The improvement of the SDMB service in the border adding time delay to the satellite signal (위성신호 Delay추가를 통한 위성DMB 서비스 경계지역 품질개선)

  • Satellite Digital Multimedia Broadcasting(SDMB) needs Gap Fillers(GFs) to cover the non-service areas. However, SDMB mobile phones which are not located in GFs service area receive signals directly from the satellite because it is impossible to cover all SDMB service with GFs. Therefore, there is a border between the GFs service coverage and the satellite service coverage and it causes a time delay in signals which are from the GFs or the satellite. The time delay is the reason why SDMB service deteriorates. In this paper, I show how to reduce the deterioration of SDMB service in the border area between the GFs and the satellite adding the time delay to the satellite signal and the GFs signal. I think that this method is helpful in reducing the deterioration, especially in the early stages of SDMB service, which the GFs are not spread all over the nation yet.

The Research about Voice Transmission between CDMA Network and PSTN Network Using CDMA Circuit Data Service (CDMA 회선 데이터 서비스를 이용한 CDMA망과 PSTN 망간의 음성 전송에 관한 연구)

  • To realize the voice privacy between CDMA mobile phone and PSTN terminal, the voice frames shall be transmitted transparently between the heterogeneous networks. For satisfying this requirement, we propose the method which transmits voice frames using the CDMA circuit data channel in real time. In this paper we analyze the causes of voice delay which occurs during voice transmission using circuit data channel. And in order to overcome this kind of delay, the technique controlling the TCP control flag and the variable audio block construction algorithm according to the vocoder output rate are proposed. As a result of experimenting by applying the proposed method, we confirmed that the transit delay was improved with about average 70%.

A Methodology for Analyzing on the Correlation of Factors Affecting the Acquisition of Military Weapons Systems : Focused on Factor Analysis of Naval Ship Acquisition Delay Cases (국방무기체계 획득영향요인 상호관계 분석 : 함정획득지연 사례 및 요인 분석을 중심으로)

  • Naval weapons systems of the Republic of Korea are acquired through the Defense Planning Management System. Recently, acquisition of some naval ships have been delayed, and the causes of the delays have been recognized as inappropriate project management at the Execution Phase. However, we argue that the delay problem in naval ships acquisition should be approached, with due regard for the entire Defense Planning Management System. That is, We should try to investigate from Planning Phase to those of Programming, Budgeting and Execution Phases. Therefore, in this study, we investigated the actual cases of the delay in naval acquisition at all phases of the Defense Planning Management System. Based on the investigation, we tried to identify the naval ship Acquisition Delay Factors and find out the Weights of those factors. As the next step, we calculated the Influence Measures on the naval missions, including the Cost of Naval Capability Gap derived from the delays in acquisition of naval ships. As a final step, we calculated the Acquisition Delay Measures based on the interrelationship between the Acquisition Delay Factors and the Influence Measures. Then we evaluated and analyzed what the results stand for. Finally, we made suggestions for future improvement. The improvement suggestions we made for preventing delay in acquisition of naval ships in this study are as follows. First, we need a shift in perception. It is necessary to measure the Acquisition Delay Factors in acquiring naval ships and manage them from the Planning Phase. Second, resolution must be concerted efforts. All relevant agencies, not just a few, should work together to resolve the problems of acquisition delay. Third, analysis must be based on the accumulation of data. This allows the elaborating of naval ship Acquisition Delay Factors and Delay Measures. If this research method is applied to other military weapons systems in the future, we may be able to not just identify the Acquisition Delay Factors in acquisition of other military weapons systems, but also pursue improvement in those cases.

Model Determination of Delayed Causes of Analgesics Prescription in the Emergency Ward in Arak, Iran

  • Background: According to the reports of the World Health Organization 20% of world population suffer from pain and 33% of them suffer to some extent that they cannot live independently. Methods: This is a cross-sectional study which was conducted in the emergency department (ED) of Valiasr Hospital of Arak, Iran, in order to determine the causes of delay in prescription of analgesics and to construct a model for prediction of circumstances that aggravate oligoanalgesia. Data were collected during a period of 7 days. Results: Totally, 952 patients participated in this study. In order to reduce their pain intensity, 392 patients (42%) were treated. Physicians and nurses recorded the intensity of pain for 66.3% and 41.37% of patients, respectively. The mean (SD) of pain intensity according to visual analogue scale (VAS) was 8.7 (1.5) which reached to 4.4 (2.3) thirty minutes after analgesics prescription. Median and mean (SD) of delay time in injection of analgesics after the physician's order were 60.0 and 45.6 (63.35) minutes, respectively. The linear regression model suggested that when the attending physician was male or intern and patient was from rural areas the delay was longer. Conclusions: We propose further studies about analgesics administration based on medical guidelines in the shortest possible time and also to train physicians and nurses about pain assessment methods and analgesic prescription.

Causes of Delay in Seeking Treatment in Patients with Breast Cancer in Iran: a Qualitative Content Analysis Study

  • Background: In the Middle East, including Iran, breast cancer is the most frequent malignancy among women. Without treatment, a malignant breast tumor advances in stage, diminishing a woman's chances of survival. In this study we aimed to gain insight into the causes of delay in seeking treatment in patients with breast cancer. Methods: The participants in this qualitative, content analysis study were 10 women in whom a diagnosis of breast cancer in the stages of II b, III or IIV had been made. They were selected from patients of a major oncology clinic in Kerman, Iran. Data were collected by means of semi-structured interviews that lasted between 20 to 30 minutes. Sampling was discontinued when data saturation was achieved. Content analysis was conducted by classifying the data into themes and sub-themes. Results: The results of our study revealed several factors that interfered with patients' professional consultation seeking and prompt treatment. These factors included; lack of knowledge, fear of being diagnosed with cancer, not seeing oneself at risk, mental preoccupation and wrong diagnosis by physicians. Conclusions: This study suggests that women and even physicians need further information about breast cancer symptoms. Women need encouragement to seek medical advice when they encounter suspicious symptoms. Additionally, women may benefit from awareness of the pros of early detection and reassurance about the improvements in the success of breast cancer treatment.

