통신방송융합 시장의 경쟁전망과 최적경쟁정책 : 한국 IPTV사례를 중심으로

  • The convergence in telecommunication and broadcasting is one of the most popular topics in these days. For example, the characteristic of IPTV -internet protocol television-is controversial in the extreme. In Korea the IPTV operators are mainly the telecommunication service operators. So it is natural that the IPTV services are categorized to the telecommunication services. But the Broadcasting service providers, especially the CATV providers who can serve the TPS-triple play service- like IPTV players insist that the IPTV should be regulated as a broadcasting service. This paper will analyze whether the regulation in which the IPTV is categorized to one of the broadcasting services is better than the case of telecommunication services. To examine this, the social welfare analysis is conduced and the differential oligopoly market model is used. Together with that, this paper suggests that we can improve the social welfare by the asymmetric regulation between IPTV and D-CA TV. This means that in Korea the IPTV has a weak substitution relation with the D-CA TV and the IPTV should be dealed as a new convergence service that differs from traditional broadcasting services.

  • The user-centric broadcasting environment includes the agent system and personalized broadcasting services for user-adaptive TV watching. In this paper, we propose broadcasting environment consisting of personalized broadcasting services and a multi-agent broadcasting system for the services. The proposed system employs the intelligent agent technology of the Foundation for Intelligent Physical Agents (FIPA) as well as metadata technology of MPEG-7 and TV-Anytime Forum (TVAF). To verify the usefulness of the proposed environment, we implemented a test-bed and demonstrated the proposed agent system with three services including intelligent user-information management service, information mobility service, and content retrieval service.

  • Digital technology enhanced the improvement of technological aspects in the both broadcasting and telecommunications industries. The infrastructures of each industry converged to one, which impacts not only on technology but also on the broadcasting service. The current broadcasting service is characterized by one-way service, but it'll changed to be customized, or two-way service that reflects the interest of customers. This change requires a new standard to categorize and analyze the future broadcasting service converged and market structure, differing from the present standard based on the transmission channels. This study aims at forecasting the demand of interactive TV service as a representative broadcasting service in the near future, and analyzing the market structure of the broadcasting services. We assume that the present broadcasting and information and telecommunications services such as terrestrial, cable TV, satellite, digital TV services and high-speed broadband service have strong relationship with interactive TV service. First we use Bass diffusion method to predict the diffusion curve of the present five services. Then we analyze the relationship between the present services and interactive TV service by Delphi method. Finally we estimate the potential subscription number of interactive TV service based on the relationship among the services and diffusion parameters.

  • Although digitalization of broadcast waves is extending the multichannel programming capabilities of broadcasting, it does not fully exploit the potentiality of the digital evolution in broadcasting. ISDB has been put forth as second-generation digital broadcasting which offers a basis for a universal service in the future multimedia environment, and opens many new possibilities for services and their use. The paper is divided into three parts: A vision of the future of broadcasting, Evolution towards ISDB - integrated Services Television, and Technology development.

  • This paper describes the design and implementation of architecture for convergence of home network services and data broadcasting services based on UMB and ACAP middleware; the one is used for interoperability of home networked devices, and the other for data broadcasting services. The proposed architecture provides TV-centric user interface capable of managing home network services and data broadcasting services together using a remote controller and TV sets TV applying Java TV Xlet interface and HAVi user interface for home network services like data broadcasting services. Besides, we define the service proxy for accessing home network services in a set-top box and the service broker for providing data related to home network services in a home server. Finally, the application manager in ACAP middleware manages the lifecycle of home network services through service events from the service proxy to the application manager.

  • This paper shows the research about the personalized broadcasting system. The personalized broadcasting is the service that users only show the programs which they want to watch when they want to watch these. The purpose of the bi-directional broadcasting service is supporting more satisfied and more personalized services by permitting the bi-directional data transformation. This research also develops the user profiling system for the bi-directional and personalized broadcasting service. This system applied the TV-Anytime metadata specifications which is the standard for the personalized broadcasting services, the system supports the various functions for the bi-directionl and personalized broadcasting such as the user profiling, contents metadata and targeting advertisement services. The bi-directional and personalized broadcasting system increases the users' satisfaction with the recommendation and management of the personally favorite broadcasting contents and advertisements, the trial run results show that the services raise the users' satisfaction with the intelligent and discriminating broadcasting services.

Public Interest Test of Broadcasting Services in Korea : Focused on US and UK (한국의 방송서비스 공익성심사에 관한 고찰 : 미국 및 영국의 사례를 중심으로)

  • Broadcasting services sector has been facing strong public pressure to shift gears from regulation to deregulation since mid-1990s, where a triggering role was played particularly by rapid development of IT technology and content digitization. Major agenda was how to reduce regulatory divides between more liberal telecommunication sector and less liberal broadcasting. After all, common solution package worldwide was for the latter to switch over from network-dependent(vertical) to network-independent(horizontal) regulation, and to facilitate more open and competitive transmission with content market kept protected. This is no other than decoupling content provision from broadcasting and promoting market access towards the latter. Policy experiences of US and UK show that there exists a complementary relationship between quantitative and qualitative restrictions in implementing such deregulation. While mitigating quantitative ownership regulations in broadcasting, they also sought to systematize, so-called, PIT(public interest test) as a qualitative safety device to cope with the risk of losing fundamental public values accordingly in broadcasting. Recent domestic progress in broadcasting legislation in 2009, however, seems to overlook the growing importance of PIT in the process of deregulation. Bearing this motivation in mind and taking account of the relevant WTO disciplines, this paper is to address policy issues and suggestions for PIT in Korea's broadcasting services sector.

Design of a Carousel Manager for Data Broadcasting Services (양방향 데이터방송 서비스를 위한 캐러셀 관리자 설계)

  • Various kinds of data broadcasting services can be offered using a return-channel in digital broadcasting TV compared to analog services. In these data broadcasting environments, several data(associated with TV broadcasting programs, or not) are provided to the TV audiences except for audio/video broadcasting data. In this paper, a structure of data manager for data/object carousel, based on data broadcasting protocols, was proposed for data broadcasting services using a return-channel, and were supported to the production technologies of DTV contents. These contents application techniques for DTV will be implemented with this data manager in MPEG2-TS data broadcasts using PID(Packet ID).

  • Digital Broadcasting Services get abroad from satellite services to terrestrial services and cable services. As broadcasting services become digital from analog, diverse services such as multi-channel, high quality, time-shift function and so on can be possible. It also generates new digital businesses. The Conditional Access System(CAS) is a technology for providing prevention of illegal access to digital contents. It was applied to digital satellite services at Europe and America from the beginning of 90's. In 2002, a domestic digital satellite service provider adopt a CAS system to their broadcasting services. DRM technologies protect intellectual properties and digital rights of digital contents. This paper suggests a design method to construct a CAS system with DRM which can be applied to a CAS for a small digital broadcasting service.

  • We introduce a high-definition three-dimensional television (3DTV) broadcasting system that is fully compatible with the existing transmission system of high-definition television (HDTV). Specifically, we developed high-definition 3DTV broadcasting subsystems including a 3DTV camera, 3DTV video multiplexer and demultiplexer, 3DTV receiver, and 3DTV outdoor broadcast van. To verify the developed subsystems, we performed experimental services of 3DTV broadcasting during the 2002 FIFA World Cup Korea/Japan. According to our subjective evaluation test, 88% of 273 viewers rated the perceived depth of 3DTV as “Good,” and 36% of the viewers preferred 3DTV to other digital broadcasting services.
