A Study on Comparison of National Park Management Systems in Korea and Japan (한.일 국립공원 관리체계 비교)

  • This study has been conducted as a basic research for developing efficient ways of managing Korean National Parks by finding differences via the comparison of present management systems of national parks in Korea and Japan. The survey was conducted through telephone interviews and direct interviews with staffs of related organizations as well as related literature study. In result, it is found that Japanese national parks have a numerical standard of minimum area, with less staff than Korea, and larger designated areas are being managed. Management organizations of both countries are divided as main and commission. In Korea, 6 staff in Natural Resources Division under Ministry of Environment are managing main organization, and in Japan, 53 staff of 3 divisions(National Park Division, Natural Environment Management Division, General Affairs Division) are taking charge of it. Moreover, General Affairs Division, dividing whole country into 11 blocks, manages 11 units of natural preservation offices, 12 branch offices, and 67 units of nature preservation management offices. In case of commission, Foundation of Natural Park Beautification & Management in Japan has a headquarter and 20 branch offices with 54 staff who are only doing site management, while in Korea, the National Parks Management Corporation has a headquarter and 25 offices with 748 staff carrying out main office jobs and site management side by side. From the differences in both countries, we could suggest efficient measures for our national park management as follows: \circled1 introduction of numerical value as criteria for national park designation, \circled2 review of use zone, \circled3 division of the national park management office into site office and regional office, with dividing works and re-posting staff, \circled4 enlargement of park management division in Department of Environment, \circled5 National Park authority becomes a national public servant

Studies on the Cold Resistant in Rape, Brassica napus L. (유채 내한성에 관한 연구)

  • 27 lines were selected for the cold resistant lines from the promising lines. The cold resistant lines were chiefly selected from Oro$\times$Norin 16, Oro$\times$Norin 20 and (Yudal$\times$Kongo)$\times$Yudal combination. The varieties of lately maturing showed cold resistantce. Transplanting treatment increased cold resistantce, and early sowing and drill planting also elevated cold resistance in the direct sowing culture. Plants to be cultured on soils with optimum moisture coutent showed higher cold resistance.

The Current Status of Utilization of Palliative Care Units in Korea: 6 Month Results of 2009 Korean Terminal Cancer Patient Information System (말기암환자 정보시스템을 이용한 우리나라 암환자 완화의료기관의 이용현황)

  • Purpose: Recently, health policy making is increasingly based on evidence. Therefore, Korean Terminal Cancer Patient Information System (KTCPIS) was developed to meet such need. We aimed to report its developmental process and statistics from 6 months data. Methods: Items for KTCPIS were developed through the consultation with practitioners. E-Velos web-based clinical trial management system was used as a technical platform. Data were collected for patients who were registered to 34 inpatient palliative care services, designated by Ministry of Health, Welfare, and Family Affairs, from $1^{st}$ of January to $30^{th}$ of June in 2009. Descriptive statistics were used for the analysis. Results: From the nationally representative set of 2,940 patients, we obtained the following results. Mean age was $64.8{\pm}12.9$ years, and 56.6% were male. Lung cancer (18.0%) was most common diagnosis. Only 50.3% of patients received the confirmation of terminal diagnosis by two or more physicians, and 69.7% had an insight of terminal diagnosis at the time of admission. About half of patients were admitted to the units on their own without any formal referral. Average and worst pain scores were significantly reduced after 1 week when compared to those at the time of admission. 73.4% faced death in the units, and home-discharge comprised only 13.3%. Mean length of stay per admission was $20.2{\pm}21.2$ days, with median value of 13. Conclusion: Nationally representative data on the characteristics of patients and their caregiver, and current practice of service delivery in palliative care units were obtained through the operation of KTCPIS.

Effect of Light Intensity on Growth Characteristic and Flower Color Change of New Guinea Impatiens 'Fishlimp 149' (광도 차이에 따라 나타나는 뉴기니아 봉선화 생육 특성 및 화색 변화)

