  • Modernization of a port requires a considerable port facility expansion through grading up the cargo handling efficiency, increasing water depth of channels and basins to accomodate Large ships, etc. In many ports in the world, the needs of bigger ship calls in excess of conventional capacity of channels and basins demand for capital dredging as well as maintenance dredging resulting from siltation, and those activities are incurring heavy annual expenditure of the ports.   • The sea traffic volume in Southwest sea including Wando area have increased every year. However the improvement of the facilities for convenience and safety in port and sea was not enough to meet the increasing demand of traffic and passengers' need. This study dealt with the situations and status of passenger ship traffic system in Wando area. In addition to, questionnaire survey of passenger ship user in Wando area was carried out in order to research the improvement of marine traffic system. On the basis of the result, navigation risks in the area was analysed. The institutional system such as passenger ship fare, enhanced traffic system that can improve marine traffic environment in the area were suggested and examined. The urgent issue was the scattered fishing ground near fairway which makes narrow passage and can cause risky passeger ship's navigation. In the side of passeger ship's operation, the wage of cargo handling was relatively expensive that needed to be improved.

A Study on the Safety Factor Analysis of Bulk Cargo Handling Using Fuzzy-AHP : Focused on steel cargo (Fuzzy-AHP를 활용한 벌크화물 하역 안전요인 분석에 관한 연구 : 철재화물을 중심으로)

  • In this paper, we analyze accident factors that occur in the unloading of steel cargoes and try to derive priority of importance among factors. The Fuzzy-AHP, which enables hierarchical analysis through pairwise comparison of factors, is used to derive priorities of safety factors to consider when unloading steel cargo. In the top factor analysis results, weights were ranked in order of human factors, safety education, equipment and facilities, and business environment. The purpose of this paper is to contribute to the improvement of the safety consciousness of the field workers and enterprises and to reduce the incidence of accidents in the unloading and unloading operations by deriving the relative importance between the factors. In the future, it is necessary to study the cargoes of other disasters such as container cargo as well as steel cargo.

Optimal Gas Detection System in Cargo Compressor Room of Gas Fueled LNG Carrier (가스추진 LNG 운반선의 가스 압축기실에 설치된 가스검출장치의 최적 배치에 관한 연구)

  • This study analyzes the optimal location of gas detectors through the gas dispersion in a cargo compressor room of a 174K LNG carrier equipped with high-pressure cargo handling equipment; in addition, we propose a reasonable method for determining the safety regulations specified in the new International Code of the Construction and Equipment of Ships Carrying Liquefied Gases in Bulk (IGC). To conduct an LNG gas dispersion simulation in the cargo compressor room-equipped with an ME-GI engine-of a 174 K LNG carrier, the geometry of the room as well as the equipment and piping, are designed using the same 3D size at a 1-to-1 scale. Scenarios for a gas leak were examined under high pressure of 305 bar and low pressure of 1 bar. The pinhole sizes for high pressure are 4.5, 5.0, and 5.6mm, and for low pressure are 100 and 140 mm. The results demonstrate that the cargo compressor room will not pose a serious risk with respect to the flammable gas concentration as verified by a ventilation assessment for a 5.6 mm pinhole for a high-pressure leak under gas rupture conditions, and a low-pressure leak of 100 and 140 mm with different pinhole sizes. However, it was confirmed that the actual location of the gas detection sensors in a cargo compressor room, according to the new IGC code, should be moved to other points, and an analysis of the virtual monitor points through a computational fluid dynamics (CFD) simulation.

