Development of Evaluation Indicators of the Records Management Condition of Public Organizations (공공기관의 기록관리현황 평가지표 개발)

  • Despite the institutional, organizational, and technological advances in the level of national records management that has occurred during the past several years, there has been no significant change in the condition of records management within individual public institutions, which may be an outset for records management. In order to begin the advance in national records management with overall innovation in records management by public institutions, it is necessary to distinctly set up the direction of innovation and a project to carry out. Also, a person in charge of records management, who is supposed to lead records management in each institution, should share the directions and projects. Against this backdrop, this study aims to define "the evaluation of records management" as a vehicle to establish a common goal for the innovation of records management and the role of a person in charge of records management as well as to develop evaluation indicators that might be applicable to all public institutions. With this aim, the study drew requirements of records management from domestic and overseas cases in the evaluation of records management conditions as well as the laws and standards of records management, and a roadmap for national records management innovation. Then, the study developed evaluation indicators by classifying the requirements according to three areas involving an organizational environment, records management job, and records management in the offices that create and file their own documents. The organizational environment area is concerned with the evaluation of the records management policy and the responsibility of an institution, and the evaluation of human resources and physical environment. The records management business area includes the measurement of the level of jobs, such as the records creation control conducted by the records management authority of each institution, the management of records schedules, the accession, preservation, and appraisal of records and their service, and the monitoring of records management. The area of records management in the offices is composed of the creation, registration, arrangement, and transfer of records as they are intended to be used during the monitoring of records management conditions. The study made it possible to measure all evaluation indicators with a quantitative evaluation method by clearly proposing the standard for objective and accurate evaluation.

Exploring the Effects of Corporate Organizational Culture on Financial Performance: Using Text Analysis and Panel Data Approach (기업의 조직문화가 재무성과에 미치는 영향에 대한 연구: 텍스트 분석과 패널 데이터 방법을 이용하여)

  • The main objective of this study is to empirically explore how the organizational culture influences financial performance of companies. To achieve this, 58 companies included in the KOSPI 200 were selected from an online job platform in South Korea, JobPlanet. In order to understand the organizational culture of these companies, data was collected and analyzed from 81,067 reviews written by current and former members of these companies on JobPlanet over a period of 9 years from 2014 to 2022. To define the organizational culture of each company based on the review data, this study utilized well-known text analysis techniques, namely Word2Vec and FastText analysis methods. By modifying, supplementing, and extending the keywords associated with the five organizational culture values (Innovation, Integrity, Quality, Respect, and Teamwork) defined by Guiso et al. (2015), this study created a new Culture Dictionary. By using this dictionary, this study explored which cultural values-related keywords appear most often in the review data of each company, revealing the relative strength of specific cultural values within companies. Going a step further, the study also investigated which cultural values statistically impact financial performance. The results indicated that the organizational culture focusing on innovation and creativity (Innovation) and on customers and the market (Quality) positively influenced Tobin's Q, an indicator of a company's future value and growth. For the indicator of profitability, ROA, only the organizational culture emphasizing customers and the market (Quality) showed statistically significant impact. This study distinguishes itself from traditional surveys and case analysis-based research on organizational culture by analyzing large-scale text data to explore organizational culture.

Marketing Stimulating Factors of Impulsive Buying : Focus on TV Home Shopping Consumer (충동구매에 미치는 마케팅자극요인: TV홈쇼핑 이용자를 중심으로)

  • The central purpose of this paper is to examine impulsive buying from home shopping channels and to investigate some stimulating factors of marketing on the customers' impulsive buying. on TV. Survey questionnaires were given to 303 customers who have purchased products through TV home shopping more than once. We report the following findings. First, we find that product stimuli factors exert an effect on impulsive buying of fashion goods, but not of specialty goods. Second, of the two promotion stimuli factors a bonus pack and an extended payment period-the latter is shown to have a great effect. Third, in the case of price stimuli factors, concrete stimuli such as a discount range have a greater influence than abstract stimuli such as a reliable pricing. Finally, in the area of situational stimuli factors, speeches of show hosts have a bigger impact than buying situations such as limit selling. We believe that the current research provides a significant result, theoretically and practically, with respect to customers' behavior in TV home shopping. The methodological limitation involving samples and sampling method and the regional limitation make it difficult to generalize the findings. It should be worthy classifying and managing marketing stimuli. More practical research is in order.

