The present state of natural disaster caused by extreme heat in the Korea Peninsula (폭염으로 인한 한반도 자연재해 현황)

  • Recently, occurrence frequency of natural disasters decrease but scale of damage increase remarkably by the Climate change due to global warming. Especially, extreme heat become more critical weather problem in the Korean Peninsula. But, we don't have exact threshold about extreme heat. Extreme heat does not classify into natural disaster. Therefore, we have compared death count of the natural disaster with the one of extreme heat at Seoul, Korea. As a result, the number of death by extreme heat don't smaller than one by the natural disasters and we knew extreme heat have also to consider as natural disaster.

  • Recently, the climate change due to global warming, heat wave, heavy snow etc., is rapidly progressing all over the world. This kind of climate change is judged to be affecting a lot in construction industry which has characteristic of outdoor industry. Therefore this study, to prevent death disaster occurring by climate elements at construction site, quantitatively analyzed real condition of death disaster on construction site and suggests basic management direction which to be conducted on the site.

  • Global Warming makes the climate change in the earth. Life environment is continuously deteriorated. As a preparation and adaptation of the climate change, there are many international activities including IPCC and UNFCCC. Also Sendai framework is new DRR activity of UNISDR. In this study, we discuss inter-connection of the activities and we check our preparation and guide for the future DRR actitivities.

Relationship between Interannual Variability of Phytoplankton and Tropical Cyclones in the Western North Pacific

  • We investigated the interannual relationship between chlorophyll concentrations in the western North Pacific and tropical cyclones (TCs) in the western North Pacific by analyzing data collected for >12 years. Despite the short-term scale (2~3 weeks) in the contribution of tropical cyclones to phytoplankton, the current study revealed that the long-term chlorophyll variability in the western North Pacific is profoundly related to long-term variability in the frequency of TCs. It was also found that the Pacific decadal oscillation (PDO) tends to control such relationships between the 2 bio-physical systems. This result suggests a significant climatic relationship between TC activity and marine phytoplankton, and also suggests the possibility of more accurate estimations of primary production in the western North Pacific.

  • The rapid increase in the number of climate disasters combined with the scale of change and the diversification of natural disasters require a radical solution. In particular, the urban space is more complex, therefore we need to establish measures for disaster response and how to react to damaged infrastructure based on the phenomenon of an increase in the urban population and the impermeable layer being extended. The social problems related to the economic burden of land purchase and the securing of a disaster prevention system can be solved simultaneously by introducing the park system for disaster reduction into the public land of the green space in the city. The local government has recently adapted diverse systems of disaster mitigation and carried out pioneer projects according to the guidelines for the construction of the urban park for disaster prevention published by the Ministry of Land, Infrastructure and Transport. The purpose of this study is to propose a composition model for neighborhood parks to prevent disaster through urban green spaces which has the functions of water management and biotope conservation. The result of this study will contribute to utilize the climate change adaptation model for living area neighborhood parks in the existing urban structure.

Comparison of Disaster Vulnerability Analysis and Risk Evaluation of Heat Wave Disasters (폭염재해의 재해취약성분석 및 리스크 평가 비교)

  • Recently, the frequency and intensity of heat waves due to the increase in climate change temperature are increasing. Therefore, this study tried to compare the evaluation process and evaluation results of the heat wave disaster evaluation, which is the government's analysis of the heat wave disaster vulnerability and the risk evaluation method recently emphasized by the IPCC. The analysis of climate change disaster vulnerability is evaluated based on manuals and guidelines prepared by the government. Risk evaluation can be evaluated as the product of the possibility of a disaster and its impact, and it is evaluated using the Markov chain Monte Carlo simulation based on Bayesian estimation method, which uses prior information to infer posterior probability. As a result of the analysis, the two evaluation results for Busan Metropolitan City differed slightly in the spatial distribution of areas vulnerable to heat waves. In order to properly evaluate disaster vulnerable areas due to climate change, the process and results of climate change disaster vulnerability analysis and risk assessment must be reviewed, and consider each methodology and countermeasures must be prepared.
