A New Higher Education Policy In Russia : Enhancing Meaning-Centered Education via its Realization

  • Social and economic changes in the world, along with changes in the culture of government and structural changes in the relationship between the state, the market and higher education institutions, have resulted in new approaches pursued by states towards higher education (Konstantinov & Philonovich, 2007; Peterka, 2011). Higher education institutions, in its turn, enjoy more freedom in choosing to focus on various tasks and goals to their academic activities. This contributes to the diversity of expectations when it comes to the various roles modern academic institutions take on with regard to their development. Among many existing concepts in the current academic environment, the concept of "entrepreneurial university" is becoming a critically important concept in Russia. In this article, we consider the concept of the Entrepreneurial University as developed in Clark and Etzkowitz's theories, and the ways the concept is being adjusted in the higher education system in Russia. We analyze comparatively both contemporary and prior historical [1990s-mid2000s] state policies pertaining to higher-education institutions in Russia in order to provide an insight into how the national market of knowledge intensive production is being established in the country. As a consequence of these analyses, we present a new model of how universities can take a more systemic and meaningful approach to creating research-based innovation entrepreneurial activities. This approach is also viewed as making universities' innovation activities more sustainable and thus less dependent on the state support.

Synthesis and Characteristics of Alkaline Degreasing Agents for Steel Containing Degreasing Components (탈지조성에 따른 철강용 알칼리탈지제의 합성 및 특성)

  • To prepare alkaline degreasing agents(SADAs), tetrasodium pyrophosphate(TSPP), $Na_2CO_3$, Tetronix T-701 (T-701), Na-dioctyl sulfosuccinate(303C), Demol C, and MJU-100A were blended. The prepared degreasing agents were tested with steel specimens and the results were as follows. The degreasing powers of SADA-6($Na_2CO_3$ 50g/TSPP 25g/T-701 10g/303C 15g/Demol C 12g/MJU-100A 8g/water 130g mixture) for press-rust preventing oil were 98% and 99% degreasing at 4wt%, 70 $^{\circ}C$ and 90 $^{\circ}C$, respectively; for quenching oil, the degreasing power of SADA-6 was 92% degreasing at 4wt% and 70 $^{\circ}C$. From these results, it was proved that the SADA-6 exhibits a good degreasing power. Foam heights measured immediately after foaming by Ross & Miles method and Ross & Clark method at 6wt% and 60 $^{\circ}C$ were 16mm and 40mm, respectively. SADA-6 was proved a good low foaming degreasing agent.

  • Alkaline cleaning agent(ACA) was prepared by blending of POE(4)octadecylmine(S-204), $Na_2CO_3$, sodium orthosilicate(Na-OSi). Tetronix T-701(T-701), and MJU-100A. The physical properties of ACA tested with steel specimen showed the following results. The cleaning powers of ACA-6(S-204 80g/$Na_2CO_3$, 160g/Na-OSi, 80g/T-701, 60g/MJU-100A, 20g mixture) for press-rust preventing oil was 98% and 99% degreasing at 2wt%, $70^{\circ}C$ and $90^{\circ}C$, respectively : for quenching oil, the cleaning power of ACA-6 was 95% degreasing at 2wt% and $70^{\circ}C$. From these results, it was ascertained that ACA-6 exhibited a good cleaning power. Foam heights measured immediately after foaming by Ross & Miles method and Ross & Clark method at 3wt%. $60^{\circ}C$ were 17mm and 40mm, respectively. As the result, ACA-6 was proved a good low foaming cleaning agent.

The Impact of COVID-19, Day-of-the-Week Effect, and Information Flows on Bitcoin's Return and Volatility

  • Past literatures have not studied the impact of real-world events or information on the return and volatility of virtual currencies, particularly on the COVID-19 event, day-of-the-week effect, daily high-low price spreads and information flow rate. The study uses the ARMA-GARCH model to capture Bitcoin's return and conditional volatility, and explores the impact of information flow rate on conditional volatility in the Bitcoin market based on the Mixture Distribution Hypothesis (Clark, 1973). There were 3,064 samples collected during the period from 1st of January 2012 to 20th April, 2020. Empirical results show that in the Bitcoin market, a daily high-low price spread has a significant inverse relationship for daily return, and information flow rate has a significant positive relationship for condition volatility. The study supports a significant negative relationship between information asymmetry and daily return, and there is a significant positive relationship between daily trading volume and condition volatility. When Bitcoin trades on Saturday & Sunday, there is a significant reverse relationship for conditional volatility and there exists a day-of-the-week volatility effect. Under the impact of COVID-19 event, Bitcoin's condition volatility has increased significantly, indicating the risk of price changes. Finally, the Bitcoin's return has no impact on COVID-19 events and holidays (Saturday & Sunday).

