Hazardous organic solvents management as prescribed by presidential decree in Korea is reviewed. The status of import, manufacture, and circulation of organic solvents was investigated. Problems inherent in the management of organic solvents in the electroplating, metal degreasing, and dry cleaning industries were discussed. The chemical substance management system in Korea was compared to those of foreign organizations. A walk-through check list was developed and then used to assess the actual conditions and potential hazards of chemical substances in these industries. The questionnaire could be used to develop a chemical management system and protect workers from hazardous substances. Based on the results of the site survey, MSDSs were not integrated appropriately into the workers education and were not readily accessible to employees. In the case of the dry cleaning industry, the new dry cleaning solvent used as a substitute includes a lot of potentially hazardous organic solvents. This research is preliminary. It is recommended that a national survey be performed to better identify the current situation. Because chemical substances are regulated by thirteen laws in seven executive branches, management systems often overlap, resulting in ineffective control. Using the above results, a model for managing chemical substances was developed. This will more efficiently provide MSDS information to workers covered by the presidential decree and allow the construction of a management system database for better cooperation with the executive branches in Korea.

The Ministry of Employment and Labor announced a roadmap for reducing serious accidents to create a "safe and healthy workplace, happy Korea" and ordered a risk assessment for all work processes in all workplaces on November 30, 2022. Accordingly, even workplaces that handle new chemicals must conduct risk assessment when introducing new chemicals, but the risk assessment techniques currently proposed by the government focus on preventing conventional accidents such as falls, getting caught, and bumping. Currently, there is a Chemical Hazard Risk Management (CHARM) technique that is most commonly used for chemical risk assessment, but in small and medium-sized businesses that lack professional manpower related to chemical substances, there are many technical terms in the technique and it is difficult to interpret, so its utilization is very low. Therefore, the purpose of this study is to present a method that can make risk assessment easier and simpler before handling new chemicals so that it can be used well in small and medium-sized businesses that lack professional manpower related to chemical substances. Through actual cases, the method of using CHARM was confirmed step by step, and based on this, risk reduction establishment and execution methods were derived. Based on the results of this study, it is expected that it will be used as the best tool for preventing accidents such as acute poisoning when handling chemicals in small and medium-sized workplaces that lack professional manpower related to chemical substances and make every effort to protect workers' health.
Hazardous wastes released into the general environment are of concern to the public and to public health authorities. In response to this concern, the Comprehensive Environmental Response, Compensation, and Liability Act, as amended (commonly called Superfund), was enacted in 1980 to provide a framework for environmental, public health, and legal actions concerning uncontrolled releases of hazardous substances. The Agency for Toxic Substances and Disease Registry (ATSDR) was created by Superfund to address the public health issues of hazardous wastes in the community environment. Two key Agency programs, Public Health Assessments and Toxicological Profiles, are designed to assess the risk to human health of exposures to hazardous substances that migrate from waste sites or through emergency releases (e.g., chemical spills). The Agency's public health assessment is a structured process that permits ATSDR to identify which waste sites or other point sources require traditional public health actions (e.g.. human exposure studies, health studies, registries, health surveillance, health advisories). The ATSDR qualitative public health assessment complements the U.S. Environmental Protection Agency's quantitative risk assessment. For Superfund purposes, both assessments are sitespecific. ATSDR's toxicological profiles are prepared for priority hazardous substances found most frequently at Superfund sites. Each profile presents the current toxicologic and human health effects information about the substance being profiled. Each profile also contains Minimal Risk Levels (MRLs), a type of risk assessment value. This paper covers ATSDR's experience in conducting public health assessments and developing MRLs, and it relates this experience to recommendations on how to improve chemical risk assessments.

Fouling characteristics of humic substances on tight ultrafiltration (UF) membrane have been investigated. The tight UF membrane was prepared by blending polysulfone (PSf) in N.N-dimethylacetamide (DMAc) with 25%wt of Polyethylene glycol (PEG400) and 4%wt of acetone. Fouling characteristic of the modified PSf membrane was observed during peat water filtration in different trans-membrane pressure (TMP). It was found that the acetone modified membrane provided 13% increase in TMP during five hours of peat water filtration, where a stable flux was reached within 150 minutes. Meanwhile, the increase of TMP from 10 psig to 30 psig resulted in a fouling resistance enhancement of 60%. Furthermore, based on the fouling analysis, fouling mechanism at the first phase of filtration was attributed to intermediate blocking while the second phase was cake formation.

