유해화학물질 취급 중소사업장을 대상으로 한 맞춤형 교육 효과에 관한 연구 (A Study on the Effect of Customized Education for Small and Medium-sized Businesses Handling Hazardous Chemicals)

  • Chemical accidents are increasing day by day as the industry develops. To prevent such chemical accidents, Korea enacted the Chemicals Control Act. Through these laws, systematic management of chemical substances began. There are various positions in the companies. hazardous chemical supervisors, equipment and technical human, operators and employees. Chemicals-related education for each position should be provided. As a result of the survey, hazardous chemical supervisors and equipment and technical human liked the overall content of the Chemicals Control Act and the education subject on safety management standards for facilities. Conversely, the operators liked the course on how to wear personal protective equipment. The employees preferred subjects such as classification of chemical substances and prevention of chemical accidents. Currently, various modular textbooks are widely available. Rather than general education, it is necessary to select and provide customized subjects that are preferred and interested according to the position. Then it will be more effective in understanding harzardous chemical substances and in preventing chemical accidents.

국내 MSDS 등 화학물질정보의 제공실태와 DB관리 개선방안 연구 (A study on the supply status of chemical substance information including MSDS and a way of improving Database management in Korea)

  • This study investigated the current management staus of chemical substance information on Material Safety Data Sheets(MSDS) and Chemical Information Cards(CIC) provided by Korea Occupational Safety & Health Agency(KOSHA) and also researched the kind and the characteristics of chemical substance information provided in other organizations. MSDS DB in Korean provided on KOSHANET(which is Kosha website) is 50,802 in total, among whom are single chemical substances with 31,870 kinds(18,932%) and are mixed chemical substances with 31,870 kinds(62.7%). The number of visiting MSDS DB on KOSHANET for the search of chemicals was 2,049,806. The number has increased each year. The CIC provided for workplaces is all 542 kinds : 14 harmful substances subject to permission, 168 harmful substances subject to management, 360 KOEL(Korean Occupational Exposure Limits) establishment substances. MSDS internationally provided by organizations producing MSDS DB was written with 16 sections, which is suitable for the writing basis of American Standards Institute(ANSI) and International Organization for Standardization(ISO) and provided chemical substance information on more than 100,000 kinds in most organizations.

유해화학물질 운반차량 관리제도 실효성 연구 (A Study on the Effectiveness of the Hazardous Chemical Transport Vehicle Management System)

  • 연구목적: 화관법의 운반차량 관리제도 실효성을 연구하여 제도 개선방안을 위한 기초자료로 활용하고자 한다. 연구방법: 화관법('15.1.1) 시행 이후 운반차량관리 제도인 운반계획서, 지도점검 현황, 안전교육 이수 관리 등과 화학사고 감소 비율을 비교하여 실효성을 연구하였다. 연구결과: 화관법 시행 초반('15~'17년) 운반차량에 의한 화학사고 평균 건수는 20건에서 13건('18~'20년)으로 평균 7건이 줄었다. 화학사고 감소원인으로는 첫째 지도·점검률이 해마다 높아지면서 사업장에서 화관법에 대한 관심이 높아지고, 화학물질 운반차량에 대한 검사가 주기적으로 이루어지는 등 차량 시설결합에 의한 화학사고가 줄었다. 둘째, 운반계획서 제출량이 매년 증가하면서 운반계획서 검토 및 확인 등을 통해 운반자가 운반하는 물질에 대한 정보를 직·간접적으로 확인하였고, 이로 인해 화학물질 이송 시 유의하여 운행하는 등의 간접적인 영향을 끼친 것으로 판단된다. 마지막으로 안전교육을 통해 운반물질의 위험성 인지, 개인보호장구 구비, 화학사고 발생 시 책임소재 인식 변화로 운반차량에 의한 화학사고는 감소하는 것으로 판단된다. 결론: 현재 시행되고 있는 화관법의 운반차량 관리제도는 실효성을 보이고 있지만, '18년 이후 사고가 소폭 증가하는 경향을 보여서 추후 실용적이며 효율적인 운반차량 관리제도 개선을 위한 추가적인 연구가 필요하다.

