Improving Certification System by Analyzing Audit Result of the Defense Quality Management System (국방품질경영시스템 인증 심사결과 분석을 통한 인증제도 개선 방안)

  • Purpose: This article aims 1) to propose improvement directions of the certification by recognizing the quality management practices based on the analysis of the audit results of the military contractors and 2) to suggest some ideas on quality audit planning preparation to help the government quality assurance representatives. Methods: Based on the nonconformity report of the defense quality management system (DQMS) requirements, frequently occurring requirement components are found and summarized. Three hypothesis testings are executed to check whether the maturity levels of the quality management systems are influenced by the company size, weapon tye, and company type, regarding the nonconformity frequency as dependent variable. Results: Nonconformity occurs most frequently in the order of product realization, measurement analysis and improvement, management responsibility, resource management, and quality management system. Nonconformity reduces when the company size increases, for the guided weapons, and in the defense companies. Conclusion: Since small-sized companies are inferior to larger companies with respect to the DQMS maturity level, more support should be provided to these small-sized companies which produce military supplies.

  • In accordance with U.S. Nuclear Regulatory Commission regulatory guide(NRC RG) 1.20(Rev.3), we are writing a comprehensive vibration assessment program(CVAP) design control document(DCD) and a technical report for U.S. NRC design certification(DC) of an Advanced Power Reactor 1400(APR1400) nuclear power plant(NPP). CVAP of an APR1400 NPP for U.S. NRC DC is classified as a non-prototype category 1 type. Therefore, CVAP DCD of reactor vessel internals(RVI) and steam generator internals(SGI) consist of analysis and full inspection program. However, piping system of primary and secondary system will be described as measurement program.

Defining a Smart Water City and Investigating Global Standards

  • This study shows the first output of the three-year project (2021-2023) to develop a Smart Water City (SWC) Global Standard and Certification Scheme ley by K-water, International Water Resources Association (IWRA) and Asia Water Council (AWC). There are three major parts in the first year. In Part 1, it investigates the essential features of cities today and details the water challenges currently faced and likely to be confronted in the future. It also investigates the functions that water fulfills in the urban environment, and how ICTs can contribute to improving those functions by each Urban Water Cycle. A definition of a Smart Water City is proposed following a discussion on the meaning of "smart development". This part of the report also presents different city cases from countries around the world to illustrate the urban water challenges and the technological and non-technological solutions that cities have put in place, including national and/or local policies and strategies. In Part 2, it defines what global standards indicators and certification schemes are and identifies their characteristics. Especially, it analyses in detail eight relevant standards and certification schemes measuring sustainable development and/or water resources management in urban settings. Standards elaborated by international organizations are distinguished from those developed by the private sector, non-governmental organizations, and by academia. Finally, this study suggests the right direction to develop SWC global standard frameworks and certification schemes. And then, it shows the main tasks for the Stage 2 (second year) project. Basically, the framework for a future SWC standard (consisting three main pillars: Technical, Governance and Prospective pillars) will be fully defined in Stage 2.

Study on Deriving Improvements through Analysis of BF Certification Evaluation Indicators for Parks and Park Facilities (공원 및 공원시설 BF인증 평가지표 분석을 통한 개선방향 도출 연구)

