Study on the Anchovy Boat Seine-III Experimental Operation of the Improved Gear Model 79 (기선권현 강의 연구-III)

  • It is more than half a century since anchovy boat seine has been introduced in Korean fishery to catch anchovies, but the study on it was began in 1970's by the authors. In 1971, the authors carried out an experiment about the net formation of the traditional gear in tow by using model net, and in 1978, about the patti net gear, commercially used in Japan. Now, the authors investigated the new model net, model 79, expecting to be suitable for commercial fishery in Korea, with the strong point of those two gears kept and the weak point of them corrected. The experimental gear was constructed attached the long net pendants to the fore end of extension wing by shortening its length in two-third of the traditional gear. Inside wing was improved so as to show high opening in tow. Rubber bobbins and hanging rings are used to prevent the heavy friction of bosom ground rope against the sea bed. The gear was used to catch anchovies in the commercial fishing ground in the south-eastern coastal waters of Korea, from May to October in 1979. From the experiment, the following results are found. 1. In opening height, the experimented gear was 30 percent greater than the traditional one. 2. It took 3 to 5 minutes for the bosom ground rope to sink from the surface to the sea bed, while 10 to 15 minutes for the traditional gear to do. 3. Ground rope never scooped mud, even in the muddy sea bed. 4. The gear showed better catchability than the traditional gear.

Feeding Habits of the Pacific Cod Gadus macrocephalus in the Coastal Waters off Jumunjin, Gangwondo of Korea (강원도 주문진 해역에 출현하는 대구(Gadus macrocephalus)의 식성)

  • The feeding habits of the Pacific cod Gadus macrocephalus were studied by analyzing the stomach contents of 423 specimens caught by coastal gill net in the coastal waters off Jumunjin, Gangwondo, Korea, from January to December, 2011. The size of Pacific cod ranged from 31.0 to 86.5cm in total length (TL). The proportion of empty stomachs was 25.1%. The main prey items were Macrura, Pisces, and Cephalopoda. In order of abundance, the most dominant species of Macrura, were Pandalus eous, Argis lar, and Neocrangon communis, and the most dominant species of Pisces, were Clupea pallasii, Actoscopus japonicus, and Glyptocephalus stelleri. Berryteuthis magister was the most dominant species of Cephalopoda. In terms of variation in feeding habits by growth, Macrura was the most important prey group for G. macrocephalus ranging in TL from 30- to 55 cm, but Pisces was the most important prey group for cod over 56 cm TL. Catch of G. macrocephalus was significantly positively correlated to catch of the three major Pisces prey species Clupea pallasii, Actoscopus japonicus and Glyptocephalus stelleri.

A Study on the Early-stage Storm Runoff Treatment for the Reduction of Non-point Pollution Materials on the Road (도로상의 비점오염물질 저감을 위한 초기 우수유출수 처리에 관한 연구)

  • The object ofthis study was to test for STORMSYS process that composed Catch Basin and Stormsys(three units: vortex solids separator, filter media bed and vegetated filter strips). It could be applied to treat the first-flush non-point pollution materials on the road(especially, motorway). This study investigated that the runoff characteristics of non-point pollutions containing the heavy metal(Fe, Zn and Cu) by rainfall showed relatively high pollution concentration in the early-stage storm runoff on the road, which seems to be caused by the vehicular traffic, and showed the rapid reduction of pollution concentration on the basis of about 5mm rainfall volume. As the number of the non-rainy days were increased, the pollution concentration by storm runoff was increased, also. As a test result of this process, the average removal efficiency of BOD, $COD_{mn}$, SS, T-N and T-P over the testing period were 92.7%,88.6%,97.4%,93.0% and 93.3%, respectively. Also, the average removal efficiency of n-Hexane, Fe, Zn and Cu were 86.7%, 96.1%, 84.4% and 78.4%, respectively. As shown in the characteristics of storm runoff, the non-point pollution materials have high pollution concentration in the early-stage storm runoff on the road, the installation of STORMSYS process is expected to reduce considerable amount of non-point pollutions.

  • By the Article 28 of the Korean Fishing Vessels Act and the Article 47-1 of the Enforcement Ordinance of the Act, fishing vessels over 5 gross tone must be insured the fishing vessels mutual insurance or marine insurance. Therefore the distant-water fishing vessels and vessels registered with Classification Society can be insured to the marine insurance, and non-registered vessels and the small fishing vessels can be insured to the fishing vessels mutual insurance of Fisheries Co-operatives. Moreover, the shipowners of fishing vessels over 5 gross tons to be insured a liability insurance for their crew, and it is to compensate effectively the crewman's accidents prescribed in the Seaman's Act. The shipowner's Liability Insurance to be insured the seaman's Compensation Insurance or the seaman's mutual insurance of the Fisheries Co-operatives and the Protection and Indemnity but they still involve lots of problems to cover the crewman's accidents reasonably. The author's views on the improvement way of the fisheries mutual insurance system are as follows. 1. The size of fishing vessels over 5 gross tons prescribed by the Article 28 of the Fishing Vessels Act must be revised into over 1 gross tons. And the regulations concerning penalties against nonfulfilment of the regulation must be strengthened in order to have legal effectiveness. 2. The level of the government subsidy for the fisheries mutual insurance must be raised up from the large point of view for protection of fishermen. It is concluded that the Government have to take charge of the remutual insurance in order to develop the fisheries mutual insurance system. 3. The mutual insurance system of fish catch have to be executed in order to guarantee the stable income for fishermen on the base of the amount of money by fish catch in the previous year.

