The energy use of forest biomass is crucial to deal with climate change and achieve the carbon-neutral goal. This study aims to analyze the economic feasibility of forest biomass thermal energy facilities and calculate the optimal subsidy level of heat supply to ensure continued operation of the facilities. To achieve this aim, the net present value approach (NPV) and call option price model are adopted considering wood chip price volatilities. The Forest Energy Self-Sufficient Village Project financed by Korea Forest Service is considered as the research case study. In our analysis, when 50% of the initial investment is given to the subsidies and RECs are applied to only power generation, NPV and IRR are both negative and the investment value using the real option model is also zero. We concluded that some heat subsidies should be acknowledged to keep the facilities operating. Besides, the simulation results reveal reliable economic values when the heating subsidy is priced at KRW 0.0248 per kcal.

This study analyzed the anticipated supply-and-demand of forest biomass energy (through wood pellets) until 2050, in South Korea. Comparing the utilization rates of forest resources of five countries (United Kingdom, Germany, Finland, Japan, and S. Korea), it was found that S. Korea does not nearly utilize its forest resources for energy purposes. The total demand for wood pellets in S. Korea (based on a power generation efficiency of 38%) was predicted to be 3,629 and 4,371 thousand tons in 2034 and 2050, respectively. The anticipated total wood pellet power generation ratio to target power consumption is 1.13% (5,745 GWh), 1.17% (6,336 GWh), and 1.25% (7,631 GWh) in 2020, 2030, and 2050, respectively. Low value-added forest residues left unattended in forests are called "Unused Forest Biomass" in S. Korea. From the analysis, the total annual potential amount of raw material, sustainably collectible amount, and available amount of wood pellet in 2050 were estimated to be 6,877, 4,814, and 3,370 thousand tons, respectively. The rate of contribution to Nationally Determined Contributions was up to 0.64%. Through this study, the authors found that forest biomass energy will contribute to a carbon neutral society in the near future at the national level.

This study was conducted to provide basic data that can be used when establishing Net Zero policies and implementation plans for non-urban settlements by quantitatively analyzing the Net Zero contribution to green infrastructure in rural areas corresponding to non-urban settlements. The main purpose is to first, systematize green infrastructure in rural areas, secondly derive basic units for each element of green infrastructure, and thirdly quantify and present the impact on Net Zero in Korea using these. In this study, CVR(Content Validity Ration) analysis was performed to verify the adequacy of green infrastructure elements in rural areas derived through research and analysis of previous studies, is as follows. First, Hubs of Green infrastructure in rural area include village forests, wetlands, farm land, and smart farms with a CVR value of .500 or higher. And Links of Green infrastructure in rural area include streams, village green areas, and LID (rainwater recycling). Second, the basic unit for each green infrastructure element was presented by classifying it into minimum, maximum, and median values using the results of previous studies so that it could be used for spatial planning and design for Net Zero. Third, when Green infrastructure in rural areas is applied to non-urban settlements in Korea, it is analyzed that it has the effect of indirectly reducing CO2 by at least 70.76 million tons and up to 141.16 million tons. This is 3.4 to 6.7 times the amount of CO2 emission from the agricultural sector in 2019, and it can be seen that the contribution to Net Zero is very high. It is expected to greatly contribute to the transformation of the ecosystem. This study quantitatively presented the carbon-neutral contribution to settlements located in non-urban areas, and by deriving the carbon reduction unit for each element of green infrastructure in rural areas, it can be used in spatial planning and design for carbon-neutral at the village level. It has significance as a basic research. In particular, the basic unit of carbon reduction for each green infrastructure factors will be usable for Net Zero policy at the village level, presenting a quantitative target when establishing a plan, and checking whether or not it has been achieved. In addition, based on this, it will be possible to expand and apply Net Zero at regional and city units such as cities, counties, and districts.

This study analyzed methodologies for estimating carbon stocks of perennial woody crops and the research cases in overseas countries. As a result, we found that Australia, Bulgaria, Canada, and Japan are using the stock-difference method, while Austria, Denmark, and Germany are estimating the change in the carbon stock based on the gain-loss method. In some overseas countries, the researches were conducted on estimating the carbon stock change using image data as tier 3 phase beyond the research developing country-specific factors as tier 2 phase. In South Korea, convergence studies as the third stage were conducted in forestry field, but advanced research in the agricultural field is at the beginning stage. Based on these results, we suggest directions for the following four future researches: 1) securing national-specific factors related to emissions and removals in the agricultural field through the development of allometric equation and carbon conversion factors for perennial woody crops to improve the completeness of emission and removals statistics, 2) implementing policy studies on the cultivation area calculation refinement with fruit tree-biomass-based maturity, 3) developing a more advanced estimation technique for perennial woody crops in the agricultural sector using allometric equation and remote sensing techniques based on the agricultural and forestry satellite scheduled to be launched in 2025, and to establish a matrix and monitoring system for perennial woody crop cultivation areas in the agricultural sector, Lastly, 4) estimating soil carbon stocks change, which is currently estimated by treating all agricultural areas as one, by sub-land classification to implement a dynamic carbon cycle model. This study suggests a detailed guideline and advanced methods of carbon stock change calculation for perennial woody crops, which supports 2050 Carbon Neutral Strategy of Ministry of Agriculture, Food, and Rural Affairs and activate related research in agricultural sector.
The process of evaluating and selecting the best available techniques presents various characteristics for each country. In the case of EU, BAT is selected through TWG meeting after first screening, mass and energy balance, impact assessment and decision support process. Korea has proposed four principles to select BAT that can be carbon neutral for each environmental infrastructure in order to reduce greenhouse gas emissions. In order to evaluate and select the best available technique, it is necessary to differentiate the method according to whether it is a technique generally applied at the current workplace, whether it is a single technique or a combination technique, and whether it is a technology technique or management technique. In the case of a single technique, it should be evaluated whether it is a technique applied in the workplace, excessive cost, superior environmental technique over BAT, and secondary environmental pollution. In the case of multiple techniques, it is necessary to examine whether the emission standards are met and whether the pollutants can be treated at the same level as BAT. In the case of BAT candidates for management techniques, whether or not they contribute directly or indirectly to lowering the emission level of pollutants can be an important evaluation item. In the case of environmental techniques that are not generally applied in the workplace, it is recommended that the following 8 steps be carried out, including those prescribed by law. In the first stage, the list of performance evaluation factors is listed. In the second stage, the level of disposal of pollutants and the level of satisfaction with standards are listed. In the third stage, the environmental evaluation elements are listed. In the fourth stage, Is to list the economic evaluation elements, step 6 is to list the pollution and accident prevention evaluation factors, step 7 is the quantitative evaluation of the technical working group, and step 8 is BAT confirmation through deliberation of the central environmental policy committee.

