This study is written to bring the proposal forward for the direction of south korean naval force. The political situation and the circumstance of the world, especially in the area of Pacific Ocean, are changing very rapidly. North Korea has been always the conventional existing intimidator for South Korea since the 6·25-War. Additionally, the strengthening movements of the national defense, which is easily noticed from China and Russia, is also an other part of intimidating countries against South Korea. Those three mentioned countries are continually developing the asymmetrical warfare systems, for example a strategic nuclear weapon. Since the Obama Administration, the Asia-Pacific Rebalancing-Strategy has been changed as an East Asian foreign policy. Nowadays, Trump Administration renamed the 'United States Pacific-Command' to 'United States Indo-Pacific Command'. The purpose of this is not only letting India to participate in american alliance, but also reducing an economic burden, which is often mentioned in USA. West Germany was located in the very similar geopolitical position during the Cold War just like South Korea these days. And that's why the strategy of West German Navy is worthy of notice for south korean naval force to decide its suitable strategy. Most of all, the two most important things to refer to this study are the plan to expand naval air force and the realistic political stand for us to take it. In conclusion, I laid an emphasis on maintenance of 'green-water-navy'. instead of selecting the strategy as a 'blue-water-navy'. The reason I would like to say, is that south korean navy is not available to hold the unnecessary war potential, just like Aircraft-Carrier. However, this is not meaning to let the expansion of naval force carelessly. We must search the best solution in order to maintain the firm peace within the situation. To fulfill this concept, it is mostly very important to maintain the stream of laying down a keel of destroyers, submarines and air-defense-missile, as well as the hight-tech software system, taking a survey of 4th industrial revolution. Research and development for the best solution of future aircraft by south korean navy is likewise necessary. Besides, we must also set the international diplomatic flexibly. As well as maintaining the relationship with US Forces, it is also very important to improve the relationship with other potential allied nation.

Purpose: The purpose of this study was to analysis the financial statements of university hospitals and to apply the results to build nursing management strategies. Methods: Data on the financial statements of university hospitals were collected each hospital's homepage or internet search from February to June, 2010. Financial statements of 11 hospitals were analyzed using the 4 categories of financial ratio analysis method: liquidity, performant, growth and turnover. Results: Overall results showed that the financial status the university hospitals were unstable, and many financial indicators did not meet financial standard ratios. Only 8 financial indicators of total 19 indicators satisfied financial standard ratios. Conclusion: The results of financial statements analysis suggest that nurse managers should develop the blue ocean strategy for diversification of nursing services to improve financial ratios of liquidity, performance, and growth. Using a unit-based just-in-time system for effective supply management would help to increase profits and to decrease costs of hospital by improving financial ratios of turnover.

As knowledge is now being distributed and shared through the Internet not only in the form of text but also in that of video, UCC (User Created Content) knowledge video sharing services have emerged on the Internet such as Instructables.com. This paper deals with a UCC knowledge video service in real world and reports the case of analyzing its customer model. The knowledge video sharing service can be considered as both a kind of discontinuous innovation, which requires knowledge provider's technical ability of creating and editing UCC video, and a value network, which matches UCC providers and consumers therefore brings network effect, we first adopt the Chasm theory as the base of the customer model and refine the customer model referencing the Technographics, which is also an Internet-refinement of the Chasm model. Finally, non-customer analysis of Blue Ocean strategy is applied for exploring potential customers of the service.

Nowadays, we make an attempt for media conversion from old to new media, carrying out to information society. These changes to new media are considered as new threat to printing media. New means such as CAD(Computer Aided Publishing), on-line novel and webzine can be regarded as new media and we are confronted with need of new changes in the field of printing media because of the trend of the present. It suggests that the origin of commodity competitiveness depends on the ability of cultural Contents using design. Cultural commodity is considered as strategy concepts in the more specific and realistic aspect than in the aspect of industrialization. This study introduce the case of Cellpark Co.,Ltd. which has successfully developed commodity design of World-cup cultural contents as a creating tools of innovative value connecting existed design method based on printing media with new method. This study gave the case which created Blue Ocean market through new expression method of design, products protection of contents design by patent registration, and licensing which many design firms often overlook.

1. Objective : This study aims to evaluate the medical tourism structures in countries with prosperous medical tourism industry such as Thailand, Malaysia, Singapore and India in order ro propose optimal strategies that can promote the medical tourism in Korea. 2. Methods : All pertinent literature concerning medical tourism directly and indirectly were assessed, and reviews of medical tourism strategies found in various countries were evaluated. 3. Results : Evaluation of related literature reveals that medical tourism is a recent burgeoning industry that has grown In market size considerably in the last five to ten years. Also, it shows that oriental medicine is a highly likely candidate amidst the various medical fields for attraction foreign patients. 4. Conclusion : The Korean government should support and install appropriate legal and administrative bodies in order to attract medical tourists; Korea-specific medical tourism programs (ie. traditional Korean medicine package tours) should be developed in order to attract medical tourists from the western world and the middle-east. In addition, low-price policy of medical tourism is not a proper strategies for the competition against advanced medical tourism destinations such as Thailand, Malaysia, Singapore and India. Differentiated medical tourism package such as oriental medical tourism program rather than provision of low-price policy seems to be more effective strategy for the medical tourism in Korea. Future studies on strategies for promoting medical tourism should focus on how foreigners recognize traditional Korean medicine, what diagnostic approach might be appealing to them and how the legal system concerning the medical procedures may be altered and modified.

The purpose of this study is to examine the current status of university library operation through the five laws of library science and suggest ways to improve it. To this end, the operation status of four national and public university libraries was analyzed with the scope of the study as the Busan area. Furthermore, for an in-depth investigation, the P University library in Busan was examined as a case. The operation status of national and public university libraries in the Busan region was analyzed by dividing them into the categories of university library collection materials, facilities, staff, material purchase costs, and users from 2018 to 2022. In particular, there was a decrease in users and a shortage of librarians due to COVID-19. In the case study, the operation status of P University library was investigated focusing on the first and fifth laws of Ranganathan's five laws of library science. In the first law, the study was conducted on the aspects of access to and use of the collection, library location, usage time and book lending, and staff. In the fifth law, the investigation was divided into service improvement aspects according to changes in digital technology of P University library and library environment improvement aspects according to changes in user characteristics. As a result of the study, 'establishment of library space composition strategy', 'establishment of blue ocean strategy', and 'expansion of recruitment and deployment of librarians' were suggested as improvement plans.

For humankind, the ocean is a treasure trove of natural resources and an important area that provides major transportation routes. However, marine ecosystems are under threat amidst the global climate change crisis. This is partly due to various sources of pollution emitted from ships, shore facilities, and other sources. In response, the navies of advanced countries such as the United States, the United Kingdom, and Europe have assessed such a climate change crisis as a new maritime security threat. These countries have made early efforts to prevent marine pollution from warships. These efforts have been legally embodied. This was legislation for technical and organizational structures to be practically applied in the field. Among these navies of developed countries, France has established parliamentary and intergovernmental plans to become a leader in environmental protection at the defense level, not only in the European region but throughout the world. Within this framework, the French Navy, through its internal instruction, has inclined its legal efforts to prevent marine pollution from warships. Therefore, this study examines the legislation for the prevention of marine pollution from warships within the French Navy and compares it with the marine environmental legislation applicable to the ROK Navy. It then deduces the implications for the ROK navy, which is advancing toward a Blue-Water navy.
