Recently as people's values are changing from development phase into running stage after quality of life, so that the needs of environmentally friendly construction are gradually increasing. Also populace discontent about the pollution during construction process such as the noise and vibration caused by construction machinery is increasing. Even though it is impossible to eliminate the construction pollution fully, it is necessary to make efforts to reduce construction pollution to a minimum. In terms of construction site operating, the first possible step for solving these matters directly is that the necessary sum of expenses must be secured as the environmental management costs in the conceptual phase. However, in fact, the environmental management costs have not been secured in the budget. Generally it is the major reason not arising proper activities to prevent the pollution in the construction site. The purpose of this research is to suggest the efficient budgeting method regarding Environmental management costs to ensure the necessary sum of environmental management expenses. To provide an efficient budgeting method, interviews with the person in charge of environment management was conducted. 78 construction sites was surveyed and environmental management costs were analyzed through their historical data from the survey. According to the results of analysis, the ratio of environmental management costs is revealed 0.45% of construction cost as average comparing 0.2% of legal limit. And usually the environmental management cost was appropriated into the safety management budget. So it is needed to isolate environmental management budget securely and modify the ratio of Environmental conservation Costs in Construction Technology Management Act.

본 연구는 경찰의 효율적인 예산집행과 예산확보의 정당성 마련을 위해 경찰의 예산집행 문제점을 분석하고, 효율화 방안을 마련하는 데에 연구의 목적이 있다. 이를 위해 2009년부터 2012년까지의 경찰의 예산집행에 대한 국회예산정책처의 보고서를 내용분석 하였다. 분석결과 경찰은 예산집행의 문제점으로 분류되는 거의 모든 항목에서 지적을 받고 있었으며, 특히 집행관리의 부적절이 40%에 달해 체계적인 관리가 이루어지고 있지 못한 것으로 나타났다. 또한 타 기관에서도 많이 발생하는 예산의 과다/과소 계상이 두 번째로 높게 나타났으며, 목적 외 사용을 포함한 법령위반 사항이 10%에 달했다. 부서별 분석결과, 교통국이 40%이상을 차지할 뿐만 아니라 거의 모든 유형의 문제점이 발생하고 있어 교통국에 대한 효과적 예산관리가 시급한 것으로 보이며, 생활안전국의 경우는 사업의 유사중복, 예산의 과다/과소 편성, 사업계획 부실 등 집행이전의 예산편성 단계에서의 문제점이, 기획조정관의 경우는 법 제도의 미비로 인한 문제점이 많은 것으로 나타났다. 국회예산정책처의 보고서 분석결과 교통안전 소통확보가 가장 많은 지적을 받고 있었으며, 경찰행정지원, 범죄예방 및 사회적 약자 보호, 전문경찰 양성, 치안 인프라 구축 순으로 많은 지적사항이 있었다. 이러한 경찰의 예산집행상 문제점을 해결하기 위해서는 상시적으로 예산의 집행실태와 사업의 진행상황을 확인하고 점검할 수 있는 체계를 구축해야 하며, 부적절한 예산의 사용 등이 발생했을 시에는 부서나 지방경찰청별로 예산을 삭감하거나 부서평가 점수를 감점하는 등의 패널티를 마련해 예산집행의 중요성을 강조해야 한다. 또한 집행과 관련된 문제의 일정부분이 예산의 편성단계에서부터 시작되므로 예산편성 당시 국가재정법과 기획재정부의 예산안 편성지침에 맞게 예산안을 작성해야만 한다.

The stage costume in theater, along with the stage art, is the element that has the biggest visual effect in helping the audience to understand the theater. Nevertheless, in the domestic theater production system, compared with the other public performance products, the stage costume has been rented or purchased due to the lack understanding of the importance of the stage costume and budget problem, and thus the role of the stage costume has been undervalued. Such a phenomenon is more noticeable in the small scale theater. However, in this play White Neutral Nation (Original: Andorra), the production team and the directing team recognized the importance of the costume in the early stage of production, and accordingly lots of efforts, such as staff meetings and budget allocation, were made for the stage costume. As a result, the entire production process of the stage costume could be examined. Recently, performance culture in Korea has made rapid progress and diverse forms of public performances are created and planned. Accordingly, the level of audience has been rising and the interest in the stage costume is also rising. So, it can be said that not only the stage costume but also the production system that makes it are important. This research examined the production process of the stage costume only of the play White Neutral Nation but it is considered necessary to make researches on the production process of the stage costume used for the theater of different themes and public performances of different kinds and to systematize their production process of the stage costume.

