We performed the floristic study of Carpathian mountains in Ukraine from April 2008 till October 2009. We designated eight important areas to investigate in Ukraine Carpathians including Svydovets, Chornohora, Kuziy-Trybushany, Maramorosh, Uholka-Shyrokyi Luh, Narcissi Valley, Chorna Hora, and Yulivska Hora. The total numbers of vascular plants in investigated area were 1,349 speices from 502 genera and 112 families. The endemic species to Carpathians numbered to 65 from 49 genera belonging to 24 families, and it was corresponded to 4.8% of the 1,349 vascular species. We prepared the list of vascular plants with compiling database on useful plants. Ukraine Carpathians endemic species could be applied as high value products in research and practice. Moreover, the flora of Carpathian mountains which is distributed in five nations in eastern Europe and famous for Primeval Beech Forests (Fagus sylvatica), is useful to compare the floristic study with Korean flora.

호도(胡挑)나무는 Nut와 Timber겸용생산 유실수(有實樹)이나 일정(一定)한 생육조건(生育條件)을 요구(要求)하므로 비교적(比較的) 분포(分布) Range가 넓은 Juglans mandshurica와 Juglans nigra를 태목(台木)으로 하고 $N40^{\circ}$ 최저(最低)$-35{\sim}-40^{\circ}C$에 재배(栽培)가 안정(安定)한 Carpathian Walnut 내한성품종(耐寒性品種) 5개(個)와 $12-15^{\circ}C$의 온난(溫暖)한데 재배(栽培)가 잘되는 Persian Walnut을 접수(接穗)로 하여 종간(種間) 및 품종간접목(品種間接木)을, 시행(施行)하여 대형온실내(大型溫室內)에 완전목동화(完全木動化)된 환경조절온실내(環境調節溫室內)에서 온도(溫度)는 $28^{\circ}C$, 습도(濕度)는 85~100%로 하여 Modified cleft grafting방법(方法)을 채택(採擇)하고 1981~1983년(年) 사이에 3개년간(個年間)에 걸쳐 온실접목(溫室接木)을 실시(實施)하였는 바 동종간접목(同種間接木)보다 이종간접목활착율(異種間接木活着率)이 비교적(比較的) 높았으며 99.33%~100%의 활착율(活着率)을 보였고 상기(上記)한 4개수종(個樹種)과 Juglans sinensis를 통(通)한 5개수종간(個樹種間)의 Heteroplatic 및 Homoplast grafting에서 태목(台木)은 5%의 유의성(有意性)을 보였으나 접수(接穗)에서는 유의성(有意性)이 없었다. 즉(卽) J. mandshurica와 J. nigra와 같이 태목(台木)의 활력(活力)이 강하면 이종간접목(異種間接木)이 잘되고 또한 접목유합속도(接木癒合速度)가 빠르고 접목묘(接木苗)의 생육(生育)이 왕성(旺盛)하고 접목(接木)의 친화력(親和力)이 높아서 Carpathian과 Persian Walnut과의 종간접목(種間接木)으로 이들 태목(台木)과 접수품종(接穗品種)의 특성(特性)을 합성(合成)한 것과 같은 내한성(耐寒性) 내난성(耐暖性)을 보강(補强)시켜 우리나라 중부지방(中部地方)에 국한재배(局限栽培)되고 있는 호도(胡挑)나무산업(産業)을 우리나라 북부(北部)와 남부지방(南部地方)까지 확대재배화(擴大栽培化)의 기틀이 마련되는 종간접목(種間接木)에 의(依)한 "양친형질합성(兩親形質合成)" 효과(效果)로 품종개량(品種改良)에도 유효적(有效的)이라고 본다.

Nowadays more and more attention is paid to digital technologies, digitization, and the digitization of public services in particular. Progressive countries aim to build "digital" governance and a digital economy. In this aspect, the international experience of using digitization in the field of public administration, including in local self-government bodies, plays an important role. Therefore, it is important to analyze the international legal experience of the functioning of local self-government in the conditions of digitization. The purpose of the work is to study the international legal experience of the functioning of local self-government in the conditions of digitization. The object of the study is local self-government in the conditions of digitization through the prism of international legal experience. The subject of the study is social relations that arise, change, and cease during the implementation of digitization in local self-government in Ukraine and foreign countries. The research methodology consists of such methods as the method of philosophical hermeneutics; dialectical method; classification method; comparative method; target method; method of documentary analysis; generalization method. Research results. As a result of the conducted research, the international experience of the functioning of local self-government in conditions of digitization was analyzed. In particular, the impact of digitization processes on the course of the decentralization reform in Ukraine is summarized. Also, from the analysis of international experience, a conclusion was made about the potential possibility of reducing the existing gap in the process of communication between the central government and united territorial communities thanks to the introduction of the latest technologies in the field of administrative services, to stimulate innovative and economic development of regions, attracting the attention of businesses and potential investors, as well as the functioning of more open local authorities with electronic communication tools.
