유독물질 상위 및 하위규정수량의 기준 및 위험 범주 선정 방안 (Determination Method of the Criteria and the Hazard Category for Upper and Lower Tier Qualifying Quantities of the Toxic Substance)

  • Qualifying quantities (upper tier (UT) and lower tier (LT)) are designated for the regulation of toxic substances. In this study, we aimed to establish systematic criteria for the qualifying quantities by comparing the South of Korea chemical control act with the European Seveso III Directive (Seveso III). In Seveso III, qualifying quantities are defined as "hazard categories" applying GHS (Globally Harmonized System of Classification and Labelling of Chemicals), and LTR (lower-tier requirements) and UTR (upper-tier requirements) are determined. The Pro HC (proposed hazard categories) were relevant to the GHS classification of toxic substances and were compared with the currently regulated qualifying quantities. Furthermore, we estimated the Pro LTR (proposed lower-tier requirements) and Pro UTR (proposed upper-tier requirements) corresponding to each Pro HC. Consequently, it was supposed that LT and UT were selected based on GHS like those of Seveso III. Therefore, designation criteria for qualifying quantities should be established by setting the Pro HC such as in Seveso III, rather than designating the qualifying quantities of toxic substances by itself individually. In addition, qualifying quantities should not be delegated to GHS classifications (H302, H341, H411) that do not meet the criteria for the designation of toxic substances, and the corresponding substances should be excluded from classification as toxic substances. This study provides insights into the selection of hazard categories and criteria for qualifying quantities of toxic substances.

  • 인류 생활 수준의 증진 및 향상을 위해 화학제품의 사용이 세계적으로 널리 확대 되고 있다. 그러나 이러한 화학제품은 많은 이점을 가지고 있는 반면에 사람과 환경 약영향을 미칠 우려가 있어서, 안전한 사용을 위한 제도를 각국에서 시행하고 있다. 2003년 UN에서 권고된 화학물질의 분류기준과 표시방법을 전세계적으로 통일하기 위한 GHS는 2008년부터 각국에서 도입하도록 권고되었다. 기존의 농약분류체계와 표시방법과 가장 많이 달라지는 것은 물질분류기준이다. 그리고, 그림문자가 표시방법이 정사각형에서 마름모형으로 변화되었고, 3종이 추가되고 1종이 폐지되었다. 따라서, 기존의 농약분류 및 표시제도와 GHS를 면밀한 비교평가와 선진국의 도입방향의 조사를 바탕으로, 우선적으로 물질분류기준변경을 하면서 유독성제품부터 부분적으로 시행하는 것이 타당할 것이다.

BIM 기반 유지관리정보 모델링을 위한 객체분류목록 개발 -건축 전기/정보통신 분야를 중심으로- (Object Classification List for BIM-based Maintenance Information Modeling in Electrical and Telecommunications Field of Architecture)

  • 시설물의 운영 및 유지관리는 시설물의 전 생애주기 비용의 83% 이상을 차지하기 때문에 시설물의 효과적인 관리는 필수적으로 이루어져야 한다. 본 연구에서는 시설물의 운영 및 유지관리 단계에서 요구되는 정보를 설계 및 시공단계에서부터 관리하기 위해 BIM 객체 기반의 분류목록을 개발하였다. 이 분류목록을 개발하기 위해 건설정보분류체계, 건축전기설비설계기준, 조달청 물품목록분류를 분석하였으며, 객체분류목록을 구성하기 위한 문제점을 도출하였다. 그리고 각 기준을 비교 분석하여 KSF 1540:2010 (CAD도면 작성 원칙과 기준)의 '도면의 분야 코드'를 분야분류인 대분류로 구성하고, 건설정보 분 류체계의 부위분류를 중분류로 구성하였으며, 조달청 물품목록 분류를 소분류인 장비 및 장치분류로 분류하고 해당 코드를 부여하였다. 본 연구는 설계단계 객체관점의 분류를 제공함으로써 운영 및 유지관리단계 정보교환 및 공유에 유용할 것이다. 나아가 운영 및 유지관리단계 기능별, 공간별, 용도별 장치 및 장비관리를 가능하게 함으로써 시설물의 효과적인 운영 및 유지관리를 가능하게 할 것으로 판단된다.

Cyanobacterial Taxonomy: Current Problems and Prospects for the Integration of Traditional and Molecular Approaches

  • The application of modern ecological, ultrastructural and molecular methods, aided by the cultivation of numerous cyanobacterial morphotypes, has substantially changed our knowledge of these organisms. It has led to major advances in cyanobacterial taxonomy and criteria for their phylogenetic classification. Molecular data provide basic criteria for cyanobacterial taxonomy; however, a correct phylogenetic system cannot be constructed without combining genetic data with knowledge from the previous 150 years research of cyanobacterial diversity. Thus, studies of morphological variation in nature, and modern morphological, ultrastructural, ecophysiological and biochemical characters need to be combined in a “polyphasic” approach. Taxonomic concepts for generic and infrageneric ranks are re-evaluated in light of combined phenotypic and molecular criteria. Despite their usefulness in experimental studies, the limitations of using strains from culture collections for systematic and nomenclatural purposes is highlighted. The need for a continual revision of strain identification and proper nomenclatural practice associated with either the bacteriological or botanical codes is emphasized. Recent advances in taxonomy are highlighted in the context of prospects for understanding cyanobacterial diversity from natural habitats, and the evolutionary and adaptational processes that cyanobacteria undergo.

