수도 서울에서 정부종합청사의 입지와 건립 (Site and Erection of the Government Complex Seoul in Capital Seoul)

  • This study examines the site and erection of the Government Complex Seoul which was a project attempted to assemble dispersed government buildings in a certain place. The study focuses on the fact that the project is situated between the 1960s' making of capital Seoul and Seoul urban planning, and the way how the project achieved symbolism in capital Seoul. The project, one of the 1960s' Major Government Buildings, led both plan of capital Seoul and transforming city Seoul. The 1960s' Major Government Building Plan had identical drive with the 1950's Major Government Building Plan, however the 1960s' had additional layer: Seoul urban planning. After restoration of the Capital building, Sejongro the capital street was planned to the site arranging government offices. The Government Complex Seoul was set to be a modern building on a site with historical context according to the plan. Because of the site, the Government Complex Seoul was constructed in aware of other buildings that represented a competitive high-rise atmosphere in the late 1960s, including the Capital building nearby. PAE International's plan was completed through a series of design modification, and it boasted a vertical aspect, unlike the horizontal-looking plan that was already won after the design competition. The Government Complex Seoul tried to acquire the symbolism in the central space of the capital Seoul and high-rised city Seoul. "The new construction method" was a requirement to achieve the height.

農村地域의 郵政施設 立地問題 (A Reappraisal of Rural Public Service Location: the Case of Postal Facilities)

  • 본 연구는 농촌 지역의 공공 서비스 입지에 관한 시사를 얻으려는 취지에서, 局勢錄을 활용하여 전국 군 우체국의 이용 수준(1986-1992년)을 살피고, 경기도 김포군, 충청남도 홍성군, 전라북도 무주군의 사례 연구를 통하여 주민들의 우체국 이용 행동의 특성을 밝히려 시도하였다. 그 결과 읍과 시에 가까운 면에서 상위 중심지로의 지향성이 강하여 공공 서비스의 면단위 관할구역이 큰 의미를 지니지 못하며, 젊은 연령층에서도 이러한 경향이 뚜렷하여 주민들의 활동공간에 世代差가 나는 것으로 밝혀졌다. 연구 결과는 중심지 체계로 본 위계와 상위 중심지 인접 여부를 현행 농촌지역의 우체국 설치 기준에 덧붙여 쓸수 있음을 시사하였다.

화엄사 각황전 수리공사를 통해 본 「보존령」 제정 이후 일제강점기 보물 건조물 수리공사의 현장운영과 수리방침 (The Field Operation and Policies of Repair Works for Architectural Treasures in Late Japanese Colonial era based on Repair Works of Hwaumsa Kakhwangjeon)

  • The purpose of this study is to examine the circumstances of repair works after enacting "Low for Conservation of Joseon Treasure, Historic Site, Scenic Beauty & Natural Monument (朝鮮寶物古跡名勝天然記念物保存令)". For this purpose, the official documents produced by the Government-general Museum of Joseon were analyzed. They included the contents of repair works of Hwaumsa Kakhwangjeon(華嚴寺 覺皇 殿). As a result, this study reveals that the repair work of Hwaumsa Kakhwangjeon had become a momentum of introducing specific guidelines such as "Guidelines for Architectural Treasure's Repair 寶物建造物修理施行準則", "Regulations for administration of Hwaumsa Kakhwangjeon's repair work 華嚴寺覺皇殿修理工事取扱手續)". The guidelines and regulations systematized the planning phase of the repair works and provided to organize the field office formed by experts. In spite of these positive changes, the repair works were controlled by the central government to the certain extent, and the Japanese repair techniques were mingled with traditional techniques recklessly.

대한제국기 내장원의 위상 변화와 공문서 접수 (Receipt of Official Documents after the Status Change of the Office of Crown Properties in The Great Han Empire)