중소규모 제조업의 건강·안전·실천에 대한 화학물질 인식도 비교 (Comparison of Recognition of Chemical Substances about Health·Safety·Practice in Small and Medium-Sized Maunfacturing Industries)

  • There was a difference in recognition of chemical substances according to cognitive level of GHS, knowledge level of organic solvents and each department of workers. they were showed higher recognition of chemical substances by research group, partially group and good group. To identify the relationship between types of job classification(group of department, group of GHS cognitive level and group of organic solvents knowledge level) and the levels of recognition of chemical substances, a total of 153 workers in a small and medium business workplace. Descriptive statistics(SAS ver 9.2)was performed. the results of recognition of chemical substances were analyzed the mean and standard deviation by t-test, and anova, (P=0.05). These results In general, small- and medium-sized workplaces have low levels of GHS awareness and organic solvents knowledge. The perception of chemical substances according to the departments. In general, the demand for chemical substances education was highly suggested regardless of the job type. There was a significant difference in the perception of health, safety and practice according to the level of GHS cognitive, and a high perception in the incomplete group. There was not much difference in average awareness of health, safety and practice according to organic solvents knowledge level, but there was a high perception in good group. It is very important to regularly check the worker's perception of the workplace and identify problems with the work environment and improve the work environment. In addition, each department presents appropriate safety and health education such as chemical process safety, toxicity of chemical substances and human exposure. We also propose a chemical substances assessment and management plan that integrates safety and health.

산업안전보건법상 관리대상 유해물질 선정기준 마련에 관한 연구 (A study on the establishment of the criteria for selection of Hazardous substances requiring management in Occupational Safety and Health Act)

  • Objectives: This study was performed in order to establish reliable and relative selection criteria for hazardous substances requiring management(HSRM) in the Occupational Safety and Health Act in Korea. Methods: To determine the relative criteria and weight of evidence for HSRM, we analyzed the difference between the selection method of priority substances in studies by KOSHA(Korea Occupational Safety and Health Agency) and the European Union Risk Ranking Method(EURAM). In addition, 597 hazardous substances with exposure limit valueswereanalyzed and the posted health hazards classification by MOEL(Ministry of Employee and Labor), MOE(Ministry of Environment), and EU CLP(Classification, Labelling and Packaging regulation) were compared based on GHS(Globally Harmonized System of classification and labelling of chemicals) criteria. The existing HSRM(167 substances) were evaluated for suitability by the proposed criteria in this study. Results: As a result of this study, the criteria and procedures for selecting HSRM in the Occupational Safety and Health Act were arranged utilizing GHS health hazard classification results, occupational disease cases and domestic use situations. Conclusions: The applicability of the proposed criteria was proved via the evaluation of existing HSRM(167 substances). Most HSRM (161 substances) were found to correspond to a significant health effect or substantial health effect. The question of whether to include the six substances that have been found to have general health effects as HSRM would be require further research.

화장품 제조업 근로자의 화학물질 인식도 비교 (Comparison of Recognition of Chemical Substances of Cosmetics Manufacturing Workers)

  • To identify the relationship between types of employment(regular and non-regular group) and departments classification (administration, product and research group) and the levels of recognition of chemical substances, a total of 117 workers in cosmetics workplaces. Mainly, regular group and research group showed higher recognition of chemical substances (PPE, ventilation, chemical management, hazards in handling chemicals, skin contact) than non-regular group and administration, product group, but In some cases, production and administrative groups were high. Descriptive statistics(SAS ver9.2)was performed. the results of recognition of chemical substances were analyzed the mean and standard deviation by t-test, and anova, (P=0.05). These results cosmetics manufacturing workplaces have normal level of the perception of chemical substances. In most of the employment types, the regular workers showed high recognition, and the working departments showed high recognition in the research and production groups. Therefore, OEM and ODM cosmetics manufacturers regularly identify characteristics and needs of workplaces and workers, and suggest the development of experience and practiced education programs and risk assessment tools that can raise worker awareness.