Classification of the Analytic Hierarchy Process Approaches by Application Circumstances

  • This paper studies six different AHP (Analytic Hierarchy Process) approaches and suggests that the features of the approaches are classified by application circumstances in order to contribute to the applicability and quality usage of the AHP. Our study investigates the hierarchical principles and characteristics of the AHP, and historical debates on the AHP evaluation in which the six approaches have been involved. One of six approaches is an ANP (Analytic Network Process) application that is directly connected to AHP usage. The application differences among the six approaches are validated with a plain example. Then, the four circumstances of AHP applications are classified by two dimensions: the first dimension is whether or not the importance (weights) of criteria is independent of restrictively setting alternatives, and the second dimension is whether or not preference (priorities) of alternatives is independent of adding alternative(s) to or removing alternative(s) from the considering set of alternatives. Then featuring way of weighting criteria is classified. We suggest the distinguishing manners and describe the implications of the AHP application. Finally, we discuss rank reversal and multiplicative AHP.

의사결정나무법을 이용한 체질진단에 관한 연구 (A study of constitution diagnosis using decision tree method)

  • By the increasing concern about Sasang Constitution Medicine, its practical use is considered very important in disease prevention and medical treatment. However, the method of constitution classification is depending on the doctor's clinical trials because of the lack of the objective test criteria. This study is trying to improve the objectiveness of diagnosis using a new statistical method, decision tree. Decision tree method-a classification technique in the statistical analysis- was used to analyze the result of QSCCII instead of using discriminant analysis. As a result, 16 among 121 QSCCII questions was selected as important questions and 21 terminal nodes was built to classify the constitution. Using only 16 questions shown in the result of decision tree, we can diagnose and interpret the constitution easily and effectively.

컨볼루션 뉴럴 네트워크를 이용한 한글 서체 특징 연구 (A study in Hangul font characteristics using convolutional neural networks)

  • 로마자 서체에 대한 수치적 분류체계는 잘 발달되어 있지만, 한글 서체 분류를 위한 기준은 수치적으로 잘 정의되어 있지 않다. 본 연구의 목표는 한글 서체 분류를 위한 수치적 기준을 세우기 위해, 서체 스타일을 구분하는 중요한 특징들을 찾는 것이다. 컨볼루션 뉴럴 네트워크(convolutional neural network)를 사용하여 명조와 고딕 스타일을 구분하는 모형을 세우고, 학습된 필터를 분석해 두 스타일의 특징을 결정하는 피처(feature)를 찾고자 한다.

데이터기반 의사결정을 위한 정책 및 사업 속성 분류체계 개발 연구 (A Study on Development of Policy Attributes Taxonomy for Data-based Decision Making)

  • Purpose Due to the complexity of policy environment in modern society, it is accepted as common basics of policy design to mix up a variety of policy instruments aiming the multiple functions. However, under the current situation of written-down policy specification, not only the public officers but also the policy researchers cannot easily grasp such frameworks as policy portfolio. The purpose of this study is to develop "Policy Attributes Taxonomy" identifying and classifying the public programs to help making decisions for allocative efficiency with effectiveness-based information. Design/methodology/approach To figure out the main scheme and classification criteria of Policy Attributes Taxonomy which represents characteristics of public policies, previous theories and researches on policy components were explored. In addition, to test taxonomic feasibility of certain information system, a set of "Feasibility Standards" was drawn from "requirements for well-organized criteria" of eminent taxonomy literatures. Finally, current government classification system in the area of social service was tested to visualize the application of Taxonomy and Standards. Findings Program Taxonomy Schemes were set including "policy goals", "policy targets", "policy tools", "logical relation" and "delivery system". Each program and project could be condensed into these attributes, making their design more easily distinguishable. Policy portfolio could be readily made out by extracting certain characteristics according to this scheme. Moreover, this taxonomy could be used for rearrangement of present "Program Budget System" or estimation of "Basic Income".

APACHE Ⅲ를 이용한 중환자 분류도구의 타당도 검증 (Patient Severity Classification in a Medical ICU using APACHE Ⅲ and Patient Severity Classification Tool)

  • The purpose of this study was to verify the validity of the Patient Severity Classification Tool by examining the correlations between the APACHE Ⅲ and the Patient Severity Classification Tool and to propose admission criteria to the ICU. The instruments used for this study were the APACHE Ⅲ developed by Knaus and the Patient Severity Classification Tool developed by Korean Clinical Nurses Association. Data was collected from the 156 Medical ICU patients during their first 24 hours of admission at the Seoul National University Hospital by three trained Medical ICU nurses from April 20 to August 31 1999. Data were analyzed using the frequency, $x^2$, Wilcoxon rank sum test, and Spearman rho. There was statistically significant correlations between the scores of the APACHE III and the Patient Severity Classification Tool. Mortality rate was increased as patients classification of severity in both the APACHE III and the Patient Severity Classification Tool scored higher. The Patient Severity Classification Tool was proved to be a valid and reliable tool, and a useful tool as one of the severity predicting factors, ICU admission criteria, information sharing between ICUs, quality evaluations of ICUs, and ICU nurse staffing.