  • 대한제국기 내장원이 각종 국가 재원을 관할한 거대 재정기구로 확대되면서 공문서 양식도 변화되었다. 초기와 달리 1900년 2월부터 판심에는 궁내부가 삭제된 '내장원(內藏院)'이 찍힌 공문서 용지를 사용했다. 내장원경의 도장에 새겨진 명칭도 '내장원경지장(內藏院卿之章)'으로 변경되었다. 내장원이 거대 재정기구로 확대되면서 위상도 독자성을 갖는 기구로 높아졌던 것이며, 그 양상이 공문서 양식에도 반영되었던 것이다. 이러한 변화는 문서 유통 체계에서도 나타났다. 1897년까지 내장원이 각 군으로부터 받은 보고의 수신자는 대부분 궁내부대신이었으나 1899년부터는 수신자가 내장원인 보고서가 대부분이었다. 1899년 8월 이전에는 내장원이 각 군에 훈령을 내릴 수 없었으나, 1899년 8월 이후부터 내장원은 각 군에 훈령을 내릴 수 있게 되었다. 그렇지만 아직 내장원은 중앙기관과 대등한 위치에서 문서를 거래하지는 못했다. 그러나 1900년 9월부터 내장원은 중앙기관과 대등한 위치에서, 지방 기관과는 상급 기관으로서 문서를 거래하게 되었고, 내장원에는 기록과가 설치되었다. 내장원은 궁내부 소속의 하급 기관에서 벗어나 독립된 기관으로서 각 기관과 문서를 거래하게 되었다. 1900년 9월 기록과가 설치된 이후부터 내장원은 독자적으로 문서 접수책을 작성했다. 1901년도 접수책과 1905 1906년도 접수책을 비교해 보면 1905년도 접수책부터 접수 호수가 등장하고 일부에서는 해당 문서의 담당 기관이 기록되었다. 1902년부터 1904년까지의 접수책이 없어 접수책에 언제부터 접수 호수가 기록되었는지 접수책을 통해서는 알 수 없지만, 1905년도 접수책에 기록된 접수 호수와 일자가 접수스탬프에 기입된 내용과 일치하는 것으로 보아 접수 호수가 기록된 시점은 접수스탬프를 찍기 시작한 1902년 7월 전후인 것으로 추정된다. 다음으로 접수스탬프와 달리 접수책에는 업무 담당 기관인 과(課)가 먼저 기록되었다. 이는 내장원이 접수책을 과를 구분해서 작성했던 방식에서 과를 통합하여 작성하는 방식으로 전환했기 때문이었다. 내장원은 과를 구분하지 않고 하나의 접수책에 접수한 순서대로 문서를 기록하면서 각 문서에 연속된 접수 호수를 부여하고, 해당 문서의 업무 담당 기관을 구분하기 위해 접수책 하단에 과를 기록했던 것이다. 1900년 9월 기록과가 설치된 이후 독자적으로 문서를 수발하게 된 내장원은 접수한 문서에 도장 '내장원영수증(內藏院領收證)'을 찍고, 문서접수 장부를 작성했다. 내장원은 과를 구분해서 접수책을 작성했던 초기의 방식에서 과를 통합해 하나의 접수책에 작성하는 방식으로 전환하고 접수책에는 접수 호수와 업무 담당 기관을 기록하였다. 그리고 접수한 문서에는 접수일자 호수로 구성된 접수스탬프를 찍어 점차 접수 체계가 정비되는 방향으로 나아갔다.

공공데이터를 활용한 맞춤형 여행 네비게이션 시스템 구현 (Development of Customized Trip Navigation System Using Open Government Data)

  • 최근 정부는 창조경제라는 패러다임에 따라 다양한 분야의 공공데이터를 개방하고 여러 종류의 대국민 서비스를 구축하는 등 공공데이터 활용을 통한 가치창출에 역점을 두고 있다. 본 논문에서는 여행에 관한 공공데이터와 사용자 정보를 융합하여 사용자에게 맞춤형 여행 정보를 추천하는 시스템을 구현하였다. 본 시스템에서는 사례기반추론(CBR) 방식을 이용하여 사용자별 맞춤형 정보 추천이 가능하도록 하였다. 본 시스템은 사용자 중심의 여행 정보를 제공한다는 측면에서 기존의 여행 시스템들과 차별화된다고 할 수 있으며, 턴키(Turn-key) 방식의 콘텐츠 제공으로 사용자의 편의성을 극대화할 수 있는 유용한 도구로 활용될 수 있을 것으로 판단된다. 본 연구가 공공데이터의 성공적인 활용 사례가 되기를 기대한다.

