'임무지향적 혁신정책'의 관점에서 본 사회문제 해결형 연구개발 정책 - '제2차 과학기술기반 사회문제 해결 종합계획' 사례 분석 - (Mission-oriented Innovation Policy and Korea's Social Problem Solving Innovation Policy: a Case Study)

  • 본 연구에서는 사회적 도전과제 해결을 임무로 설정하여 이론과 정책을 개발하고 있는 임무지향적 혁신정책론의 관점에서 사회문제 해결형 연구개발정책을 점검하고 그 시사점을 살펴본다. 이를 위해 시민사회의 참여, 정부의 동태적 능력의 확보, 선도적 투자와 후속 투자의 유도의 측면에서 '제2차 과학기술기반 사회문제 해결 종합계획'을 분석했다. 이 계획은 사회문제 해결형 혁신을 위한 시민참여의 제도화, 정부의 조정·통합능력 강화와 새로운 생태계 형성을 위한 제도들을 도입하고 있다. 그러나 기존 활동의 경로의존성이 있기 때문에 이를 넘어서기 위한 구체적인 프로그램이 요구되는 상황이다. 또 선도적인 투자를 이끌어내기 위해서는 커뮤니티 케어, 기후변화 대응과 같은 사회정책 분야의 전략 사업과 혁신정책을 통합적으로 전개하는 것이 필요하다.

  • 글로벌 수준에서의 환경, 경제, 사회적 차원의 거대한 도전은 이제까지의 이윤추구 위주의 기업 활동에 근본적인 질문을 제기하고 있다. 기업은 경제적 주체임과 동시에 사회적, 환경적 책무를 가진 사회적 주체로 인식되고 있다. 특히 사회-기술 시스템 전환을 지향하는 기업 활동이 새로운 현상으로 발흥함에 따라 기업의 정체성, 활동 동기와 비즈니스 모델 진화에 대한 기술혁신 관점에서의 확장된 논의가 요청된다. 본 논문은 지속가능한 시스템 전환에 있어 기업의 역할에 주목하고, '전환지향적 기업' 개념을 제출함으로써 기존의 경제적 관점에서만 고려되어온 기업의 개념을 사회적 문맥 하에서 재해석하려는 목적을 가지고 있다. 본 논문은 기업이 전환활동에 참여하는 동기, 비즈니스 모델의 유형 및 전환을 위한 조직 및 전략 등에 대한 기존 논의들을 검토함으로써 전환지향적 기업 활동의 새로운 범주의 이해에 기여하고자 한다. 이론 및 사례에 대한 문헌연구를 통해 시스템 전환을 지향하는 비즈니스 모델 혁신의 유형을 크게 기술적 혁신, 조직적 혁신, 사회적 혁신의 세 가지 차원으로 구분하고 각 유형별 특징을 도출하였다. 또한 전환지향적 기업 활동을 전개함에 있어 기술(인지)적, 조직적, 시스템적 차원에서 장애요인에 직면할 수 있음을 지적하고 이를 극복하기 위해서는 장기적 관점에서의 기업전략과 시스템 전환을 지원하는 정책노력이 필요함을 주장하였다.

  • Housing development, particularly apartment buildings, has been increasingly growing due to the construction promotion policy of the government since the 1980s. However such a volume-oriented policy results in unfavorable side effect of substandard quality and early deterioration in line with the expansion in volume. As part of measures to deal with the problems, rebuilding and remodeling have surfaced as alternative recently. Remodeling is expected to create the more benefits, compared to the rebuilding, in cost, efficiency and duration. To come up with the solution to such a challenge, it's necessary to analyze the influence factors of remodeling. Hence, the study was intended to compare the remodeling in the aspect of influence factors. The results of this study is expected to the propose of effectual management factors of the remodeling construction.

  • Data sharing is a major challenge to implement CALS. STEP is the international standard for the product model data exchange among heterogeneous systems and plays a key role in CALS. Advances in computer networks are rapidly changing the product development processes. The network oriented modeling system premises to integrate design activities across the enterprise. To achieve goals of CALS 3-dimensional concurrent modeling that complies international standard is required since integrity and common perception of product data can be assured. This paper presents 3-dimensional concurrent geometric modeling on high speed network using STEP and methodologies.

