Archeological Quest on the Origin and Formation of the Stone Needle in the Korean Peninsula (폄석(砭石)의 한반도 기원과 형성에 관한 연구)

  • Objective: Much has been known that the systematical theory of acupuncture was developed from stone needle as therapeutic tools for orthopedic diseases in ancient times. Stone needle is very old therapeutic method like moxibustion and has been recognized that it was developed since the Stone Age in China so far. In the present study, it was examined for the origination and formation of stone needle based on stone relics of the Stone Age in Korean Peninsular, the medical and geographical literatures. Materials and methods: The facts of stone needle was examined and arranged on the ancient medical or geographical literatures such as The Yellow Emperor's Canon Internal Medicine, Shanhaijing as an ancient geographical book, etc. The clan societies and family related to an origination of stone needle was chased together with their cultural characteristics and origination. The stone relics which have been digged out of historic sites in the North-East Asia were examined for a relevance to stone needle. Results: In The Yellow Emperor's Canon Internal Medicine, it was referred to the stone needle that originated from a fishery zone related to the east coast district in North-East Asia. Through the examination of Shan Hai Jing as an ancient geographical book and its historical reviews, a Go-yi clan society who keep Go's family tree dealt well with the stone needle and jewels including jade in the North-East Asia before the publication periods of The Yellow Emperor's Canon Internal Medicine, and is comprised in the culture of Dong-yi clan society but not the Chinese culture. The obsidian stones, which have been digged out of historical sites in the North-East Asia since the Stone Age, are originated from volcanic areas combined with seashore that seems to be Baekdu mountain district in Korea and Kyushu district in Japan. Furthermore, obsidian stone tools which were found out at Laodung peninsula and the Korean peninsula are archeologically similar to the stone needle with regards to the shape, size and dual-use. In addition, specific obsidian stone tools have been used in orthopedic surgery as well-crafted obsidian blades have a cutting edge up to five times sharper than high-quality steel surgical scalpels. Conclusion: The origin of obsidian stone needle is well corresponded to the explanation about that of the stone needle. It is suggested that the stone needle which influenced in completion of acupuncture and Meridian theory in China seems to be an obsidian stone, and distribution of obsidian stone needle has been closely connected to Dong-yi clan society which are lived in the North-East Asia including Baekdu-mountain district.

A Study on the Revitalization of Military Libraries (병영도서관 활성화 방안에 관한 연구)

  • This study is to suggest the revitalization plan of military libraries, on the basis of analysis for the military library status and the results of a survey and interview with soldiers and working staff in the military libraries. To this end, first, it analyzes study trends in the operation and revitalization plan of the military libraries based on the preceding research analysis and investigates and analyzes the operation of the military libraries. Second, it identifies problems in the operation of the military libraries by comparing and analyzing between the operation of domestic military libraries and the best cases as well as the operation situation of the overseas military libraries. Third, it suggests the revitalization plan by holistically analyzing the situation and the best cases of the military libraries while finding out the problems through interviews and questionnaires. According to the analysis, first, it is necessary to expand the number of exclusive personnel with librarian qualifications and prepare standards for the placement of librarians. Second, it is necessary to develop online education to provide regular operation education for the personnel of the military libraries. Third, it is necessary to develop common manuals for working staff. Fourth, it is necessary to prepare the plan to expand the preference books of soldiers to increase reading and usage rate of the military libraries. Fifth, it is necessary to construct library space in the form of a book cafe for soldiers' knowledge development and relaxation and to locate the library in a highly accessible place. Lastly, it needs to develop the application of the military library and should lead to high interest in libraries by letting soldiers read books and post book reviews on it after work.

