This study aims to find out a institutional base in urban planning and urban project, confronted with climate change and necessity of sustainable development in France. The establishment of Grenelle Environment Law became a start point to draw concrete effect and implement urban projects. The relation in urban policy on climate change and its concrete shape in urban projects are examined in this paper, especially focused on HQE2R criteria and Eco-Quartier projects. It provides various information on ways to improve Korea urban planning, urban revitalization and development projects, which is in similar situations and necessity in France. As shown in the case of France, for the sustainable urban development related on climate change, it is necessary of Central Government's firm and clear policy framework, as well as the institutions and organizations linked to actual process of local communities are required. In addition, through the development of indicators applicable to urban development and architectural process, objective and rational framework for planning and design standards should be established.
There is an emphasis on the importance of adaptation against to climate change and related natural disasters. As a result, various climate information with different time-scale can be used for science-based climate change adaptation policy. From the aspects of Global Framework for Climate Services (GFCS), various time-scaled climate information in Korea is mainly produced by Korea Meteorological Administration (KMA) However, application of weather and climate information in different application sectors has been done individually in the fields of agriculture and water resources mostly based-on weather information. Furthermore, utilization of climate information including seasonal forecast and climate change projections are insufficient. Therefore, establishment of the Cooperation Center for Application of Weather and Climate Information is necessary as an institutional platform for the UIP (User Interface Platform) focusing on multi-model ensemble (MME) based climate service, seamless climate service, and climate service based on multidisciplinary approach. In addition, APCC Integrated Modeling Solution (AIMS) was developed as a technical platform for UIP focusing on user-centered downscaling of various time-scaled climate information, application of downscaled data into impact assessment modeling in various sectors, and finally producing information can be used in decision making procedures. AIMS is expected to be helpful for the increase of adaptation capacity against climate change in developing countries and Korea through the voluntary participation of producer and user groups within in the institutional and technical platform suggested.
The IPCC 5th Assessment Report (Climate Change 2013: The Physical Science Basis) was accepted at the 36th Session of the IPCC on 26 September 2013 in Stockholm, Sweden. It consists of the full scientific and technical assessment undertaken by Working Group I. This comprehensive assessment of the physical aspects of climate change puts a focus on those elements that are relevant to understand past, document current, and project future of climate change. The assessment builds on the IPCC Fourth Assessment Report and the recent Special Report on Managing the Risk of Extreme Events and Disasters to Advance Climate Change Adaptation. The assessment covers the current knowledge of various processes within, and interactions among, climate system components, which determine the sensitivity and response of the system to changes in forcing, and they quantify the link between the changes in atmospheric constituents, and hence radiative forcing, and the consequent detection and attribution of climate change. Projections of changes in all climate system components are based on model simulations forced by a new set of scenarios. The report also provides a comprehensive assessment of past and future sea level change in a dedicated chapter. The primary purpose of this Technical Summary is to provide the link between the complete assessment of the multiple lines of independent evidence presented in the main report and the highly condensed summary prepared as Policy makers Summary. The Technical Summary thus serves as a starting point for those readers who seek the full information on more specific topics covered by this assessment. Warming of the climate system is unequivocal, and since the 1950s, many of the observed changes are unprecedented over decades to millennia. The atmosphere and ocean have warmed, the amounts of snow and ice have diminished, sea level has risen, and the concentrations of greenhouse gases have increased. Total radiative forcing is positive, and has led to an uptake of energy by the climate system. The largest contribution to total radiative forcing is caused by the increase in the atmospheric concentration of $CO_2$ since 1750. Human influence on the climate system is clear. This is evident from the increasing greenhouse gas concentrations in the atmosphere, positive radiative forcing, observed warming, and understanding of the climate system. Continued emissions of greenhouse gases will cause further warming and changes in all components of the climate system. Limiting climate change will require substantial and sustained reductions of greenhouse gas emissions. The in-depth review for past, present and future of climate change is carried out on the basis of the IPCC 5th Assessment Report.
