The Utilization Method of Unsold/Unused Land in Urban Development Project Areas : Estimating Feasibility of Temporary Commercial Parking Lots Using CVM (조건부가치측정법(CVM)을 활용한 개발사업지구 내 유휴부지 유료주차장 활용방안 연구)

  • In this study, the author suggests utilizing unsold and unused land as temporary commercial parking lots as a way to raise funds for active public transport use. In addition, reasonable parking fee scheme is suggested by estimating marginal parking fee and marginal parking distance for the commercial parking lots based on the CVM. The author conducts a survey to investigate citizens' opinion on utilizing unsold and unused land in the urban development project area as temporary commercial transport facilities such as parking lots. Based on survey outcome, travel behavior and requirements are analyzed and marginal parking fee and marginal parking distance are estimated through the Contingent Valuation Method (CVM). The results are as follows: in the single-bounded dichotomous choice model, people are willing to pay 216 KRW for 165m in average for 10 minutes and their willingness to pay goes down against reaching distance to the parking lots from 365 KRW for 50m, 295 KRW for 100m, 173 KRW for 200m, and 51 KRW for 300m; in the double-bounded dichotomous choice model, people are willing to pay 285 KRW for 165m in average for 10 minutes and their willingness to pay goes down as well against reaching distance to the parking lots from 310 KRW for 50m, 297 KRW for 100m, 272 KRW for 200m and 248 KRW for 300m. It is clearly appeared that people's willingness to pay goes higher as distance to reach the parking lots goes shorter.

  • CVO(Commercial Vehicle Operations) of Intelligent Transport Systems is the system to manage effciently cargo distribution as providing at real time the information of cargo location and situation through nS and GPS technology. In this paper, we proposed the Gate Automation System of harbors among AVI/AEI. To implement this system, we use the DSRC(Dedicated Short Range Communication) which adopts an wireless communication between RSE(Road-side Equipment) and OBE(on-Board Equipment) on a vehicle. When constructing the automation gateway system of harbors, the business application ability are reviewed practically and the logistics facilities to be constructed in the near future nay use this paper results according to the international standard and it could help complete integrated logistics system.

  • This study empirically analyzes the effect of pedestrians' personal and household characteristics and accessibility to public facilities on a walking safety satisfaction (WSS) level. The aim is to find ways to improve vulnerable pedestrians' WSS level and contribute to the creation of an inclusive urban environment. As a result of the analysis, age and gender variables were important for elderly people, and education was an important factor for disabled people. The WSS level was impacted by the factors of single-person households, income, and residential areas. In the case of accessibility to public facilities, the greater the satisfaction with accessibility to public institutions, urban parks and green areas, and public transport, the greater the WSS for the elderly and the disabled. And, the greater the satisfaction with accessibility to commercial facilities, the greater the WSS was for the elderly's WSS. However, the satisfaction with access to medical facilities was the opposite in the case of the elderly.

Developing a Latent Class Model Considering Heterogeneity in Mode Choice Behavior : A Case of Commuters in Seoul (수단선택의 이질성을 고려한 잠재계층모형(Latent Class Model) 구축: 서울시 통근자를 사례로)

  • It is crucial to understand how people make decisions on mode choice and to accurately predict their behaviors in transportation planning. One of avenues for advancing modeling is, in particular, taking into account for taste heterogeneity in modeling that can incorporate different decision-making processes across group. In this study, we hypothesize that how people make decisions on mode choice would differ by destination in that land use characteristics are heterogeneous by zone even if zones are all in the same area. To this end, we apply Latent Class Modeling (LCM) to commute trips in Seoul by using 2010 household travel diary survey, investigate types of latent classes with the aid of characteristics of destination, and analyze how those classes differently response to factors. The LCM identifies two classes: in the first one, modal split of auto and public transit (bus and metro) is almost half-and-half and the trip destinations are characterized by relatively more residence facilities and less business/commercial facilities; in the second one, public transit has a notably high share and trip destinations are characterized by relatively more business/commercial facilities. In addition, it turns out that demographic and socio-economic variables affect mode choice differently by class.

