This study has taken the Myeongjidong island, which has experienced spatial change due to various reasons ranging from the Japanese colonial era until today, as an instance in order to comprehend macroscopic spatial change of the Nakdonggang Delta and the adaptation process of the locals in a microscopic point of view. Spatial change of the Myeongjidong has been confirmed by collecting maps such as the atlas of late period of Chosun published in 1910, topographic map, regional geography, city records, and by applying coordinates with geographic reference function of GIS program, then checking for time sequential space change of individual regions. Space change driven by the Japanese government-general of Korea, Gimhae Irrigation Association, and by national policy or planning brought about environmental and humanistic changes unlike ever before, and land usage, housing and industry of the region and the locals experienced various adaptation processes. Such processes were compiled through collection and comparison of literature, and supplementation from interview of the locals during field study. As for the research region, it ranged from the construction of Nakdonggang bank and Myeongji seawall of 1935, agricultural rural landscape formed after the area expansion project by Gimhae Irrigation Association in 1940, to landscape that are becoming mercantile and urban due to the developmental plans of national and local governments.
Due to the transformation to the intelligent information society, the rapid change of our life and environment is expected. The Ministry of Science and ICT (MSIT) and the National Research Council of Science and Technology (NST) introduced a five-year government supported research institution's planning and evaluation based on the mid-to long-term perspective. This study collects international benchmarking information including industry, academia, and research fields by collecting mid- and long-term strategy reports from public research institutes, surveys by experts from abroad universities and research institutes, and analyzing overseas market information reports. The British Geological Survey (BGS), the U.S. Geological Survey (USGS) and the japanese geological survey related institutes (AIST-GSJ) plans for three-dimensional national geological information, predictions of geological environmental disasters, and development of important metals and material in the low carbon economic transformation and in the era of the Fourth Industrial Revolution. The mid- and long-term program emphasizes basic and public research on geological information through abroad experts survey such as the IPGP-CNRS etc. The market analysis of the mining automation and digital map sectors has been able to derive the fields in which the role of public research institutes by the market is expected such as data collection on land and in the air, mobile or three-dimensional information production, smooth/fast/real-time maps, custom map design, mapping support to various platforms, geological environmental risk assessment and disaster management information and maps.
The number of used oil refining companies has been increased and it causes shortage of the volume of used oil per recycling company. In addition, the number of used oil collecting companies has been increased and it caused excessive competition among companies with excessive costs. Companies use not only proper used oil but also low quality used oil because of shortage of supply. It is the reason of environmental pollution. Also excessive competition brings high cost of refined oil and it becomes a burden on the consumer. Therefore, the recycling improvement plans of used oil is needed because of these causes. First of all, importing used oil from the developed countries of OECD is the one of solution to secure a used oil supply. However, imported used oil should meet the international quality standards and it is examined twice by international authority institute such as K-petro in both exporting and importing countries. Second, the cost would be reduced with the relaxation on regulations of used oil refinement. However, regulation to sediment and water should be separated. Sediment should be kept within 2% and water should be kept within 5%. It is the way to relax the regulations of used oil refinement with preventing environmental pollutions. Finally, the standard of used oil for heater should be regulated strictly. To prevent pollutions, used oil for heater is limited to high quality waste lubricating oil. Also the air pollution prevention device has to be installed on heater.
In pharmaceutical clinical trials as human material research, the collection, use, storage and provision of human materials must be in accordance with the criteria stipulated in 「Bioethics and Safety Act」, except in the case that some criteria about it is in the law related to clinical trials such as 「Pharmaceutical Affairs Act」 and 「Enforcement Rule on Safety of Drugs, etc.」 so these take precedence over. Under 「Bioethics and Safety Act」, the core aspect of the legal standard for obtaining informed consent is the use of statutory form . The use of statutory form ensure that both those who obtain informed consent and those who give it can know the contents contained this form as well as recognize its importance. Thus, the person who has the right to informed consent can sign the statutory form after correct understanding of the contents. In reality, however, some researchers and IRB members determine that only the main informed consent form is to be used because most of contents on statutory from are included in the main informed consent form. Some other researchers and IRB members judge that the use of statutory form is not needed if human materials may only be used for laboratory testing and the rest will not be stored and provided for future use. Most of these determination and judgement is based on the interpretation of the Korea National Institute for Bioethics Policy(hereafter, KoNIBP) on IRB Information Portal Site. But, it is questionable whether the KoNIBP's interpretation is legally valid and the KoNIBP is the legal entity having authority to interpret existing statute. In some cased not only using the main informed consent form including enough information about the collection, use, storage and provision of human materials but also collecting necessary minimum human materials, and discarding the rest, unusing the statutory form may not cause the problem to respect and protect the research participant's rights. Therefore, the provision stipulating the criteria about the use of statutory form as the legal standard of obtaining informed consent that applies all human material research without exception should review to revise. At least, straighten out the confusion surrounding whether or not the statutory form is to be used, before the revision of related provision, considering the logical opinions of some researchers and IRB Members, the Ministry of Health and Welfare as the legal entity having authority to interpret existing statute should represent its opinion about permission of the acceptable exceptions.
