The Periodic Characteristics of Landscape Facilities in Apartment Sites - Specially Focused on Apartment Sites in Cheongju City - (아파트 단지 조경시설물의 시대적 변천 특성 - 청주시 아파트 단지를 대상으로 -)

  • This study carried out to analysis the characteristics of periodic changes of landscape facilities with the apartment sites in Cheongju City. The construction periods were divided into the introduction stage (the 1980s), the development stage (the 1990s), and the maturity stage (after 1999). As for the apartment sites constructed in the introduction stage (the 1980s), their landscape facilities were restricted to play and resting facilities. Some of them even were constructed without rest facilities. Since the focus was on the affluent supply of houses in the 1980s, they put a greater emphasis on quantity than quality. Entering the development stage in the 1990s, they started to pave the sidewalks and driveways separately within the apartment sites and build parking lots underground. After 1999, they entered the maturity stage, where the outside spaces of apartment sites began to reflect environment-friendly designs and the initiatives to improve residential environments. The major causes behind the introduction of high-grade materials in landscape facilities in the open spaces of apartment sites are the upgraded level of living standards and the diversified patterns of activities taking place in the open spaces. The environmental formative works were placed alongside waterscape spaces to create a beautiful and harmonious landscape.

Comparing Stakeholder Perceptions on the Reasons for Rural Underutilization of Common Facilities (농촌지역 개발사업 공동시설의 활용도 기준체계 정립을 통한 실태 파악 연구)

  • In this study, the problem of the idleness of public buildings in rural areas is seriously emerging, but there are no clear standards for assessing the utilization of these buildings. Therefore, this study endeavors to investigate the actual state of idleness of buildings created by rural area development projects based on the criteria for each type. As part of this study, rural facilities were selected in two locations in Sangju City and Miryang City among the target areas of the Rural Agreement. Utilization evaluation criteria were developed to identify the conditions of underutilization. In order to determine the utilization pattern for each facility type, an in-depth interview with the operator and an inspection of the facility were conducted. Based on the analysis, the degree of utilization (e.g., low use, non-use, etc.) was different for each facility type, and among the four facility types (rural tourism, culture and welfare, exercise and recreation, income-based), rural tourism was rated as the least efficient. It has been found that the operating entity's capacity has a significant influence on the utilization of facilities. Socioeconomic factors, such as a decrease in utilization rates, are greatly influenced by the operating entity's capacity. Therefore, support from local governments as well as the national level is required to recycle idle facilities. Lastly, this study suggests the need for different standards for utilization, depending on the type of facility. This moves beyond checking the degree of idleness by the same standard that was previously implemented.

  • Under 'The Design Street' Project, one of the urban environment improvement projects of Seoul, the facilities on the street have been greatly varied in terms of design. In addition, the municipal authority has pushed each district to develop its own identity based on the integrated design of the city. This study was aimed to propose a design which could solve the current problem in street furniture in terms of environmental improvement through an analysis on current street conditions in "Y" District as a part of Seoul Design Street Project. It has attempted to propose 11 street furnitures based on the basic strategy of 'Soft City' which has been promoted by Seoul City in accordance with the Seoul Public Facility Guidelines as 1. Airy Design, 2. Integrated Design, 3. Collaborative Design and 4. Sustainable Design. Among them, for the total design in Seoul six facilities - kiosk, manhole, traffic signal controller, public phone, road sign and waste receptacle were proposed by Seoul City have been accepted. For local differentiation, on the contrary, five items - planter bench, bollard, lifter, bike rack and fence have been newly designed and proposed. Furthermore, it is essential to carry out systematic supervision and continuous management on the detail design and construction of current regional design development projects.

  • According to the enforcement of various laws for the ubiquitous city, the convergence technologies for the ubiquitous in the industry has been emerging. In this paper, we propose a method for the ubiquitous convergence technology by a functional integration of the public employment of the physical space and physical facilities, as the related laws are enforced and the city development plan is processed in the situation which constructs the ubiquitous and eco-city. We also present a scheme for the establishment to prepare the foundation of systematization, standardization, and information-oriented by providing an application example for the common-use-channel and unification IP pool based on the proposed method.

  • On the assumption that marketing is a useful technique to activate park use, this study aims to find what benefits people pursue and how much they attain them through a park visit. To achieve this, the survey of a Benefits-Sought for a park was conducted at four major parks in the city of Taejon and an Importance-Performance Analysis(IPA) was conducted. Additionally, a Present Condition survey was performed with the park managers. As a result, first, it was found that major benefits are a comfortable rest, an escape from bustling city life, to see natural scenery and to promote physical health, and so forth. Second, performance was relatively lower than importance in the case of recreation and leisure activities, which means that facilities should be improved and programs for park use should be developed. Third, at GaYang park, importance and performance are good in balance. DongChunDang park and Seattle park have 5 items and 7 items for which immediate improvements are required. Saemmeury park generally shows good proportions and it can be much activated by improving the learning and experiencing activities. The results objectively show conditions of neighborhood parks in the city of Taejon from a view of park users. Therefore, it is expected that the results would be useful in determining priorities when improving park facilities or their programs.

