A Study on the Collecting Policy of Oral History Archives (구술기록의 수집과 아카이브 정책에 관한 연구)

  • An interest in various description of history was increased, resolutely breaking away from the existing frame also in a historical science world, under the influence of post-modernism arisen from the mid 20th century, and for this, oral history archives and oral history methodology began to attract the attention in various academia including archival science as a method for a new writing of history. Also, under the circumstance of korea having a difficulty in performing a whole reconstruction of modern age history and a liquidation of past affairs due to an absolute lack of archives, the tendency is toward more active management of oral history archives and establishing oral history archives in the context of an excavation of new archives and a reinterpretation of history, owing to the necessity in a particular situation. This article started with a critical mind regarding an absence of a collecting policy which can help an effective development of collection from a point of view of archival science, with regard to oral history archives that recently shows a rapid increase of an interest. For this, this article intended to present an new element of a collecting policy besides the study on a collecting policy performed meanwhile by an archival science world by noticing a characteristic and a collecting method of oral history archives, this can be examined largely through 'a statement of mission and collection purpose', 'a policy of collection at large', 'a definition of maintenance and use of the holdings', and 'a guide for a development of collection', and add a proposal regarding a plan to embody the parr which should be actually applied to collection of oral history archives among the existing constituents.

A Study on the Analysis of Rate of Use and Core Collection for Collection Evaluation in Public Libraries: in the Case of Gwangjin District Public Library (공공도서관 장서평가를 위한 소장도서 이용도 및 핵심장서 분석에 관한 연구 - 광진정보도서관 사례를 중심으로 -)

  • The purpose of this study is to suggest the usability of collection evaluation methods for collection development policy in public libraries. To achieve this purpose, this study applied Bonn's Use Factor, Turnover Rate of Collection, and Trueswell's 80/20 Rule to actual circulation data of the Gwangjin District Public Library in Seoul during last ten years. This study added practical meanings and values in collection evaluation through the analysis of total holdings and subject classes. Main items of analysis are the rate of use to total holdings and to holdings in specific subject classes by year, and the rate of core collection circulation by year. The results show relations between the rate of use and library's performance through the analysis of the rate of use both total holdings and subject classes. The results also figure out user's patterns and library appraisal of community users through the analysis of circulation data. In addition, the analysis of core collection gives a good basis for an effective collection development policy.

A Case Study on Medical Library Collection Management Policies (의학도서관 장서관리정책 사례 연구)

  • In Korea, more than half of medical libraries are small.sized hospital libraries operated under the single.librarian system, and it is keenly required to establish collection management policies for exchanging resources with other libraries and maintaining consistency. however, it is rare to set up their collection management policies on the web among the domestic medical libraries. Thus, this study purposed to survey cases of collection management policies in domestic and foreign medical libraries and to provide basic information and ideas for Korean medical libraries that are preparing collection management policies. As long as core requirements are satisfied, collection management policies do not have a way. Thus, this case study is expected to provide useful ideas to medical libraries developing their collection management policies. For this purpose, we selected 12 survey items based on previous studies, and investigated one domestic and five foreign medical libraries, and analyzed collected data. Based on the results of analyzing the cases, we suggested 12 guidelines.

Evaluation of the Fiction Collection of Public Libraries Based on Use Factor (이용계수를 적용한 공공도서관 소설장서 평가)

  • This study evaluated the fiction collection of Korean public libraries by applying use factor and suggested various measures to enhance collection development function. As a result, while the collection building and borrowing ratios of Korean literature in literature collection by language were the highest at 62.6% and 54.3% respectively, the use factor was lower than the base value(1.00). And while the collection building and borrowing ratios of Korean contemporary fiction by item category were the highest at 65.60% and 51.36% respectively, the use factor was lower than the base value and the use factor by year is decreasing in recent years. The reason is because of poor collection development. Therefore, public library need to consider active alternatives such as establishment of the collection development policy and fiction collection development guideline, composition of the fiction material selection committee, adaption of the dedicated librarian system for fiction material development, development and utilization of a selection tool for fiction materials, and periodic evaluation of fiction collection.

An Analytical Study on the Quantitative and Qualitative Evaluation of Research Library Collection (연구도서관 장서의 양적 질적 평가에 관한 분석적 고찰)

  • The purpose of this study is to bring out the most reasonable and feasible evaluation methods of research library collection in Korea. At the very outset, writer tried to define the purpose and the necessity of collection evaluation. Writer described a collection evaluation is to gain the data for decision making on selection policy, weeding and storage project, and explained it is one of the procedures of a collection development system operation of being explained as repeated three procedures through a collection development plan, an implimentation of the set plan(selection process) and a collection evaluation. Writer also pointed out the fact many libraries in Korea are apt to by pass or overlook this important process. Writer then defined the criteria of a collection evaluation as the measurement of the proportion of library holding's capability to meet users' demands and that of the degree of total collection's utilization. Writer introduced and analysed seven existing collection evaluation methods and concluded the method by a survey of users' needs and opinion and the method by a circulation survey are the most feasible and reasonable methods that can be applied. Writer also added that using above two evaluation methods together can enhance the effectiveness of collection evaluation.

