A Case Study on the Innovation of CMS in the public enterprise (공기업의 컨텐츠관리시스템(CMS) 혁신 사례에 관한 연구)

  • Many government agents are willing to provide better service to citizen via information technologies. This is called e-Government, and it needs a CMS to manage numerous contents. However, a CMS doesn't manage contents from the viewpoint of quality. In this research, the QCMS the system to manage contents by using information resource registry, is proposed. Information resource registry includes a flow chart and four matrices. Behavioral patterns of organizations and contents can be got from information resource registry. It makes a top manager understand the state of the business and make proper strategic decisions. The strategies can improve the business. Through the case of a public enterprise, we examine how the QCMS works and makes strategies from behavioral patterns of organizations and contents.

  • In case of Korea, the entire volume of TFT-LCD Top Chassis was previously imported from Japan. However, Se-jong Hitech in Korea has successfully introduced the mass production system using domestic technology, and even in terms of quality, cost and the delivery timing, the production capability of Korea now becomes superior to that of Japan. Se-jong Hitech has grown to be the most competitive one in the domestic market in Korea, and the current market share of the firm was turned out to be more than 70%. There reasons for the success of Se-jong Hitech might be the effort for fully credible relationship with the large corporations, the effective use of catch-up strategy, the core competence and the manager's business midset, etc.

  • The uncertainty of software projects makes a big gap between the initial schedule/expense and the final one. Moreover, it is difficult for a project manager to reschedule and re-budget for reflecting the effects of changes in the software development. In this paper, we suggest EVM (Earned Value Management) to control the schedule and the expenses of an on-going software development project. In order to apply EVM to a software project, we consider turnkey contracts and propose the way to calculate the earned value for the software development. Finally, we illustrate our method with the case of N-company. We expect our EVM help to analyze and to predict the final schedule and the expense of a software development project.

K-1 Tank Life Cycle Cost Estimate Using PRICE Model (PRICE 모델을 이용한 K1전차 수명주기 비용추정)

  • Cost estimation has posed a significant challenge to estimators, planners, and managers in both government and military. Considerable historical evidence shows that accurate cost estimation has been difficult to achieve across a wide range of projects, including weapon systems. This paper introduces new cost estimating concept, CAIV(Cost As an Independent Variable) and a cost estimating case study using PRICE model, computer aided parametric estimating models(CAPE) for K1 tank cost estimate. CAIV concept is to set realistic but aggressive cost objectives easily in each acquisition program and to achieve cost, schedule, and performance objectives considering various managing risks with a project manager and industry teams. The Price model is one of computer aided cost estimating models and widely used in U.S. defense system analysis as a tool for CAIV. We analyze theories, inputs, outputs of the PRICE model and present a case study for K1 tank to estimate costs in requirement and concept phase, program and budgeting phase, and life cycle phase. Finally we obtain results that the Price model can be used in various phases of PPBEES depending upon available data and time.

  • A lot of nursing facility expansions are needed by rapidly growing elder population and operating long-term nursing act for the elderly from July, 2008. To supply facilities in a short period, government is considering a method which is converting usage of existed building to nursing facility. Therefore, we took actual state analysis by interviewing manager, surveying actual measurement and using draft among the converted facilities. To improve and encourage those living environments of nursing facilities, we need to establish design standard of adaptable facility.

  • Recently, the KEPCO is constructing the PQMS(Power Quality Monitoring System) each of the distribution line and will establish the voltage sag standard based on the long time measurement data of PQMS. The voltage sag prospect is difficult for the power system manager, however, the voltage sag forecasted is very important because the damage effect of the voltage sag is very broad. This paper describes the prospect formula of the voltage sag magnitude in the PCC(Point Common Coupling) by the starting current when the high capacity equipment is connected with the distribution line. To achieve this, this paper has proposed the sag prospect formula revision of KEPCO for the reliability improvement and the proposed formula has been applied the voltage sag real case to inspect the calculation procedure and reliability.

