지방노후상수도 관망교체 및 정수장 국비지원의 효율화 방안 (The provision of local public goods in water supply)

  • This paper tries to show the efficiency of water financing between central and local governments. From the year of 2017, the operation and maintenance costs for change water pipes has been provided by central government as block grants system(RDSA: Regional Development Special Account). Even though the water financing is responsible for local government, water drought and high production cost in poor area affects the quality of life nowadays. Then, fiscal transfer through block grant for water financing has been decided to invest regional SOC. The purpose of the paper sheds light on the function of the block grant for public provision by water financing. The firstly tried empirical results are based on the survey from local governments and ministry of environments. The point of the empirical analysis shows that the local governments does not have proper measurement for unexpected water leakage and termination until now. In a policy manner, the paper raises the issues about benefit principle for water users by the increase of tariffs. In order to do so, the paper investigates the relationship between the water provision and fiscal status of each local governments.

Analytical Model of Salt Budget in the Upper Indian River Lagoon, Florida USA

  • Effect of freshwater discharge on the long-term salt balance in the Northern and Central Indian River Lagoon (IRL) is successfully simulated by a new analytical solution to a water balance-based one-dimensional salt conservation equation. Sensitivity tests show that the salinity levels drop abruptly even during the dry season (November to May) due to the high surface runoff discharge caused by tropical storms, depressions, and passage of cold fronts. Increasing surface runoff and direct precipitation has risen by ten times, lowering the salinity level down to 12psu in the Northern Central zone, and to 17 psu in the Northern zone. However, the salinity level in the Southern Central zone has decreased to 25 psu. High sensitivity of the Northern Central zone to freshwater discharge can be partially explained by a rapid urbanization in this zone. During the dry season, less sensitivity of the Southern Central zone to the increased surface runoff is attributed to the proximity of the zone to the Sebastian Inlet and a strong diffusion condition possibly resulting from the seawater intrusion to the surficial aquifer at the Vero Beach. During the wet season, however, the whole study area is highly sensitive to freshwater discharge due to the weak diffusion conditions. High sensitivity of the IRL to the given diffusion conditions guarantees that the fresh-water release occurs during strong wind conditions, achieving both flood control in the drainage basin and a proper salinity regime in the IRL.

한국산(韓國産) 하고초류(夏枯草類)의 약물학적(藥物學的) 연구(硏究)(II) -중추신경(中樞神經) 및 이뇨작용(利尿作用)에 대하여- (Pharmacological Studies on Prunellae Herba and Thesii Herba (II) -On Central Nervous and Diuretic Actions-)

  • This study is an attempt to investigate the effects of the water extracts of the whole plants of Prunella vulgaris (Labiatae) and Thesii chinense (Santalaceae) on the acute toxicity, the activities on central nervous system and the diuretic action. The acute toxicities shown by $LD_{50}$ were estimated to be more than 3000 mg/kg p.o. and 1,000 mg/kg s.c. in the extracts of Prunellae Herba and Thesii Herba, respectively, in mice. The extracts at a dose of 2,000 mg/kg p.o. did not show any activities on central nervous system, i.e, sedative, analgesic, hypothermic and anticonvulsant actions. The urination in rats was increased by 45.5% and 57.6% when 100mg/kg of each of the extracts were given orally. The results obtained revealed that the water extracts possessed weak diuretic actions without any of central nervous system activities. Furthermore, it is considered that the potassium in the extract may play a role in the diuretic action.

  • 유역의 하천형태학적 특성은 그 유역의 수문 및 수리학적특성과 밀접한 관계를 가지고 있다. 본연구는 우리나라 중부지방의 중소하천에 대한 계획하폭을 산정하는 공식을 제시하는데 목적이 있다. 계획홍수량과 유역면적 및 하천연장의 자료로서 하폭을 얻는데 다음과 같은 결론을 얻었다. : (1) 계획홍수량(Q)과 하폭(B)의 관계로 나타낸 하폭식은 $B=1.532A^{0.644.}$; (2) 유역면적(A)과 하폭(B)과의 관계로 나타낸 하폭식은 $B=12.392A^{0.511}$; (3) 하천연장(L)과 하폭(B)과의 관계로 나타낸 하폭식은 $B=10.509l^{0.852}$.

