Structural health monitoring along with damage detection and assessment of its severity level in non-accessible reinforced concrete members using piezoelectric materials becomes essential since engineers often face the problem of detecting hidden damage. In this study, the potential of the detection of flexural damage state in the lower part of the mid-span area of a simply supported reinforced concrete beam using piezoelectric sensors is analytically investigated. Two common severity levels of flexural damage are examined: (i) cracking of concrete that extends from the external lower fiber of concrete up to the steel reinforcement and (ii) yielding of reinforcing bars that occurs for higher levels of bending moment and after the flexural cracking. The purpose of this investigation is to apply finite element modeling using admittance based signature data to analyze its accuracy and to check the potential use of this technique to monitor structural damage in real-time. It has been indicated that damage detection capability greatly depends on the frequency selection rather than on the level of the harmonic excitation loading. This way, the excitation loading sequence can have a level low enough that the technique may be considered as applicable and effective for real structures. Further, it is concluded that the closest applied piezoelectric sensor to the flexural damage demonstrates higher overall sensitivity to structural damage in the entire frequency band for both damage states with respect to the other used sensors. However, the observed sensitivity of the other sensors becomes comparatively high in the peak values of the root mean square deviation index.
Nonlinear dynamic analyses are carried out to investigate the influence of the pinching hysteretic response of the exterior RC beam-column joints on the seismic behavior of multistory RC frame structures. The effect of the pinching on the local and global mechanisms of an 8-storey bare frame and an 8-storey pilotis type frame structure is evaluated. Further, an experimental data bank extracted from literature is used to acquire experimental experience of the range of the real levels that have to be considered for the pinching effect on the hysteretic response of the joints. Thus, three different cases for the hysteretic response of the joints are considered: (a) joints with strength and stiffness degradation characteristics but without pinching effect, (b) joints with strength degradation, stiffness degradation and low pinching effect and (c) joints with strength degradation, stiffness degradation and high pinching effect. For the simulation of the beam-column joints a special-purpose rotational spring element that incorporates the examined hysteretic options developed by the authors and implemented in a well-known nonlinear dynamic analysis program is employed for the analysis of the structural systems. The results of this study indicate that the effect of pinching on the local and global responses of the examined cases is not really significant at early stages of the seismic loading and especially in the cases when strength degradation in the core of exterior joint has occurred. Nevertheless in the cases when strength degradation does not occur in the joints the pinching may increase the demands for ductility and become critical for the columns at the base floor of the frame structures. Finally, as it was expected the ability for energy absorption was reduced due to pinching effect.
To investigate patient, cancer and treatment characteristics in females with breast cancer from more remote areas of Australia, to better understand reasons for their poorer outcomes, bi-variable and multivariable analyses were undertaken using the National Breast Cancer Audit database of the Society of Breast Surgeons of Australia and New Zealand. Results indicated that patients from more remote areas were more likely to be of lower socio-economic status and be treated in earlier diagnostic epochs and at inner regional and remote rather than major city centres. They were also more likely to be treated by low case load surgeons, although this finding was only of marginal statistical significance in multivariable analysis (p=0.074). Patients from more remote areas were less likely than those from major cities to be treated by breast conserving surgery, as opposed to mastectomy, and less likely to have adjuvant radiotherapy when having breast conserving surgery. They had a higher rate of adjuvant chemotherapy. Further monitoring will be important to determine whether breast conserving surgery and adjuvant radiotherapy utilization increase in rural patients following the introduction of regional cancer centres recently funded to improve service access in these areas.
Background: The National Breast Cancer Audit Database of the Society of Breast Surgeons of Australia and New Zealand is used by surgeons to monitor treatment quality and for research. About 60% of early invasive female breast cancers in Australia are recorded. The objectives of this study are: (1) to investigate associations of socio-demographic, health-system and clinical characteristics with treatment of invasive female breast cancer by mastectomy compared with breast conserving surgery; and (2) to consider service delivery implications. Materials and Methods: Bi-variable and multivariable analyses of associations of characteristics with surgery type for cancers diagnosed in 1998-2010. Results: Of 30,299 invasive cases analysed, 11,729 (39%) were treated by mastectomy as opposed to breast conserving surgery. This proportion did not vary by diagnostic year (p>0.200). With major city residence as the reference category, the relative rate (95% confidence limits) of mastectomy was 1.03 (0.99, 1.07) for women from inner regional areas and 1.05 (1.01, 1.10) for those from more remote areas. Low annual surgeon case load (${\leq}10$) was predictive of mastectomy, with a relative rate of 1.08 (1.03, 1.14) when compared with higher case loads. Tumour size was also predictive, with a relative rate of 1.05 (1.01, 1.10) for large cancers (40+ mm) compared with smaller cancers (<30 mm). These associations were confirmed in multiple logistic regression analysis. Conclusions: Results confirm previous studies showing higher mastectomy rates for residents of more remote areas, those treated by surgeons with low case loads, and those with large cancers. Reasons require further study, including possible effects of surgeon and woman's choice and access to radiotherapy services.