Enhancing Technology Learning Capabilities for Catch-up and Post Catch-up Innovations (기술학습역량 강화를 통한 추격 및 탈추격 혁신 촉진)

  • Motivation and activities for technological learning, entrepreneurship, innovation, and creativity are driving forces of economic development in Asian countries. In the early stages of technological development, technological learning and entrepreneurship are efficient ways in which to catch up with advanced countries because firms can accumulate skills and knowledge quickly at relatively low risk. In the later stages of technological development, however, innovation and creativity become more important. This study aims to identify a) the factors (learning capabilities) that influence technological learning performance and b) barriers to enhancing innovation capabilities for the creative economy and organizations. The major part of this study is related to learning capabilities in the post-catch-up era. Based on a literature review and observations from Korean experiences, this study proposes a technological learning model composed of various influencing factors on technological learning. Three hypotheses are derived, and data are collected from Korean machine tool manufacturers. Intense interviews with CEOs and R&D directors are conducted using structured questionnaires. Statistical analysis, such as correlation and ANOVA are then carried out. Furthermore, this study addresses how to enhance innovation capabilities to move forward. Innovation enablers and barriers are identified by case studies and policy analysis. The results of the empirical study identify several levels of firms' learning capabilities and activities such as a) stock of technology, b) potential of technical labor, c) explicit technological efforts, d) readiness to learn, e) top management support, f) a formal technological learning system, g) high learning motivation, h) appropriate technology choice, and i) specific goal setting. These learning capabilities determine firms' learning performance, especially in the early stages of development. Furthermore, it is found that the critical factors for successful technological learning vary along the stages of technology development. Throughout the statistical and policy analyses, this study confirms that technological learning can be understood as an intrinsic principle of the technology development process. Firms perform proactive and creative learning in the late stages, while reactive and imitative learning prevails in the early stages. In addition, this study identifies the driving forces or facilitating factors enhancing innovation performance in the post catch-up era. The results of the preliminary case studies and policy analysis show some facilitating factors such as a) the strategic intent of the CEO and corporate culture, b) leadership and change agents, c) design principles and routines, d) ecosystem and collaboration with partners, and e) intensive R&D investment.

The Seasonal Variation of Catch by the Anchovy Gill Net and Formation of Fishing Ground (멸치 자망 어획량의 계절변동 및 어장형성)

  • The seasonal variation of catch and the fishing ground formation of anchovy caught by gill net are studied by using the data for 14 years, 1969 to 1982, published by the Fisheries Research and Development Agency of Korea. The main fishing season of anchovy by gill net can be devised into two seasons: spring and autumn. The former begins early in spring, marks peak in May with the monthly mean catch of 3,000 $\frac{M}{T}$ and ends in summer. The latter begins early in autumn, marks peak in October with the monthly mean catch of 1,500$\frac{M}{T}$ and ends in winter. The fishing ground begins to be formed in the southern waters of Korea with the begining of spring fishing season, and it is extended all over the south-eastern waters from spring to summer and it is converged to the coastal areas from autumn to winter. From the calculation of correlationship between adjacent fishing sections, the fishing ground can be devided into three areas; the northern area of $37^{\circ}N$, the southern area of $35^{\circ}N$ and the area between $35^{\circ}N\;and\;37^{\circ}N$. In the northern area of $37^{\circ}N$, monthly centers of the fishing ground are located in the adjacent aea area of Sockcho-Jumunjin district in the whole year, and its annual mean variance shows about 8 miles in the latitudinal direction and 10 miles in the longitudinal direction. In the area between $35^{\circ}N\;and\;37^{\circ}N$, monthly centers are located in the adjacent sea area of Kijang-Kuryongpo district, and the variance shows about 10 miles in the longitudinal direction and 20 miles in the latitudinal direction. In the southern area of $35^{\circ}N$, monthly centers are located in the open sea in spring and summer, and are conversed to the coastal area in autumn and winter, and the variance shows 8 miles in the latitudinal direction and 35 miles in the longitudinal direction. Water temperature and salinity at the fishing ground where the anchovy gill net was effectively operated are estimated from 14 to $20^{\circ}C$ and from 33.0 to $34.0\%0$ respectively.

