This study aims to analyze the priority of regional climate change policy utilizing AHP (analytic hierarchy process) at the area of Metropolitan City of Incheon. It derives four factors at first hierarchical level, at which level the analysis of pair-wise comparison indicates that industrial sector, energy sector, climate change response, and green culture policy are considered important in that order. It also ends up with sixteen factors at second level. The result of comparison analysis between all factors reveals that investment promotion in green technology R&D is considered the most significant factor of all, followed by establishment of green enterprise support system, electricity-efficiency enhancement support project and build-up of green culture policy governance. The result implies that diverse promotional policies have to incorporate business, institutional, and cultural aspects for sustainable climate change policy of regions. The contribution of this study is that it highlights the need to include regional characteristics in deciding priority among policy options for them to be effective.

Various government support policies are being promoted in order to stimulate growth of SMEs. The government is striving to provide effective support through direct methods of tax, finance and indirect methods through support programs. However, the view on the government's startup policy is still tense. We are sympathetic with the need for support, but discussions continue to be made on the effectiveness of support projects and support projects. Therefore, this study evaluates the importance and satisfaction of the government start-up support project. For this purpose, we conducted questionnaires on ICT start-ups who have experienced government start-up support projects. Of these, 128 were analyzed for GAP analysis and ISA. As a result of the GAP analysis of the government start - up support project, the degree of satisfaction (4.408) was lower than the degree of importance (5.221), confirming that the beneficiary's evaluation on the start-up support project was negative. As a result of the importance-satisfaction analysis, 'R&D' and 'commercialization' are located in the maintenance area, and 'government funding', 'marketing, overseas advancement' projects are included in the concentrated area. In the low-ranking areas, there are 'entrepreneur events and networks' items. Finally, there are 'facilities and spaces', 'mentoring and consulting', and 'entrepreneurship education' in the surplus areas. As a result of multiple regression analysis, it was found that 'R&D', 'entrepreneurial education', and 'government funding' influenced satisfaction. Based on the results of this study, it is expected that it will contribute to improving the quality level of the government start-up support project by establishing the support policy for the ICT start-up enterprises and improving the system.
Globalization and knowledge-based economy have increased the importance of local areas as the units of global competition. Therefore, the meaning of localities has been emphasized as the core value of economic activities. In this context, innovation cluster has been recognised and emphasized as effective policy measure for innovation. Therefore, most countries have been trying to develop innovation clusters with their expectation for a rapid growth of economy. Nevertheless, there have been minimal empirical researches on innovation cluster. Therefore, for suggesting implications that activation factors of innovation cluster are to have an effect on tenant's business activities, this study conducted a literature review for the theories of regional innovation system(RIS) and innovation cluster. As a result, the activation factors of innovation cluster were classified into institutional, physicals, and social factor. The case of Gyeonggi province's innovation cluster policy was examined for an empirical analysis. Data were analyzed using ordered logistic regression. The results were as follows:First, Institutional and Infra factors had a positive influence on firms' business activities in every empirical test, so they were the most important activation factors of innovation cluster. Second, regarding the interactive effects of financial support, the interactive effects between financial support and Infra factor had a positive influence on the firms' business activities, according to the result of the empirical test.

The present study analyzed what policies are being executed for deteriorated apartments in Japan and what characteristics each policy had in order to examine policy direction and implications for the improvement of vitalization of remodeling business of deteriorated apartments in Korea. The study results are as follows. Japan recognized social problems of deteriorated apartments and pushed forward a national level remodeling actively by preparing financial support of central government and supporting plan by city and province. First, Japan maintained initial performance of buildings through phased maintenance for deterioration of buildings and aimed to reduce environmental load and maintain asset values of buildings through enlarging durability of buildings by responding to lifestyle according to social changes. To this end, they promoted the long life of buildings through the establishment of systematic long term repair plan from the stage of moving in the buildings. Second, in order to reduce the risk of remodeling projects, they prepared an environment where business could be carried out with an easy mind in various aspects by introducing remodeling business registration system and large scale repair construction defect insurance system. Third, they reduced economic burden of main agents of remodeling business with tax preferential treatment and financial support policies. Fourth, they have established remodeling support system based on overall social issues and connected it with social effect that could be obtained through this. The remodeling policies of Japan were carried out in the direction of solving social problems and considering economic aspect rather than just improving individuals' residence environment.