EVMS(Earned Value Management System)는 공정-공사비가 통합된 관리기준 상에서 단위 관리항목을 중심으로 계획 대비 실적측정을 통해 공정-공사비 실적 치를 측정, 분석, 예측하는 관리체계로서, 발주자 측면에서는 실적기반의 공사비 집행 및 관리를 통해 예산관리의 효율성을 증진시키며, 시공자측면에서는 공정-공사비 통합을 통한 원가 및 기성관리의 효율화 방안으로서 그 효과를 찾을 수 있다. 최근 우리나라에서도 공공 건설사업 효율화 방안의 일환으로 EVMS에 의한 공정-공사비 통합관리를 시도하고 있으나, EVMS에 대한 지식과 운영기반이 취약한 것으로 나타나고 있다. 따라서 본 연구에서는 국내 건설생산체제를 분석하여 EVMS 개념의 도입을 위한 장애요인과 한계성을 규명하고, 국내 건설환경에 적합한 EVMS에 의한 공정-공사비 통합관리 프로세스 모델을 제안하고자 한다. 이 모델은 6가지 하위 프로세스로 구성된다. : 조직구성, 일정계획, 계약금액 편성, 실적관리기준 설정, 경영분석, 변경사항관리.

군수물자의 적기 조달은 군의 작전능력 유지를 위해서 필수적이며, 계약업무는 적기 조달을 위한 첫 단추라고 할 수 있다. 또한 신속한 계약체결은 수요자의 여유로운 납기설정을 가능케 하며, 예산 집행의 가능성을 높여주기 때문에 예산의 조기집행과 이·불용 방지를 위해서도 계약 프로세스 개선이 필수적이다. 최근 빅데이터를 이용한 연구가 여러 분야에서 활발히 진행되고 있으며, 빅데이터를 이용한 프로세스 분석 및 개선 기법인 프로세스 마이닝 역시 민간에서 널리 활용되고 있다. 하지만 군 내 계약업무에 대한 분석은 업무 담당자의 경험과 단편적인 정보를 활용한 이·불용 문제사례별 원인 파악 및 대응적 모색과 같은 개별적 분석수준에 그치고 있다. 본 연구는 계약 프로세스 개선을 위해 공군 군수사령부 재정처가 2019년 11월부터 약 1년간 직접 계약한 총 560건의 계약업무에 관한 데이터를 가지고 프로세스 마이닝 기법을 이용하여 분석하였다. 분산된 데이터를 종합하여 프로세스 맵을 도출하고, 프로세스의 흐름, 수행시간 분석, 병목 분석 및 추가 세부분석을 실시했다. 분석결과 다수 계약 건에서 의뢰 후 재검토/수정이 반복 발생하고 있음을 발견할 수 있었다. 반복적인 재검토/수정은 원가계산 완료까지의 소요일수 지연에 크게 영향을 미치고 있으며, 이는 병목 지점 시각화를 통해서도 명확하게 드러났다. 재검토/수정은 계약의뢰가 많은 상위 5개 부서에서 60% 이상 발생하고, 의뢰가 집중되는 상반기에 주로 발생하는데 이는 소요부서의 계약의뢰 전 면밀한 사전검토가 필요함을 의미한다. 그리고 재정처의 계약업무는 법령에 따른 절차대로 수행되고 있었으나, 일부 업무의 순서조정이 필요함을 알 수 있었다. 본 연구는 군 내 계약업무 분석에 프로세스 마이닝을 이용한 첫 사례이다. 이를 기반으로 프로세스 마이닝을 군대 내 다양한 업무에 적용하기 위한 연구가 더욱 수행된다면, 각종 업무의 효율화를 이끌어 낼 수 있을 것으로 기대한다.