A Study of Collection Development Policies of the University Libraries in Korea (한국의 종합대학도서관 장서개발정책에 관한 연구)

  • This study is a survey of collection development policies in the 40 university libraries among 42 in Korea as of 1984. The survey used a questionnaire with 36 questions concerning the basic elements of the collection development policy. The survey results revealed many problems demanding correction. The measures to correct the problems in the university libraries are as follows. 1. It is desirable that the libraries should have a collection development policy statement written and adopted for the systematic collection building. 2. It is advisable that the libraries should include a function of the materials selection among other various functions of the Library Committee for the purpose of informing administrators of the goals of the libraries and the validity of the budgetary allocation. 3. It is desirable that each library should organize the Collection Development Committee for minimizing the possibility of personal bias on the part of the individual selectors. 4. It is advisable that the primary responsibility for materials selection should be delegated as follows: for the materials for faculty research, to the faculty members; for the other collections, to the professional staff of each department; for the final review of whether or not to purchase, to the Collection Development Committee. 5. It is desirable for the purchase priority of materials to be set up in accordance with the order of 6 levels of collection development. 6. It is advisable that the libraries should, as top priority, purchase materials in direct su n.0, pport of the undergraduate and graduate academic programs, and in subject matter areas other than languages and literature, Korean materials should have not only the higher priority than the foreign language materials, but also maintain the comprehensive collection level. 7. It is desirable that the special collections should be purchased by special funds from the authority, and the special collections librarian should have the responsibility of the materials selection under the advice of the faculty members relating to the subject area. 8. It is advisable that duplicate copies should be bought only for high use items, but for reserve books, by the program enrollment, and textbooks should not be bought in general, except as su n.0, pplemental materials for course work in which they are necessary and heavily used. 9. It is reasonable that the material budget should be distributed as follows: by the ratio for distributing funds, about 60-70% for the library and 30-40% for departments; by the type of materials, about 50% for books, 40% for periodicals and 10% for other materials, or when not bought other materials, about 50-60% for books and 40-50% for periodicals. In addition, it is desirable that undergraduate class enrollment, graduate class enrollment, undergraduate majors, graduate majors, average book cost in the discipline, number of faculty, and use rate by subject should be considered as the factors for the allocation of funds by department, and special consideration should be given to newly-founded departments so the library holdings can be adequate to su n.0, pport them.

An Analysis of the Determinants of the Collection Rate of Agricultural Plastic Waste (영농폐비닐 수거율 결정요인 분석)

  • It is widely known that agricultural plastic waste incineration by farmers may cause big forest fire or fine dust in rural areas. Hence, how to increase the rate of collection and recycling of the agricultural plastic waste is of concern to policy makers especially for rural environment. The purpose of this study is to find the determinants of the collection rate of agricultural plastic waste. This study used the data from 'Research on Agricultural Waste' by the Korea Environment Corporation from year 2012 to 2015 for 163 regions. This study found that the compensation rate for collection, the frequency of collecting services, and the quality of waste are important to increase the collection rate. And the regions with more elderly and low income people are more likely to have higher collection rate. Finally, the chief producing regions that are specialized in a certain crop shows higher collection rate.

  • The collection management paradigm has drastically changed since the emergence of collection management activities on the internet. Due to the technological development of web, web has become the newly open field as a useful tool to facilitate collection management transactions. The purpose of this study is, by evaluating web sites of the university library’s collection management in United States, to construct the contents of collection management web site. To fulfill the purpose, 6 categories for the contents of the collection management web site are suggested. The result of this study can be used as the basic data for researching of collection management web site. Web site is playing a role of stepping up its activities and informing useful information on its selection tool and collection development policy.

  • The National Library of Korea, Sejong is a subject branch of the National Library of Korea, which is centered on policy information for governments and related research institutes. Therefore the strategic orientation of the NLKS to establish the essential identity and to enhance it's capacity is to collect and preserve policy information both domestic and abroad. In order to strengthen the capacity of the NLKS as a national conservation center of policy information, we surveyed and analyzed the perception of the operation and policy information services of the National Association for Policy Information and intention of policy information bulk donations of the member institutions, which are the producers and consumers of policy information. And based on the results, we suggested ways to strengthen the policy collection ability of NLKS.

A Study on Information Resources Recognition for Collection Development Policy of Gwangju Representative Library (광주대표도서관 장서개발정책 수립을 위한 정보자원 인식 연구)

  • The Study is to investigate information resources recognition of collection development policy that is a key element of Gwangju representative library. 68 Librarians, 98 library users and 20 libraries responded the questions of information resources. The fields of the questions are media, subjects and levels of information resources. The results of the research are as follows. First, the correlation coefficients between librarian group's preference and need is lower than that of the user group. Second, information resources for the knowledge-disadvantaged has low preference and need but the actual usage rate was high. Third, Librarians need to transfer historical paper and books, historical objects, technical reports and journal articles to the representative library. Fourth, information resources about philosophy have middle preference, low need and the resources have low need for transfer to representative library. Fifth, local historical resources and administrative policy resources has low usage rate high need for transfer to representative library. Sixth, the level of public library in Gwangju is 1.837 and the expectative level of Gwangju representative library is 3.325.
