A city development has been focused on solving a housing shortage of city resulted from rapid industrialization and population increase in city. However, such a development has caused many problems in environment, economy, safety, and so on. In recent, therefore, a new paradigm of a city development is required, and thus ubiquitous city (U-City) concept appears. U-City development, which combines construction method and IT technique, creates a new composite space, and help people improve quality of life in terms of solving many problems caused by existing method of a city development. However, there is no guide to build U-City up to date, and most present U-City projects have processed following past method of city development. Therefore, an objective of this paper is to suggest an explicit procedure of enforcement design in U-City system.

Smart pole is one of mega trend in smart city development. It has multi-function to get as much as data from the street to better city management. And smart street lighting of smart pole as core part of smart city development is being implemented by many cities in globally. Refer to the latest edition of Navigant Research's Smart City Tracker includes smart city projects in 221 cities, a quarter of which are deploying smart street lighting ranging from initial pilots to citywide and regional deployments that span tens and even hundreds of thousands of lights. The most important feature of smart street lighting solution is "Connectivity" through the IoT technology. In order to implement the smart city, we should have so-called intelligent watchdog and mesh networked post for keeping the various smart city technology development progress and operation properly. Smart street lighting solution could be main infrastructure as an enabler for a range of smart city applications. We can talk about the expected role of smart street lighting for the smart city development on this paper.

The author has analyzed the ecological problems caused by city development and the comprehensive benefits of green space(e.g. ecological, social and economic benefits). The important role of green space in city sustainable development was discussed. Through benefits analysis of green space in city development in Kunming City, the author offered specific measures for green space protection in Kunming: strengthen plant management according to law; enhance nation awareness of plant protection; rationally plan city green land system;and use scientific forms of green land.

The Lifelong Learning City Project has made quantitative expansion as well as qualitative growth since 2001 but the project has been criticized by academic scholars and field practitioners. The Lifelong Learning City Project is a national policy project which has been promoted by the Ministry of Education and Human Resources Development and should be required to make production profits proportional to the amount of public finance. The Lifelong Learning City Project is a community development project intended to promote growth and progress by supporting the community in lifelong learning endeavors. Therefore, the community development theory could offer guidelines to the Lifelong Learning City Project. Based on this assumption, this study intends to investigate the Lifelong Learning City Project at the national, city, and county levels using the community development theory. The improvement methods of the Lifelong Learning City Project are role allotment between national and wide level projects supporting organizations, and the establishment of a system and a long term project policy. In addition, the project is to have a more systematic performance. It is to enhance opportunities for community members' participation, and practice in planning, performance of learning, and the proper performance in regard to the community conditions and specificity. The most important goal of the Lifelong Learning City Project is to support the empowerment of community members by making opportunity planning, practicing and sharing lifelong learning more accessible.

본 연구는 지속가능한 개발을 위한 컴팩트시티형 도시개발의 기본전략과 계획요소를 도출하여 개발제한구역내 도시들의 개발사업들을 분석하고자 하였다. 분석을 통해 얻은 결과는 다음과 같다. 첫째, 20세기 후반부터 선진국들은 컴팩트시티를 지속가능한 도시개발의 기준으로 삼고, 세부적인 도시개발계획을 추진하였다. 둘째, 이와 같은 지속가능한 컴팩트시티형 도시개발은 지속가능한 개발과 컴팩트시티 이론을 바탕으로 하며, 이 개발계획을 도시공간, 도시환경, 도시커뮤니티, 도시관리로 구분하여 계획요소를 도출하였다. 이를 바탕으로 개발제한구역 내 적용가능한 요소를 산정하고 컴팩트시티와의 관련 유형으로 분류하였다. 셋째, 과천, 의왕, 하남의 개발제한구역 내 다수의 개발계획들을 지속가능한 컴팩트시티형 도시개발과 비교해본 결과 유사점과 한계를 볼 수 있다. 이에 본 연구에서 분석한 바를 고려하여, 앞으로 개발제한구역 내 도시개발사업에 있어서 지속가능한 컴팩트시티형 도시개발의 정책적인 반영이 필요하다.