Fisheries are subject to unexpected weather condition. While some change of it may be positive for some fisheries, the current state suggests that the effects will be undesirable for many fisheries. The aim of this study is to assess the vulnerability to climate change in 11 regional fisheries of Korea using the framework of IPCC. The vulnerability assessment depends upon the interrelation of three key elements; exposure, sensitivity and adaptive capacity, which were derived from Analytical Hierarchy Process method in this study. These elements would contribute to comprehend relative importance at the regional characteristics of fisheries. We compared the vulnerability index of 11 regional fisheries so as to look for strategies and adaptation methods to the impacts of potential climate change. Jeoun-Nam, Kyeong-Nam, and Jeju are identified as the most vulnerable provinces to climate change on their fisheries because they have high level of sensitivity to predicted climate change and relatively low adaptive capacity. The relatively low vulnerability of Ulsan, Gyeonggi reflects high financial independence, well-equipped infrastructure, social capital in these regions. Understanding of vulnerability to climate change suggests future research directions. This paper will provide a guide to local policy makers and fisheries managers about vulnerability and adaptation planning to climate change.
Understanding climate change is not only complex but also extensive. Humanity has never embarked on such a huge challenge of trans-national scope: a problem that began in the past continues now and will be continuing for a long time in the future. Nepalese have also significantly felt the impact of global climate change. The scenarios of climate change indicate that the increased temperatures will cause snow-melt which will result in floods, droughts, and uneven weather patterns. The impact of such unexpected climate hazards and weather patterns have already been felt and will continue to be felt in Nepal. These climate change-induced hazards and risks particularly threaten the agriculture sector, which results in food insecurity and makes poor and vulnerable people face increasingly unanticipated impacts to their lives and wellbeing. This paper explores the climate vulnerability of the Nepalese in terms of their physical, social, economic and primarily agricultural losses due to the increasing impact of climate change. The paper argues the need for a timely adaptation of measures to maintain an environment suitable for agriculture and for the well-being of the population residing in the area.
Cameroon is a lower middle-income country with a population of 25.87 million inhabitants distributed over a surface area of 475,442 ㎢. Cameroon has very rich potentials in renewable energy resources such as solar energy, wind energy, small hydropower, geothermal energy and biomass. However, renewable energy constitutes less than 0.1% of energy mix of the country. The energy generation mix of Cameroon is dominated by large hydropower and thermal power. Cameroon ratified the Paris Agreement in July 2016 with an ambitious 20% greenhouse gas (GHG) emission reduction. This study attempts to investigate some renewable energy deployment policy-instruments that could enable the country enhance renewable energy deployment, gain energy independence, fulfill Nationally Determined Contribution (NDC) and achieve Sustainable Development Goals. It begins with an analysis of the status of energy sector in Cameroon. It further highlights the importance of renewable energy in mitigating climate change by decarbonizing the energy mix of the country to fulfill NDC and SDGs. Moreover, this study proposes some renewable energy deployment policy-solutions to the government. Solar energy is the most feasible renewable energy source in Cameroon. Feed-in Tariffs (FiT), is the best renewable energy support policy for Cameroon. Finally, this study concludes with some recommendations such as the necessity of building an Energy Storage System as well a renewable energy information and statistics infrastructure.
In this review, we aimed to synthesize the current knowledge on the observed and projected effects of climate change on the ecosystems of Korea (i.e., the Republic of Korea (ROK) or South Korea), as well as the main causes of vulnerability and options for adaptation in these ecosystems based on a range of ecological and biogeographical data. To this end, we compiled a set of peer-reviewed papers published since 2014. We found that publication of climate-related studies on plants has decreased in the field of plant phenology and physiology, whereas such publication has rapidly increased in plant and animal community ecology, reflecting the range shifts and abundance change that are occurring under climate change. Plant phenology studies showed that climate change has increased growing seasons by advancing the timing of flowering and budburst while delaying the timing of leafing out. Community ecology studies indicated that the future ranges of cold-adapted plants and animals could shrink or shift toward northern and high-elevation areas, whereas the ranges of warm-adapted organisms could expand and/or shift toward the areas that the aforementioned cold-adapted biota previously occupied. This review provides useful information and new insights that will improve understanding of climate change effects on the ecosystems of Korea. Moreover, it will serve as a reference for policy-makers seeking to establish future sectoral adaptation options for protection against climate change.