The purpose of this study is to find out how the support system of the government and the local governments for enhancing the success rate of the startup firms affected the performance of the enterprises according to the behavior characteristics of the founders. It is divided entrepreneurial support system into entrepreneurial policy support such as entrepreneurial education, mentoring and consulting, and funding of startup support such as policy fund and R & D fund, distinguished the behavior of founder into behaviors for discovery of entrepreneurial opportunities and behaviors for exploiting entrepreneurial opportunities. In order to analyze whether it affects the corporate management performance, a research model was created based on the previous research and hypotheses were set up, and the hypotheses were verified based on this questionnaire. The results of this study are as follows: First, it is found that the support for entrepreneurial policy has a positive effect on the behavior characteristics of entrepreneur. Second, it is found that the startup support such as policy fund affects the behavioral characteristics for finding the opportunity of the founder, but it does not affect the behavioral characteristics for the opportunity exploit. Third, it was found that the behavior characteristics of entrepreneur founding opportunity and exploition of entrepreneurial opportunity influenced the performance of the company. According to the this study, the following conclusion were obtained, First, it is necessary to apply different policies according to the stage of growth of startup companies. Second, startup companies grow through the stages of development of new technologies and ideas, commercialization, and marketing, at each stage, entrepreneur must overcome the so-called Death Valley, which requires funding.
The development of science and technology oriented knowledge society accelerates the convergence between scientific theory and industrial technology and increases the complexity problem of social and economic sectors. These cause the difficulty of securing the reliability and objectivity of science and technology policy. These also are barriers of balanced evaluation between rational science and technology policy making, management, and policy coordination. In this regard, Advanced countries in science and technology develops policy support system and promotes the program of evidence-based SciSIP(Science of Science and Innovation policy) together. This paper introduces a new approach developing science service of science and technology policy utilizing business intelligence technology in Korea. Also, it proposes the integration method of policy knowledge base and component-based service supporting S&T policy decision-making process and introduces services case studies.

This research is focused on how the venture-startup policies of South Korea has changed for the last ten years and then scope on its outcomes, limits and suggestions. Several policies for venture-startup has begun when "Small Business Startup Support Law" was developed in 1986. Government's support policies for venture and startup and development of venture had made a turning point in 1997 "Act on Special Measures for the Promotion of Venture Business" and venture companies has achieved remarkable growth with Information Technologies(IT). However, with the global IT bubble and the enrichment of venture companies, a number of venture companies experienced considerable difficulties due to multiple thresholds. There were a lot of efforts to revitalize venture-startup ecosystem such as fostering innovative SMEs and one-person creative enterprise support policy. From 2002 to 2004, Korean Government focused on preventing moral hazards of Korean Venture Business. From 2005 to 2006, It focused on fostering the role of venture capitals, and From 2007 to 2012, Single start-up business has been fostered by government policies. Generally speaking, it can be said that venture-startup policy was emphasized on building the hardware infrastructure of venture-startup and supporting with the funds.

The regional strategic industry support has been increasingly developed due to the change of environmental and political conditions for the last 10 years. As the paradigm changed from the central government-sponsored system to regional government-sponsored system, the policy has been diversified into various support systems such as regional strategic industry, specialized industry, supporting technology, supporting business, etc. It is crucial to establish the overall development plans and project strategies for the regional industry in terms of effectiveness and efficiency which will generate an integrated strategic frame to adjust overlapped supporting policies and offer a consumer-oriented service. Not only does the study focus on performance-based outcome regarding to a regional business (supporting policy) portfolio, but it also analyzes and proves an empirical decision-making model to draw out the priority and relative importance according to the regional strategic industry and support cases by analyzing the case of Chungnam area's strategic industry support in 2009. Following a priority list of 20 support cases selected from this research model by the Analytic Hierarchy Process (AHP), the result shows that the diverse support plans are needed according to the different strategic industries or the size of enterprise due to the fact that priority of project type varies upon the characteristics of strategic industry. Thus, the support project needs to generate various strategic industries and develop differentiated support policy to consolidate competitiveness of regional enterprises and revitalize the regional economy.
This study analyzed the effect of the government R&D subsidy program on long-term firm survival. In order to estimate the average treatment effect for the treated group, we used the survival analysis and matching method by constituting a comprehensive dataset of more than 90,000 observations. The analysis results show that the government R&D subsidy has a negative impact on long-term firm survival. In particular, not only the subsidy does not have a statistically significant effect on firm survival in the relatively short-term, the survival probability of the subsidized firms is statistically significantly lower than the non-subsidized firms after six years. These results can be seen as weakening the justification of government R&D support. There may be problems in the subsidy policy itself and the process of selection of subsidy awardees; however, the more fundamental problem is that the subsidy policy is concluded as the one-time event. Admittedly, it would be difficult for the government to precisely manage the subsidized projects over a long term period. However, in the case of a project in which short-term performance is detected, it would be necessary to provide a step-by-step support to strengthen the firm's competitiveness through further support and continuous development of performance. Of course, mid- and long-term evaluations of subsidy support policy should be performed in parallel with such phased support.
This paper is to give Korean small and medium enterprises the direction for strengthening the competitiveness through looking the problems and improvements about the government policy that domestic small and medium enterprises is essential for the growth anc development. To derive these results, the theoretical background was established through considering the existing research literature. This paper has drawn the final policy alternatives through collecting field data and analysing the practical support after meeting with executives that are operating a small business related to research purposes. In this paper in order to strengthen the competitiveness of small and medium enterprises of the government's support policy, it is critical for the financial support policy and the tax support policiest policy. The conclusions in this study are following. SMEs in Korean economic growth contribute greatly to advance industrial structure, regional balanced development, employment opportunities and to alleviate the concentration of economic power. However, there are these positive, and the negative such as the absence of entrepreneurial spirit and passive participation in society. Therefore, SMEs now should have your own a lot of effort to improve their competitiveness. In addition, government believe that SMEs directly impact on the national economy, especially the people, but they still need systematic and aggressive policy support in the future because of the lack of the result. Finally, if they try strategic approach for several issues and improvement of government's support policy that this study suggested for SMEs, the entrance toward developed countries can be through jumping of Korean economy.