The influence of the inter-story structural pounding on the seismic behaviour of adjacent multistory reinforced concrete structures with unequal total heights and different story heights is investigated. Although inter-story pounding is a common case in practice, it has not been studied before in the literature as far as the authors are aware. Fifty two pounding cases, each one for two different seismic excitations, are examined. From the results it can be deduced that: (i) The most important issue in the inter-story pounding is the local effect on the external column of the tall building that suffers the impact from the upper floor slab of the adjacent shorter structure. (ii) The ductility demands for this column are increased comparing with the ones without the pounding effect. In the cases that the two buildings are in contact these demands appear to be critical since they are higher than the available ductility values. In the cases that there is a small distance between the interacting buildings the ductility demands of this column are also higher than the ones of the same column without the pounding effect but they appear to be lower than the available ductility values. (iii) It has to be stressed that in all the examined cases the developed shear forces of this column exceeded the shear strength. Thus, it can be concluded that in inter-story pounding cases the column that suffers the impact is always in a critical condition due to shear action and, furthermore, in the cases that the two structures are in contact from the beginning this column appears to be critical due to high ductility demands as well. The consequences of the impact can be very severe for the integrity of the column and may be a primary cause for the initiation of the collapse of the structure. This means that special measures have to be taken in the design process first for the critically increased shear demands and secondly for the high ductility demands.
Arguably, the term "Learning Organisation" (LO) was coined in the 1970's, in the organisational learning context, by Chris Argyris. Certainly it has been around for many years. But it achieved new heights of popularity after the publication of Peter Senge's book "The Fifth Discipline the Art and Practice of the Learning Organisation". Now every respectable Government Agency and major company feels obliged to call themselves a L0. A review of the academic literature and organisation documents show many different concepts being described. Indeed, it seems that some organisations claiming to be a L0 have no clear idea of what they mean by the concept. This paper seeks to go behind the confusion to see whether there is still value for serious practitioners to continue using this concept, or whether it is now such a hackneyed phrase that more precise concepts are desirable. The Literature relating to the L0 is vast and it is beyond the scope of a conference presentation to give a comprehensive literature review. Instead, the paper gives an overview of the broad groups using the term and summarises their similarities and differences. It then reviews the key concepts in Senge's work in the light of this cacophony. The paper concludes that the diversity of definitions render the term "Learning Organisation" virtually meaningless. unless it is accompanied by a specific definition. The paper also concludes that the central tenet of Senge's work, which played a major role in popularising the concept, has been largely overlooked by the many organisations claiming this proud title "A Learning Organisation." It is argued that Senge's contribution to the literature in this field, the centrality of systems thinking to effective organisation learning remains a little understood, but critical insight.
The Giant Magellan Telescope (GMT) will feature two interchangeable Gregorian secondary mirrors, an adaptive secondary mirror (ASM) and a fast-steering secondary mirror (FSM). The FSM has an effective diameter of 3.2 m and built as seven 1.1 m diameter circular segments, which are conjugated 1:1 to the seven 8.4m segments of the primary. Each FSM segment contains a tip-tilt capability for fine co-alignment of the telescope subapertures and fast guiding to attenuate telescope wind shake and mount control jitter. This tip-tilt capability thus enhances performance of the telescope in the seeing limited observation mode. As the first stage of the FSM development, KASI conducted a Phase 0 study to develop a program plan detailing the design and manufacturing process for the seven FSM segments. The GMTO-KASI team matured this plan via an internal review in May 2016 and the revised plan was further assessed by an external review in June 2016. In this poster, we present the technical aspects of the FSM development plan.