Effectiveness Analysis on Comb Pen Shell Based on TAC System (키조개 TAC 제도의 효과 분석)

  • This study aims to analyze effectiveness of the resource use under the total allowable catch system (TACs) of Comb pen shell, a species among TAC targeting ones through its stock assessment based on the surplus production model such as the Clark Yoshimoto Pooley (CYP) model. Particularly, this study is separated into five analysis periods in order to understand changes in Comb pen shell resource and its efficient use after TAC system implemented in 2001. The results of this study are as follows. First, five sustainable yield curves (SYCs) and exponential growth functions (EGFs) produced by the surplus production model based on Gompertz growth function to compare before and after implementation of the Korean TAC system show that the TAC system has generated a positive stock rebuilding effect for Comb pen shell caught by the diver fishery since 2001. Secondly, five profits based on differences between the sustainable total revenue (STR) and the total cost (TC) with respect to fishing efforts present that the TAC system has increased efficiency of resource use of Comb pen shell caught by the diver fishery after implementation of the Korean TAC system. In conclusion, the Korean TAC system has increased efficiency of resource use as well as has led a positive stock rebuilding effect for Comb pen shell.

  • 홍수 예 경보 및 강우-유출의 관계에 의한 홍수량 산정은 수자원 계획과 관리에 있어 중요한 요소라 할 수 있다. 이러한 강우-유출의 관계를 표현할 수 있는 모형은 최근 분포형 모형으로 발전하게 되었지만, 유역수문 모형의 비약적인 발전과는 다르게 강우자료는 점 강우량을 유역내 평균강우량으로 산정하는 것이 일반적이다. 그러나, 실제 유역에서 강우의 분포는 다양한 이동속도와 방향을 가지고 있기에 유역 내 평균강우량이 발생한다고 가정하기에는 어려운 상황이 많다. 본 연구에서는 격자로 분할된 섬진강 유역에 임의로 생성한 중앙집중형 강우와 2009년 7월 12일부터 2009년 7월 15일까지의 레이더 강우 자료를 실제 이동방향과 수직된 나머지 세 방향으로 각각 공간분포 시켰으며, 강우의 이동과 공간분포를 함께 고려할 수 있는 준분포형인 Modified Clark 방법으로 유출량을 모의하였다. 실측된 유출량 및 강우이동에 대하여 모형을 검 보정한 후 직각된 4방향성으로 강우를 이동시켜 유역출구의 홍수량 변화를 비교 분석하였다. 그 결과 강우이동형태에 따라 첨두유량이 변화함을 알 수 있었으며, 가상의 이동강우 및 레이더 강우가 하류에서 상류로의 이동보다 상류에서 하류로 이동하는 특성이 유역출구에서의 첨두유량이 크고 지체시간을 지속시킴을 알 수 있었다. 본 연구를 통해 강우이동 특성을 고려할 수 있는 레이더 강우를 이용함으로써 홍수 유출특성의 변화 정도에 대한 신뢰도를 높일 수 있을 것으로 기대한다.

Decision of GIS Optimum Grid on Applying Distributed Rainfall-Runoff Model with Radar Resolution (레이더 자료의 해상도를 고려한 분포형 강우-유출 모형의 GIS 자료 최적 격자의 결정)

  • 최근 몇 년간 기후변화에 의해 기상이변이 발생하고 있으며 이에 따른 집중호우로 인한 홍수피해가 심각한 수준으로 발생하고 있다. 이에 수문기상학적 요소와 특성인자들의 정확한 상호 연관성의 규명과 공간적 변동성 해석은 강우-유출 모형에서 발생하는 불확실성을 감소시키는데 중요한 요소라고 할 수 있다. 이에 본 연구에서는 레이더 강우 격자 해상도와 지형인자 격자 해상도에 따라 강우-유출모형이 어떻게 반응하는지 분석하였다. 본 연구에서는 가-분포 강우-유출 모형인 ModClark 모형을 이용하여 강원도 인제군의 내린천 유역을 대상으로 광덕산 레이더자료를 이용하였다. ModClak 모형 구성을 위한 GIS 지형공간 자료는 30m, 150m, 250m, 350m 격자크기의 DEM을 사용하였으며, 2006년 7월 14일부터 7월 17일까지의 관측레이더 강우자료를 500m, 1km, 2km, 5km, 10km 사용하여 유출모의를 실시하고, 각각의 격자해상도에 따른 모의 결과를 비교하기 위해 유출수문곡선을 작성하고 유출량 변화를 모의하였다. 분석 결과 첨두유량 및 유출체적에 대해서는 DEM 30m~150m, Grid 500m~2,000m 크기의 격자일 때 가장 최적의 유출 모의를 한 것으로 분석되었으며, 통계적 분석에 의한 분석결과에서는 모든 DEM 격자는 Grid 500m인 경우, 모든 Grid 격자는 DEM 30m인 경우에 모형의 적합성이 높은 것으로 나타났고, 민감도 산정 결과 지수 등급이 높은 DEM이 분포형 모형의 결과 값에 큰 영향을 주는 것으로 분석되었다.

