' and 'vocational' purpose. Considering upon HRM practices and organizational culture, for enhancing UIC in Korea, the government's policy should be linked to alter deep-rooted university culture. So the aims of the research are to describe the current state of HRM in Korean and foreign universities; to find out the critical factors of UIC in Korean universities; to analyze the gaps between university research and industrial commercialization based on a conceptual framework, the 'valley of the death'; and to recommend HRM policies fostering UIC for the MoE. For achieving these objectives, we deploy multiple methodologies, namely, in-depth interview, literature survey, and statistical data analysis with regard to UIC. Analyzing the data we have collected, the present research sheds light on all aspects of HRM processes and UICs. And the main policy implication is restricted to the Korean universities, even if we have collected and analyzed foreign universities, notably universities in the USA. The research findings are mainly two folds. Firstly, the HRM practices among Korean universities are very similar due to the legally institutionalized framework and the government's regulations. Secondly, the difficulties of UIC can be explained by notion of the 'valley of death' ways in which both parties of university and industry are looking for different purposes and directions. In order to overcome the gap in the valley of death, the HRM policy is better to be considered as leverage. Finally, the policy recommendations are as follows. Firstly, various kinds of UIC programs are able to enhance the performances of not only UIC, but also education and research outcome. Secondly, fostering organizational climate and culture for UIC, employing various UIC programs, and hiring industry-experienced faculty are all very important for enhancing the high performance of university. We recommend the HRM policies fostering UIC by means of indirect way rather than funding directly for university. The HRM policy of indirect support is more likely to have long-term effectiveness while the government's direct intervention to UIC will have likely short-term effectiveness as the previous policy initiatives have shown. The MEST's policy means of indirect support might vary from financial incentives to the universities practicing HRM for UIC voluntarily, to information disclosure for UIC. The benefits of the present research can be found in suggesting HRM policy for UIC, highlighting the significance of industry-experienced faculty for UIC, and providing statistical analysis and evidences of UIC in Korean universities.
