Supply units in each command are multi-tiered and each supply unit keeps a supply level independently, which can cause excess stock, leading false reports to the Logistics Command and increasing difficulties in managing user needs. This causes excess assets and the excess then causes deformation in demand. therefore, the supply support systems of our armed forces have become high-cost/low-efficiency and are insufficient to meet the needs of users in combat units. Civilian corporations and the US Department of Defense are downsizing the aforementioned multi-tiered supply systems thus revolutionizing efficient and effective logistics by adopting Supply Chain Management(SCM), and Prime Vendor policies. Prime Vendor policy is a logistics support method that allows users to directly request and receive supply items from suppliers, based on supply contracts between suppliers and central maintenance organizations like KDA. In other words, it is a system that allows for users to make orders to suppliers directly and suppliers to deliver goods to the users directly, cutting out the middle stage, thus allowing an efficient supply. This is a way forward in finance that cuts costs in net supplies and allows an efficient utilization of civilian assets. which is also known to fasten the speed of logistical support and stripping down the logistical structure. therefore, this report will explore Prime Vendor policies adopted in certain number of units for medical supplies that were taken in consideration of improvements in stock management in civilian organizations and the US Army, and aims to apply such policies for repair parts.
국방부는 감소되는 부대 및 병력자원의 문제해결과 전투력 향상을 위해 4차 산업혁명 기술(빅데이터, AI)의 적극적인 도입을 추진하고 있다. 국방 정보시스템은 업무 영역 및 각군의 특수성에 맞춰 다양하게 개발되어 왔으며, 4차 산업혁명 기술을 적극 활용하기 위해서는 현재 폐쇄적으로 운용하고 있는 국방 데이터 관리체계의 개선이 필요하다. 그러나, 국방 빅데이터 및 인공지능 도입을 위해 전 정보시스템에 데이터 표준을 제정하여 활용하는 것은 보안문제, 각군 업무특성 및 대규모 체계의 표준화 어려움 등으로 제한사항이 있고, 현 국방 데이터 공유체계 제도적으로도 각 체계 상호간 연동 소요를 기반으로 체계간 연동합의를 통해 직접 연동을 통하여 데이터를 제한적으로 공유하고 있는 실정이다. 4차 산업혁명 기술을 적용한 스마트 국방을 구현하기 위해서는 국방 데이터를 공유하여 잘 활용할 수 있는 제도마련이 시급하고, 이를 기술적으로 뒷받침하기 위해 국방상호운용성 관리지침 규정에 따라 도메인 및 코드사전을 생성된 국방 전사 표준과 각 체계별 표준 매핑을 관리하고 표준간 연계를 통하여 데이터 상호 운용성 증진을 지원하는 국방 데이터의 체계적인 표준 관리를 지원하는 다중 데이터 저장소 관리(MRMM) 기술개발이 필요하다. 본 연구에서는 스마트 국방 구현을 위해 가장 기본이 되는 국방 데이터의 도메인 및 코드사전을 생성된 국방 전사 표준과 각 체계별 표준 매핑을 관리하고, 표준간 연계를 통하여 데이터 상호 운용성 증진을 지원하는 다중 데이터 저장소 관리 (MRMM) 기술을 제시하고, 단어의 유사도를 통해 MRMM의 실현 방향성을 구현하였다. MRMM을 바탕으로 전군 DB의 표준화 통합을 좀 더 간편하게 하여 실효성 있는 국방 빅데이터 및 인공지능 데이터 구현환경을 제공하여, 스마트 국방 구현을 위한 막대한 국방예산 절감과 전투력 향상을 위한 전력화 소요기간의 감소를 기대할 수 있다.
Purpose: This study is aimed at developing of the flex resistance testing process at low temperature with the waterproof fabric to suit the military environment, and is designed to fit for the purpose of the waterproof materials in order to optimize the test method by finding out matters to improve from existing the test method and through previous studies. Methods: The test method, which has been applied to flex resistance of existing water-repellent materials, was improved and consequently, differentiated test results could be obtained according to the test temperature, sample size, and flexing method. Results: The testing of the total of 8 samples revealed that performance of the military requirement could hardly be met just by presenting the materials or 2~3 layers when the quality criteria for high functional water repellent fabrics were applied. PTFE(Polytetrafluoroethylene) is preferred to PU(Polyurethane) to be used in the extremely low-temperature environment, but durability under the low-temperature environment may be varied depending on film thickness or laminating technique even if the materials of waterproof films are identical. Therefore, in addition to the material or texture, the test method capable of reflecting durability under the low-temperature environment shall be suggested, and the newly designed test method proposed in this study was shown to suggest differentiated quality criteria by the material. Conclusion: The water resistance measurement and the test method following flex resistance with expanded range of flex will enable the differentiable test of the samples according to the number of repetition. This study is meaningful in that it suggests a differentiable test method capable of establishing a basis of deciding suitable material when selecting military goods made of water repellent material by properly improving the test method.
