Recently, the importance of disaster prevention has emerged as serious accidents have occurred frequently, in which workers died or seriously injured at industrial sites. In response, the government enacted the 'Act on the Punishment of Major Disasters' to strengthen the responsibility, punishment intensity, and regulation of business owners for accidents at the site. In particular, the construction industry accounts for a large proportion of serious accidents, so safety levels need to be raised through on-site management. This study aims to reduce the occurrence of disasters at construction sites and to improve the work efficiency of safety managers. To derive detailed elements of the safety manager's work, domestic and overseas cases were investigated. The derived items were analyzed for the difficulty and preventive effects of the work through a survey of experts, and they will contribute to disaster prevention by presenting tasks to be focused and suggesting ways to improve inefficient tasks.

Recently, the interests in safety and prevention from disaster are increasing. In particular, lifeline networks such as water line and sewerage, electricity, gas, and road would be damaged from a disaster. If the lifeline networks do not work in normal, national public service will not properly function. Researches in social network analysis have been conducted for analyzing the interdependency between individuals since 1970s. These network analysis are utilized to investigate a spread of information and disease. However, it is hard to discover the analyzed cases including characteristics of nodes of networks in the area of transportation and disaster. Therefore, this study conducts network analysis of flooded road with flooding scenarios, investigates safe evacuation routes in flooded road network, and suggests efficient approaches for preventing damages from a flooding.
This study aims to derive the problems of firefighting and safety measures for architectural heritage with a wooden structure in rural areas and present their improvement measures. To identify those problems, this study grasped the features of the cultural heritage through the building structure and environment of a wooden Catholic secondary station in Dangjin, and analyzed fires that may occur and safety factors. As a result, although the mission station is an important cultural property in terms of its history, place and local identity, it had problems with disaster prevention systems such as vulnerable safety including fire and difficulties in fire recognition and initial firefighting. Therefore, this study concluded through its review and analysis that a disaster prevention system such as stronger firefighting is needed; that fire fighting facilities suitable for the characteristics of the secondary station with a wooden structure should be installed and a main player should be arranged in fire prevention activities to improve the fire prevention system of the cultural property; and that as most mission stations are located in rural areas, it is necessary to more thoroughly protect wooden-structure secondary stations from natural disasters such as forest fire and to improve fire response measures.

Clear understanding and related information management of geography and city facilities are the fundamental approach to prevent city disaster. In order to accomplish the service to prevent city disaster effectively, there needs to be a consistent framework for data collection, to build models, and to manage information. In this study, the authors proposed standardized city information modeling process and application concept to use information model for service of preventing city disaster in information management standpoint. The study was conducted on the process of classification and necessary attributes to manage city facilities effectively considering disaster related information. Additionally, the study suggested the methods for building an open city information model based on an integrated data schema, CityGML. Finally, through the implementation of sample model, the study confirmed city information modeling methodology and applicability for service of disaster prevention.
Detailed finite element (FE) analyses of a full-scale four-story steel frame structure, subjected to consecutive 60% and 100% excitations from the JR Takatori records during the 1995 Hyogoken-Nanbu earthquake, are conducted using E-Simulator. The four-story frame was tested at the largest shake-table facility in the world, E-Defense, in 2007. E-Simulator is a parallel FE analysis software package developed to accurately simulate structural behavior up to collapse by using a fine mesh of solid elements. To reduce computational time in consecutive dynamic time history analyses, static analysis with gravity force is introduced to terminate the vibration of the structure during the analysis of 60% excitation. An overall sway mechanism when subjected to 60% excitation and a story mechanism resulting from local buckling of the first-story columns when subjected to 100% excitation are simulated by using E-Simulator. The story drift response to the consecutive 60% and 100% excitations is slightly smaller than that for the single 100% excitation.