This study is a digitalization study based on ICT technology as part of the development of innovative technologies in the new energy industry as a 2050 carbon-neutral policy. It is the development of an oneM2M-based IoT server platform that can be integrated and managed in conjunction with the external interface of each energy facility. It analyzes KEPCO's e-IoT standard specifications through the Power Research Institute's 'SPIN' and develops representative standards, LWM2M and oneM gateway platforms. OneM2M secures and analyzes the recently announced standard for Release 2 instead of the existing Release 1. In addition, the e-IoT standard oneM2M platform is developed based on R2. In addition, it selects the specifications for e-IoT gateway devices that can sufficiently implement KEPCO's e-IoT standards. In addition, a technology and system for developing a high-performance gateway device that considers future scalability were proposed.
Korea is pursuing a plan to switch and expand energy sources with a focus on renewable energy with the goal of becoming carbon neutral by 2050. As the instability of energy supply increases due to the intermittent nature of renewable energy, accurate prediction of the amount of renewable energy generation is becoming more important. Therefore, the government has opened a small-scale power brokerage market and is implementing a system that pays settlements according to the accuracy of renewable energy prediction. In this paper, a prediction model was implemented using a statistical model and an artificial intelligence model for the prediction of solar power generation. In addition, the results of prediction accuracy were compared and analyzed, and the revenue from the settlement amount of the renewable energy generation forecasting system was estimated.

Gas turbines, which are used as generators for frequency regulation of the domestic power system, are increasing in use due to the carbon-neutral policy, quick startup and shutdown, and high thermal efficiency. Since the gas turbine rotates the turbine using high-temperature flame, the turbine inlet temperature is acting as a key factor determining the performance and lifespan of the device. However, since the inlet temperature cannot be directly measured, the temperature calculated by the manufacturer is used or the temperature predicted based on field experience is applied, which makes it difficult to operate and maintain the gas turbine in a stable manner. In this study, we present a model that can predict the inlet temperature of a reheat gas turbine based on Deep Neural Network (DNN), which is widely used in artificial neural networks, and verify the performance of the proposed DNN based on actual data.
The realization of carbon neutrality requires cooperation from various stakeholders and the utilization of a governance system. The criteria for participating members are crucial for the successful operation of governance, and it is especially necessary for experts who can provide scientific advice for policy implementation to share a framework for successful consensus. In this study, governance model theory and model structure, governance common success factors by case, and the application of governance cases in the climate and environmental sector of Seoul, were investigated and analyzed to derive common success factors in order to present the activity standards of the science and technology experts participating in governance. The study of the model theory suggested that the model structure is commonly composed of a basic condition-process-result structure, and it was confirmed that common success factors can be derived at the process stage which is the activity period of members. Through the case study of common success factors, overlapping factors were found to be reliability, accountability, transparency, networks, and related factors. The validity of the common success factors was verified using the analysis results of satisfaction survey data from Seoul Governance Committee participants. The results confirmed that reliability was the most valuable factor followed by networks, transparency, and responsibility, and it was found that the related factors were appropriately derived. The findings of this study are expected to be used as an activity factor for science and technology experts to increase the acceptability and effectiveness of carbon-neutral policies in the future.
SCR420H steel is a low-carbon chromium alloy steel designed for carburizing heat treatment. Recently, research is being conducted on high-temperature carburization heat treatment to reduce costs and CO2 emissions by shortening the carburization time to meet the international carbon neutral policy. However, this high-temperature carburization heat treatment coarsens the steel grains and causes a decrease in mechanical properties. In this study, a large amount of Ti was added to increase the grain refinement effect in the high-temperature carburizing process. We investigated the microstructure and precipitates of SCR420H steel without Ti (Al steel) and with Ti (AlTi steel). Thermodynamic calculations showed that the AlN and (Ti,Nb)(C,N) precipitated in Al steel, while (Ti,Nb)(C,N) and Ti4C2S2 precipitated in AlTi steel. Addition of Ti increases the fraction of bainite after reheating process. Transmission electron microscopy analysis shows that small amounts of AlN and (Ti,Nb)(C,N) precipitates are formed in the Al steel. The addition of Ti increases the density of (Ti,Nb)(C,N) precipitates and induces the formation of Ti4C2S2 precipitates, increasing the grain coarsening temperature (GCT) under all heat treatment conditions. Higher reheating temperatures also resulted in higher GCT values due to increased precipitation.
