  • Climate change has recently become a serious global issue, and carbon emissions and energy consumption are increasing, particularly in cities where economic activities and populations are concentrated. Accordingly, various countries worldwide are promoting the Green New Deal and promoting urban-centered climate change response policies with the aim of carbon neutrality. In Korea, following the "smart green city" project that creates a city where humans and the environment coexist, a similar "carbon neutral green city" policy is set to be introduced. Therefore, in this study, implications and directions for the sustainable introduction of the carbon neutral green city policy will be derived by comparing and analyzing the State and Tribal Assistance Grants of the U.S. bipartisan infrastructure law and the smart green city of the Korean new deal.

  • In this study, we divide greenspace in Suwon city into three parts, that is, the conservation part, the maintenance part and the creation part by considering the quantitative aspect of greenspace and the present targets. To do it, two steps are taken. Firstly, assuming that the target year is 2007, the final target of greenspace area is established by combining targets presented in present state survey, the evaluation of resident perception and the future population estimates. The target of greenspace area in present state survey is 7,887,062$m^2$+$\alpha$ and that of greenspace area demanded in the evaluation of resident perception is 8,242,419$m^2$. Demand of greenspace area based on population estimates is 4,227,513$m^2$. When the greenspace needed in the city is added, the target may be more than 8,242,419$m^2$ which is demanded in the evaluation of resident perception. Outcome of the present state survey, 7,887,062$m^2$ + $\alpha$, is considered to be enough to accomodate the greenspace area demanded in the evaluation of resident perception and the population estimates. Therefore, targets of greenspace in Suwon City was established based on the area of greenspace analyzed in the present state survey. Secondly, the target of greenspace is divided into three parts, that is, the conservation part, the maintenance part and creation part. And the methods to attain the target are presented. In order to set desirable targets of urban greenspace, it is necessary to combine the outcome of present state survey, the resident perception, the population estimates and the various urban conditions. If the results of this study are applied to the urban planning or other related planning, the urban ecosystem will be protected and the biotope will be created.

  • The first generation of Japan's smart city policies began around 2010. However, the latest trends in smart city policies and the impacts of the first generation on the latter one were not fully covered in either official documents or academic literature. In such circumstances, the purposes of this study were firstly to identify outcomes derived from the smart city projects in the first generation, and then, to reveal the present situation of the latest smart city policies, including the influence of the first generation on these state of the art policies. The present study was also intended to evaluate the validity of a conceptual framework presented by Fernandez-Anez et al. (2018) for smart city policies. As a result, it was revealed that (1) policy outputs and outcomes derived from the smart city policies in the first generation were highly regarded, (2) the conceptual framework of smart city policies was evaluated as valid, and (3) the second generation of smart city policies after Society 5.0 was characterized by the establishment of smart city platforms.

  • The research has been conducted to explore the combination of three intangible resources, including social capital, entrepreneurship, and resilience capability on the performance of State Capital Enterprises (SCEs) in Vietnam. Both qualitative and quantitative approaches are applied in the study. An in-depth interview of ten CEOs at SCEs in Vietnam was made to explore new indicators for the contextual latent variables in the research models. By employing the data from the authors' survey of 568 SCEs in Vietnam in 2019, using Cronbach's alpha, confirmatory factor analysis (CFA) and path analysis (SEM), the mechanism that social capital impacts on SCE performance has been analyzed. In addition to the direct role, social capital indirectly affects corporate performance through entrepreneurship and resilience capability. It was found that social capital has a larger impact on entrepreneurship than resilience capacity. However, the contribution of resilience capacity to the firm performance is much more than the entrepreneurship's in Vietnamese context. This study enriches the theory by proposing a measurement scale of the contextual latent variables as a result of in-depth interviews with experts using a qualitative analysis technique. In addition, the path analysis findings suggest practical implications for managers to effectively use their resources in SCEs.

  • In this paper, a novel offset-based single-state pulse width modulation (PWM) method for achieving zero common-mode voltage (CMV) and reducing switching losses in multilevel inverters is presented. The specific active switching state of the zero common-mode (ZCM) voltage that approximates the reference voltage can be deduced from the switching state sequence of the reduced CMV phase disposition PWM (CMV PD PWM) method. From the reference leg voltages for the zero common-mode voltage, an N-to-2-level transformation defines a virtual two-level inverter and the corresponding nominal leg voltage references. The commutation process of the reduced CMV PD PWM method in a multilevel inverter and its outputs can be simply followed in a nominal switching time diagram for the virtual inverter. The characteristics of the reduced CMV PD PWM and the single-state PWM for zero common-mode voltage are analyzed in detail in this paper. The theoretical analysis of the proposed PWM method is verified by experimental results.