A Study on the Enriched Contents of OPACs of Public Libraries in Korea (공공도서관 온라인 목록의 보강된 콘텐츠에 관한 연구)

  • The purpose of this study is to analyze the present state of the enriched contents of OPACs of public libraries in Korea. Examined are the OPACs of 125 public libraries which hold Jeon Du-hwan Hoegorok, and 260 public libraries which hold Banil Jongjokjuui retrieved from KOLIS-NET of the National Library of Korea from Sept. through Oct. 2019. The enriched contents of these controversial books are mostly provided by Naver, Daum, and Aladin Internet Bookstore, and their so-called summaries, reviews, etc. are actually only excerpts supplied by publishers. They are given only as a link to external sources or the whole or partial display in a bibliographic record. Since these enriched contents contain only publishers' promotional statements, but not any objective and professional review, they are not much useful for library users. Therefore, more active participation of librarians in creating or evaluating the enriched contents are proposed, especially for such controversial books.

A Study on the Web User Service of the Bibliographic Network (서지 네트워크의 웹 이용자 서비스 연구)

  • Search engines, web portal sites, online book stores are being the main stream of information network. Library and its catalog has not influenced as the way it had been to the information network any more. Thus, institutions leading the bibliographic network started to pay much attention to the web user service. This article firstly reviewed the development of the bibliographic network, next generation catalog interface and OPAC 2.0, and investigated the case of OCLC in detail. Based on the reviews, this study suggested the development plan of bibliographic network focusing on the web user service in terms of the three strategies. It is hoped that this article will be the basic study for the future of the bibliographic network and the reference for the changes and improvements of libraries and catalog services.

Innovation and the Learning Organisation

  • Arguably, the term "Learning Organisation" (LO) was coined in the 1970's, in the organisational learning context, by Chris Argyris. Certainly it has been around for many years. But it achieved new heights of popularity after the publication of Peter Senge's book "The Fifth Discipline the Art and Practice of the Learning Organisation". Now every respectable Government Agency and major company feels obliged to call themselves a L0. A review of the academic literature and organisation documents show many different concepts being described. Indeed, it seems that some organisations claiming to be a L0 have no clear idea of what they mean by the concept. This paper seeks to go behind the confusion to see whether there is still value for serious practitioners to continue using this concept, or whether it is now such a hackneyed phrase that more precise concepts are desirable. The Literature relating to the L0 is vast and it is beyond the scope of a conference presentation to give a comprehensive literature review. Instead, the paper gives an overview of the broad groups using the term and summarises their similarities and differences. It then reviews the key concepts in Senge's work in the light of this cacophony. The paper concludes that the diversity of definitions render the term "Learning Organisation" virtually meaningless. unless it is accompanied by a specific definition. The paper also concludes that the central tenet of Senge's work, which played a major role in popularising the concept, has been largely overlooked by the many organisations claiming this proud title "A Learning Organisation." It is argued that Senge's contribution to the literature in this field, the centrality of systems thinking to effective organisation learning remains a little understood, but critical insight.

  • This research aims to suggest ways to improve the effectiveness of disciplinary suspensions of police officers. Research is based on reviews of prior research and related documents, in addition to analysis of the current status of disciplinary action through public information provided by the National Police Agency. The researcher examined cases in appeal commission example book and analyzed the types and reasons for such cases. This study offers three proposals for improving the disciplinary system. First, the discipline guidelines of police officers should be examined in relation to those of other government employees. Second, a comprehensive manual for data from the disciplinary process should be created and used institutionally. Lastly, police officers should establish an appeals commission that already exists within various civil service operations.

Legal Review and Copyright Clearing Methods for Document Delivery Service of Foreign Copyrighted Works (해외 저작물의 원문복사서비스를 위한 법적 검토 및 권리처리 유형)

  • Based upon the provision of limitation of copyrights, libraries may provide the document delivery service which supplies copies of journal articles and book chapters owned at other libraries by request of users. However, more proactive information service is required as more users want to use the digital delivery of documents published overseas. This study reviews copyright law of Korea and international conventions related to the document delivery service. It then examines foreign cases to see how overseas information centers clear copyrights. Finally this study suggests that copyright clearance methods be adopted to make a proactive information service. Through those methods, a new information service model may be planned, which meets various information needs while protecting copyright.

