This study aims to explore the issues of residential care services for children and youth with disabilities using mixed methods research. In Korea, welfare policies for people with disabilities tend to focus on adults with disabilities. As a result, children and youth with disabilities often receive less attention in welfare policies, which is especially true of children and youth with disabilities at residential facilities, who have confronted more serious situations than children and youth with disabilities living together with their families. Thus, the goal of this study explores the issues of residential care services for children and youth with disabilities, and suggests alternatives grounded in the research results. This study used a mixed methodology; in particular the embedded design that is designed by Creswell and Clark(2007). In qualitative research, representative professionals who work at residential facilities were selected using the recommendations of professional groups, and were interviewed using focus group interview methods. In quantitative research, this study investigated the thoughts of professionals on the issues of residential care services for children and youth with disabilities, using questions that were developed through qualitative research results. This study is significant in that it explored the issues of residential care services for children and youth with disabilities, focusing on field experiences, for the first time in Korea, and suggested political alternatives for the future.

This study aims to analyze circulation status of children's material and participation in culture program based on the bigdata to identify the current status of children and youth services and suggest ways to improve the services. The logs to be analyzed consist of children's material information, circulation count information, circulation user information registered at the National Library of Korea, Sejong. The children's material information logs contain 77,297 data, circulation count information logs contain 4,160,484 data, circulation user information logs contain 189,060 data The current status analysis of children and youth services was conducted in various ways, including analysis of circulation status and culture program by subject, age, and residential area. Based on analysis results, improvement methods of children and youth services were proposed in terms of books, users and residences. This study analyze empirically current status of children and youth services based on bigdata logs, and it has significance for being different form proceeding researches. We expect this study to be used as an empirical basis for the establishment of operational strategies in the future.

The purpose of this research is to suggest some measures to improve policy issues by analyzing policy related to a child care service program in the community. Gilbert and Terrell's social policy analysis framework is used to analyze an after-school care service program for elementary school children. Furthermore, the Elementary Care Class(including the After-school Program), Youth After-school Academy, and Community Child Center, referred to as public care services, are employed to analyze community care service programs for children. The Elementary Care Class, Youth After-school Academy and Community Child Center are very similar in terms of the contents and application of the care service program for children, and mainly serve children in low-income groups. In addition, although user overlapping is an inevitable problem because the operating time of the Elementary Care Class and After-school Program coincides with that of the Youth After-school Academy and Community Child Center, it is structurally very hard to adjust the content of service, operating time, and so on because of differences in the delivery system for each program. Therefore, it is necessary to generate a unified delivery system to manage after-school care service programs for children and create a new special control tower to solve these problems. Furthermore, it is needed to extend the services to children from general double-income family, which is a blind spot of the care service.
The Digital Age calls for improvement of information literacy particularly among children and youth who are vulnerable to cybergrooming. Taking an interdisciplinary approach by leveraging our team's expertise including child and adolescent development, data analytics, and cybersecurity, this study proposes an interactive artificial intelligence (AI)-based preventive simulation program that raises youth knowledge and awareness about the risk of cybergrooming as well as increases resilient self-efficacy in their cybersecurity-relevant skills. The primary purpose of this project is to evaluate the effectiveness of the simulation program on preventing cybergrooming. More specifically, this study is designed to examine developmental changes in self-efficacy of cybersecurity-relevant skills among youth participants as a function of the preventive simulation program. Further, this study will identify risk and protective factors that explain interindividual differences in the ability of children and youth either to fall victim to advances from a cyber predator or to recognize and deter such threats. The preliminary data will help improve the effectiveness of the preventive simulation program as well as the methods of implementation to large groups of youth. The findings from the proposed study will contribute to making specific recommendations to parents, educators, practitioners, and policy makers for the prevention of cybergrooming.

The purpose of this study is to identify the status and also to develop improvement plans for the children and youth services of the public libraries. To determine the information service status and the librarians' perceptions on the levels of services they provided, the 2016 Korean National Library Statistics System data and the survey results from the children and youth program librarians in the 108 public libraries were analyzed. The analysis revealed the problems such as lack of human resources and budget, shortage of space, and an inflexible program curriculum, which affect the program as a whole negatively. Five suggestions were made to remedy the problems. They are: 1) development of the new programs, which can interest the children and youth and motivate the sense of association among the program participants; 2) increase the number of the programs including the schools and other related organizations nearby region; 3) incorporating the new program formats to enhance the participation; 4) starting the new services explicitly targeted for the information-poor group of people; and 5) soliciting policy-level support for the libraries. In summary, this study made a few suggestions for the libraries ranging from planning the programs to requesting assistance from the national as well as the regional governments.