A steel shear wall with double-tapered links and in-plane reference was developed for assisting the assessment of the structural condition of a building after an earthquake while maintaining the original role of the wall as a passive damper device. The double-tapered link subjected to in-plane shear deformation is designed to deform torsionally after the onset of local buckling and works as an indicator of the maximum shear deformation sustained by the shear wall during an earthquake. This paper first examines the effectiveness of double-tapered links in the assessment of the structural condition under various types of loading. A design procedure using a baseline incremental two-cycle loading protocol is verified numerically and experimentally. Meanwhile, in-plane reference links are introduced to double-tapered links and greatly enhance objectivity in the inspection of notable torsional deformation with the naked eye. Finally, a double-layer system, which consists of a layer with double-tapered links and a layer with rectangular links made of low-yield-point steel, is tested to demonstrate the feasibility of realizing both structural condition assessment and enhanced energy dissipation.
Domestic construction industry has considerable level of construction performance and technology thanks to the economic development and as the result of performing diverse oversea construction project. However, construction disasters have been steadily increasing, and do severe disasters at faster pace. Most of such disasters happen at small and small medium-sized construction fields, which contract size is less than 10 billion won. small and medium-sized construction fields are not obliged to designate a safety manager, and have limitations in engaging self-regulating disaster prevention activities due to reduced budget for safety facilities. For the small and medium-sized construction sites with less than 10 billion won, the Ministry of Labor has been carrying out mobile inspections of construction safety. However, the effect so far is insignificant and an improvement plan is required. Therefore, in the present thesis, we derive problems appearing in the current construction safety mobile inspection system, investigate and study systems in foreign countries, and suggest an efficient and effective plan to operate safety technology inspections. First of all, we establish a standard to select sites to be inspected that are high in construction risk and disaster occurrence probability In addition, we suggest a plan to take administrative and judiciary measures based on the total score for disaster factors considering the disaster occurrence probability and the illegal practices. Furthermore, a scheme to maximize the effect of disaster prevention is sought by building an organic cooperative system between the Ministry of Labor, Korea Occupational Safety & Health Agency and other organizations specialized in instruction of construction disaster prevention. Finally, we induce a research conclusion that leads to self-regulating safety management through checking and instructing systematic management on mobile inspections.
This research overcomes limit of prevention of disasters connection manual that was stopping in existing administrative formality presentation, and allowed purpose in substantial prevention of disasters countermeasure presentation through powerful engineering access. Did operation plan manual Tuesday in contiguity crossing that can reduce confusion by vehicleses that detour by contiguity IC of disaster point to do unusualness ashes in freeway section for this and solve jam-up phenomenon that occur by processing way insufficiency for roundabout way vehicles when happen. Metropolitan areas to target type classification in the highway along the highway adjacent to the intersection at Main Line Blocking optimum operating point analysis and an analysis of countermeasures in case of disaster, the lower the road entering the highway depending on the type of operating at the intersection were different. Depending on the results of analysis, while each point of a disaster, according to the characteristics of geometric conditions, traffic conditions, identify and determine the operating room and the adjacent intersection of media, and building systems to promote the driver if the quick initial response from the impending disaster situations and the safety of drivers can be considered secure.
Recently, a great number of natural disasters have more frequently happened than the past. The National Emergency Management Agency of Korea has made preparation for the integrated management system of steep slope lands. There is information based on the steep slope inspection sheets and the underground spatial information related to the prevention against steep slope disasters. Nevertheless, building a complete DB System to prevent the hazards and secure the safeties should be urgently dealt with. It is mainly because the information of the National Disaster Management System is restricted to the text-based brief data. Therefore, the purpose of this study is to suggest the method as to building steep slope DB system for disaster prevention and maximizing the availabilities. This study shows the way of building a web-based DB system having its root in the steep slope inspection sheets. The method of establishing the ideal DB system that has liaisons between the Ministry of Land, Infrastructure and Transport and the National Emergency Management Agency is discussed in this study. Furthermore the optimization of DB utilization will assist the various integrated steep slope management systems based on U-IT which are ongoing projects.