The ESBs (Environmental Specimen Banks) have monitoring functions for the contemporary environmental qualities and also offer the future generation tangible information on the past environment by preserving the specimens. This entails the sampling of the representative specimen for each distinctive ecosystem, which is performed under a strict and stipulated procedure and a condition that does not allow any change in the component so that a retrospective analysis can be readily done even in the distant future. It has been more than 30 years that some developing countries started collecting a broad spectrum of specimens to vindicate the effectiveness of an environmental policy and to monitor the long-term variations of background concentrations of environmental pollutants. Though being late, the National Institute of Environmental Research (NIER), Korea, has successfully launched the National Environmental Specimen Bank (NESB) in 2009 equipped with its state-of-the-art automated cryogenic tanks. Since then, the researchers at the NESB have been doing their best to excel the existing ESBs around the world by learning and improving the expertise. To do so, they conducted a pilot study for developing and testing their own Standard Operating Procedure (SOP) based on the analysis of the examples of the other ESBs. The problems from the pilot study had been reviewed to improve the SOP to meet the requirements for an ESB, that is to say, preserving representative environmental specimens in cryogenic condition and enhancing the analytical method. Furthermore, they also need to prepare themselves to address the future challenges by providing some additional functions, which makes it distinguishable from the other ESBs. If successful, this will be a step further to be recognized as a full-fledged member of the ESB society of the world.

The Park Act (1967~1980) was the first law to define urban parks in Korea. The urban parks of that time were similar to a reservation area used for other purposes after giving regulation. Because 'the urban park as a reservation area' in the past is a repeated park issue in the present, it is necessary to consider the issues of the original law system that created the cause. From this perspective, this study analyzed the legislation to reserve an urban park by collecting bills and information about the factual relationship between 1960 70s park issues and the Park Act. Analysis showed that the reason for the adoption of different kinds of urban parks in the law of a nature park is that a negative list separated from the Urban Planning Act is required to curb private usage. Inherent in the Park Act, however, was the problem of allowing the encroachment of urban parks by governmental power. (1) The Park Act sets out a wide range of cases to abolish urban park. (2) Unclear setting of governmental power could abuse the urban park. (3) Insufficient standards were able to erode the urban park with large for-profit facilities. (4) The inactivity of the Urban Public Park Committee had reduced democratic decision-making and professional judgement on park issues. Therefore, the Park Act was characterized as infringing on the environment and right to urban parks and took a passive attitude in creating parks and in citizen usage thereof. The Park Act had limitations as a progenitor for establishing the characteristics and concepts of urban parks.

This study suggests a method to construct large scale dynamic O/D reflecting the characteristic that the passengers' travel patterns change according to the land use patterns of the destination. There are limitations in the existing research about dynamic O/D estimation method, such as the difficulty of collecting data, which can be applied only to a small area, or limiting to a specific transportation network such as highway networks or public transportation networks. In this paper, we propose a method to estimate dynamic O/D without limitation of analysis area based on transportation resources that can be easily collected and used according to the big data era. Clustering analysis was used to calculate the departure time trip distribution ratio based on arrival time and departure time trip distribution function was estimated by each cluster. As a result of the comparison test with the survey data, the estimated distribution function was statistically significant.