The adaptive accounting control system can be regarded as an realistic control system which can adapt itself to uncertain enviromental changes. It has characters that can measure the extend to which we attain our goals and give intelligence, which is essential to planning for the future and for decision making. The budget should present the aim of the compilation of the budget and synthesize the limit through the systematic plan about the utilization of resources, because is a financial plan that is used as estimate of future management operations and as a control of it. If we would like to make good use of this business budget as a tool for planning, we should try to opimize all over the business by relating business operation as far as the effective use of the economic resources in business and the supplying of it are concerned and financial budgets to the responsibility unit center. As this paper is about the budgetary management pattern of marketing based on the adaptive accounting control system, I shall begin with a description of the feature and role of responsible accounting system in management accounting. I shall also deal with the Ex ante accounting system and the Ex post optimum accounting system which are essential to the control stage of business budgeting. And finally, accounting to the control process of adaptive accounting system that fit in with the reality, I shall design a budgetary management pattern of marking section. I wish this paper would be helpful to the activity of budgetary management. A budget is an important step of diverging point. Consequently, when we set up a budgetary pattern based on the adaptive accounting system as far as the control accounting is concerned. I believe that the step of responsible accounting will be a more elaborate and scientific step of management.

With the continuous development of LBS (Location Based Service) applications, privacy protection has become an urgent problem to be solved. Differential privacy technology is based on strict mathematical theory that provides strong privacy guarantees where it supposes that the attacker has the worst-case background knowledge and that knowledge has been applied to different research directions such as data query, release, and mining. The difficulty of this research is how to ensure data availability while protecting privacy. Spatial multidimensional data are usually released by partitioning the domain into disjointed subsets, then generating a hierarchical index. The traditional data-dependent partition methods need to allocate a part of the privacy budgets for the partitioning process and split the budget among all the steps, which is inefficient. To address such issues, a novel two-step partition algorithm is proposed. First, we partition the original dataset into fixed grids, inject noise and synthesize a dataset according to the noisy count. Second, we perform IH-Tree (Improved H-Tree) partition on the synthetic dataset and use the resulting partition keys to split the original dataset. The algorithm can save the privacy budget allocated to the partitioning process and obtain a more accurate release. The algorithm has been tested on three real-world datasets and compares the accuracy with the state-of-the-art algorithms. The experimental results show that the relative errors of the range query are considerably reduced, especially on the large scale dataset.

본 논문에서는 지상 관제국과 2005SAT 위성 사이에서 RF 신호로써 명령 및 원격측정 데이터를 전달하는 기능을 수행하는 원격측정명령계 RF 서브시스템의 개념설계 단계의 링크버짓 해석을 수행하였다. 링크버짓 성능분석을 위해 업링크 및 다운링크 과정으로 나누고 업링크에 대해서는 위성체에서 전력흐름밀도 및 명령수신기에서 여유를 계산하고 다운링크에 대해서는 다운링크 EIRP 및 지상국에서 C/ $N_o$ 및 $E_b$/ $N_o$ 여유를 계산하여 전체적인 통신성능 여유를 만족하는지 조사를 하였다. 업링크 링크버짓 분석결과 명령수신기에서 충분한 전력 수신 여유가 있었으며 다운링크 링크버짓 분석결과 지상국에서 C/ No 및 $E_b$/ $N_o$의 여유가 적정함을 확인하였다.

유리 기판 위에 증착된 비정질 실리콘 박막의 고상 결정화에 대한 새로운 방법을 제시하였다. 비정질 실리콘 박막의 하부에 패턴 된 다양한 크기의 $TiSi_2$ 박막을 전기저항 가열 방식으로 가열함으로서 비정질 실리콘이 고상 결정화 되도록 하였다. 박막히터를 이용한 열처리는 매우 빠른 열처리 공정으로써, 일반적인 로에 의한 열처리에 비해 매우 낮은 thermal budget을 가지므로, 유리기판 위에서도 고온 열처리가 가능하다는 장점을 가진다. 본 연구에서는 500 $\AA$의 비정질 실리콘 박막을 약 $850^{\circ}C$ 이상의 높은 온도에서 수 초 내에 결정화 할 수 있음을 보였으며, 열처리 조건의 변화에 따른 영향과 지역선택성의 장점을 보였다.
