The Korean government is building a virtuous cycle of startups and venture businesses for a dynamic, innovative economy. This ecosystem is made possible when a social environment that embraces tolerance and turn business failure into re-startups and challenging venture startups by outstanding entrepreneurs are present. Due to the government's efforts to promote start-ups and venture businesses, their number has been increasing annually, but the efforts to create a social environment for re-startups and establish a relevant institution have recently started. This study is aimed at providing policy direction for re-startups by getting policy implications after identifying the current status of domestic failed businessmen' re-startups based on previous researches on failed businessmen. This study also reviewed advanced nations' cases and made international comparison of re-startup policies. Before the startup culture that recognizes failure as the stage for success is formed as in the U.S., it is necessary to create a legal basis for continuously pushing for the rechallenge policy of EU's Small Business Act and establish and operate the private sector-driven revitalization council of SMEs in Japan. It is also necessary to consider the guarantee of failed businessmen' livelihood. If additional research and government policies are added to the conclusions made on the policy implications, this research will provide an in-depth insight for revitalizing domestic re-startup.

Purpose: With the increase in the energy consumption in the building sector, many studies have recently been conducted to address this issue. Due to its efficiency, diverse studies on a light-shelf, which is a natural lighting system, are in progress. However, there has been no research on the external illumination that determines the performance of a light-shelf. Therefore, the present study aimed to prepare the external illumination standard for securing the lighting performance of a light-shelf through the light-shelf performance evaluation based on a 1:1 scale testbed, and to suggest a height-adjustable light-shelf based on an open and closed concept for the case in which the lighting performance of the light-shelf significantly deteriorates, by collecting the external illumination. Method: In this study, a 1:1 scale testbed was established for performance evaluation, and the external illumination standard for securing the performance of the light-shelf was prepared by comparing the lighting performance of the light-shelf depending on the open and closed condition of the light-shelf and the external illumination. Result: 1) In this study, a light-shelf that can be opened or closed depending on the external illumination was suggested. As a result, the prospect right can be secured by creating the condition where there is no light-shelf installation by moving the light-shelf to the top of the window when the lighting performance is not secured. 2) In the summer solstice, the external illuminations appropriate for lighting energy reduction were more than 75,000 lx and 60,000 lx for the light-shelf width of 0.3 m and 0.6 m, respectively. 3) In the intermediate period, the external illumination appropriate for lighting energy reduction was 60,000 lx. In the winter solstice, making the condition where there is no light-shelf installation by closing the light-shelf would be appropriate. 4) Based on the aforementioned results, the external illumination standard for the opening and closing of the height-adjustable light-shelf based on an open and closed concept suggested in this study was 60,000 lx, and the light-shelf with a width of 0.6 m would be advantageous for lighting energy reduction.
As an animation educator at Mahidol University International College, Bangkok, for eight years I have been in a privileged position to be educating a small section of a new generation of Thai animators. Thailand has had little animation experimentation of their own and pre-internet had limited access to such diversity so I have attempted to bring some of the wealth of animation history, in particular British and European, as this is my background, into the classroom. In particular my teaching aim has been to introduce various possibilities to the choices of medium, styles and textual narratives that early (and current) experimental and independent animators have explored. Since the release of the first commercial feature film, Khun Kluay 2006, the Thai animation industry has gone through various highs and lows in the commercial sector, building a skilled workforce, many of whom trained and worked abroad then returned. Now there is strong evidence of an independent animation starting to emerge. In a continuation to my research on Thai Animation this paper will analyze selected independent works in more detail, exploring the themes, style and technology used. Whilst also acknowledging the possible mis- interpretation as that this is coming from the perspective of an outsider whose cultural language and interpretation may transcend the creators' given experiences and add alternative interpretation. The aim will be to contextualize the content, ideas and cultural perspective and bring more Thai works into the gaze of animation studies academics
Automobile-oriented urban transport system, continued from the past in Korea, is giving rise to inefficiency and social costs in transport sector. With revitalizing usage of bicycle, human-powered transport mode, it is possible to enhance sustainable green growth, improvement of the city-competitiveness, and the quality of life. In this study, the possibility of bicycle usage promotion in Korean cities is examined at 7 points of views. As a result, though the bicycle usage is low now, we figured that there are many positive signs to increase bicycle usage in Korea. Also, we draw a diverse key policies for building green urban transport system that bicycle have a most important role on transport system. So policies to promote bicycle usage are reviewed to analyze on bicycle-oriented 5 cities, in which have high bicycle mode share. By this review, this study could draw 41 key effective policies to 3 aspects (bicycle infrastructure, safety and promotion, and policy sustainability). In addition to, importance of 21 key effective policies about bicycle infrastructure is suggested as considering city's characteristics.