An Administration Model for Causes of Delay in Construction Projects to Decide Time Extension Responsibility (건설공사 공기연장 책임구분을 위한 지연사유 관리 모델)

  • Since the cases of time extension have continuously transpired in the public construction project, the potential of economical loss and claims is increasing because the concerned parties such as an owner or a contractor have not properly performed their own responsibility for time extension. One of the main reasons is that the present planning and scheduling do not support the method to apportion the proper responsibility to the right party. This problem has repeatedly led to time extension and made it difficult for the concerned parties to perform the responsibility for time extension. In order to overcome this problem, a framework of delay administration is required as the method to apportion the proper responsibility to the right party. To solve this problem, this paper aimed to develop the conceptual model and prototype system as the practical method to administrate delay causation. Furthermore, the verification result for the reliability and applicability throughout the case studies on real construction projects shows that the conceptual model and prototype system developed would help efficiently to administrate the delay causation.

Transmission of Continuous Media by Send-rate Control and Packet Drop over a Packer Network (패킷망에서 전송율 제어와 패킷 폐기에 의한 연속 미디어 전송방안)

  • When continuous media are transmitted over the communication networks, asynchrony which can not maintain temporal relationships among packets may occur due to a random transit delay. There exist two types of synchronization schemes ; for guaranteed or non-guaranteed resource networks. The former which applies a resource reservation technique maintains delay characteristics, however, the latter supply a best-effort service. In this paper, I propose a intra-media synchronization scheme to transmit continuous media on general networks not guaranteeing a bounded delay tome. The scheme controls transmission times of the packets by estimating next delay time with the delay distribution. So, the arriving packets may be maintained within a limited delay boundary, and playout will be performed after buffering to smoothen small delay variations. The continually increasing delay due to network overload causes buffer underflow at the receiver. To solve it, the transmitter is required to speed up instantaneously. Too much increase of transmission-rate may cause network congestion. At that time, the transmitter drops the current packet when informed excessive delay from the receiver.

Analysis of Train Operation Obstacle Using Number of Failures and Delay Time of Electric Door System (전기식 도어시스템의 고장건수 및 지연시간을 활용한 열차운행장애 분석)

  • This paper analyzes functions of component parts of D-Urban Railway's door system along with operation obstacle risks on frequency(the number of occurrences/year) and severity(delay time/the number of occurrences). Based on this, the paper presents improvements and current system's problems after obstacle risks of EMU and door system are appled. The obstacle of door system causes corrosion of main parts such as DCU due to heat problem of operation environment, problems of maintenance methods and deterioration. DCUs on PCBs with more than 50% pattern corrosion cause problems. Even though the number of door system's obstacle occurrences for the last 5 years is 42, along with 104 minutes of operation obstacle, EMU operation obstacle risk is low(Level 1), which indicates there is limit in matrix of railway risks presented by the standard of railway safety management system. Therefore, it is necessary to have railway risk matrix suitable for the field. Finally, the paper deducts the obstacle risks through frequency and severity. Since 2017 when the risks of EMU and door system's obstacle, that of EMU has been 24(47% reduced) and that of door system has been average 9.5 per year(23% reduced).

Pediatric tetrasomy 18p presenting as a spastic cerebral palsy: A case report

  • Tetrasomy 18p is a genetic syndrome caused by an isochromosome consisting of two copies of the short arm of chromosome 18. Clinically, pediatric cases of tetrasomy 18p manifest with global developmental delay, similar to most cases of chromosomal abnormality. In addition, it causes various symptoms including abnormal muscle tone. We report a case of an infant with global developmental delay and remarkable spasticity, the typical phenotype of bilateral spastic cerebral palsy. However, she had a subtle anomaly in her face, and brain magnetic resonance imaging (MRI) findings were inconsistent with her strong upper motor neuron signs. Upon genetic testing, she was determined to have an 18p isochromosome, confirming de novo non-mosaic tetrasomy 18p. Cerebral palsy is a neurological disorder that includes developmental delay caused by a non-progressive lesion in the developing brain. During diagnostic workup in patients with cerebral palsy, genetic testing should be considered when there are minor physical anomalies or equivocal MRI findings.

A Case of Ring Chromosome 21 with Multiple Congenital Anomalies (다발성 선천성 기형을 가진 21번 환(Ring) 염색체 1례)

  • Ring chromosome 21 causes a multitude of phenotypes, ranging from severe abnormalities to normal. The proposed mechanism of ring formation, breakage of both short and long arms of a chromosome with subsequent end to end fusion, remains unproven. We encountered a 4-year-old boy who presented developmental delay, microcephaly, micrognathia, hypertelorism, low-set ears, mild optic nerve hypoplasia, cleft lip and palate, scoliosis and left foot valgus, but normal brain MRI. Chromosome study from peripheral blood showed 46,XY, r(21)(p11.2q22.1) karyotype. The authors report the first case of ring chromosome 21 in Korea with a review of the literature.
