EU REACH 이행에 사용되는 노출평가 툴의 현황과 전망 (Present and Future Perspectives on Exposure Assessment Tools Used to Implement EU REACH)

  • Background: Human health and environment exposure assessments of chemicals are essential part for REACH and BPR as well as K-REACH and K-BPR. Several useful exposure assessment tools have been developed and updated to become extensively used during more than fifteen years of chemical registrations under REACH and their updates are still going on. Objectives: Evolution of regulatory tools for environment, workers and consumers exposure assessments under REACH is investigated focusing on why and how tools have been developed and updated for the future regulatory tools in Korea. Methods: REACH regulatory tools including EUSES, ECETOC TRA and CHESAR as well as built-in models SimpleTreat and SimpleBox were chosen with other frequently used Tier 1 and 2 tools. Available resources such as homepage information, background documents, related scientific reports, relevant journal publications, up-to-date lists of new version publications, release notes and user guides were reviewed extensively and summarized using easy-readable Tables and Figures. Results: SimpleTreat and SimpleBox are built-in models both for EUSES and ECETOC TRA (Environment). ECHA's CHESAR contains ECETOC TRA (Workers) and ECETOC TRA (Consumers) as well as EUSES and ECETOC TRA (Environment) for environment exposure assessment while results of Tier 2 Stoffenmanager and ConsExpoWeb can be imported. Evolution of CHESAR from version 1 (2010) to 3.8 (2023) has focused on the compatibility of frequent updates of IUCLID, importing functionality, editability, updated use maps, harmonised conditions of use as well as updates of the built-in tools evolved according to scientific development, refinements of the tool, increased conservatism and user-friendliness. CHESAR Platform 1.0 will soon be published to serve both for REACH and BPR. Conclusions: Updates of the tools can be successfully continued by transparency of the tools, participation of industry sectors for tool refinements and tool developers'/authorities' encouragements of partners/users to jointly innovate tools through scientific researches, tool validations and user feedback.

환경배출범주/특수환경배출범주 기반 ECETOC TRA 및 주요/산업/용도 분류체계 이용의 K-CHESAR에 의한 환경예측농도 비교 연구 (A Comparative Study of Predicted Environmental Concentrations from ECETOC TRA Based on Environmental Release Categories/Specific Environmental Release Categories and K-CHESAR Using Main/Industrial/Use Categories)

  • Background: Environmental concentrations of substances can be estimated by K-CHESAR based on main, industrial, and use categories (MC/IC/UC) and ECETOC TRA based on environmental or specific environmental categories (ERC or spERC). Objectives: Three different systems for estimating environmental concentrations were compared to figure out their order with possible reasons along with relationship of regional predicted environmental concentrations (PECregional) and final PEClocal for various uses of a substance. Methods: Typical uses of the case substance and their corresponding ERCs were selected from the webpage of the European Chemical Agency. Proper MC/IC/UC and spERC were assigned to each ERC. Emission fractions were compared for each assessment code from the available database. PECs were calculated by three estimating systems: K-CHESAR using MC/IC/UC, ECETOC TRA using ERC, and ECETOC TRA using spERC with their default values for input parameters. Percentage of PECregional to PEClocal were manually calculated for each use. Results: Emission factors decreased in the order of ERC > MC/IC/UC > spERC. Values of the final PEClocal derived as sum of PECregional and Clocal decreased in the order of calculations using ECETOC TRA-ERC>KCHESAR with MC/IC/UC>ECETOC TRA-spERC for all environmental media. Percentages of PECregional,water to PEClocal,water ranged from 0 to 10.3% in industrial uses calculated with MC/IC/UC and ERC but 96.3 to 100% in wide dispersive uses of ERC and spERC where values of Clocal,water are estimated to be very low. Conclusions: ECETOC TRA generated the most refined PNEC values with spERC and the least with ERC, while K-CHESAR with MC/IC/UC generated values between the two results. The ratio of PECregional to PEClocal can be a good measure for performing suitable estimation of PNECs according to use.

유럽 신화학물질관리제도의 eSDS에 첨부되는 노출시나리오 작성법 개발 동향 (Technical Review on Methodology of Generating Exposure Scenario in eSDS of EU REACH)

  • 2007년 6월 시행된 유럽 신(新)화학물질관리제도(REACH, Registration, Evaluation, Authorization and Restriction of CHemicals)에서 물질 제조자가 공급망 상 제공해야 하는 법적 의무 사항인 확장된물질안전보건자료(eSDS, extended Safety Data Sheet)에 대하여, 본 총설에서는 eSDS의 개념 파악과 함께 노출시나리오(ES, Exposure Scenario) 작성 방법에 대한 유럽의 개발 동향을 기반으로 노출시나리오의 구성요소 및 각 구성요소별 주요 입력정보 그리고 단계별 노출시나리오 작성 방법을 알아보았다. 노출시나리오 작성에 필요한 정보로는 용도기술어 시스템(UDS, Use Descriptor System), 작업조건(OC, Operational Condition) 및 위해성관리대책(RMM, Risk Management Measure)이 조사되어 이에 대해 구체적인 이해를 도모하였다. 근로자, 환경, 소비자를 평가 대상으로 하는 기존의 주요 노출 평가 툴의 특징을 살펴보고, REACH 하의 노출시나리오 생성을 실행하기 위해 유럽화학물질청(ECHA, European Chemicals Agency)에서 최종 개발하여 발표한 노출 평가 툴인 Chesar (Chemical Safety Assessment and Report tool)의 구성을 알아보았다. EU 집행위에서 개발한 유기용매 분야의 일반 노출시나리오 (GES, Generic Exposure Scenario) 사례를 소개하였고, 3단계로 구분할 수 있는 노출시나리오 작성 과정 중에서 국내 수출 중소기업에서 담당할 부분 및 활용 방안을 제시하였다.