  • These days a great mix of traditional and digital contents such as movie, broadcasting, advertisement, e-books, music, game, animation, cartoon, character, knowledge information, and art performance are widely available. Many more are yet to come, with improved quality and added features. It is expected that all these contents will be evolved into a new breed of convergence content through the process of consolidation, expansion, integration, and recreation. Across the digital ecosystem, a new formula is being added to the industrial structure : 'Information/Content-Platform/Device-Goods/Service.' In the near future, as a result of technological innovation and convergence, the business sector will lose its boundaries as well, as businesses will be forced to look beyond the product itself and focus more on multi-functionality. Especially, in the era of creative economy, more policies need to be crafted in order to procure a new growth engine for the future with the agenda for convergence between humanities and technology. Therefore, the purpose of this paper is to analyze the concept, factors, elements, types, and cases of convergence, which are the essence of content convergence. This analysis, with its focus on the convergence process, will help identify the effects and limits of content convergence as well as the prospects for convergence contents in the smart ecosystem under the creative economic system.

A Study On Factors Influencing on Participation Intention of Open Collaboration Platform : Focused on Music Industry (개방형 협업 플랫폼 참여의도에 영향을 미치는 요인에 관한 연구 : 음악산업을 중심으로)

  • Added value of music industry in Korea is not distributed and calculated properly, and this obstacle brings various problems in a creative environment. Meanwhile, a new business model such as Open Collaboration, Crowdsourcing and platform that makes decisions and innovation from external resources has been appeared in commercial area. This new model like a composer delivers to consumers directly through Youtube.com, and multi collaboration is applied to the music industry, and it enables a new type of mechanism for creation, distribution, division, and calculation of music. However there are not enough empirical study of the music market because existing relative researches has been centered around fundamental concepts and application methodologies. This research defines Open Collaboration Platform in the music industry, and studies affecting factors of Participation Intention for example Justice, Information System Quality and Perceived Value. For a survey we apply PLS(Partial Least Square) to analyse Equity, Information System Quality and structural equation between Perceived Value and Participation Intention. Analysis results show Distributive Justice and Procedural Justice affects Platform Trust, and Service Quality, Economical Value and Emotional Value affects Platform Usefulness. Also Platform Trust and Platform Usefulness affects Platform Participation Intention. We discussed academic and practical implication based on research results.

Outcome Expectations and Social Entrepreneurial Intention: Integration of Planned Behavior and Social Cognitive Career Theory

  • The paper examines social entrepreneurial intention through outcome expectations. The proposed model incorporates outcome expectations from social cognitive career theory and theory of planned behaviors. The study also introduces a scale for outcome expectations in social entrepreneurship, including solving social problems, innovation, family tradition of social involvement, meaning in life, prestige and social recognition, competitive and favorite job and wealth. A survey of 279 students was conducted through face-to-face structured interviews. The confirm factor analysis and technique of structural equation modeling were used to explore relationships among latent constructs. Research results show that the outcomes impact only through three determinants of theory of planned behavior and do not have significant impact to social entrepreneurial intention. It suggests that outcome expectations may be a flexible factor. Individual outcome expectations can shift to motivations when facing favorable conditions such as family support, government support, etc. The findings suggest that the ability to predict social entrepreneurial intention of attitude toward behavior, subjective norms, and perceived behavioral control. The proposed model in this study contributes importantly to the emerging literature on entrepreneurial intention, particularly to social entrepreneurial intention. This study is also the first quantitative study to measure the impact of outcome expectations on social entrepreneurial intention.

