Waterfront Development and Cultural Policy in Yokohama City, Japan (일본 요코하마시의 수변공간개발과 문화정책)

  • This article aims to understand the meanings of urban regeneration utilizing culture and art focusing on a case of the waterfront development in Yokohama, and consider the role of culture and art playing in the cultural city strategy within the revitalization of regional cultures as a main intention by means of interrogation into the cultural policy and its practice in the waterfront development of a sea-port city. Yokohama has proceeded successfully the waterfront development through the creation of culture and art space by using the characterful and attractive urban scape and regional sources around the waterfront. In the cultural policy of 'the Creative City, Yokohama' as a part of 'Culture and Art Creatvie City' strategy of Japan, 'National Art Park plan' as a space planning policy realizes the regeneration of the waterfront through the creation of culture and art space. The examination on the basic intention of this venture and its practice helps comprehend a role of culture and art playing in the waterfront development of a sea-port city and shows the direction that the cultural policy would take in the waterfront regeneration.

  • It is true that the social welfare center influences on the community service. The recent change of social environment has influence on the configuration of space for the community social welfare center. The social welfare center fills the role of family welfare, domiciliary care, community welfare, education culture etc. Education culture magnified, and it is acting role as the community education culture center by various program including cultural desire according to the modern request to the whole local resident. In such sense, this study explore the conditions of spatial configuration for the education culture unit of social welfare center in small city. For this study, it was investigated the space role and service funtion, the service program, the usage characteristics, the service importance. In sum, the useful data were collected, analyzed, and colligated by case study. Case study and analysis contents about education culture unit of social welfare center present the basic design data for the space plan of suitable social welfare center in small city.

  • This study explores the characteristics of modern city and public design viewed from the perspective of multiplex culture. This study applied positivist research methods such as relevant literature survey and various theoretical reviews for the study of modern city and culture. The purpose of this study is to discuss the culture and multiplex culture, and explore the relationship between modern city and public design accordingly. As a result, this study analyzed the case of Starfield COEX as a typical complex cultural space in Korea and reinterpreted it as a concept of public design. However, this study has limitations that cannot provide empirical cases to support the theoretical discussion in the concept definition of the complex culture of Korea. So, It will investigate and supplement actual cases through a follow - up study of the study on the multiplex cultural space of modern cities.

Landscape Design for the Culture.Welfare.Administration Complex of Youngin-City (용인시 문화복지행정타운 조경설계)

  • This landscape design proposal was presented to a design competition for the Culture.Welfare.Administration Complex of Yongin-City which was held by Yongin-City in December, 2001. The site is located at 68-19 Yukbuck-dong, Yongin-City, Kyunggi-do and has an area of 236,449$m^2$. The judging criteria for landscape design set by the Yongin-City could be articulated as follows: an environment friendly design respecting the surrounding environment, a locale as a community center of Yongin-City, a resting place for the welfare of employees and visitors, and finally a place with diverse landscape elements reflecting the individual identity of each facility. This proposal chose the main design concept of this project as‘Nature meets City'. A grove of pine trees fragments the multi building complex, so that‘nature'was brought into the‘city'. A double ground system was introduced to respect the existing topography and to enhance the efficency of the land. This design proposal consists of four segments. Each segment has its own design theme. Outdoor space of this multi-purpose complex was designed with themes of nature, culture, welfare and administration. Space composition with grid and natural looking curvilinear lines was a design motive for this complex. The nature oriented planting design was introduced to respect the existing groves of Mt. Suksung. Specific species were chosen to follow its own spatial character in each space. An environmental sculpture called‘Dream Soaring'was placed in the middle of‘Citizen Plaza'. Its light and feather-looking shape symbolizes the vision of Youngin-City. At night people can watch the diverse color changes on its mirror-like surface.

Impact of Organizational Culture on the Accounting Information System and Operational Performance of Small and Medium Sized Enterprises in Ho Chi Minh City

  • This study focuses on determining the impacts of organizational culture on the accounting information system and the operational performance of small and medium-sized enterprises in Ho Chi Minh City. The paper is organized in five parts: introduction, literature review, research methodology, research results, and conclusion and policy implications. Based on the samples of 353 respondents working in small and mediumsized enterprises in Ho Chi Minh City, the research employs both qualitative and quantitative methods to find the answers for research questions. Group discussion, which yields final observed variables of the factors of organizational culture is used for qualitative method. Statistics, assessment of the reliability of Cronbach's Alpha scale, exploratory factor analysis (EFA), confirmatory factor analysis (CFA) and structural equation modeling (SEM) are used for quantitative procedure. The results show that mission, involvement and inconsistency in organizational culture positively affect the accounting information system of small and medium-sized firms in Vietnam. In addition, mission, involvement, adaptability and consistency in organizational culture are found to have positive impacts on the firm operational performance. Another finding of the study is that the accounting information system has a positive effect on operational performance of small and medium-sized firms in Vietnam.