  • New Guinea impatiens (Impatiens hawkeri) shows very sensitive responses to different light conditions. Due to these phenomena, testers of DUS (distinctness, uniformity and stability) for granting plant variety protection right often have problems distinguishing genetic or physiological differences. New Guinea impatiens 'Fishlimp 149' was grown under several light intensities in a rain-sheltered vinyl house to observe differences of plant growth and flowering. As compared with the control (avg. $1,010{\mu}mol{\cdot}m^{-2}{\cdot}s^{-1}$), treatments of shade-1 (avg. $599{\mu}mol{\cdot}m^{-2}{\cdot}s^{-1}$) and shade-2 (avg. $88{\mu}mol{\cdot}m^{-2}{\cdot}s^{-1}$) showed increased plant height, plant width, leaf size and pedicel length. On the contrary, these growth parameters decreased in shade-3 (avg. $30{\mu}mol{\cdot}m^{-2}{\cdot}s^{-1}$) with the lowest light intensity. Shade-1 treatment enhanced flower characteristics such as flower diameter, upper petal width, side petal width and lower petal length. However, these characteristics were suppressed by lower light intensities than that in shade-1. Anthocyanin contents of shoot, leaf and pedicel decreased with increasing shading, but that of flower petal was the greatest of the shade-1 treatment. Shade-1 treatment showed the greatest Hunter a value analyzed by a colorimeter, and L and b values increased with increasing shading. Shade-1 treatment seemed to be provided the most proper light condition for DUS test of New Guinea impatiens. Additionally, anthocyanin accumulation on New Guinea impatiens during DUS test was due to not genetic differences but physiological phenomenon.

Biocontrol Effect of Gliocladium virens G1 and Soil Amendment on Astragal Stem Rot Caused by Rhizoctonia solani

  • In order to find an environment-friendly method to suppress astragal stem rot caused by the isolates of Rhizoctonia solani AG 1 and AG 4, we tested an antagonistic fungus Gliocladium virens G1 was evaluated as a biocontrol agent and estimated inorganic compounds and organic materials were tested for their effect of the disease suppression. G. virens G1 effectively inhibited mycelial growth in a dual culture and caused mycelial lysis in the culture filtrate. No adverse effect was observed when examined for seed germination and seedling growth. Promoted seedling growth was observed with the seed treatment. Seeds of astragal plant were germinated higher in the sterile soil than the natural soil. Of 14 inorganics tested, alum, aluminum sulfate and calcium oxide significantly suppressed the mycelial growth and sclerotial germination. Milled pine bark and oak sawdust also suppressed the mycelial growth. Soil amended with 1% of G. virens G1 composted with pine bark (w/v) significantly controlled astragal stem rot in the glasshouse experiments.

A Study on Spatial Change of the Agricultural Experimental Organizations in Suwon (수원 권업모범장의 공간변화에 관한 연구)

  • The Agricultural Experimental Organizations[勸業模範場] in Suwon is Korea's first agricultural promotion facility. It was founded in 1906. This study aim to find the area and spatial composition of 勸業模範場. The results are as follows. When it founded, the Agricultural Experimental Organizations was operated centering on the main hall, and then since the pillage of national sovereignty in 1910, it was moved to the jurisdiction of the Japanese Government General of Korea and operated with the addition of the agricultural/forestry school. In 1913, the reductive egg production/distribution was moved from Yongsan branch to Suwon, and reductive egg producing site and female sericulture training office were installed in Suwon. It is supposed that at the time, the Agricultural Experimental Organizations was divided into the main hall-centered area, the Suwon agricultural/forestry school at the south side, and the reductive egg producing site and female sericulture training office even more down south. Since 1920, the agricultural/forestry school came out of the jurisdiction of the Agricultural Experimental Organizations, such that the Agricultural Experimental Organizations was left with only the main hall-centered area and the area with the reductive egg producing site and female sericulture training office. In this study, these two areas are referred to as 'the main hall area' and 'the sericulture area.

Regional Office System of Car Rental Industries (승용 자동차 임대업 사업소의 지역적 체계)

  • This paper aims to analyze the regional system of car rental offices by investigating the location of headquarter and branch offices. Spatial characteristics of car rental industries attempts to emerge from local markets. Car rental industries try to reconstruct their organizations by establishing corporation and limited partnership companies. Also, in various reasons, they divided space extensively by placing business offices in the areas within and out of headquarter. The formation of network by offering short period car rental services between offices, to meet the increasing demand of leisure activities etc., causes the economies of scale.

  • The authors have recently developed a method for identification of Volterra kernels of nonlinear systems by using M-sequence and correlation technique. In this paper, we apply the proposed method to identification of a robot manipulator which has two degrees of freedom. From the results of the experiment, the nonlinear characteristics of the robot manipulator can be identified by the proposed method.

  • KEPCO, has been made a lot of efforts for computerization for distribution planning system since 1980's, And as a results, DISPLAN (Distribution PLANning System) for systematic and effective planning was developed in 2003 and is being used for feeder and substation planning of KEPCO branch office. In this paper the distribution load forecasting algorithm in DISPLAN is represented and the application was showed.