우치다 시게루의 디자인 개념과 실내공간 표현 특성에 관한 연구 (A Study on Characteristics of Design Concept and Interior Design Projects of Uchida Shigeru)

  • The origin of Uchida is strictly avant-garde and carries a social dimension. The work is a challenge to consumption-oriented mass production, a revolt against intrusive one-way communication, and an aversion to oppressive politics. Such a spirit led to a rare communication design that was created in collabolation with the user and designer, both relating to each other's senses of touch and in the same familiar plane. He first began by focusing on the physical movements of objects in order to achieve maximum comfort and lightness. From the beginning, He avoided strong, sturdy solids, and favored the faint, transitory and vulnerable. He choose the pursue "furniture with delicate lines", "to create darkness by layering shadows", all of which are extremely unique and resulted in designs that have a profound presence. Uchida gives various meanings and functions to the grid. This activities and philosophy of Uchida Shigeru influenced on the interior design.the interior design.

Hybrid Facial Representations for Emotion Recognition

  • Automatic facial expression recognition is a widely studied problem in computer vision and human-robot interaction. There has been a range of studies for representing facial descriptors for facial expression recognition. Some prominent descriptors were presented in the first facial expression recognition and analysis challenge (FERA2011). In that competition, the Local Gabor Binary Pattern Histogram Sequence descriptor showed the most powerful description capability. In this paper, we introduce hybrid facial representations for facial expression recognition, which have more powerful description capability with lower dimensionality. Our descriptors consist of a block-based descriptor and a pixel-based descriptor. The block-based descriptor represents the micro-orientation and micro-geometric structure information. The pixel-based descriptor represents texture information. We validate our descriptors on two public databases, and the results show that our descriptors perform well with a relatively low dimensionality.

Orthogonal versus Parallel Plating for Distal Humeral Fractures

  • In orthopedic trauma surgery, treatment of intraarticular distal humerus fractures is a challenge. With development of implants and biomechanical studies, surgical strategies with recommendations including preoperative computed tomography images, proper approaches and open reduction and internal fixation with dual plates have emerged. In addition, as an effort to provide stable fixation to permit early elbow motion, different methods of internal fixation, particularly plate configuration, have evolved. Using dual plates, either oriented parallel to each other or orthogonal, stable fixation has been achieved and satisfactory clinical outcomes have been reported. With rationales and advantages/disadvantages of each plate configuration, both techniques are selected according to surgeons' preference, and, in specific cases, one could be preferred over another. The key to successful fixation by either technique is obtaining anatomical reduction with restoration of two stable columns of the distal humerus.

A Novel Ring-based Multicast Framework for Wireless Mobile Ad hoc Network

  • Multicasting is an efficient means of one to many (or many to many) communications. Due to the frequent and unpredictable topology changes, multicast still remains as challenge and no one-size-fits-all protocol could serve all kinds of needs in ad hoc network. Protocols and approaches currently proposed on this issue could be classified mainly into four categories, tree-based, meshed-based, statelessness and hybrid. In this article, we borrow the concept of Eulerian ring in graph theory and propose a novel ring-based multicast framework--Hierarchical Eulerian Ring-Oriented Multicast Architecture (HEROMA) over wireless mobile Ad hoc network. It is familiar with hybrid protocol based on mesh and tree who concentrates on efficiency and robustness simultaneously. Architecture and recovery algorithm of HEROMA are investigated in details. Simulation result is also presented, which show different level of improvements on end-to-end delay in scenario of small scale.

Energy-based damage index for steel structures

  • Ample research effort has been oriented into developing damage indices with the aim of estimating in a reasonable manner the consequences, in terms of structural damage and deterioration, of severe plastic cycling. Although several studies have been devoted to calibrate damage indices for steel and reinforced concrete members; currently, there is a challenge to study and calibrate the use of such indices for the practical evaluation of complex structures. The aim of this paper is to introduce an energy-based damage index for multi-degree-of-freedom steel buildings that accounts explicitly for the effects of cumulative plastic deformation demands. The model has been developed by complementing the results obtained from experimental testing of steel members with those derived from analytical studies regarding the distribution of plastic demands on several steel frames designed according to the Mexico City Building Code. It is concluded that the approach discussed herein is a promising tool for practical structural evaluation of framed structures subjected to large energy demands.

  • The dynamic nature of the World Wide Web challenges Information Retrieval System to find information relevant and recent. Intelligent agents can complement the power of search engines to deal with this challenge. In this paper, we explain in manner of building Information Retrieval System based on intelligent agent technology. We present a tool called Websearcher. It was performed in Java environment. The object-oriented nature of Java and built-in facilities for multi-thread decreased our implementation effort. A modular software design makes it easy to configure the system for various experiments.