Role of Financial Literacy and Peer Effect in Promotion of Financial Market Participation: Empirical Evidence in Vietnam

  • The research examines how interactions of financial literacy and peer effect indicators impact financial market participation of Vietnamese investors. In this research, financial literacy indicator is constructed from two levels, namely, basic financial literacy and advanced financial literacy. An empirical study was carried out by investigating 387 individuals who are currently working in finance-related areas such as banking, insurance and real estate industries. The findings indicate that individuals with higher level of financial literacy, specifically those with advanced financial literacy level, tend to participate in financial market. However, individuals with basic financial literacy level tend to walk away from financial market because the nexus between basic financial literacy and financial market participation is found negative statistically significant. The findings also suggest that peer effect and perceived financial literacy have a positive significant relationship with financial market participation. These findings remain robust after endogenous problem is addressed by employing instrument variable (IV) method, especially Ivprobit regression. Hence, these findings recommend that policy-makers should design and develop financial literacy programs, specifically at sophisticated level, to adapt and overtake the trend in financial innovation development. This should be done, not only on individual, but also national scale to ensure greater financial market participation.

Promotion of Fintech Application for the Modernization of Banking-Finance System in Vietnam

  • In today's financial industry, Fintech (financial technology) has showed its role of an innovation-driving area, which can bring outstanding changes to the traditional financial market. This article will briefly introduce Fintech as well as its development in Vietnam. Besides, the research also provided a survey on experts' opinions on the challenges to the promotion of Fintech application for the modernization of the banking-finance system in Vietnam. The survey results of 40 experts in banking with knowledge of Fintech identify five challenges faced by Fintech companies in Vietnam: (1) legal corridor; (2) infrastructure; (3) Fintech companies; (4) customers; and (5) human resources. From these five challenges/barriers, there are 14 detailed aspects. The results of the expert survey using descriptive statistics show that all five factors are assessed to be low and need to be better addressed in the future. The authors suggest several solutions for further development of Fintech to support the modernization of the banking-finance system in Vietnam: (1) quickly complete the regulatory framework; (2) introduce policies on tax exemption; (3) promote research and application of the benefits of block-chain technology; (4) utilize the abilities of the human resources; and (5) actively promote and popularize knowledge about Fintech.

Analyzing the Economic Effects of Past Mobile Network Sharing Deals for Future Network Deployment

  • The increase in data traffic calls for investment in mobile networks; however, the saturating revenue of mobile broadband and increasing capital expenditure are discouraging mobile operators from investing in next-generation mobile networks. Mobile network sharing is a viable solution for operators and regulators to resolve this dilemma. This research uses a difference-in-differences analysis of 33 operators (including 11 control operators) to empirically evaluate the cost reduction effect of mobile network sharing. The results indicate a reduction in overall operating expenditure and short-term capital expenditure by national roaming. This finding implies that future technology and standards development should focus on flexible network operation and maintenance, energy efficiency, and maximizing economies of scale in radio access networks. Furthermore, mobile network sharing will become more viable and relevant in a 5G network deployment as spectrum bands are likely to increase the total cost of ownership of mobile networks and technical enablers will facilitate network sharing.

  • 중소기업 제품이 글로벌 시장을 선도하려면 기술혁신과 시장 경쟁력을 갖는 혁신 제품개발 지원을 위한 인프라 구축은 필수적이다. 다시 말해서 기술 및 제품개발에 일련의 신제품 개발 프로세스를 기업들이 잘 시행하고, 기술혁신 및 제품개발의 성공률 제고를 위해서는 기존 기업지원 프로그램을 보강할 필요성이 있다. 또한 개발된 원천기술과 상용화 간의 간극(gap)을 줄이고 기술개발의 연쇄적인 문제점을 해소할 R&BD(Research & Business Development)인프라를 구축하여 기술/제품에 대한 지식을 폭넓은 분야의 전문가 또는 사용자들과 공유하고 완성도가 높은 시제품 제작으로 기업의 한정된 내부자원과 상품성을 보완할 필요가 있다. 본 논문에서는 개발환경과 자원이 열악한 중소기업의 기술개발-사업개발-시장개발이 통합적으로 고려되어 활용될 수 있는 신개념의 시스템 도입 필요성과 위의 제반 문제점들을 해결할 수 있는 소셜기반 manufacturing platform과 제품 제작 인프라 및 기업지원, marketing 등을 지원하는 신 에코시스템인 CSP(Crowd Sourcing Platform) 구축 및 서비스 디자인에 대해 논한다.