According to the facility of effective search and user-friendly access to various spatial data by building GIS, the demand for application of information and social effect has been increased. To meet such domestic demands, it has become necessary to develop local, regional, and global SDI(Spatial Data Infrastructure) which can support discovery, access, and use of spatial information in the decision-making process. Many developed countries are implementing and managing GSDI in accordance with their state and purpose. There are two typical international cases; U.S. Geospatial One-Stop and European Geo-Portal. These systems are observed the international standards so they provide standardization and interoperability of GI. In domestic cases, however, each sector is managing separately geospatial data management systems. From this point of view, this paper proposed implementation approaches of GOS that can provide interchange of geospatial information between supplier and user. This paper focused on standardization, considered technical and political factors and analyzed two cases of GOS such as U.S. and Europe cases into our spatial information environments. It is possible to search and access geospatial data effectively by introducing GOS. In addition, it is possible to promote popularization of geospatial information and development of GIS industy.
Sales of the Korean clothing industry grew to 16.9 percent on-year in 2010, but the growth rate dropped to 3 percent from 2011 to 2016 and the overall market began to slump to 1.1.6 percent in 2017. The competitiveness of clothing companies is also a major sector in logistics capability, and the average logistics cost of domestic clothing companies is 8.3 percent of sales in 2011, higher than the average 8 percent of domestic industries, and 36.4 percent of the total storage cost in 2011, higher than the 28.8 percent share of the total storage cost of domestic companies. As domestic production conditions such as wage hikes and labor disputes worsened in the 1990s, production facilities were rapidly moved overseas, which led many clothing companies to have no production facilities or a minimal production base in Korea and focus on marketing and design capabilities. The total storage capacity and storage efficiency of the logistics center became very important as the products were changed to the form of mass warehousing and small-volume forwarding. Research shows that building column spacing, a model of this research, can affect the amount of hanger rack storage empirically, so for sustainable growth of clothing companies, it is necessary to improve competitiveness in the logistics market by reducing costs and improving efficiency to overcome difficulties in corporate management. Because logistics costs are 8.3 percent and operating profit to sales ratio is 2 percent, it is expected that operating profit will increase by 41.5 percent if logistics costs are reduced by 10 percent. If 10% of storage cost is saved based on storage cost, operating profit is expected to increase by 15% To strengthen the competitiveness of the clothing industry, a reduction in logistics costs is essential. Therefore, the purpose of this study is to provide hints that logistics experts can have empirically small amounts in reducing storage costs through column spacing adjustment of logistics centers that have not been dealt with statistically until now, and to contribute to the continued growth of clothing companies and the development of the domestic logistics industry.