Development of Real-time Oceanographic Information System for Pelagic Fishery Based on Argo Data (Argo 자료를 이용한 해외어장 실시간 해황정보시스템 개발연구)

  • Competitive power of pelagic fishery in Korea has been weakened by the domestic and international problems such as wage increase and exclusive economic zone. To make it worse, fishing fleet spends more than 80% of fishing time on searching fishing grounds. Real-time information on oceanographic data, temperature in particular, are likely to contribute to raise efficiency of fishing. However, available data obtained by satellite remote sensing, fixed buoy and drifting buoy, limited to sea surface or fixed positions. ARGO (Array for Real-time Geostrophic Oceanography), an international program, has delivered vertical profiles of temperature and salinity in the upper 2000m of the world ocean every 10 days using freely moving floats. We have developed real-time oceanographic information system for pelagic fishery based on the Argo data which has the contents of vertical profile, horizontal distribution and vertical section of temperature around fishing grounds and searched data can be download unrestrictedly. Comparison of skipjack catch with sea surface temperature and depth of $20^{\circ}C$ derived from Argo data in the West Equatorial Pacific revealed that Argo data are able to help fishing fleet to find fishing grounds and to increase catch.

Ecosystem-based resource assessment on coastal fisheries of Uljin in East Sea of Korea (한국 동해 울진 연안어업의 생태계 기반 자원평가)

  • Coastal fisheries in Korean waters have highly complexity with a variety of fishing gears, and scale of those fisheries is smaller than that of offshore fisheries. As a result, important spawning and nursery grounds for many species of fish has been destroyed. The pragmatic ecosystem-based approach was developed for the assessment of fisheries resources in Korean waters by Zhang et al. (2009; 2010). As for the species risk index (SRI), common squid caught by coastal gillnet in the Uljin region had the highest risk. As for the fisheries risk index (FRI), coastal gillnet in the Uljin coastal waters had the highest risk. For the common squid which had the highest SRI, resources management strategies must be established such as catch prohibition of length and period with TAC. For the coastal gillnet in the Uljin region which had the highest FRI, it is judged to need management plans for conserving biodiversity as reducing the catch of non-target species and discards. Also to protect existing habitat, illegal fishery should be prohibited, and fishing gears should be designed in the environmental-friendly way considering when fishing gears lost.

The development and the characteristics of environmentfriendly sinker for octopus drift-line (문어흘림낚시용 친환경 봇돌의 개발과 그 특성)

  • For environment-friendly fishery, the lead sinkers of octopus drift line were developed with the environmentfriendly sinker, and their characteristics and performance were investigated. To make the environmentfriendly sinker, the hydrate ceramic material was developed, and to increase the weight and strength, the iron power was added to it. The fishing hook was machine-made, and standardized, by using 60cm iron wire. For the manufacture of the sinker, the first, the mold was made, and then, hydrate ceramic material and water were quantitatively mixed. The mixture was poured into the mold prepared with a fishing hook already inserted, and had hardened for several hour, before it was taken out of the mold as a complete sinker. The sinkers were made in the 8 types ranging in weight from 150 to 500g, and their specific gravities were diverse from 2.871 to 6.637, which was 0.19 to 0.44 times lower than that of lead. The movement of the environment-friendly sinker by flume tank was possible in the weaker current speed than the similar lead sinker. In the coastal fishing grounds of Gangwon province, the comparison of catching efficiency was made between the improved fishing gears composed of the environment-friendly sinkers and artificial baits, and the current used fishing gears of lead sinkers and pig-fat baits. The result showed the tendency in which the improved fishing gears caught the bigger octopuses than the current used fishing gears. In the quantity and number of the fish catch per unit fishing gear, the improved fishing gear showed a little more catch than the current used fishing gear, regardless of the fishing area. However, the number of the improved fishing gears lost during fishing operation was similar to that of the current used fishing gears.

Standardization of CPUE for bigeye(Thunnus obesus) and yellowfin(Thunnus albacares) tunas by the Korean longline fishery in the Indian Ocean (우리나라 다랑어연승어업에 의한 인도양해역 눈다랑어(Thunnus obesus) 및 황다랑어(Thunnus albacares)의 CPUE 표준화)

  • This study standardized catch per unit effort(CPUE) of the Korean longline fishery, which has been used to assess the status of stock as an index of abundance, for bigeye and yellowfin tunas in the Indian Ocean. The Generalized Linear Model(GLM) was used to analyze the fishery data, which were catch in number and effort data collected each month from 1971 to 2007 by $5\;{\times}\;5$ degree of latitude and longitude. Explanatory variables for the GLM analysis were year, month, fishing area, number of hooks between floats(HBF), and environment factors. The HBF was divided into three classes while the area was divided into eight subareas. Although sea surface temperature(SST) and southern oscillation index(SOI) were considered as environmental factors, only SST was used to build a model based on statistical significance. Standardized CPUE for yellowfin tuna showed a declining trend, while nominal CPUE for the species showed an increasing trend.