Managing Mega-Project Complexity in Five Dimensions

  • Traditional project management theory is based on a three-dimensional life cycle approach where the project managerseeks to optimize the dimensions of cost-schedule-technical (quality or design). This paper reports the findings of a case study analysis of two complex mega-projects in Michigan which confirm the findings of previous research and illustrates the use of a framework for five-dimensional project management (5DPM) that is for conceptualizing a complex project's scope of work. The framework elevates the recognition that the project's social/political context and the financial arrangements create complexity adding two new dimensions. This paper also demonstrates a methodology to graphically display a project's complexity to better understand and prioritize the available resources. The result is a "complexity footprint" that may help a complex project manager identify the boundary between controllable and uncontrollable projects impacts. The paper finds that applying 5DPM to the two case study projects has given the project delivery team a tool which is actually adding value to the complex project management process.

  • We develop architecture of a virtual aggregation gateway (VAG) which enables composite application streaming based on N-Screen-as-a-Service (NaaS) using cloud computing in thin-client environment. We also discuss the problem of server computing burden in large scale multi-client case for screens sharing with composite application streaming over the internet. In particular, we propose an efficient Framework of N-Screen Session Manager which manages all media signaling that are necessary to deliver demanded contents. Furthermore, it will provides user with playback multimedia contents method (TV Drama, Ads, and Dialog etc) which is not considered in other research papers. The objectives of proposing N-Screen Session Manager are to (1) manage session status of all communication sessions (2) manage handling of received request and replies (3) allow users to playback multimedia contents anytime with variety of devices for screen sharing and (4) allow users to transfer an ongoing communication session from one device to another. Furthermore, we discuss the major security issues that occur in Session Initiation Protocol as well as minimizing delay resulted from session initiations (playback or transfer session).

The Effects of a Community Psychiatric Nursing Program on the Rehabilitation of Home-based Long-term Psychiatric Patients

  • In the last few years, psychiatric nurse practitioners have shown a growing an interest in community psychosocial rehabilitation, caring for chronic psychiatric patients as case manager in South Korea. The purpose of this study was to evaluate the effectiveness of a community psychiatric rehabilitation nursing program on self-care activity and quality of life and to suggest this program as an effective nursing intervention in a group of chronic home-based psychiatric patients in a poor town. A nonequivalent control group, pretest-posttest design was used. Of the twenty women that started the program, sixteen finished it. The data were analyzed by the Wilcoxon Rank Sum Test. The program included the process of case management which consisted of four phases: the first was an active case finding and pre-test, the second was home visiting and contacted by phone. the third was group activity therapy of 12 sessions, and the fourth phase was terminal and post-test. The effects of the program were assessed by quality of life and self-care activity. The quality of life and the self-care activity, especially, area of nutrition. elimination, dressing. leisure activity, and follow-up clinic visiting showed greater improvement than those of the control group. The results of this study suggest that this program was effective in improving the quality of life of chronic home-based psychiatric patients.

Effects of an Integrated Case Management Program on Medication Adherence, Pain, Physical Function and Depression among Korean Medical Aid Beneficiaries with Osteoarthritis (의료급여 관절염환자의 복약순응향상을 위한 통합중재프로그램의 효과)

  • Purpose: The purpose of this study was to test the effectiveness of an eight session integrated case management program for improvement of medication adherence, physical function, pain, and depression among medical aid beneficiaries with osteoarthritis. Method: A nonequivalent control group pre-posttest design was employed. Participants were 55 medical aid beneficiaries who agreed to participate in this study, and were assigned to an experimental group (n=28) or control group (n=27). The framework of this research derived from Cox's Interaction Model of Client Health Behavior guided the overall intervention and the components. The program led by a case manager with a medication calendar, motivating interviewing and coaching strategies and collaboration with a pharmacist. Analysis included change in scores, ${\chi}^2$-test, and t-test. Result: The results showed significant increase in medication adherence, physical function and decrease joint pain, joint stiffness and depression in the experimental group compared to the control group. Conclusion: The eight session integrated case management program indicated an effect on medication adherence, pain, physical function, and depression. Partnership with a pharmacist is recommended for medication adherence and conduct of further studies will be needed in order to determine the long-term effect of an extended integrated program on health outcomes.
