This study deals with the regulatory policy of government on the convergence of broadcasting and telecommunication by applying rent seeking theory to Internet Protocal TV (IPTV). Existing literature has mainly focused on the negative implications of rent seeking since Tullock [1967], Krueger [1974] and Buchanan [1980]. We have investigated the regulatory policy along with the progress of the convergence of broadcasting and telecommunication. Regulatory policy on broadcasting, despite its impartial intent. has created the entry barrier in the industry, resulting in high rents. Meanwhile, regulatory policy in telecommunication is more geared by the encouragement of more competitive environments, resulting in reasonably low rents in the market. Regulatory policy in the age of convergence needs to improve the efficacy of the industry and welfare, while maintaining the rent at a reasonably low level. This research has contributed to emphasizing the positive aspect of rent seeking in policy concerned with the convergence of broadcasting and telecommunication, notably IPTV.

인터넷 개인 방송의 확산에 따라 개인 방송 진행자(BJ, Broadcasting Jockey)와 시청자 수가 증가하고 있으며 이들 간 즉각적인 의사소통도 활발하게 일어나고 있다. 본 연구는 인터넷 개인 방송에서 사회적 문제를 야기하고 있는 일부 BJ들의 자극적인 방송에 주목하고 BJ의 일탈 행위를 억제하는 기제가 효과적으로 작동되는지 그리고 BJ와 상호작용을 하는 시청자들은 어떤 영향을 미치는지 알아본다. 구조방정식 모형을 통해 억제 이론의 공식적 및 비공식적 제재가 BJ의 정책 준수 태도를 통해 일탈 방송 의도에 미치는 영향을 살펴보고 BJ의 정책 준수 태도와 일탈 방송 의도와의 관계에 대한 사회적 압력의 조절효과를 확인하였다. 아프리카 TV의 BJ를 대상으로 설문하여 총 234개의 데이터를 분석한 결과 공식적 제재 뿐만 아니라 비공식적 제재 또한 BJ들의 정책 준수 태도를 높이는 것으로 나타났다. 하지만, BJ가 인터넷 개인 방송을 시청하는 시청자로부터 인식하는 사회적 압력은 정책 준수 태도가 일탈 방송 의도를 줄이는 효과를 감소시키는 것으로 확인되었다.

본 연구는 방송 환경에서의 갈등 요인을 정책과 관행을 포괄하는 제도 개념을 설정하고 있는 신제도주의적 관점에 입각하여 외주 정책과 시장 행위 간의 상호작용 과정을 조망하고자 하는 데 목적이 있다. 상호작용 과정을 조망해보기 위해 일차적으로 신제도주의적 관점에서 제시하고 있는 공식적 차원의 정책과 비공식적 차원에서의 관행 간의 상호작용 과정에 입각한 메커니즘을 경로의존성 개념을 통해 조망해봄으로써 새로운 관행으로의 정착에 이르기까지 필연적으로 발생할 수밖에 없는 갈등의 과정을 행위 주체 간의 관계를 통해 분석하고자 한다. 이를 통해 정책이 어떻게 변화하고, 그에 따른 행위가 다시 어떠한 메커니즘하에서 형성되는지의 과정을 이론적 차원에서 모델링해보는 데 본 연구의 궁극적인 목적이 있다.

최근 스마트 TV 의 출현으로 인해 방송프로그램 콘텐츠 사장이 변화하고 있다. 이러한 상황에서 본 연구는 방송콘텐츠 산업의 전망과 정부의 정책방향을 제언하고자 하는 목적에서 수행되었다. 이를 위해 방송콘텐츠 제작 산업분야에 종사하는 전문가를 대상으로 심층면접을 실시하여 자료를 수집하였다. 자료분석 방법은 내용분석을 활용하였다. 연구결과 세 가지 방향의 정책제안을 제시하였다. 궁극적으로 본 연구는 방송프로그램 제작지원 사업의 활성화 정책을 제안하고자 하였다.

본고는 방송사가 일정비율 이상의 외주제작물을 편성하여 방송하도록 규제하고 있는 외주제작 정책의 성과를 분석했다. 외주제작 정책으로 방송 프로그램의 다양성이 제고되었는지를 살펴본 결과, 외주제작 정책시행으로 제작사가 증가하여 방송 프로그램의 제작원이 다양해졌으나 제공하는 프로그램이 특정 장르에 집중되는 한계를 갖고 있었다. 방송영상 콘텐츠의 경쟁력이 증가했는지를 살펴본 결과, 방송 프로그램의 해외 시장 진출이 증가하는 등 긍정적인 효과가 있었으나 드라마 중심의 한정된 장르에 머물렀고, 지상파방송사와 외주제작사 간에 제작비와 저작권 논란 등으로 제작여건이 개선되지 못했다. 따라서 방송사에 대한 외주 편성 비율을 최저로 설정하여 방송사와 외주제작사의 제작의 자율성을 확대하는 것이 필요하고, 방송사와 외주제작사 간의 갈등의 원인인 제작비와 저작권의 문제를 표준제작비와 같은 기준을 만들어 활용함으로써 공정한 거래가 이뤄질 수 있도록 제도화하는 것이 필요한 것으로 나타났다.