The purpose of this study is to investigate the effect of organizational culture on organization and organizational performance, and it was targeting for 350 public officials (local governments, foundation under local governments, public corporation) who research work and consulting were implemented for. When it comes to the response to questionnaires, 313 copies out of 350 were verified on the research hypothesis of the research model by using statistical package programs of SPSS 20.0 and AMOS 20.0. Results of the research hypothesis on research model show that firstly, regarding the research hypothesis 1 that the organizational culture of public organization will have a positive (+) significant effect on learning organization, the organizational culture recognized by the organizational members of public organizations showed a positive influence on the learning organization. In other words, it showed that the organizational culture recognized by the organization members of public organizations is a major factor in building a learning organization. Secondly, regarding the research hypothesis 2, the result of the relationship between organizational culture and organizational performance, that the organizational culture recognized by the organizational members of the public sector showed a positive influence and it implies the importance of recognizing and transforming the organizational culture of public organizations to improve organizational performance of public organizations. Thirdly, regarding the research hypothesis 3, the organizational culture recognized by the organizational members of public organizations showed an influence on organizational performance and also showed apositive(+) influence on organizational performance through learning organization. As the organizational culture recognized by the organization members in the public sectoris influencing the organizational performance through the learning organization, various implementation plans are required to improve organizational culture, improving learning organization, and improving organizational performance in accordance with the characteristics of public organizations.
The purpose of this study is to examine the global value chain of the global automotive industry to investigate the success factors through the example of the value chain of Hyundai Motor. It looks at the value chain of the well-known Korean automaker, Hyundai Motor, to find success factors with cases. It examines the process to build the supply chain of Hyundai Motor to analyze what impact it has on the growth of Hyundai Motor to look closely at the vertical division of labor of vehicle parts manufacturers. Korea's automobile industry has been expanding cooperation between two sectors as a multifunctional promotion focusing on electronic communications technology in machinery and technology center. Through introducing the nation's first vertical integration in the sector, Hyundai Motor has secured competitiveness of cost reduction and prestige car production. Hyundai Motor has operated and established factories in the United States, India, Turkey, the Czech Republic, Russia, and Brazil. Hyundai Motor operates 51 affiliates, such as Hyundai Mobis, by restructuring, mergers and acquisitions, and building their own vertical division of labor around it. Hyundai Motor has been overcoming dependence on foreign modules businesses and maintaining the supply value chain around Hyundai Mobis.
This paper deals with a strategic investment decision model for improving investment profit in shipping industry. Despite the quantitative expansion of Korean shipping business, many shipping firms have suffered financial difficulties due to financial and operating risks that result from the characteristics of capital-intensive business as well as of volatility of shipping markets. As a result, managers in charge of making an investment decision, particularly in tramper business sector, are required to take both financial and operating risk factors into consideration. Put it differently, managers are strongly recommended to avoid these risks by ship asset play; buy-low and sell-high, which results in considerable capital gain and cost reduction. In addition, managers in shipping industry are also recommended to consider the ship chartering investment alternative when the freight markets show extreme volatility as the case of 2008 triggered by sub-prime mortgage financial crisis in USA. For example, the BDI suffered plunging down from 1000 in 2008 to 100 in 2010. Consequently, the 4th largest shipping company in Korea, DAEHAN Shipping Co., has collapsed primarily due to excessive tonnage expansion during the peak time of bulk market. In sum, the strategic investment decision model, suggested in this paper, is designed to include such factors as capital gain by asset play, timely chartering for alternative shipping service, and optimization of operating profit by tonnage adjustment in accordance with change in the shipping markets concerned.
The problem of global warming faced a big turning point due to the adoption of "Kyoto protocol"in 1997. Therefore, by enacting "Act on Advancement of Integration and Streamlining of Distribution Business"and "green logistics partnership council"to reduce $CO_2$ emission, fulfillment of distribution work is comprehensively and effectively supported by Japan. In particular, the green management certification system, which promotes green management based on the independent and planned environmental measures of transportation service of harbor employers, warehouse operators, and trucking employers of logistics sector, is promoted. As such, the Japanese government is actively promoting the eco-friendly green logistics policy to reduce $CO_2$ emission in terms of the prevention of global warming by building the comprehensive and efficient logistics system. Therefore, this thesis studied the status of the green logistics policy of Japan where the eco-friendly logistics system is being built ahead of Korea and as a result, it presented the implications on the green logistics strategy which is eco-friendly and can be developed continuously, the development of eco-friendly green logistics industry, the introduction of green logistics certification system, Departmental roles and responsibility of administrative agencies.
