Purpose - This paper aims to analyze and investigate to find out the appropriate ways to make an easy TBT of smart city. It is an important issue between Korea and China because TBT of smart city has lots of advantages in IT, S/W, IOT, and Home network. Research design, data and methodology - First, the paper made use of reviewing2nd data analysis and focused on group interview, and then compared with analysis on the international rule and system such as smart city system, technical regulation, and standard through test certification procedure and inspection. Second, this paper reviewed electric/electronic test, certification, and calibration. Third, through analyzing MRA between Korea and china, the paper focused on SDoC, Mutual Acceptance of International certification, and IECCB scheme. Results - Through the comparison and analysis, this paper found that it is important to promote multi-track agreements with the countries that need short-term promotion. Moreover, it is necessary to conclude an agreement with the leading countries in Middle East and Central America. Conclusions - Through the above the reviews and analysis, we can see the importance of promotion in FTA and MRA with the efforts to remove the obstacles and promote to make an easy TBT by MRA between Korea and China.

Proceeded with a research with basic data about the qualification standard improvement scheme about the environment school architecture in which a comparison analyze the specialized field of BREEAM system of LEED of the hit environment building qualification standard G-SEED of the domestic and U.S Green Building Counci evaluated with the certification system of the world top class and Building Research Establish, essential item, and mark distribution and weight in this study at this and which I hit with a domestic afterward. The school facility with a hub among the equipment receiving the hit environmental qualification standard, and the range of this research does LEED of the domestic green building certification system February is revised in 2013 G-SEED and which US and BREEAM in UK with a range. The way of the research checked the environment school building certification system and situation hit home and abroad, and a comparison analyze the division of the specialized field of each country qualification standard, essential item, and mark distribution and weight.

The information security management system (ISMS) and the personal information management system (PIMS) have been integrated into a personal information & information security management system (ISMS-P) certification scheme in response to requests to reduce the time and cost to prepare certification schemes. Integration of the certification system has made it possible for the system operator to gain the advantage of easy management of the ISMS-P certification system, and the certification target organization can enjoy the advantage of easy acquisition and maintenance of certification. However, ambiguity in the application criteria of the target organization, and ambiguity in the certification criteria control items require the target organization to operate an excessive management system, and the legal basis to be applied to the certification target organization is ambiguous. In order to improve these problems, this paper uses case studies to identify the types of certification bodies that apply the certification criteria, and to change the control items applied during certification audits based on the types of certification bodies. Institutions that wish to obtain only ISMS certification have proposed three solutions, excluding controls covered by the ISMS-P. This paper suggests ways to operate an efficient certification system, and can be used as a basis for improving problems in the ISMS-P certification system.

This study shows the first output of the three-year project (2021-2023) to develop a Smart Water City (SWC) Global Standard and Certification Scheme ley by K-water, International Water Resources Association (IWRA) and Asia Water Council (AWC). There are three major parts in the first year. In Part 1, it investigates the essential features of cities today and details the water challenges currently faced and likely to be confronted in the future. It also investigates the functions that water fulfills in the urban environment, and how ICTs can contribute to improving those functions by each Urban Water Cycle. A definition of a Smart Water City is proposed following a discussion on the meaning of "smart development". This part of the report also presents different city cases from countries around the world to illustrate the urban water challenges and the technological and non-technological solutions that cities have put in place, including national and/or local policies and strategies. In Part 2, it defines what global standards indicators and certification schemes are and identifies their characteristics. Especially, it analyses in detail eight relevant standards and certification schemes measuring sustainable development and/or water resources management in urban settings. Standards elaborated by international organizations are distinguished from those developed by the private sector, non-governmental organizations, and by academia. Finally, this study suggests the right direction to develop SWC global standard frameworks and certification schemes. And then, it shows the main tasks for the Stage 2 (second year) project. Basically, the framework for a future SWC standard (consisting three main pillars: Technical, Governance and Prospective pillars) will be fully defined in Stage 2.