  • In the planning process, there are five directions to planning residential sites. Firstly, the site must be planned to allow continuity with the city space, or created to conform to the city structure. Secondly, plans for community space and programs as well as convenience facilities must coexist in the road space. Thirdly, in terms of view, the site must be planned in territories to secure identity of the site. Fourthly, in terms of the environment, the site should utilize the natural environment. Lastly, in terms of infrastructure, the site should include a pedestrian-centered road system as well as establishing city infrastructure facilities for a combined planning in the municipal dimension. So far we have looked at planning methods for an apartment site that can be integrated into the existing city. The study into five elements to planning a large-scale apartment site, context, community, landscape, environment and infrastructure, and their relationship among each other must continue on.

  • The purpose of this study is to analyze the characteristic of common space of public schools in New York City and how the common space can perform a decisive role in enriching public space not as simply connecting between programs but as common space for a wide range of uses for communities as well as students. This study illustrates with a general design guideline of SCA(School of Construction Authority) and how the rules help the common space as an interactive link between community and site/site and school building/building and outdoor space/outdoor space and lobby in the urban context. Since its founding in New York City, 1958, Mitchell/Giurgola Architects office has dedicated itself to working with institutions and public and private schools for 50 years and has been working with SCA for 10 public schools since 1990. Through five school examples by Mitchell Giurgola architects, the study describes how the office suggests public "place" interweaving inner public space and outer public space through lobbies. A result of this research can be proposed what improvements should be made on common space in domestic schools by analyzing of positive aspects of SCA schools.

  • With accommodation of a population of many young people and families due to Hangang River New Town Housing Project and development of railway station spheres, a need is increasing to improve the quality of public libraries service for Gimpo citizens and to establish more libraries. This study thus analyzed the book lending data of Gimpo City libraries, and the city's libraries-related social media big data in an effort to forecast the users, and thus to propose four library service improvement measures. First, in terms of book gathering and book development policy plans, a proposal was made to expand good books for children and youth, and to expand general original-language books related to learning of English, and English books for children. Second, in terms of the establishment of additional libraries or specialization strategy, a proposal was made to establish exclusive children's libraries or English libraries, and to establish library specialization strategy with a focus on children and English themes. Third, in terms of library culture programs, a proposal was made to provide library culture programs in relation to children education and to expand weekend library culture programs. Fourth, in terms of library facilities, considering the convenience of parking facilities, a proposal was made to establish libraries near apartment complexes.

  • This paper considers urban emergency service systems that dispatch vehicles (facilities) from fixed bases with the objective of finding an optimum allocation of emergency facilities. A case study of fire station problem of Seoul city is conducted to analyze the deployment of fire-fighting resources and develop a class of improved deployment strategies with Parameteric Allocation Model (P.A.M.). The study shows a long term plan leading to balanced fire protection for most fire hazardous districts as well as low alarm districts.

Analysis on the Accessibility of the Primary Medical Facilities in Jinju City (진주시 1차 의료시설의 접근성 분석)

  • Current medical delivery system in Korea has been distinguished into three types; primary medical facilities, secondary facilities, and tertiary facilities since 1989. This system prevents the waste of medical resources along with the maintenance of balance according to the medical treatment subjects. However, it is inevitable that the imbalance of the medical services among regions has been generated due to the concentration of the medical facilities on large cities. In this regard, this study attempted to evaluate the quality of the primary medical services, emphasizing accessibility and convenience targeting Jinju city, a small and medium-sized city, based on the distribution characteristics of the space. The study results show that cohesion index about the spatial distribution of the primary care facilities was 0~0.25. It conducted a correlation analysis between the location of the hospitals and users, based on the study results. Finally, it is demonstrated the correlation between the location of the hospitals and users tended to be low, while, the cohesion of the Oriental medicine clinics was high in other treatment subjects, and the accessibility to the Oriental medicine clinics was the highest because most Oriental medicine clinics were distributed to the places where users were many. However, on account that the locations of the medical facilities and users were varied in other treatment subjects except for the Oriental medicine clinics, problems were generated in terms of the accessibility. Therefore, it is judged that the preparation of the measures to improve the selection of lots in consideration of users, who use the primary medical services, is required.