Analysis of the utilization of existing test data for phase-in substance registration under the Act on the Registration and Evaluation, etc. of Chemical Substances

  • Objectives Approximately 2000 phase-in substances are subject to registration according to the Act on the Registration and Evaluation, etc. of Chemical Substances (K-REACH), and the expected testing cost is 2.06 trillion Korean won assuming all the test data required for registration are acquired. The extent to which these enormous test costs can be reduced depends on the availability of existing data that can be used to meet the requirements of the K-REACH we examined the current availability of test data that can be used for chemical substance registration. Methods We analyzed the possibility of utilizing the existing test data obtained from 16 reference databases for 369 of 518 kinds of phase-in substances subject to registration that were reported in last October 2014. Results The physical and chemical properties were available for 57.1% of substances, whereas data regarding human hazards and environmental hazards were available at considerably lower rates, 8.5% and 11.8%, respectively. Conclusions Physical and chemical properties were available for a fairly high proportion, whereas human hazards and environmental hazards were reported for considerably fewer substances.

중소규모 사업장을 위한 화학물질 위험성평가 개선방안 연구 (Research on Improvement Measures for Chemical Risk Assessment for Small and Medium-Sized Businesses)

  • The Ministry of Employment and Labor announced a roadmap for reducing serious accidents to create a "safe and healthy workplace, happy Korea" and ordered a risk assessment for all work processes in all workplaces on November 30, 2022. Accordingly, even workplaces that handle new chemicals must conduct risk assessment when introducing new chemicals, but the risk assessment techniques currently proposed by the government focus on preventing conventional accidents such as falls, getting caught, and bumping. Currently, there is a Chemical Hazard Risk Management (CHARM) technique that is most commonly used for chemical risk assessment, but in small and medium-sized businesses that lack professional manpower related to chemical substances, there are many technical terms in the technique and it is difficult to interpret, so its utilization is very low. Therefore, the purpose of this study is to present a method that can make risk assessment easier and simpler before handling new chemicals so that it can be used well in small and medium-sized businesses that lack professional manpower related to chemical substances. Through actual cases, the method of using CHARM was confirmed step by step, and based on this, risk reduction establishment and execution methods were derived. Based on the results of this study, it is expected that it will be used as the best tool for preventing accidents such as acute poisoning when handling chemicals in small and medium-sized workplaces that lack professional manpower related to chemical substances and make every effort to protect workers' health.

부산지역 일부 제조업 산업장의 기중 5가지 화학물질의 경시적 농도 변화 (Chronological Concentration Change of Five Chemical Substances in Manufacturing Industry of Busan Area)

  • This study aimed to prepare the fundamental data and assess the status and trend of exposure level for 5 chemical substances such as sulfuric acid, hydrogen chloride, ammonia, formaldehyde and phenol in manufacturing industry by type of industry, working process, and size of factory, chronological change. Subjects related to this study consist of 146 factories, 12 industries and 17 working processes located in Busan area from Jan. 1997 to Dec. 2001. 1. All 5 kinds of chemical substances by type of industry, working process were generated in chemical manufacturing industry. There were founded in 8 types of industries and 13 types of working processes for ammonia, which is the highest number of in all 5 chemical substances. 2. In terms of the exposure level for 5 chemical substances by type of industry, working process, geometric mean concentration for sulfuric acid was $0.40mg/m^3$ in manufacture of chemicals and chemical products, $0.30mg/m^3$ in compounding process, for hydrogen chloride was 0.57 ppm in manufacture of basic metal, 0.48 ppm in dyeing process, for ammonia was 1.11 ppm in manufacture of rubber and plastic products, 0.94 ppm in buffing process, for formaldehyde was 0.49 ppm in manufacture of wood and of products of wood and cork, except furniture; manufacture of articles straw and plating materials, 0.53 ppm in mixing process, and for phenol were 0.53 ppm in manufacture of chemical and chemical products, 0.55 ppm in compounding process, respectively. Results for 5 chemical substances by type of industry and working process were significantly higher than those of the others(p<0.05). 3. The exposure level for hydrogen chloride, formaldehyde were significantly increased by size of industry (p<0.01). ammonia was significantly decreased by size of industry (p<0.01). 4. In trend of the concentration difference of five chemical substances by chronology, geometric mean concentration for sulfuric acid was significantly increased (p<0.01), hydrogen chloride and ammonia were significantly decreased by year (p<0.05) and for formaldehyde and phenol were decreased in chronological change. According to the above results 5 chemical substances were founded together in a way mixed in the same places one another and concentrations of chemical substances by industry, working process, size of industry and year appeared markedly. The authors recommend more systemic and effective work environmental management should be conducted in workplaces generating five chemical substances.
