A dispute over price for retransmitting terrestrial channels between Terrestrial Television Systems and Cable TV System Operator(SO)s has been underway up to now since 2007 and expected to last unless there is a measure of extraordinary countermeasures. Thus, in this paper, we present a scheme for calculating the reasonable price on retransmitting terrestrial channels. Re-transmission price calculation scheme is presented in two ways. One is to calculate the price for the extent to which Terrestrial broadcasters and Cable broadcasters contribute, and the other is to calculate the price for terrestrial channels retransmitted by applying the method of Cable TV PP program fee basis. In addition, on profit-sharing scheme and criteria for program fee we present two ways of subscription, which are flat sum system and fixed rate system.

Recently n Korea, the House of Commons and terrestrial broadcasting facilities integrated with FM radio and the satellite compulsory was amended to transfer MATV(Master Antenna Television) adjusted by SMATV(Satellite Master Antenna Television). While the SMATV was accepted by default in most other countries, our county did not accept it as the default for broadcast. Because domestic cable and satellite television service providers are conflicts with their interest. bAs a result, the hybrid amplifier for SMATV technology development and volume production for the state is insufficient. Therefore, terrestrial television broadcast bands (54 ~ 806Mhz) and FM radio broadcast band (88 ~ 108Mhz) band satellite with (950 ~ 2150Mhz) to amplify the development of a broadband amplifier with subsequent resolution of problems is also presented in this study.

With the digital terrestrial television broadcasting transition, terrestrial television broadcasting have required the replacement of retransmission facilities for the analog broadcasting installed in the existing apartment, building, cable TV station, MATV system and so on. In addition, new standards have been enacted for retransmission of the digital television broadcasting in MATV system. To deal with this issue, in this paper, we propose a new 8-VSB remodulator that can retransmit signals of the terrestrial digital television broadcasting. Moreover, we present a standard and the process composition of the 8-VSB remodulator, and an experimental environment configuration for performance evaluation. To achieve this, we have implemented the 8-VSB remodulator with the sequential process components comprised of the RF signal retransmission, the TS stream modulator, the RF signal reception and demodulation. Through the simulation, we analyze the performance standard from the measured data such as spurious and phase noise. And then, we measure SNR and EVM of each attenuation step of the signal obtained by the signal processor and the 8-VSB remodulator with the same retransmission environment and conditions. Experimental results show that both the 8-VSB remodulator and the signal processor can be used as equipment for the retransmission of the terrestrial digital television broadcasting. In addition, the 8-VSB remodulator performed well to improve the transmission efficiency for the digital broadcasting signal, compare to the existing signal processor.

This study critically reviews the justifications for the restriction of cable local channel's news commentary function in terms of the fundamental principle of journalism. By doing so, it tries to find some problems and ways to solve them. Broadcasting Law and Korea Communications Commission's Rule inhibiting the news commentary of cable local channel on specific issues conflict with the basis of journalism which is particularly represented in Broadcasting Law. The law and rule tend to solidify public opinion for vested rights of local worthies. In addition, they are likely to degenerate cable local channel to the tools for promoting local government. Therefore, this article proposes the revision of the law and rule towards permitting the news commentary of cable local channel. At the same time, it suggests a new broadcasting policy for inducing cable local channel to increase manpower resources and production investment.

Networked Digital Recorder(NDR) Platform is a system that owns contents jointly between tv viewers connected by the broadcast broadband convergence network. NDR suggests a new content distribution chain model that users can receive broadcast contents, share contents and sends contents by convergence network. This paper looks at the system requirements, service model and the overall system architecture of NDR platform.