  • According to the revision of the Convenience Act for Persons with Disabilities, parks and park facilities where the first park development plan is established after December 4, 2021 are mandatory, and parks must be equipped with convenience facilities for the disabled. Hence, this study aims to derive the improvements of the park evaluation index by analyzing the park certification evaluation index, the building certification evaluation index of park facilities, and the evaluation reports of the current certification status cases. As a research method, first, the certification of parks and park facilities were compared and reviewed with the Park Green Act, and differences in the certification process and certification performance were compared and analyzed. Second, differences and common items were derived by analyzing barrier free (BF)-certification evaluation indicators for parks and buildings. Third, improvement plans were derived after analyzing differences and problems in 4 BF-certified parks and four building certification cases of park facilities in certified parks, focusing on the self-evaluation report and examination results. As a result of analyzing the park and building evaluation indicators, the items for which the evaluation purpose, evaluation method, and evaluation items were commonly applied to 7 access roads for each facility, 5 parking areas for the disabled, 2 guide facilities for information facilities, 14 in 5 categories of sanitation facilities, and 1 for other facilities. In the case of sanitation facilities, there is no case where it was evaluated as a park. If the park does not have an attached toilet, the park is certified as a building. Hence, it would be essential to establish the concept of an attached toilet and discuss the application of the evaluation index on the park sanitation facility. The score of buildings in parks and park facilities was lower than that of the self-evaluation results, and the certification grades of buildings declined in three cases. The items with the highest standard deviation were BF walking continuity for parks and the path to the main entrance among access roads for buildings. As a result of analyzing the park and building evaluation results of 19 common evaluation items except for sanitary facilities, the difference in the grades of the evaluation items for each case site except for one item appeared. Therefore, applying common detailed calculation criteria for items evaluated in common with parks and buildings is needed. Since sanitation facilities have no cases of park certification and are not certified as buildings, it is essential to establish the concept of attached toilets and discuss the application of park sanitation evaluation indicators. It is necessary to develop an evaluation index suitable for the characteristics of the park, such as adjusting the items that are not evaluated in parks and establishing an evaluation index considering the ones of parks. It expects that this study would be used as primary data for improving park certification indicators.

The problem when as international certification the CMAA which is only it secures a reliability certification which is a CCM and SAVE seeing in the certified which is a CVS, compares in the foreign nation and the CM certification is excessive, it does not secure a reliability and an efficient characteristic to give a confusion to the capital increase lattices which in a condition are, it is mass produced it is a point. It saw from, it observes the capital increase reserve problem point which is a domestic CM and the certification integration which is a report and system anger it leads and with national certified qualification it develops to present the improvement program for, it does to sleep.

A Study of the Damage and the Countermeasure by Identification Card Loss (신분증 분실에 따른 피해 및 대응책에 관한 연구)

  • Korean Identification card or driver license is usually used to verify one's identity in Korea. These are also used as an adult certification. Since the form of these ID card is an analog and it needs to be checked with naked eyes, it might be used maliciously. Someone who's got someone else's ID card can do other things. Therefore, it must be reported rapidly when ID card is lost or stolen. The most serious problem might be occurred when they do not recognize and report the loss. They might suffer from pecuniary or mental damage such as opening a mobile phone service, providing loan or credit card, opening a personal checking account, etc. Thus, this study suggests and compares the ways of avoiding these problems. First, the most effective way is to send the authorization code via mobile phones in consideration of build-up period and cost. The person in charge of business processing department using ID card sends the authorization code via registered mobile phone. The owners submits it to the person and their identifications are confirmed. Next effective way is that the person in charge of business processing department using ID card sends text messages via registered mobile phone. Lastly, the most ineffective way is to introduce and implement the electronic ID card ultimately even though it is expensive and takes a long time to build up the system.

  • The wind turbine gearbox has the longest downtime among other major turbine components such as blades, generators, and main bearings. Therefore, gearbox manufacturers conduct rig tests to evaluate conformity in terms of design and function. Rig tests, however, have limited similarity compared with atmospheric wind turbine operating conditions. Rig test conditions are thoroughly controlled and maintained by testers and the component certificates of gearboxes issued through the test cannot fulfill wind farm operator's requirements. Hence, certification bodies such as DNV-GL and UL require a mandatory gearbox field test report for type certification. The Korea Energy Agency (KEA) also introduced gearbox field test as a part of the KS type certificate in 2016, although it is optional . In this paper, gearbox field test procedures and requirements are introduced, and the first domestic application case of the test is reported. The field test was conducted with a 1.5 MW wind turbine gearbox located in Jeju as the test object.