본 연구는 전구 탄도미사일 방어(TBMD)를 위한 협동교전의 기능아키텍처 도출에 관한 논문이다. TBMD는 다층으로 구성되며 네트워크 기반의 센서체계, 슈터체계, 그리고 전장관리체계로 구성되는 복합시스템이다. 협동교전능력은 대표적인 실시간 전장관리체계이며, 협동교전능력의 핵심기능은 협동교전이다. 협동교전은 두 개 이상의 분산된 자산의 통합을 통해 얻어진 시너지 효과로 위협을 제거하는 전투개념이다. 이러한 관점에서 본 논문은 개념 분석을 통해 TBMD의 협동교전 기능아키텍처를 제시하였으며, 이는 협동교전 기반의 TBMD 전투체계를 개발하기 위한 선행연구로서 수행되었다.
무기체계의 소프트웨어 기능 의존성이 높아짐에 따라 소프트웨어는 무기체계를 제어하는 핵심요인으로 자리매김하였다. 또한 국내/외적으로 소프트웨어 개발이 중요해지면서 소프트웨어에 대한 검증이 쟁점이 되고 있다. 최근 방산시장에서 이러한 점을 인식하고 무기체계 소프트웨어 유지보수를 위한 방안을 요구하고 있다. 본 논문에서는 자동화시험장비(Automatic Test Equipment, ATE)를 이용하여 무기체계 소프트웨어 유지보수 방안을 제시한다. 그 구체적인 방안은 시뮬레이터를 활용하여 소프트웨어 기능을 확인하고 고장 케이스를 식별하는 것이다. 이는 개발업체가 고장 케이스를 식별하는 시간을 줄임으로써 무기체계 총 고장정비시간(Total Corrective Maintenance Time, TCM)을 감소시킬 수 있는 효과적인 방법이다. 제안된 소프트웨어 유지보수 기능 추가된 자동화시험장비(ATE)는 기존 대비 정비도 및 운용가용도(OA)가 개선됨을 입증하였다.
The army is concerned about the decrease in enlistment resources due to the low birth rate and the weakening of military combat power due to the shortening of the military service period. Now, the military's quantitative growth is no longer limited and it is a time for qualitative growth. To this end, the Army has been applying the Israeli learning method Havruta to recruit training to improve the quality of training since 2019. After applying Havruta, several scholars have studied the effect of recruit training applying Havruta. As a result, it was verified that recruit training applying Havruta improves the inner motive, creativity, and military service value of trainees. This study investigated how trainees' inner motive, creativity, and military service value affect their satisfaction and achievement. In addition, it was studied whether the effect of recruit training applied with Havruta on achievement differs according to the educational background (high school graduate or higher) and military family (professional soldiers within 4th degree) of the trainees. To this end, a survey was conducted on 472 recruits, and the structural relationship between each variable and the moderating effect were analyzed using the structural equation model. As a result of the study, military service value did not affect training satisfaction. Also, there was a difference in the effect of creativity on training satisfaction according to the educational background of new recruits, and there was a difference in the effect of military service value on training satisfaction and training achievement according to military family members. The purpose of this study is to contribute to the improvement of the army's recruit training development plan and effective training system.