최근 각국은 무선 광대역 서비스용 주파수 확보를 위하여 공공주파수와 방송용 주파수의 효율적 이용을 도모하고 있다. 본 연구는 해외의 공공주파수 및 방송용 주파수 관리 정책 동향을 살펴보고, 이를 참고하여 우리나라의 관련 현안에 대한 정책 방안을 제시하고자 한다. 공공주파수의 효율적 활용을 위한 정책 방안으로, 공공주파수에 대한 이용실태 조사, 공공주파수에 대한 기회비용 부과, 주파수 효율성 기금의 설치, 군주파수의 효율적 이용을 위한 유인 제공, 공공주파수에 대한 공유정책 도입 등을 제안하였다. 그리고 방송용 주파수의 효율적 활용을 위하여는 단기적으로는 방송통신발전기금의 부과기준 변경, 중장기적으로 상업용 방송주파수에 대한 할당방식 변경과 행정가격 부과를 제안하였다.

In this paper, we first summarize key components of integrated services of telecommunication and broadcasting. Definitions and typology of th e integrated services are organized th rough comprehensive analysis of recent convergence trend of telecommunications and broadcasting. Various issues on regulations, society cultures, and technical aspects of the convergence are identified. Next, we deal with the digital media broadcasting service which is one of the technical culmination of the telecommunication and broadcasting merged services. The focus of the analysis has been made on policy implications and comparative details with other similar services in the same category. Finally, we suggest the perspectives on forthcoming digital media broadcasting service developments, and implications to cope with this emerging technological breakthrough.

The interest and importance of the convergence services for healthcare expand more and more as the average life expectancy increases. Convergence of ICT and healthcare technology unfold efficient and quick health services. Recently, healthcare services provide to clients with apps over web. On-demand wireless data broadcast supports any number of clients to access their desired data items dynamically by responding the needs for data items from the clients. In this paper, we propose an on-demand system to broadcast FHIR bundles for efficient healthcare services. We use time-parameterized replacing policy for renewing the bundle items on the wireless broadcast channel. The policy lets the on-demand broadcasting dynamic by controlling the time duration for the bundles to reside over the wireless channel. With simulation studies using an implemented testbed, we evaluate the performances of the proposed system in access time and tuning time. For evaluation, we compare the time-parameterized replacing policy of the proposed system with regular-number replacing policy. The proposed time-parameterized replacing policy shows shorter access time than the regular-number replacing policy because the policy responds more actively and dynamically to the change of the needs of the clients for FHIR bundles.

A digital cable broadcasting service is a multimedia broadcasting service that provides high definition and various supplementary services by using digital transmission. Korea implemented a complete digital broadcasting service by 2012. This study applied a choice experiment to investigate consumer preferences, and it calculated the marginal willingness to pay for this service. Moreover, we employed a multinomial probit model to relax the assumption that all respondents have the same preference for attributes being valued. The results suggest that respondents value channels, definition, video-on-demand (VOD) service, pay-per-view (PPV) service, and commerce based on TV (T-commerce). On the other hand, online gaming may be less important as an attribute for digital cable broadcasting service in Korea.

오늘날 SNS를 포함하여 다양한 스마트미디어들의 급속한 보급으로 새로운 스마트융합시대가 도래하고 있다. 그러나 이러한 스마트융합사회가 아직 효율적이지는 못하다. 특히 장시간의 로딩시간, 비싼 단말기와 이용료, 개인정보의 유출, 스팸메일과 음란폭력물, 잦은 끊김, 접속 장애, 정보격차 등 무수한 이용의 어려움 들이 아직 해결되지 못하고 있다. 이러한 문제점들은 당연히 방송통신 정책의 과제가 될 것이다. 이러한 관점에서 본 논문은 보다 효율적인 스마트융합사회를 만들기 위하여 역동적인 삶의 질에 기초한 방송통신 정책들을 제안하고 있다. 이러한 정책들은 새로운 방송통신 콘텐츠의 개발과 생산 그리고 안정적인 서비스의 제공과 프라이버시의 보호 등 지금까지 제기되는 정책적 과제들을 해결하는데 크게 기여할 수 있는 내용들이다.