Case Report of a Pilot with Atopic Dermatitis (아토피성 피부염을 가진 조종사의 판정 증례보고)

  • Atopic dermatitis is a condition that makes skin red and itchy. It is common in children but can occur at any age. Atopic dermatitis is chronic and tends to flare periodically. The pathogenesis of the disease has not yet been clearly elucidated but genetic predisposition, immunological dysfunction, and environmental factors are presumed to be involved in the pathogenesis. In general, it is difficult to cure, but as time passes, most of them heal naturally and the symptoms disappear, but the symptoms continue to recur. So, the basic treatment is to relieve the pruritus and prevent it from reoccurring. Treatment involves avoiding things that make the condition worse, daily bathing with application of moisturizing cream afterwards, applying steroid creams when flares occur, and medications to relieve itching sensation. Steroid pills or creams based on calcineurin inhibitors may occasionally be used if other measures are not effective. When examining a pilot with atopic dermatitis, the dermatitis condition, the treatment being used, and the side effects of the medications should be considered. This case involves an otherwise healthy applicant for the 1st class medical certification who has had atopic dermatitis.

Development Process and Methods of Audit and Certification Toolkit for Trustworthy Digital Records Management Agency (신뢰성 있는 전자기록관리기관 감사인증도구 개발에 관한 연구)

  • Digital records management is one whole system in which many social and technical elements are interacting. To maintain the trustworthiness, the repository needs periodical audit and certification. Thus, individual electronic records management agency needs toolkit that can be used to self-evaluate their trustworthiness continuously, and self-assess their atmosphere and system to recognize deficiencies. The purpose of this study is development of self-certification toolkit for repositories, which synthesized and analysed such four international standard and best practices as OAIS Reference Model(ISO 14721), TRAC, DRAMBORA, and the assessment report conducted and published by TNA/UKDA, as well as MoRe2 and current national laws and standards. As this paper describes and demonstrate the development process and the framework of this self-certification toolkit, other electronic records management agencies could follow the process and develop their own toolkit reflecting their situation, and utilize the self-assessment results in-house. As a result of this research, 12 areas for assessment were set, which include (organizational) operation management, classification system and master data management, acquisition, registration and description, storage and preservation, disposal, services, providing finding aids, system management, access control and security, monitoring/audit trail/statistics, and risk management. In each 12 area, the process map or functional charts were drawn and business functions were analyzed, and 54 'evaluation criteria', consisted of main business functional unit in each area were drawn. Under each 'evaluation criteria', 208 'specific evaluation criteria', which supposed to be implementable, measurable, and provable for self-evaluation in each area, were drawn. The audit and certification toolkit developed by this research could be used by digital repositories to conduct periodical self-assessment of the organization, which would be used to supplement any found deficiencies and be used to reflect the organizational development strategy.

A Study to Propose Future Directions on AEO Invigoration through a Close Analysis of the Past Studies (국내 AEO제도의 연구 동향 분석과 제도 활성화를 위한 연구방향 제시에 관한 연구)

  • Since the introduction of AEO certification in South Korea in 2008, 516 areas have been AEO certified based on a report dated December 31st, 2013. The number is expected to increase drastically as more and more companies strive to obtain the AEO certification. In this regards, this study is designed to contribute to the further invigoration of the AEO certification system as well as to propose directions to improve companies' performance in a practical point of view. To do so, the writer reviewed the past studies done in the relevant subjects in order to 1) grasp the principal subject, 2) catch the areas with insufficient information/lacking points, and to 3) get a focus on future directions on how additional research should be conducted. An analysis of the past studies proved that prior to the introduction of the AEO certification, the focus of the studies were to present the reasons as to why AEO should be introduced, the benefits of AEO, and a comparative analysis of countries already in wide usage of the AEO system. Studies done after the introduction of AEO (that is, after 2008) focused mainly on invigorating the system into the market. Compared to the previous studies, this study will present a distinct conclusion by breaking down the major points of each study on a year-by-year basis and studying them in total in order to provide an even more practical direction in the future of AEO in South Korea.