조선전기 경복궁의 침전(寢殿)과 후원의 건축공간에 관한 연구 (A Study on the Architectural Space of Bed Room and Backyard at Gyeongbokgung in the early Joseon Dynasty)

  • The purpose of this study is to understand the architectural space of Chimjeon (寢殿), the King's Bedroom, and Backyard, in the early Joseon Dynasty. The Royal palace can be divided into three parts, political space for King, living space for King and his family and government office. So first, we should to understand the characteristics of each space in the Royal Palace. Up to now we have looked at the architectural space of the King's Bedroom in the central area and Backyard in Gyeongbokgung (景福宮), one of the Royal Palace, the result of this study is as followings. Cheonchujeon (千秋殿) and Manchunjeon (萬春殿) were not both sides of Sajeongjeon (思政殿), were on the north side of Gangnyeongjeon (康寧殿) Gangnyeongjeon was not a bedroom for the King and Queen, only for King. Bedroom for Queen was located another space in the Royal palace. There was Hamwonjeon on the west side of Koytaejeon. Jamidang and Cheongyeonroo were on the right side of Koytaejeon The Backyard on the north side of Gyeongbokgung had a wide area for horseback archery and the practice of battle formation The arrangement of the King's bedroom in the central area was assumed like as the Fig 7. and Fig 8.

대한제국 황궁의 조성과 한성부 도시구조의 재편 (Construction of Imperial Palace and Reorganization of Urban Structure in Seoul During the Korean Empire Period(1897-1910))

  • This study attempted to clarify the modern transition process of the urban space through the construction and change of the Imperial Palace as a central facility in Seoul. The road renovation of Seoul, which started in 1895, has established a modern, circular transportation system centered on Gyeongun-gung Palace, the Imperial Palace along with the tram line. In this urban structure, the imperial palace as a central facility of the former monarchy, unlike the previous palaces, could not be located at the top of a road with a longitudinal axis, and it expanded its territory around foreign legionaries and placed a new government office around the perimeter. However, the royal palace was moved to Changdeokgung Palace in 1907 with the throne of Sunjong. With the creation of Changdeokgung, which is the periphery of Seoul, as new royal palace, the status of the imperial palace in the city was remarkably weakened, and Gyeongun-gung, located in the center of Seoul, was also reduced to the current Deoksugung area, turning into an urban facility facing a modern street.

  • We discovered various sides of Lee Jema's tenure as the governor of Jinhae by looking at recently found historical materials of the central government of Joseon. Lee Jema went to his appointed post in Jinhae in February of 1887 and was replaced before the termination of his office in June of 1888. Since his replacement did not immediately arrive at Jinhae, Lee Jema continued to perform his duties until the first half of 1889. The difference between the date of his resignation and the arrival of his replacement reveals why various historical materials disagree about when he left office. After Lee Jema's official resignation in June of 1888, he was appointed to the honorary posts of Naegeumjang and Cheomji, which indicates the termination of his career as an official. Two superior officials conducted job assessments on Lee Jema three times during his service (once every six months) and these are the rare evaluations which were performed during his lifetime. Lee Jema was highly regarded in terms of job competency by two superiors in succession, which was unique for a local government official in the late Joseon dynasty. One of the job assessments referred to the potential of his performance as an official which usually implied that he was a suitable candidate for higher rank. This might have derived from Lee Jema's study of statecraft. Lee Jema's love for the people as an official was also mentioned in one of the job assessment reports. This is borne out by his quelling the revolt of Hamheung Province in 1896.

지방행정체계 개편에 따른 농촌지도조직의 대응방안 연구 (A Study on the Countermeasures of Agricultural Extension Service Agencies by Reorganization of Local Administrative System)

  • There is a wide range of agreement for reorganization of administrative units. It is expected that regionalization of city governments and city-county consolidation would contribute to enhance efficiency of extension services and weaken citizen accessibility, responsiveness, and participation. Therefore, it is suggested that branch office of extension center should be provided to the isolated rural areas in order to maintain the appropriate level of services. Also, the relationship and linkage between the national/regional government and local extension centers should be reshaped by making current linkage system such as monthly Provincial Meeting and central-local association more effective. Establishment of agricultural database of each local region is needed to strengthen local extension center's role. Finally, extension service agency needs to consider to expand its function from the traditional extension services to a variety of 'rural issues.'

낙안읍성의 공간구성 변화에 관한 조사연구 (A Study on the Change of Space Organization of Nagan Eupsung)

  • The results of Change of Space Organization of Nagan Eupsung are as follows. There was no castle when Nagan folk village was built and it was merely small village arranged centering around road, but as it was emphasized as a point of strategic importance, castle wall was built and the government office and military facilities were established. In the late period of the Joseon Dynasty, as central power was weakened and its importance as a strategic point was declined, private houses outside the folk village were extended to the inside of castle. The whole structure of the village was not greatly changed through the modern society, but disappearance of village components and change of its basic structure like destruction of the castle were continued not to be restored to the former condition spontaneously. It was considered that it was caused by social demographic characteristics of the folk village which was deteriorated and environmental factors that it was changed into sightseeing place.