최근 인터넷에서 많은 관심을 보이고 있는 개인 미디어(UCC;User Created, Contents, VC2;Viewer Created Contents, 이하 UCC-사용자가 직접 제작한 미디어 콘텐츠를 불특정 다수에게 제공하는 서비스) 중에 비디오/오디오 콘텐츠를 영상 콘텐츠의 기본적인 매체라 할 수 있는 TV상에서 직접 즐길 수 있다면 미디어의 대상과 그 미디어의 Entertainment적인 효과는 배가될 것이다. 디지털 케이블 방송에서 UCC와 같은 다양하고 많은 미디어 콘텐츠를 디지털 TV상에서 서비스를 하고자 한다면 현재의 OCAP(OpenCable Application Plat form)기반에서는 RVOD(Real Video on Demand)와 동일한 서비스 모델을 가져야 하는 부담과 UCC 제공을 위한 방송 플랫폼별 인터페이스가 필요할 것이다. 이러한 문제점을 Return Path를 통한 RTP(Real-time Transport Protocol;RFC1889)을 이용해서 기존의 VoD(Video on Demand)스트림의 대역에서 분리하고 별도의 VOD프로토콜을 구현함으로써 라이브 방송환경과 동일한 인프라의 지속적인 확장보다는 일반적인 네트워크 프로토콜을 이용하여 VoD서비스를 위한 인프라에 많은 영향을 받지 않는 서비스가 가능할 수 있을 것이다. 따라서 본 논문에서는 RTP를 위한 Set-Top-Box상의 다운로드 가능한 구조의 클래스 분석과 클라이언트 대응의 UCC Transcoding 및 전송을 위한 스트리밍 서버의 설계에 중점을 두고 경량화 된 VOD서비스 및 시스템을 설계함으로써 방송환경 하에 On-Demand서비스의 효율적인 확장성과 보다 많은 콘텐츠 등록 및 활용의 기회를 가져올 수 있을 것으로 기대한다.

The emergence of cable TV, satellite broadcasting and IPTV provides viewers with a variety of TV programs. However, viewers' desire for watching their favorite TV program at convenient time has increased because of insufficient spare time. As an increase in smart phone market has accelerated an entry into "the age of smart network media" since 2009, mobile media suggests services connected to other digital devices. Recently, there has been growing interest in TV controling system of smart phone. Therefore, the present study aims to provide an concept of the smart phone application which recommends contents of TV program by analyzing personal watching pattern. To suggest detailed direction of the interaction and UI design, we analyzed previous research and examples of TV controlling applications and products. In addition, public opinion survey was carried out to rationalize this study and suggest suitable UI structure.

디지털 경제에서는 세계표준을 따르는 것이 선택이 아니라, 필수적인 것이다. 따라서 디지털 방송표준또한 필연적으로 준수되어져야 하는 규격인 것이다. 최근 방송환경이 매체별(지상파, 위성, 케이블)로 디지털방송으로 전환 중이거나 전환을 완료하여 서비스중에있다. 데이터방송 또한 매체별로 실험서비스 혹은 본방송이 진행중이다. 데이터방송은 디지털 방송에 양방향 서비스를 가늠하게 하는 개념으로서 국내의 지상파 데이터방송 표준 규격이 ATSC (Advanced Television Systems Committee)-DASE (DTV Application Software Environment), 위성의 경우 DVB MHP (Digital Video Broadcasting - Multimedia Home Platform), 케이블은 OpenCable-OCAP(OpenCable Common Application Platform)으로 결정되었다. 이와 같이 국내에서 채택하고있는 데이터방송 규격은 매체별로 서로다른 규격을 따르고있으며 규격 표준화 진행은 완료되었거나 진행중에 있다. 따라서 본 고에서는 지상파, 위성, 케이블 데이터방송 표준동향과 매체별 데이터방송 표준 규격에 대해 살펴보고자 한다.

Expand the market because the size of the huge funds administered by the conversion of over-the-air digital TV broadcasts in the current situation is likely to be reduced due to the influence of the media over-the-air broadcasts new paid media, digital cable TV and IPTV new mobile TV as a new growth engineis required. Broadcasting system to increase the supply and demand of the module from the ATSC-M/H DMB business existing in the domestic over-the-air broadcasters, has seen significant achievements in sleep technology with the introduction is expected. ATSC-M/H does not require a separate frequency allocation for mobile services does not interfere with the existing ATSC system simulcast, which can be performed on Android mobile handsets American-style mobile broadcast reception module to develop should. This paper is to design the software modules in the broadcasting module embedded systems that are applied on the Android platform, broadcasting from mobile handsets to see.
