A Basic Research for Preservation of Works Exhibited in the Outdoor Sculpture Park - A Scientific Analysis of Painted Work 'Conversion' Exhibited in the Cheonmasan Sculpture Park -

  • Outdoor sculptures of modern art works are being damaged and deteriorated as they are exposed to the outdoor environment due to the nature of exhibition in the outdoor environment, but secure of basic data through the measures for conservation and advanced researches still remain in the early stage. The surface of "Conversion" which is exhibited in the Busan Cheonmasan Sculpture Park has been exfoliated and deteriorated due to outdoor exhibition for a long time, so systematic conservation and management of works are considered necessary. Prior to the conservation and management, this study conducted observation of cross section, analysis of inorganic components, FT-IR, Raman and Py-GC/Mass analysis to examine the nature and type of paints used for the work through a scientific analysis. As a result of analysis, paints used for the "Conversion" include paint mixed with silvery aluminium powder and white pigment, reddish paint mixed with toluidine red, bluish paint that mixed prussian blue and titanium white and mixture of phthalocyanine blue and titanium white. The result is expected to be used as basic data for selecting materials necessary for conservative treatment of and establishing a plan for conservative treatment of the "Conversion".

Study on the Forest Watershed Classification Method for Forest Watershed Management

  • The master plan of forest land management proposes forest watershed management that considers regional characteristics in order to overcome the problem of uniform forest land management. In order to manage the forest watersheds in Gyeonggi-do, this study classified 1,823 forest watersheds in Gyeonggi-do and attempted to understand their characteristics. It conducted a factor analysis and cluster analysis from the perspective of conservation value and development pressure using forest land indicators. In terms of conservation value, three factors were drawn: the topography factor, vegetation factor and public service factor, while in terms of development pressure, three factors were drawn: the easiness of development factor, economic benefits factor and development activity factor. Using these factors, forest watersheds were divided into three clusters in terms of conservation value while they were divided into three clusters in terms of development pressure. Using the results of the cluster analysis from a conservation-development perspective, the forest watersheds were classified into nine different types, and the characteristics were identified by each type. It is judged that the factors and clusters drawn as a result of the research accurately reflect the present conditions of Gyeonggi-do, and the nine types of forest watersheds have clear characteristics according to each type, which are judged to be utilized in forest management in the future.

  • There are 3 kinds of forest managements: One of them is forest utilization management which collects abundant forest resources by felling the trees: the second of them is scientific forest management which cultivates forest resources; and the last one is emergency aid forest management, needed by the forest resources davastation, for the surposes of soil conservation and preventing the indirect damages. During the 36 years of Japanese occupation, they pillaged 600 to 800 million cubic meters of the forest resources, in the condition of the colonial system. After the emancipation from the Japanese occupation, the national soil conservation work has been practiced for 18 years without correcting the Japanese forest management (which means felling system); therefore the essential in the forest, conservation works is to get rid of imitating the Japanese pillage management so as to turn the direction of the forestry policy to the emergency aid management which means forest investment.

Introduction to National Mid-term Fundamental Plan for Wetlands Conservation and Management (습지보전.관리를 위한 국가 중장기 계획 소개)

  • The Ministry of Environment of the Republic of Korea set up 'the $2^{nd}$ Fundamental Plan for Wetlands Conservation' to facilitate systematic surveys and management of various national wetlands and to promote sustainable conservation and use of those wetlands. The mid-term fundamental plan was established in accordance with the Article 5 of the Wetland Conservation Act, which spans 5 years from 2013 to 2017 and covers national wetlands including inland wetlands and coastal wetlands stated in the Act. The fundamental plan aims to promote the wise use of wetlands through establishing policies for sustainable conservation based on the assessment of implementation of the $1^{st}$ Fundamental Plan, setting up a scientific framework for establishment and implementation of national wetland policies by improving wetland survey systems and enhancing basis wetland data, improving the ecological health of wetlands and securing biodiversity conservation of wetlands by strengthening conservation and management system of national wetlands, and through raising public awareness and diversify education and promotion tools. The main objectives of the $2^{nd}$ Fundamental Plan is to revise the entire Wetland Conservation Act, to create a new monitoring system of national inland wetlands, to upgrade the national wetlands inventory, to reflect the 'Ecological Map' for promoting precautionary management of wetlands, to improve the 'Wetland Restoration and Management' system to build wetlands resilience, and to systematize the wise use of wetlands that benefits local people. As the Ministry of Environment plans to establish its other master plan for wetland conservation based on the $2^{nd}$ Fundamental Plan, this document introduces the $2^{nd}$ Fundamental Plan to stakeholder and wetland professions.