A Comparative Bibliometric Analysis and Visualization of Indian and South Korean Library and Information Science Research Publications During 2001-2020

  • The paper aims to present a comparative analysis of scholarly research output in the fields of Library and Information Science (LIS) in India and South Korea. The Web of Science database was used to retrieve the bibliographic data of the Indian and South Korean LIS published documents during 2001-2020 and the indicators were included in the analysis: research productivity, publication-quality, most prolific authors, institutions and journals, "Annual Growth Rate (AGR)", "Compound Annual Growth Rate (CAGR)", "Relative Growth Rate (RGR)", and "Doubling Time (DT)". All types of documents such as articles, conference papers, book reviews, corrections, editorial materials, so on were included in the study. MS Excel, VOS viewer, and bibliometrix (R-tool) software were used for tabulation and mapping. The results show that South Korea placed the top in the overall output of LIS research publications during the last two decades. The Indian LIS research output, Annual Growth Rate (AGR), and Compound Annual Growth Rate (CAGR) were good compared to South Korean LIS publications. In addition, the South Korean LIS researchers' output has increased rapidly in terms of publications, citations, average citations. Gangan Prathap (India), Seyoung Lee, and Heejin Lee (SK) are the most prolific authors; Indian Institute Technology, Delhi and Yonsei University, Seoul are the most prolific institutions; and the Scientometrics journal was the most preferred journal by the Indian and South Korean LIS researchers during the study period. The results of this study are useful to administrators, policymakers, and academics. In addition, the scope of this study might include looking at research published by LIS scholars in India and South Korea, as well as examining all types of academic publications.

A Study on the Reading Promotion Activities to Expand Social Roles of Public Libraries (공공도서관의 사회적 역할 확대를 위한 독서진흥활동에 대한 연구)

  • As society has more interest in reading activities, it has become possible to secure social value of libraries through the promotion of reading. In this regard, the study aimed to analyze social tasks that the libraries face and suggest concrete methods through bibliographical examination. Currently, various regions of the nation have an increasing interest in libraries, particularly, children's libraries. The public libraries can expand their social roles by meeting these social requests. As a variety of activities by the public libraries to promote reading have helped people recognize the importance of libraries, more aggressive reading promotion activities are considered to help expand the roles of the public libraries and secure social base. Accordingly, the libraries need to take the initiative in implementing various measures by establishing a committee to adjust various reading promotion activities in the government and the public and private sectors, coming up with legal base, pursuing development of voluntary reading promotion programs, establishing an information network for reading and books, publishing book reviews, leading campaign for reading and reading promotion activities, supporting reading at home and expanding award system with regard to the promotion of reading.

Impact of dental imaging on pregnant women and recommendations for fetal radiation safety: A systematic review

  • Purpose: This study was conducted to investigate the safety of dental imaging in pregnant women with respect to fetal health. Materials and Methods: Searches were conducted of the PubMed, Scopus, and Web of Science databases in May 2023. The inclusion criteria encompassed cross-sectional and longitudinal studies that focused on the analysis of diagnostic dental imaging in pregnant women, as well as studies utilizing phantoms to simulate imaging examinations. The exclusion criteria consisted of reviews, letters to the editor, book chapters, and abstracts from scientific conferences and seminars. Results: A total of 3,913 articles were identified. Based on a review of the titles and abstracts, 3,892 articles were excluded, leaving 21 articles remaining for full-text review. Of these, 18 were excluded, and 4 additional articles were included as cross-references. Ultimately, 7 articles underwent quantitative-qualitative analysis. Three retrospective studies were focused on pregnant women who underwent dental imaging procedures. The remaining 4 studies utilized female phantoms to simulate imaging examinations and represent the radiation doses absorbed by the uterus or thyroid. Conclusion: Few dental radiology studies have been conducted to determine the safe radiation threshold for pregnant women. Additionally, the reviewed articles did not provide numbers of dental examinations, by type, corresponding to this dose. Dental imaging examinations of pregnant women should not be restricted if clinically indicated. Ultimately, practitioners must be able to justify the examination and should adhere to the "as low as diagnostically acceptable, being indication-oriented and patient-specific" (ALADAIP) principle of radioprotection.