  • Korea Water Resources Corporation (KOWACO), the only organization specialized in water resources management in Korea, is planning to establish a centralized control system for a related operation. in the central control room, of decision making as to water management and electric power generation. This plan is intended to convert the existing on-site operation system in each multi-purpose dam across the nation into a central operation system in the Corporations head office, for which Generation Integrated Operating System (GIOS) will be established control center in the Corporations head office and modernized nine (9) power stations. substations (RDAC). This article discusses realization of GTOS, especially real-time operation of hydropower plants and a specific architectural features for system communication.

담배 주맥 바이오매스의 압착추출특성 연구 (Study on the Mechanical Extraction Properties of Tobacco Stem Biomass)

  • This work evaluated the extractability of tobacco stem biomass for the papermaking type Reconstituted Tobacco Sheet(RTS). The effects of the soaking conditions on the hydration of stem biomass and the effects of the hydrated state on the mechanical extraction were investigated. In order to simulate the mechanical expression process of a papermaking type RTS mill, for example, the screw press process, the novel mechanical pressing analyzer was developed for this study. The hydration of stem biomass by soaking process was greatly affected by the soaking time and the soaking temperature. The longer soaking time and the higher soaking temperature resulted in the higher hydrated stem biomass. Since the higher hydrated stem had more combined water in the inner structure and resulted in the more flexible structure, the higher hydrated stem leaded to the more compressed filter cake and the higher water contents in the filter cake after the mechanical pressing. The pilot pulping experiments showed the difference in hydration and extractability between burley and bright tobacco stem. The bulkier structure of the burley stem resulted in the faster hydration by pilot pulping and leaded to the larger reduction in water soluble components. And the hydration process showed the major influence on the separation efficiency of water soluble components.

해수냉열원을 이용한 태양열계간축열시스템의 건물냉방 적용에 관한 연구 (A Study on the Application of the Solar Energy Seasonal Storage System Using Sea water Heat Source in the Buildings)

  • Paradigm depending only on fossil fuel for building heat source is rapidly changing. Accelerating the change, as it has been known, is obligation for reducing green house gas coming from use of fossil fuel, i.e. reaction to United Nations Framework Convention on Climate Change. In addition, factors such as high oil price, unstable supply, weapon of petroleum and oil peak, by replacing fossil fuel, contributes to advance of environmental friendly renewable energy which can be continuously reusable. Therefore, current new energy policies, beyond enhancing effectiveness of heat using equipments, are to make best efforts for national competitiveness. Our country supports 11 areas for new renewable energy including sun light, solar heat and wind power. Among those areas, ocean thermal energy specifies tidal power generation using tide of sea, wave and temperature differences, wave power generation and thermal power generation. But heat use of heat source from sea water itself has been excluded as non-utilized energy. In the future, sea water heat source which has not been used so far will be required to be specified as new renewable energy. This research is to survey local heating system in Europe using sea water, central solar heating plants, seasonal thermal energy store and to analyze large scale central solar heating plants in German. Seasonal thermal energy store necessarily need to be equipped with large scale thermal energy store. Currently operating central solar heating system is a effective method which significantly enhances sharing rate of solar heat in a way that stores excessive heat generating in summer and then replenish insufficient heat for winter. Construction cost for this system is primarily dependent on large scale seasonal heat store and this high priced heat store merely plays its role once per year. Since our country is faced with 3 directional sea, active research and development for using sea water heat as cooling and heating heat source is required for seashore villages and building units. This research suggests how to utilize new energy in a way that stores cooling heat of sea water into seasonal thermal energy store when temperature of sea water is its lowest temperature in February based on West Sea and then uses it as cooling heat source when cooling is necessary. Since this method utilizes seasonal thermal energy store from existing central solar heating plant for heating and cooling purpose respectively twice per year maximizing energy efficiency by achieving 2 seasonal thermal energy store, active research and development is necessarily required for the future.