  • Sustainable development is the main stream of urban development in 21st century. Also, in contemporary cultural space, it is the pivotal paradigm that the development of culture complex and mixture of cultural space, educational facilities, information technology and public space. So, the purpose of this paper lies in presentation for building culture complex belt for innovation city. For this purpose, this paper has reviewed the developmental trend of cultural facilities, has analyzed cultural environment of Naju city, has set the vision and the strategy for Naju innovation city up, and finally has suggested and planned the method of culture complex belt for sustainable new town development.

A Study on Improving the Operation of Reading Culture Programs for Elementary School Students in Public Libraries in Suwon City (수원시 공공도서관 초등학생 독서문화프로그램의 운영 개선을 위한 연구)

  • With the cultural and educational functions of public libraries becoming revitalized according to social changes, there has been a development of reading cultural programs. This study researched the operating conditions of reading culture programs for elementary school students in public libraries in Suwon City for the past 5 years and presented the programs' drawbacks and improvement plans drawn from surveys on user satisfaction. An analysis of the survey results yielded the following suggestions for improvement: forming a consultative group with other managers of reading culture programs in Suwon's public libraries, promoting using various media, forming a human resource pool to hire professional instructors, operating of the educational programs for potential volunteers, expanding of the facilities for reading culture programs, and linking with the other folk culture and art organizations in order to develop classes folk culture and art organizations. The results of this paper will be used as a reference when operating conditions of reading culture programs for elementary school students in public libraries in Suwon City, and they will offer the opportunity to implement problems according to needs of participants.

Culture and Ecology-Oriented City Marketing: A Case Study of Gangneung City (문화.생태를 이용한 도시마케팅 사례 연구)

  • This papers aims to focus on the city marketing as the green growth policy strategies using a case study of Gangneung City, Republic of Korea. In the case study it was verified the fields of urban growth including ecology, culture, alternative and recycled energy, green transportation system. The implications of the study were as follows: First, the city government had regenerated the coastal pine forest through removing unlicensed buildings which were squatted down in decades. Secondly, the city government has recognized the value of culture that possessed various types of cultural asserts. Thirdly, it is possible to use and produce the ocean energy with the tidal power plant, wind power plant and green deep water because Gangneung City has the ocean-oriented image and is located the coastal region. Lastly, the city government has been utilizing the LED traffic light using solar heat and is going to apply the green car like an electric car. This paper indicates the importance of the alternatives of the green growth-oriented policy through city marketing using the concept of culture and ecology. The city government will strive after an advanced triple bottom line with the ecological sustainability, cultural diversity and economic effectiveness in the near future.

  • This paper derives the evaluation indicators relating to the mechanism and success factors of culture industrial cluster from the successful cases of culture industry in foreign countries and provides policy implications for the successful construction of culture industrial cluster by comparing with the survey of Gwang-Ju city's culture content companies. This paper shows that policy implications are linkage by leading firm of successful companies, securing huge hinterlands nearby metro city, cultivating of creative talented persons, operating of capital funds, promoting main force business(game, animation, mobile)-oriented culture industry, positive vitalization of network, role strengthening of city or Information & Culture Industry Promotion Agency as vision provider, and aggressive granting of incentives for attracting companies.

Promoting Reading Culture in Goyang City: An Analysis of the Reading Environment and Evaluation of Related Projects (고양시 독서문화진흥 종합계획 수립을 위한 독서문화 환경 분석 및 관련 사업 성과 평가 연구)

  • The purpose of this study is to evaluate and analyze the performance of major reading culture promotion projects implemented in Goyang City, in preparation for the establishment of the 2nd Comprehensive Reading Culture Promotion Plan in Goyang City. To achieve this research objective, this study analyzed various literature and statistical data, identified the reading culture environment in Goyang City, and determined whether major projects implemented according to the 1st Comprehensive Reading Culture Promotion Plan established in 2017 were promoted. In addition, a survey was conducted among librarians in Goyang City by constructing a questionnaire to evaluate the promotion performance of actual relevant projects. Then, by aggregating the data on the reading culture environment in Goyang City, the evaluation results of the reading culture promotion projects obtained from the survey among librarians, and the results of the opinions on the reading promotion projects of the reading surveys of Goyang citizens in the previous relevant study, six major policy directions were proposed to be considered in the establishment of the 2nd Comprehensive Reading Culture Promotion Plan in Goyang City.