Evaluation of Logistics Infrastructure of Container Terminals in Northern Vietnam

  • The sea-port in Northern Vietnam accounts for around one third of the total country's cargo throughput and for many decades has been playing an important role in the logistics system of the country. 11 container terminals currently operate in Northern Vietnam, concentrating in Haiphong city and Quang Ninh province. Despite the increasing demand, the competition among these container terminals has become increasingly more critical. In recent years, massive investments from both government and operators have been made to improve the capability of the local sea-port's logistics infrastructure. This critically needed comprehensive research evaluates the impact of the current logistics infrastructure condition on the competitiveness of terminals and quantitatively compares the competencies of these terminals. In order to meet such requirements, the paper first summarizes the indicators of the logistics infrastructures of the sea ports before developing and testing hypotheses to reveal the correlation between the given factors and the annual throughput of container terminals in the region. Factor analysis will then be applied to score the logistics infrastructure competency of each container terminal. A significant gap between logistics infrastructures among all container terminals was not observed and the competitiveness between container terminals is mostly driven by traditional activities including cargo handling and storage. According to the results, strategic thinking will be needed to contribute to related organizations for better decisions in investment, management, and operation.

Searching for Best Practices in Developing Ports as Logistics Centers

  • Global firms are seeking to implement their global logistics strategies in two ways: the use of centralized inventories and/or postponement of final assembly. These strategies stress the importance of regional logistics centers. In most cases, regional logistics centers are located in or near ports so that changing demands can be met with economy, reliability and flexibility, The port can profit not only from the activities of logistics center itself, but also the increasing flow of cargo through the logistics center. A number of ports respond to this trend by shifting their emphasis from traditional cargo-handling services to value-added services. This paper presents guidelines drawn from the best practices of ports to be successful logistics centers to provide many aspects of value-added logistics services. These include: Effective Planning and Development of Logistics Centers; Institutional Incentive Scheme; Development of Free Trade Zones; Financing Infrastructure related to Logistics Centers; Developing Logistics Service Providers and Logistics Professionals; Development of Information Technology; and Regulatory and Administrative Issues. These guidelines will help managers of ports and policy makers of governments in the East Asian region learn to recognize, analyze and adopt the best practices for use.

  • The harbor tranquility is indicating the level of calmness in the mooring basin of harbor. It relates keenly to berthing/unberthing and cargo handling works but also it is an important indicator to get the minimum water area as the safe refuge. Therefore, it is necessary to analyze in complex the variation of wave height and direction caused by wave refraction, diffraction, shoaling and reflection from the incident waves from outside the harbor. In order to check the calmness inside a harbor, the numerical models are being used currently need fundamental reviews according to the difference of results which depend on their respective features. In this study, hence, it was introduced the validity of numerical models by comparing the computational results for Hupo harbor.

Research on the Amount of Empty Containers in Japanese Main Ports

  • Economic development is remarkable in Asia and progress of industrialization of NIES, ASEAN, and China in East Asia has increased the international physical distribution in this area. However, an imbalance of trade becomes severe in these areas. The imbalance is especially big in the Asia-North America route and the Japan-China route. The imbalance in the Asia -North America liner route is 5.04 million TEUS in 2002.The transportation ratio of loaded containers between China and Japan route is approximately 3:1 in 2000. In other words, it means that the transportation of loaded containers from China to Japan is 3, the transportation of loaded containers from Japan to China is I. The imbalance at a port is generally obtained by subtracting export loaded container cargo volume from import container cargo volume. However, the imbalance and the empty containers at the port are not always same. Then, in order to evaluate rationalization and efficiency of maritime container transportation, we introduce the amount of empty containers at a port as an evaluation index. However, the past data of the amount of handling empty containers have a lot of lacking portions. Then, it is necessary to estimate the past amount of empty containers in order to grasp the amount of empty containers historically. So, we construct the model that estimates the amount of empty containers using the imbalance of main port statistics in Japan.

  • The portion of air logistics is getting growing in the global logistics and customer need the rapidity and accuracy for freight delivery. But, the process of air logistics is so complicated because there are too many stakeholders involved in the process. So we suggest the way to make simple the process for improving ability of handling air freights. First, we analyze the AS-IS process and problems by studying previous documents and researching the field. Also we offer how to adopt the ways that are solutions concerning AS-IS process. Second, we suggest integrated information system that will make it simple the air logistics process and mitigate the intensive work load of air cargo. Also we show the reliance about our suggestion by simulation comparing TO-BE process to AS-IS process. We result in that this study will contribute to improve air logistics process by making simple the process.