중부 평야지에서 사료용 벼 기계이앙과 담수산파 재배의 건물 생산성 비교 분석 (Comparative Analysis on the Biomass Production between Machine-Transplanted and Water-Broadcast Seeded Silage Rice in the Central Plain Area of Korea)

  • 중부 평야지에서 사료용 벼 기계이앙과 담수산파 재배의 건물 생산 특성을 비교 분석하기 위하여 국립식량과학원 중부작물부 수원 벼 재배 시험 포장에서 최근 육성 등록된 목우와 녹우 품종을 이용하여 5월 20일에 이앙 및 직파하여 3년간 검토한 연구 결과는 다음과 같다. 1. 담수산파 재배의 $m^2$당 입모수는 125~192개였으며, 출수기는 9월 11일~18일로 기계이앙보다 11~17일 지연되었다. 2. 기계이앙보다 담수산파 재배에서 수확기의 3년 평균 볏짚 건물중은 증가하였고 이삭 건물중은 감소하였는데, 볏짚 건물중 증가량이 이삭 건물중 감소량의 3.3배로 많아 전체 건물 수량은 증대되었다. 3. 건물 수량은 볏짚 건물중과 밀접한 정의 상관 관계를 보였고 이삭 건물중과는 일정한 관계가 없었으며, 출수 후 수확기까지의 볏짚 건물중 감소 정도와 이삭 건물중 증가 정도는 유의한 관계가 인정되지 않았다. 4. 건물 수량과 밀접하게 관련된 볏짚 건물중은 초장과는 상관을 보이지 않았던 반면 $m^2$당 수수가 많아짐에 따라 유의하게 증가하였으며, 기계이앙 대비 담수산파의 전체 건물중 비율은 이삭 건물중 비율과는 관계가 없었고 볏짚 건물중 비율과는 정의 상관을 보였다. 5. 기계이앙 대비 담수산파에서 $m^2$당 수수는 9% 증가하여 하나의 이삭이 차지하는 평균 면적이 감소하였음에도 이삭줄기당 건물중 비율이 비슷하게 유지되었다. 6. 따라서 담수산파 재배를 통하여 생산성을 높이는 동시에 노동력과 생산비를 절감할 수 있는 것으로 평가되며, 담수산파에서 이삭 생산량을 높이기 위한 품종 재배적 보완 연구가 필요할 것으로 생각된다.

중-동 제주 수역의 지하수 개발로 인한 해수침투 (Seawater Intrusion due to Ground Water Developments in Eastern and Central Cheju Watersheds)

  • 제주도는 예상되는 물 부족분을 충당하기 위하여 대규모 지하수 개발을 계획하고 있다. 효율적인 지하수 자원의 관리를 위해서는 개발에 대한 영향평가가 선행되어야 하는데 제주도에서는 지역의 특성상 해수의 영향을 고려해야 한다. 본 연구에서는 가상의 지하수 개발에 대한 중-동제주 수역의 해수쐐기의반응을 해석하였다. 해석 방법으로는 담수와 해수의 동수역학을 동시에 고려하는 비확산 전산모형(sharp interface numerical model)을 이용하였다. 모델링에서 사용된 단계적 지하수 개발 일정은 제주도 광역상수도개발 계획과 동일한 비율과 시간 간격에 따라 설정되었다. 모델링 결과 해수쐐기(saltwater wedge)는 지역에 따라 1km이상 침투하는 것으로 예측되었다. 이러한 결과는 해수쐐기를 고정된 것으로 가정하여 담수의 흐름만을 고려한 모델링을 바탕으로 한 영향평가의 신뢰성에 의문을 가지게 한다.

夏季 東支那海의 重要한 海洋學的 現象들 (Some Important Summer Oceanogaphic Phenomena in the East China Sea)

  • 하계 동지나해에서 가장 중요한 해양학적 현상들을 재검토하였다. 계절적 수 온약층 상부 표층수는 태양가열과 주로 양자강으로 부터의 담수의 유입 그리고 하 계 계절풍에 의해 지대한 영향을 받고 있다. 수온약층 하부층에는 여러가지 해양역 학적 작용에 대한 질량장의 조정에 의해서 몇가지 분명히 구별되는 수괴들 즉 쿠로 시오 표층수, 서북태평양 중앙수, 황해저층 냉수등이 잠입되고 있다. 잠입된 황해저 층 냉수와 서북태평양 중앙수와의 전선역 혼합이 제주 남방 대륙붕상의 저층에서 일어난다. 이 혼합수는 제주 주변과 한국 남해안 중저층의 해수 특성에 커다란 영 향을 미칠 것으로 보인다.