Reserved forces of ROKA are in charge of replacement of TOE in the wartime and mission of rear area operation. But there is institutional inertia in the law and organization oriented to fill human resources rather than take mission. We need to prepare for the investment and arrangement of reserved forces as military power that would be replaced standing forces. In this portion, to reinforce reserve forces elite, First, efficient mobilization regulations and systems are suggested. I covered a maintenance of relevant mobilization ordinances which need to legislated and approved by national assembly for wartime and development of mobilization system which might lose the appropriate time for mobilization due to complicated declaration procedures and measures to overcome the panic at the initial stage of the war and organization and employment of nationwide transportation system and mobilization center. To ensure efficient resource management and mobilization of reserve forces with a number of approximately 3 million, there's a necessity of organization for integration and conciliation. To make it real, I suggested establishing and employing the mobilization center, on first phase, employ the mobilization center focusing on homeland divisions, on second phase, it is advisable to convert to national level mobilization system and develop to central mobilization center focusing on national emergency planning committee. During peacetime, in conjunction with Mobilization Cell, mobilization center can conduct resource survey and integrate and manage mobilization resources and take charge of mobilization training of subordinate units, and during wartime, in conjunction with mobilization coordination team and Cell, can ensure the execution of mobilization. Second, Future oriented reserve forces management system such as service system of reserve forces and support system of homeland defense operations. Current service and trainings of reserve forces by the year have very low connection, as it is very complex to manage the resources and trainings, and service and training lack the equity, re-establishment of service system is required. Also in an aspect of CSS and cultivation support for reserve forces, as the scope and limitation of responsibility between the armed forces and autonomous organization is obscure, conditions to conduct actual-fighting exercises are limited. Concentrated budgetting is extremely difficult because reserve forces training fields are scattered nationwide, and facilities and equipments are rapidly getting older. To improve all these, I suggest the organization of homeland defense battalion with a unit of "City-Gun-District" and supporting the local reserve forces. Conduct unit replacement or personal replacement for those who have finished their 1 or 2 years and homeland defense operation duty for those with 3-5 years for consistency and simplification. Third, I suggest Future oriented Reserved Training(FRT) and Training Center oriented training management to establish a reliable reserve training. Reserves carry out expansion of unit, conventional combat mission, homeland defense and logistics support during wartime, and actual-fighting exercise, and disaster relief, peace keeping activities. Despite diverse activities and roles, their training condition still stays definitely poor. For these reasons, Modernization of weapons and facilities through gradual replacement and procurement is essential to enhance mobilization support system.
무기체계를 구성하는 원자재 또는 부품이 수요에 따라 개발이 되어 생산되다가 기술의 발전 또는 시장 상황의 변화에 따라 노후화가 진행되어 생산이 중단되는 경우를 부품단종이라 한다. 현재 우리 군이 사용 중인 무기체계의 장비들은 부품단종으로 인해 조달, 정비, 운용 등에 어려움을 겪고 있다. 무기체계의 수명주기 기간 중 발생하는 부품단종 문제는 소요군 뿐만 아니라 장비, 부품, 원자재의 제조자 및 공급자에게 경제적인 손실과 무기체계 전투태세 준비에 영향을 미친다. 그러나 첨단기술의 발전으로 무기체계를 구성하는 전자부품의 수명은 점점 단축되고 있다. 또한 무기체계의 특성상 개발부터 폐기에 이르기까지 수십 년이 소요됨에 따라 부품단종이 발생하게 되고, 이는 무기체계 장비의 전투 준비태세와 수명주기 비용에 심각한 악영향을 미친다. 따라서 무기체계 장비의 개발에서부터 폐기까지의 총 수명주기에 부품단종을 체계적으로 관리하는 것이 필요하다. 본 연구에서는 선진국의 부품단종 관리 제도를 분석하여 국내 실정에 맞는 부품단종 관리방안을 제시하고, 나아가 부품단종 관리의 조기 정착을 위한 발전 방안을 제시하고자 한다.

FRACAS는 식별된 고장에 대한 원인 분석과 적절한 시정 조치, 결과 검증을 반복 수행하는 활동으로 신뢰도 향상에 효과적이지만, 기존의 개발 환경에 통합 운용하기에는 프로세스, 데이터 수집 및 관리 등 여러 가지 측면에서 제약사항이 있다. 국내 방산분야에서는 FRACAS 적용의 어려움을 해소하기 위해서 FRACAS 시스템 개발 및 프로세스 개선에 관한 연구가 진행되었지만, 대부분이 운용/유지 단계에 집중되어 있다. FRACAS는 총 수명주기 체계관리(TLCSM: Total Life Cycle System Management) 관점에서 운용되어야 하므로, 개발 초기인 설계 단계부터 FRACAS를 적용할 수 있도록 참조 아키텍처에 대한 연구가 필요하다. 본 논문에서는 국방 무기체계의 전 수명주기에 걸쳐 FRACAS를 효과적으로 적용하기 위해, 체계 수명주기 단계와 FRACAS Closed-Loop 프로세스, FRACAS 필수 요소 등을 고려한 TLCSM 기반의 통합 아키텍처 구축에 대해 연구하였다. 제시된 아키텍처는 함정 전투체계 사업에서 FRACAS 수행 시 참조 모델로 활용하였다.