If an accident occurs at work places that handle 'the accident preparedness substances', it causes more property damage and casualties than accidents of normal chemical substances. Even though various systems and regulations have been operated in order to prevent accidents, techniques for reducing and removing human error, which is one of the main reasons of accidents, are still inadequate. In this paper, hazardous work digitization, potential hazard verification, and work evaluation based on domestic technical guidelines have been performed through a case study of the accident of hydrofluoric acid leakage in Gumi in September 2012, and development of a new risk mapping method has been studied to supplement existing systems.

Purpose : This study was conducted to provide fundamental data to prepare for countermeasure to protect health of workers in the dental clinics from hazardous chemical substance, and to assess effecting factors on management of Material Safety Date Sheet(MSDS) and handling of hazardous chemical substance among workers in dental clinics. Methods : This study was carried out a survey with structured self-administered questionnaire which was consisted of 7 questions about the management of MSDS, 9 questions about recognition and practice of hazardous chemical substances in dental clinics, and 7 questions about general characteristics. Total subjects of this study were 204 adult who workers in dental clinics located in Busan and Gyeng-nam province area. The collected data were analysed using the SPSS statistical package program (ver. 23.0). Results : The factor that positively affected factor on recognition and practice of hazardous chemical substances in dental clinics has experience that has been institutional health-care accreditation. The factor that positively affected the management of MSDS has experience that has been institutional health-care accreditation. Conclusion : It is necessary to prepare countermeasures such as campaign and education on cognition of general chemical substances, and also the author concern that it should be perform the education on handling of hazardous chemical substances in dental clinics for more effecting management of MSDS. In order to improve the management of MSDS and improve the awareness and safety of chemicals, it is necessary to encourage the implementation of the institutional health-care accreditation system or prepare guidelines for the management of MSDS.
In the Chemicals Control Act, a system was implemented to unify off-site risk assessment and risk management plan into the prevention and management system for chemical accidents. Among the hazardous chemicals which have been covered in system, the accident preparation substances are designated as chemical substances that are likely to occur and of which damage scale are likely to be large in the event of chemical accidents. In this study, risks were compared by selecting accident preparation substances with similar regulated quantities. In addition, risk assessment studies were conducted applying the accident scenarios. Four types of materials such as ammonia, hydrogen chloride, carbon disulfide and benzene were selected for the study, and risks were finally analyzed using Safeti 8.0, a quantitative risk assessment program by DNV. As a result, some materials are identified to have high risks comparing to other substances having similar regulated quantities.
Purpose: The effectiveness of the transport vehicle management system of the Chemical Substances Control Act will be studies and used as basic data for future system improvement plans. Method: After the enforcement of the Chemical Substances Control Act, the effectiveness for the transport vehicle management system was studies by comparing the transport plan, guidance and inspection status, safety training completion management, ect., and the reduction rate of chemical accidents. Results: The average number of chemical accidents in transport vehicles nationwide is 20 each year. And It is decreasing with the stabilization of the Chemical Substances Control Act('15.1.1). The first reason for the decrease in chemical accidents is the increase in submission of transport plans. Second, as the guidance and inspection rate increased every year, the shipper company's management of transport companies was naturally strengthened. Finally, it is judged that chemical accident caused by transport vehicles decrease through safety education. Conclusion: The current tranport vehicle management system of the Chemical Substances Control Act is effective. However, further research is needed to improve the practical and efficient transport vehicle management system.

Objectives: To ensure that employers handling petroleum compounds understand whether petroleum-based UVCB (unknown or variable composition, complex reaction products, or biological materials) substances contain hazardous substances and comply with the Occupational Safety and Health Act, petroleum-based UVCB substances were analyzed and the results from samples were compared with MSDS (Material Safety Data Sheet) contents. Methods: Twenty-one petroleum samples were analyzed using GC-MS (Gas Chromatography-Mass Spectrometry), targeting ten volatile organic compounds regulated by the Occupational Safety and Health Act. Results: The target chemicals were detected in 13 out of 21 samples. All 13 samples were in the naphtha (low boiling point naphthas (gasolines)) group. There were also naphtha group samples containing 2% benzene. Some naphtha samples used as solvents contained about 1% benzene. Conclusions: This study shows that naphtha group petroleum substances contain hazardous chemicals in many cases. In particular, if benzene, n-hexane, and toluene with low occupational exposure limits are contained above the limit concentration. Such information should be delivered in the article on MSDS legal regulations.