Library 2.0 advocates a socially rich, multimedia enabled, user originated and communally innovative environment that poses significant opportunities for the libraries to evolve and make themselves even more relevant and significant for her users. This paper presents a case study of the National Library Board of Singapore, in playing a vital role to facilitate the realisation of a long-term key national program, The Singapore Memory (SM) Project. SM embraces the attributes of the Library 2.0 environment to enable the nation's memory to be collected, organised, preserved, discovered, researched, augmented and created. The output of is an evolving collection of knowledge assets on Singapore along a Singapore Memory Content Continuum of existing content that is steadily augmented with new content. The content will be collected across all formats, in any language, from Singaporeans and non-Singaporeans, from any institution and agency, from Singapore and abroad, and from official and unofficial sources. The utopian scenario of SM Project is that any person, community, group or institution who has ever experienced Singapore in any way or has any material on Singapore will engage actively in the contribution, discovery and creation of content for the project, and thus become advocates to further encourage and catalyse more contribution, discovery and creation. The paper outlines the key approaches, concepts and ideas for the project. An important element is the proliferation, exposure and accessibility of the rich contents envisaged in the project. The SM proliferation plan along with examples of how two existing resources, namely, the Singapore Infopedia, a database of articles on Singapore's history, culture, people and events 4 and NewspaperSG, an online resource of current and historic Singapore and Malayan newspapers, have been designed are presented to demonstrate how content can be exposed, searched and discovered.

Aim: The study aim was to determine the frequency with which women decline clinicians' treatment recommendations and variations in this frequency by age, cancer and service descriptors. Design: The study included 36,775 women diagnosed with early invasive breast cancer in 1998-2005 and attending Australian and New Zealand breast surgeons. Rate ratios for declining treatment were examined by descriptor, using bilateral and multiple logistic regression analyses. Proportional hazards regression was used in exploratory analyses of associations with breast cancer death. Results: 3.4% of women declined a recommended treatment of some type, ranging from 2.6% for women under 40 years to 5.8% for those aged 80 years or more, and with parallel increases by age presenting for declining radiotherapy (p<0.001) and axillary surgery (p=0.006). Multiple regression confirmed that common predictors of declining various treatments included low surgeon case load, treatment outside major city centres, and older age. Histological features suggesting a favourable prognosis were often predictive of declining various treatments, although reverse findings also applied with women with positive nodal status being more likely to decline a mastectomy and those with larger tumours more likely to decline chemotherapy. While survival analyses lacked statistical power due to small numbers, higher risks of breast cancer death were suggested, after adjusting for age and conventional clinical risk factors, (1) for women not receiving breast surgery for unstated reasons (RR=2.29; p<0.001); and (2) although not approaching statistical significance $p{\geq}0.200$), for women declining radiotherapy (RR=1.22), a systemic therapy (RR1.11), and more specifically, chemotherapy (RR=1.41). Conclusions: Women have the right to choose their treatments but reasons for declining recommendations require further study to ensure that choices are well informed and clinical outcomes are optimized.

PURPOSE. To evaluate the adhesion to CAD/CAM feldspathic blocks by failure analysis and shear bond strength test (SBSt) of different restorative systems and different surface treatments, for purpose of moderate chipping repair. MATERIALS AND METHODS. A self-adhering flowable composite (Vertise Flow, Kerr) containing bi-functional phosphate monomers and a conventional flowable resin composite (Premise Flow, Kerr) applied with and without adhesive system (Optibond Solo Plus, Kerr) were combined with three different surface treatments (Hydrofluoric Acid Etching, Sandblasting, combination of both) for repairing feldspathic ceramics. Two commercial systems for ceramic repairing were tested as controls (Porcelain Repair Kit, Ultradent, and CoJet System, 3M). SBSt was performed and failure mode was evaluated using a digital microscope. A One-Way ANOVA (Tukey test for post hoc) was applied to the SBSt data and the Fisher's Exact Test was applied to the failure analysis data. RESULTS. The use of resin systems containing bi-functional phosphate monomers combined with hydrofluoric acid etching of the ceramic surface gave the highest values in terms of bond strength and of more favorable failure modalities. CONCLUSION. The simplified repairing method based on self-adhering flowable resin combined with the use of hydrofluoric acid etching showed high bond strength values and a favorable failure mode. Repairing of ceramic chipping with a self-adhering flowable resin associated with hydrofluoric acid etching showed high bond strength with a less time consuming and technique-sensitive procedure compared to standard procedure.