This study aimed to discuss mental health services for children and adolescents that are being implemented as initiatives of the Korean government and to review the functions and roles of these projects during the COVID-19 pandemic. Three government departments are in charge of providing mental health services for children and adolescents: Ministry of Education, Ministry of Gender Equality and Family, and Ministry of Health and Welfare. The Ministry of Education has implemented several policies to facilitate the early detection of mental health issues among school students (from preventive interventions to selective interventions for high-risk students). The Ministry of Gender Equality and Family additionally serves out-of-school children and adolescents by facilitating early identification of adolescents in crises and providing temporary protection or emergency assistance (as required) through the Community Youth Safety-Net Project. Furthermore, the Ministry of Health and Welfare operates relevant mental health agencies for individuals of all ages including children and adolescents. Any high-risk students who have been screened through the projects of the Ministry of Education are supported through referrals to the following institutions for appropriate treatment of their symptoms: specialized hospitals, the Youth Counseling and Welfare Center operated by the Ministry of Gender Equality and Family, the National Youth Healing Center, the Mental Health Welfare Center operated by the Ministry of Health and Welfare, the Suicide Prevention Center, and the Child Welfare Center. To assist students who are facing any psychological difficulties because of the COVID-19 pandemic, the Ministry of Education has established a psychiatric support group for providing emergency mental health care; furthermore, schools are promoting psychological surveillance (e.g., provision of non-face-to-face counseling services that are centered around the Wee Center). The Ministry of Education, Ministry of Gender Equality and Family, and Ministry of Health and Welfare have provided varied mental health support services in order to address the challenges faced by children and adolescents during the pandemic. Nevertheless, the mental health services operated by each ministry do show some limitations because their service provision system is insufficiently collaborative. The present study discussed the positive effects of each initiative as well as its limitations; furthermore, it suggested improvements for facilitating the healthy development of children and adolescents' mental health.

In order to establish a digital-based use environment for the provision of new information services suitable for the 5G era, it is necessary to discuss the direction of service provision by the National Library of Children and Young Adults in the 5G era. Based on utilization services in other fields, library services in the 5G era, including the development and provision of employee education and training services, ultra-high-definition and 360-degree realistic contents and education on library use, provision of multi-dimensional realistic media streaming broadcasting services, provision of telepresence education programs, activation of virtual communities, implementation of hologram performance halls/exhibit centers, and provision of unmanned book delivery services, environment monitoring, safety monitoring, and customized services, were proposed. In addition, based on 5G service, 5G technology, and library application direction, advancing into a producing and supporting base for ultra-realistic and immersive contents in the 5G era, strengthening online and mobile services in the non-contact era, and establishing a smart library environment were proposed as the service provision direction for the National Library of Children and Young Adults in the 5G era.
This study aimed to explore goals and development process of Child·youth Friendly Cities certified by UNICEF Korea and to provide a research basis for promotion and development of Child·youth friendly cities in Korea. Researchers conducted in-depth interviews with experts in two cities designated as UNICEF Child·youth Friendly Cities in early days. The findings showed that in order to successfully build and maintain friendly cities for children and youth, active interest and efforts of local governors and government officials for promoting friendly cities and policy enforcement based on four principles of child rights were required as prerequisite. In relation to managing Child·youth friendly cities, two cities selected as cases of this study provided universal social welfare programs for children and youth and expanded after-school care services for local students. Moreover they tried to promote decision making and protect rights of children and youth by allowing them to participate in community programs. The important distinctions of these cities were that they established a department exclusively for children and youth and closely cooperated with experts in private sectors. However, participants agreed that there should be more comprehensive and multilateral approach for building Child·youth friendly cities, adoption of incentive system for certification of Child·youth friendly cities and more active promotion of the UNICEF project. In conclusion, the researchers proposed policy implications.
Child policy has focused on needy children with special emphasis on residual services but youth policy has implemented to promote capabilities of general adolescents by various activities. The fragmented implementation of child-youth policy by several ministries resulted in possible redundancy of target groups and insufficient service delivery system. Thus, the Ministry of Health, Welfare, and Family Affairs has pushed forward to integrate service delivery systems in child-youth policy after the former Ministry of Health and Welfare and the Government Youth Commission were integrated as part of a government reorganization plan. The purpose of this study is to review limitations of Lee Myung-bak government's plan to integrate child-youth policy and to make important suggestions for effective integration. Lee Myung-bak government's plan seeks to help children and adolescents prepare for the future and move forward with dreams and hope. However, this plan has fatal problems of overemphasizing the efficiency of finance without expansion of budget for children and adolescents. To achieve well-being tailored to one's life cycle, the full-scale expansion of budget is indispensible through the induction of the special fund or the special tax for children and adolescents. Fortunately, Lee Myung-bak government recognized child-youth policy as the social investment that would heighten national competitiveness in the long term, but there was insufficient child-youth policy infrastructure for new implementation. Therefore, Lee Myung-bak government needs a new design for integrated and universal child-youth policy that should take into account national human resource development plan and its economic development policy. The public responsibility for children and adolescents should be strengthened and, in addition, the network function in service delivery system should be complemented.
This study explored the effects of after-school services on whether they reduced the possibility of self-care of children. In terms of characteristics of the use of after-school services, it focused on the 1) types, 2) diversity, and 3) use patterns of the after-school services. For the analysis, it used data of the cohort of elementary-school children from the Korean Children and Youth Panel Survey. The main findings are as follows. First, private mentoring and after-school services provided by welfare centers reduced the possibility of self-care. Second, when the total amount of educational time was controlled, the diversity of participating after-school services did not explain the possibility of self-care. Third, when the total amount of educational time was controlled, the use patterns of after-school services did not explain the possibility of self-care. Based on these findings, it suggested policy implications and future research.