The purpose of this study is to investigate the strategies and the experiences of 3 university hospitals relevant to environmentally-friendly strategy in their hospitals and to find out the implication for spreading the environmentally-friendly hospital management to other Korean hospitals. The study was progressed from October to November 2010 through the in depth interview with middle manager of the hospitals. Interview items about environmentally-friendly hospital management were selected from ISO 14001, Korean Green Management Certification Scheme, Green Guide Operation Version 2.2 of GGHC, Eco-ChecklistTM, Self-Assessment Tool of "Practice Greenhealth" and some accreditation credits of LEED, BREEAM, GreenStar. The case study result implies that the following strategies are so critical to settle environmentally-friendly hospitals in Korea: 1)understanding about fundamental concept of environmentally-friendly hospital, 2)organizing green teams, 3)purchasing environmentally-friendly goods, 4)benchmarking other successful hospitals, 5)adopting easy & reasonable policy first, 6)managing accumulated data & performance about energy efficiency, and 7)educating the employee about environmentally-friendly hospitals strategies. Hospitals have to keep in pace with the change in government policy and scheme like as GHG & Energy Target Management System, Korean Green Management Certification Scheme, ESCO, and so on for achieving the successful environmentally-friendly hospitals.

The performance of optimistic concurrency control schemes which are generally used for Mobile computing is very sensitive to the transaction abort rate. Even if the abort probability can be reduced by back-shifting the timestamp from the time of requesting a commit, some transactions continuously perform unnecessary operations after the transactions accessed write-write conflicting data. In this paper, we propose an optimistic protocol that can abort the transactions during the execution phase by using the write notification approach. The proposed protocol enhances the performance of the optimistic concurrency control by reducing the unnecessary operations. In addition, we present a simulation study that compares our schemes with the timestamp based certification scheme. This study shows that our scheme outperforms the timestamp based certification scheme.

Standards are increasing of importance for photovoltaics. The rapid growth of production is one reason for this but standards are equally important in ensuring the quality and reliability of installed PV systems. which have a propound impact on acceptance of the technology in the expanding marketplace. Korea government (Korean Agency for Technology and Standards. KATS)make and implement a five year plans for promotion of international standardization of this field from 2004. Through these works and harmonization of PV Korea standards with international standards(international electrotechnical commission. IEC). KATS leads the technology innovations and eventually increases the international Competitiveness. Strategic collaboration with other countries is also strengthened through Korea's participation in IECEE(IEC system for conformity and certification of electrical equipment) on standards and conformity assessment. One of the major goals of the Plan is to facilitate trade between Korea and its trading partners by emphasizing harmonization of its national conformity assessment system with international norms

An aggregate signature scheme is a digital signature scheme that allows aggregation of n distinct signatures by n distinct users on n distinct messages. In this paper, we present an aggregate signcryption scheme (ASC) that is useful for reducing the size of certification chains (by aggregating all signatures in the chain) and for reducing message size in secure routing protocols. The new ASC scheme combines identity-based encryption and the aggregation of signatures in a practical way that can simultaneously satisfy the security requirements for confidentiality and authentication. We formally prove the security of the new scheme in a random oracle model with respect to security properties IND-CCA2, AUTH-CMA2, and EUF-CMA.

Purpose: The purpose of this study is to suggest a proper plan about the exterior space of elementary school in Korea through analyzing the various factors of the exterior spaces in foreign elementary school case. because the foreign cases have diversified eco-friendly certification standards on the elementary school unlike Korean cases. Method: First, we review the recent eco-friendly research trends of elementary schools and the external space characteristics of elementary schools that are currently being studied through related literary surveys, And we review the korean criteria factor for eco-friendly certification, we draw the types of exterior space thorough analysis framework, using the korean criteria factor. Second, the foreign cases of the elementary school were chosen, and then some planning data such as architecture scheme, design concepts and drawings will be collected. So the data were analysed and then the characteristics of physical setting and eco-friendly certification standards will be drawn. Third, We analyzed the characteristics and factor of physical and eco-friendly of exterior space through the drawn types. Result: The various physical settings are appeared physical environment. when we analyzed certification factors at korean eco-friendly standards, the suggestion and guide about the eco-friendly elements than the numerical goals were treated importantly in Korea.