  • The Magnuson-Stevens Fishery Conservation and Management Act of 1976 mandated the use of a new and radical management approach for fisheries in the United States. Seven fishery management councils were created, one being the North Pacific Fishery Management Council (NPFMC).   • The Yellow Sea and the East China Sea are the most important fishing grounds for the fishing industry of Korea, China and Japan which are major coastal states of these Seas. But the fishery resources in these fishing grounds are almost exhausted and also the sea region is seriously polluted. Accordingly an international joint countermeasure is necessary to recover the fishery resources and to keep the fishery a continuous industry. The authors inspected the existing fishery policies and international fishery relationship of the three coastal states, and suggested rational conservation and management regime of the fishery resources in these sea regions. 1. At present the legal status of the sea region beyond territorial sea is the high sea, for that reason the international cooperation is urgently needed to establish common regime for conservation and management of the fishery resources. 2. A series of scientific research on ecological system of fishery resources must be carried out in the sea region first of all for that purpose. 3. The existing Korea-Japanese Fishery Agreement and Sino-Japanese Fishery Agreement should be reformed to coincide with the new legal order of the UNLOS Convention, and the Sino-Korean Fishery Agreement should be concluded newly on the identical line. 4. As a conclusion, a joint conservation and management regime through a regional fishery organization or a individual conservation and management regime through the promulgation of exclusive economic zone by each state can be suggested to resolve the fishery resources conservation problem in the Yellow Sea and the East China Sea.

  • Biodiversity, referring to the variety and abundance of species, their genetic composition, and the communities, ecosystem, and landscapes, is essential to maintain healthy and productive forests, and to provide useful hedge against the future uncertainties in conditions of the environment and natural resources. To realize the long-term sustainability for forest production of goods and services is dependent upon maintaining and enhancing the biodiversity in the forest ecosystem. Because we can not always recognized which portion of biodiversity is essential to maintain the stability and sustainability of the natural system, conserving biodiversity is even unconditionally important. Even though the activities of forest resource management may have a variety of negative impacts on biodiversity by modification of the natural ecosystem into economically effective artificial ecosystem, forest professionals have been developing intelligent scheme to coexist management and conservation. However, conservation of biodiversity must be a complex problem encircled by ecological, economical, and social considerations. There seems to be no such a simple and easy solution. Strategies for ecologically deliberated forest resource management, which could play an important role to conserve biodiversity, were discussed.

Conservation and techniques of small-scale capture fisheries based on ecosystem approach to fisheries management method in Indonesia

  • The purpose of this research is to analyze the conservation aspects of fishing techniques in small-scale fishing activities in Labuhan Maringgai. The research was conducted from August to November 2022 in Muara Gading Mas village, Labuhan Maringgai, eastern Lampung. The Ecosystem Approach to Fisheries Management (EAFM) was employed as the methodology. The secondary data utilized in this study consisted of fisheries record books and fisheries monitoring reports. The indicator aspects cover 6 domains, namely: Habitat, Fish Resources, Fishing Technology, Social, Economic and Institutional. By employing the EAFM domain value classification, the fisheries management status was determined to be of medium level, with a total aggregate value of 1,204.3. However, the small-scale capture fisheries in Labuhan Maringgai, East Lampung, were categorized as medium status, but with values that tended to be low, particularly in the social domain composite value. This can be attributed to conflicts of interest, compliance levels, and efforts in capacity building.

Study on the Institutional Limitations and Improvements for Effective Management of Coastal Wetlands (국내 연안습지 보전 정책의 법제도적 한계와 개선방향 고찰)

  • In 1999, Wetlands Conservation Act was enacted for the domestic implementation of the Ramsar Convention in Korea. According to the Act, wetlands have been managed by the Ministry of Environment and the Ministry of Oceans and Fisheries(MOF). In the field of coastal wetland of which MOF is in charge, starting with the designation of Muan coastal wetlands as protected area in 2001, there are 12 wetland conservation areas up to $218.96km^2$. Even though there has been rapid growth of protected areas, it is time to give attention to the effective implementation of wetland conservation policies. This study aims to analyze institutional and operational problems related to wetland management and give some recommendations for the improvement of the wetland conservation policy and legal framework.

  • Ecotourism has a concept of conservation as a basis, for economic and social values are derived from the sustainable use of natural resources. This study aims to introduce natural landscape of the Cairngorms National Park in Scotland and to describe its conservation and tourism in the Park, in order to provide the implication of landscape conservation of National Parks in Korea. Although the National Parks of Scotland were officially established long after those of England and Wales, their important features had already been internationally recognised and designated as Sites of Special Scientific Interest(SSSI), National Nature Reserve(NNR), or National Scenic Area(NSA). These focus on landscape conservation and are managed by Scottish Natural Heritage(SNH). The Cairngorms National Park focuses on landscape conservation and recreation, and has been the subject of a number of initiatives attempting to assess landscape resource potential and its current and future management. This implies that a carefully preserved landscape has the effect of a tourism resource in which tourists look for novelty embedded in the typicality of the landscape of the National Park. The typical landscape which is conserved in the Cairngorms National Park is understood as both an objective representative and a subjective ideal involving the meaning of the landscape. This is implicit in the tourist booklet that promotes the sightseeing activities of tourists. It is thus important that National Parks should be focused both on managing landscape as well as promoting tourism.