  • Presenting the impact of meteorological disasters departs from the traditional weather forecasting approach for meteorological phenomena. It is important to provide impact forecasts so that precautions against disruption and damage can be taken. Countries such as the United States, the U.K., and France already conduct impact forecasting for heavy rain, heavy snow, and cold weather. This study improves and applies forecasts of the impact of heavy rain among various weather phenomena in accordance with domestic conditions. A total of 33 impact factors for heavy rain were constructed per 1 km grids, and four impact levels (minimal, minor, significant, and severe) were calculated using standard normal distribution. Estimated criteria were used as indicators to estimate heavy rain risk impacts for 6 categories (residential, commercial, utility, community, agriculture, and transport) centered on people, facilities, and traffic.

Preliminary Assessment of Radiological Impact on the Domestic Railroad Transport of High Level Radioactive Waste (고준위 방사성폐기물의 국내철도운반에 관한 방사선영향 예비평가)

  • In Korea, commercial nuclear power plants and research reactors have on-site storage systems for the spent nuclear fuel, but it is difficult to expand the facilities used for the storage systems. If decommissioning of nuclear power plants starts, an amount of high level radioactive waste will be generated. In this study, a radiological impact assessment of the railroad transport of high level radioactive waste was carried out considering radiation workers and the public, using the developed transport container as the transport package. The dose rates for workers and the public during the transport period were estimated, considering anticipated transport scenarios, and the results compared with the regulatory limit. A sensitivity analysis was also carried out by considering the different release ratios of the radioactive materials in the high level radioactive waste, and different distances between the transport container and workers during loading and unloading phases and while attaching another freight car. For all the anticipated transport scenarios, the radiological impacts for workers and the public met the regulatory limits.

  • Recently, as unmanned aerial vehicle technology such as drones has developed, there are many environmental, social and economic benefits, but if there is malicious intent against important national facilities such as airports, public institutions, power plants, and the military, it can seriously affect national safety and people's lives. It can cause damage. To respond to these drone threats, attempts are being made to introduce detection equipment such as RF scanners. In particular, power transmission towers installed in substations, power plants, and Korea's power system can affect detection performance if the transmission tower is located in the RF scanner detection path. In the experiment, a commercial drone was used to measure the signal intensity emitted from the drone and confirm the attenuation rate. The average and maximum attenuation rates showed similar trends in the 2.4 GHz and 5.8 GHz bands, and were also affected by the density of the structure.

A Study on Environment-friendliness in Tokyo Regional Hospitals - Focused on the Sustainable Site and Transportation (일본 도쿄 지역 병원의 친환경성 분석 연구 - 토지이용 및 교통부분을 중심으로)

  • Purpose: As the concerns for the environment are gradually prioritized, increasing interests of environment-friendly buildings are drawn. Numerous researches about healthcare buildings have been performed however, they were mainly focused on convenience or healing condition for medical treatments. The hospitals consume energy and generate $CO_2$ as twice as the residential or commercial buildings do. Various green building certification systems are globally arranged. But, it isn't easy to find certification criteria for the green hospital besides the US and UK's ones which are specially designed to evaluate environment-friendly medical buildings(Lim&Yoo, 2010). Methods: In this study, we investigates current conditions of Tokyo Regional hospitals in environment-friendly standpoint and also investigates the foreign certification criteria and systems for the green healthcare building and finds the possibility to apply them to Korean one. Results: Through this study, we found that the Tokyo regional hospitals can be environmentally improved by management plans and programs. Implications: Based on this analysis, Korean Green Building Certification for healthcare facilities will be developed in near future.

A Study on Environment-friendliness in the Chungnam Regional Public Hospitals - Focused on the Sustainable Site and Transportation (충남지역 지방공공의료원의 친환경성 분석 연구 - 토지이용 및 교통부분을 중심으로)

  • Purpose: Numerous researches about healthcare buildings have been performed however, they were mainly focused on convenience or healing condition for medical treatments. The hospitals consume energy and generate $CO_2$ as twice as the residential or commercial buildings do(Lim, et al., 2010a:154). The public regional hospitals are especially in serious conditions. They are more than 20 years old in average. Energy efficiency and environmental friendliness in the public regional hospitals are far behind ones in private sectors. Even though the ministry of health & welfare is supporting renovation of the builidngs and enhancement of the facilities every year, it is not integrated including sustainibility. In this study, we investigates current conditions of the regional public hospital in envrionment-friendly standpoint, especially focused on Chungcheong Province area Hospitals. The study was executed by qualitative and quantitative evaluations with site inspection, drawing analysis and interviews.