The construction field is implementing cost savings and business process improvements by adopting and applying various information technologies to secure the construction sector's technological competitiveness amid the economic recessions inside and outside South Korea. Therefore, affiliated agencies of the Ministry of Land, Infrastructure, and Transport are reinforcing transparency and efficiency in construction project management through informatization. These agencies are also performing construction project management and maintenance and management businesses by constructing various information systems to create higher added values and secure competitiveness. However, as the application of the constructed information system is limited to a portion of public construction projects, it is not yet possible to understand the whole status of the national infrastructures. Therefore, this paper aims to propose a construction information service plan, its future promotion method and procedure of application on the entire national infrastructures. This plan would be carried out by collecting, linking and fabricating the main construction information from the information systems of the affiliated agencies around the construction project information system(Construction CALS System) being applied at the organizations under the Ministry of Land, Infrastructure, and Transport. Such a plan is expected to facilitate effective project management and maintenance of public construction projects and serve as a useful tool for major decision making endeavors such as future policy planning. The proposed plan is also expected to facilitate the management and application of construction information from the construction up to the maintenance management of the national infrastructures.
This study examined the role of interpretation with various practices in art museums to seek a new meaning and a concept of art museum today. The exploration of interpretation would he a starting point to discuss about on art museums with professionals in each art-related field. While museums recognize the concept of interpretation and the scope of the functions in different levels, the study focused on the practices of collecting and exhibiting that will entrust the museum new realms of activities toward the audience. In particular, its emphases are set force on the information on the collections via the museum's web sites, interpretation policies, and theories and methodologies in exhibition development. Art museum websites well reflect how museums utilize the new medium to enhance the understanding of art works by providing in-depth art historical information, comprehensive contexts, and subject/concept based search methods. In recent decades, these have enacted changes to expand dimensions of interpretive functions in most museums, particularly in the United States and others. In an administrative perspective, Tate Gallery Interpretation Policy became an good example how an art museum put its interpretation philosophy as the basis of interpreting collection and public programs. Tate established functions of intrepretation and education not only within a task-based team but also as an intrer-divisional coorperation to provide an interpretation scheme of information provisions such as guide brochure, audio tour, multimedia content, and library. New environment and trends of museum exhibition, and its development processes stem from communication theories, object interpretation philosophy, display strategies, and various evaluation techniques through audiences, with the communication theories of Shannon and Weaver, Berlo's SMCR(Source-Message-Channel-Receiver) models were perceived as to understand the mechanism to communicate museum exhibits to visitors Suzan vogel's insight into object display strategy helped to conceive the mechanism of object recontextualization. She emphasized that the museum's practice to construe opinions and impressions through object display should be discreet and critical, therefore, the professionals to plan the exhibition should reveal the intention and their practices. For a prevailing new methodology from the field, the interpretive exhibition development processes are articulated as the front-end, formative, and summative evaluation, futhermore the team process in industrial product management models was adapted. These have turned out to be more interactive with visitors and effective to communicate the exhibition concepts and messages, hence resulting in enriched museum experiences. Finally the study concluded that understanding the aspects of interpretation should help art museums to set a framework for current practices to expand its public dimension. It can provide curators with a critical view to website planning and its content. And obviously, the interpretive exhibition development methodology will lead museum exhibition developers to be skilled in its current approaches to thematic exhibition concerning diverse subjects and topics.

In Korea, PM (Particulate Matter) emissions caused by coal-fired power plants are measured by a system, so called Clean Air Policy Support System (CAPSS), which uses foreign emission factors. However, the system fails to reflect the characteristics of domestic power plants. In this regard, this study aims to develop local, accurate domestic emission factors. The study measured the amount of TSP (Total Suspended Particulates), PM10 and PM2.5 by collecting samples from the latter parts of pollution control devices which were installed at 3 bituminous-fired power plants and 3 anthracite-fired power plants. The results showed that the average concentrations of TSP, PM10 and PM2.5 measured at bituminous-fired power plants were 4.63 mg/$Sm^3$, 2.96 mg/$Sm^3$ and 3.07 mg/$Sm^3$ respectively, much higher than those from anthracite-fired power plants (2.96 mg/$Sm^3$, 2.47 mg/$Sm^3$ and 1.37 mg/$Sm^3$, respectively). In addition, bituminous-fired power plants showed higher ratios of PM10/TSP and PM2.5/TSP with 0.66 and 0.92, respectively, compared to 0.82 and 0.46, the ratios of PM10/TSP and PM2.5/TSP measured in anthracite-fired power plants. Emission factors based-on concentration measurements were also higher for bituminous-fired power plants, and PM with smaller particles tended to have bigger difference in emission factors between the two fuels. This study calculated the amount of PM emissions by using the estimated emission factors. When it comes to the PM emissions, it was less than that of CAPSS while similar to that of CleanSYS in its amount. It is expected that the emission factors developed by this study will be used in Korea replacing foreign emission factors currently used in Korea by ensuring the objectivity and reliability as domestic emission factors.