This study deals with analysing the growth prospect and development direction of Donghae city with two international ports. To do so, it is progressed, firstly, to examine the general discovery about port since the late nineteenth century, secondly, to unfold it's theory with Mukho and Donghae port as Donghae city development element as the central figure, thirdly, to analyse Donghae city as the important place of traffic, the location of industry and the resource base in a spatial planning side.

How the balanced national development policy will be propelled? We study for the vision of a construction of the three leading strategic business; Multifunctional Administrative city, Innovation city, Enterprise city. The balanced regional development of our counry promotes the development of the falling behind area and solves the inefficiency of over crowding from quantitative expansion of the Metropolitan area.

국가의 신성장 동력으로써 유비쿼터스 도시(U-City) 개발이 추진되고 있다. U-City는 국가 차원에서 수행되는 미래전략 프로젝트이며, 도시의 다양한 문제점들을 해결하여 지속가능한 도시 조성에 그 목적이 있다. 또한, 전 세계적으로도 미래도시 연구의 선도적인 역할을 하고 있으며, 정부, 산업계를 비롯하여 학계에서도 U-City 개발과 관련한 다양한 연구가 진행되고 있다. 하지만, 무분별한 사업 추진과 장기적인 효과에 대한 가시적인 평가가 이루어지고 있지 않기 때문에 자칫 하면 난개발이 될 수 있다는 우려가 발생하고 있다. 따라서, 이러한 문제점들을 극복하고 보다 안정적인 개발이 이루어지기 위해서는 U-City 사업평가에 대한 근본적인 고찰이 필요할 것으로 보인다. 본 연구에서는 U-City 사업을 점검하기 위한 평가체계를 제시하고, U-City에 적용하여 평가체계의 활용방안을 논하고자 한다.

본 연구는 U-City 경쟁력의 개념 및 U-City 관련 지수의 연구동향을 파악하여 U-City 경쟁력 지수의 개발방향을 제시하는데 목적이 있다. 이를 위해 먼저 정보화시대, 미래도시, U-City의 개념을 관련문헌을 토대로 파악하고, U-City경쟁력의 개념을 제시하였다. 다음으로 U-City를 비롯한 미래도시 관련 지수의 연구동향을 파악하여 U-City 경쟁력 지수 개발에의 시사점을 도출하였다. 마지막으로 U-City 경쟁력지수 개발 절차와 각 단계에서의 유의점을 제시하였다. 연구결과 U-City 경쟁력은 거주민의 요구사항에 대한 신속한 대응 및 도시공간 관리의 효율성을 극대화할 수 있는 ICT, U-City 인프라, U-City 서비스, U-City 관리 능력을 의미하며, 이를 측정하기 위해 평가체계의 마련, 평가지표의 선정, 표준화, 지표별 가중치 산정, 평가모형 설정의 개발절차가 필요한 것으로 파악되었다.

Shenyang was one of the representative transportation hub of Northeast China during the modern period. The formation and development of the railway network gave great influence on Shenyang's city development. In order to understand the relationship between railway and city development, first, we classified Shenyang's city development period by the railway network's formation and expansion process. Then, we analyzed the relationship between railway and city space by five categories. The results of this study are as follows. First, before railway was constructed, Shenyang was a castle city, which also was the economic center of Northeast China. This was the main reason Shenyang was chosen as a railway zone. During the modern period, the castle structure became an obstacle to city transportation and environment, therefore, it was disposed. During the period of railways' expansion, South Manchuria, Jingfeng and Shenhai railway line was constructed in Shenyang. Since each line had different operation organizations, city sites along the railways were planned separately. However, these operation organizations had one common purpose, which was to use railway as an accelerator for economic development. During the period of railway's military usage, railway was reorganized as military supply transport for the Japanese, which also was used as a tool for the expansion of colonialism. Second, after Shenyang's city space was reconstructed along the railway, it created a close connection with city structure, city facilities, landscape and city transportation system. Hence, the railway system played a key role in modern city planning.