A Molecular Biotechnology For Removal of Toxic Heavy Metals

  • The thiosulfate reductase gene (PhsABC) from Salmonella typhimurium was expressed in Escherichia coli in order to produce sulfide from inorganic thiosulfate and precipitate metals as metal sulfide complexes. A 5.1-kb DNA fragment containing the native phsABC and a 3.7-kb DNA fragment, excluding putative promoter and regulatory regions were inserted into expression vectors pTrc99A and pJB866, respectively. Upon expression of phsABC, E. coli DH5$\alpha$ harboring the phsABC constructs showed higher thiosulfate reductase activity and produced significantly more sulfide than the control strain (E. coli DH5$\alpha$) under both aerobic and anaerobic conditions. Among the four constructs, E. coli DH5$\alpha$ harboring pSB74 produced the highest level of thiosulfate reductase and removed most of heavy metals from solution under anaerobic conditions. In a mixture of 100 $\mu$M each of cadmium, lead, and zinc, the strain could remove $99\%$ of the total metals from solution within 10 hours. Cadmium was removed first, lead second, and zinc last. In contrast, a negative control did not produce any measurable sulfide and removed very little metals from solution. These results have important implications for removal of metals from wastewater contaminated with several metals.

Rainfall-Runoff Analysis of River Basin Using Spatial Data (지형공간 특성자료를 이용한 하천유역의 강우-유출해석)

  • The subject basin of the research was the basin of Yeongcheon Dam located in the upper reaches of the Kumho River. The parameters of the model were derived from the results of abstracting topological properties out of rainfall-runoff observation data about heavy rains and Digital Elevation Modeling(DEM) materials. This research aimed at suggesting the applicability of the CELLMOD Model, a distribution-type model, in interpreting runoff based on the topological properties of a river basin, by carrying out runoff interpretation far heavy rains using the model. To examine the applicability of the model, the calculated peaking characteristics in the hydrograph was analyzed in comparison with observed values and interpretation results by the Clark Model. According to the result of analysis using the CELLMOD Model proposed in the present research for interpreting the rainfall-runoff process, the model reduced the physical uncertainty in the rainfall-runoff process, and consequently, generated improved results in forecasting river runoff. Therefore it was concluded that the algorithm is appropriate for interpreting rainfall-runoff in river basins. However, to enhance accuracy in interpreting rainfall-runoff it is necessary to supplement heavy rain patterns in subject basins and to subdivide a basin into minor basins for analysis. In addition, it is necessary to apply the model to basins that have sufficient observation data, and to identify the correlation between model parameters and the basin characteristics(channel characteristics).

An Empirical Test for the Relationship among Maturity, Volume and Volatility in the Korean Stock Index Futures Market (한국주가지수선물시장에 있어서 만기, 거래량, 그리고 변동성간의 관계에 관한 실증연구)

  • 본 연구는 한국주가지수선물시장에 있어서 1996년 5월부터 1998년 6월까지의 기간동안에 상장되어 실질적으로 거래된 각 주가지수선물 종목별 가격 및 거래량자료를 이용하여 만기까지의 기간, 거래량 그리고 가격변동성간의 체계적인 관계를 검증하였다. 즉, 주가지수선물의 종목들이 만기일에 접근함에 따라 거래량은 어떻게 변동하는가, 그리고 변동성은 어떻게 변동하는가를 실증적으로 검증한 것이다. 검증된 실증결과를 요약하면 다음과 같다. 첫째, 주가지수선물시장에 있어서 거래되는 종목들은 만기까지의 기간과 거래량간에 유의적인 음(-)의 관계가 확인되었고, 이는 만기일에 정근함에 따라 거래량은 증가하는 행태를 갖는다는 것이 일반적인 현상임을 알 수 있었다. 둘째, 주가지수선물시장에서 거래된 종목들에 있어서 동시적 거래량과 변동성간에는 유의적인 양(+)의 관계가 성립함에 따라 혼합분포가설을 주장한 Clark(1973)의 연구결과를 어느 정도 지지하는 증거를 발견하였다. 셋째, 주가지수선물시장에 있어서 만기까지의 기간과 변동성간에는 유의적인 음(-)의 관계가 존재한다는 것을 확인할 수 없었다 즉, 만기일에 접근함에 따라 가격변동성이 증가한다는 만기 효과가설을 지지하는 증거를 한국주가지수선물시장에서는 발견할 수 없었다.