The global rise in atmospheric $CO_2$ concentration and its associated climate change have significant effects on agricultural productivity and hydrological cycle. For food security and agricultural water resources planning, it is critical to investigate the impact of climate change on changes in agricultural productivity and water consumption. APEX-Paddy model, which is the modified version of APEX (Agricultural Policy/Environmental eXtender) model for paddy ecosystem, was used to evaluate rice productivity and evapotranspiration based on climate change scenario. Two study areas (Gimjae, Icheon) were selected and the input dataset was obtained from the literature. RCP (Representitive Concentration Pathways) based climate change scenarios were provided by KMA (Korean Meteorological Administration). Rice yield data from 1997 to 2015 were used to validate APEX-Paddy model. The effects of climate change were evaluated at a 30-year interval, such as the 1990s (historical, 1976~2005), the 2025s (2011~2040), the 2055s (2041~2070), and the 2085s (2071~2100). Climate change scenarios showed that the overall evapotranspiration in the 2085s reduced from 10.5 % to 16.3 %. The evaporations were reduced from 15.6 % to 21.7 % due to shortend growth period, the transpirations were reduced from 0.0% to 24.2 % due to increased $CO_2$ concentration and shortend growth period. In case of rice yield, in the 2085s were reduced from 6.0% to 25.0 % compared with the ones in the 1990s. The findings of this study would play a significant role as the basics for evaluating the vulnerability of paddy rice productivity and water management plan against climate change.
기후변화에 대한 영향 및 위험은 지역적, 국지적 차원에서 더욱 확장되므로 기후변화에 따른 지역적 영향 및 특성을 반영한 기후변화 적응대책 마련의 필요성이 커지고 있다. 이에 본 연구에서는 기초지자체 적응대책의 분야별 사업 수 및 예산의 특성을 분석하고 피해사례와 비교 검토하여 기후변화 적응대책의 개선방향을 제시하고자 했다. 기초지자체 적응대책 특성 분석을 위해 군집분석을 통하여 지자체 적응대책의 유형별 특성을 파악 했다. 적응대책의 계획이 실제 기후변화로 인한 피해 내용을 잘 반영하고 있는지 검토하기 위하여 과거 24년 동안 지자체별 관측 영향 결과(신문기사 2,565건)와 비교 분석을 수행했다. 군집분석 수행 결과 군집은 4가지 유형으로 구분되었다. 전국 피해 유형으로 재난재해, 건강 부분에서 공통적으로 피해 빈도가 높은 것으로 분석되었으며, 적응계획 또한 재난재해, 건강, 농업, 물 관리 순서로 높은 비율을 보였다. 하지만 피해 사례 반영의 비중과 단기 및 장기 미래에 대한 고려 수준에 따라서 각 군집별로 피해빈도와 적응계획의 특성에서 차이를 보였다. 본 연구의 결과는 향후 기초지자체 특성 및 지역별 실질적 피해에 기반 한 적응대책 마련의 기초자료로 활용될 수 있을 것이라고 판단된다.
The purpose of this study is to analyze the effects of useof weather and climate information on farmer income. To accomplish the objective of the study a farm survey was conducted, whose target respondents were local correspondents and reporters of the Korea Rural Economic Institute. The ordered logit model was employed for empirical analysis on determining whether use of weather and climate information affects farmer income. The analysis results show that the greater is farmer use of short-range weather forecasts, the higher is the income. The results also show higher farmers income with use of short-range special weather forecasts. Based upon the empirical results, the dissemination of more precise weather and climate information is suggested to increase farmer income.
