  • Current residential electricity rates, which are charged regardless of consumption patterns, have a problem of restricting consumer choice. In order to improve the problem, the Korea government started a demonstration project based on Time-Of-Use(TOU) pricing from September 2019. However, the analysis of its effect is still limited. This study analyzed the changes and limitations of TOU pricing compared to the current progressive pricing. The result showed that the high rate payer's bill decreased by up to 33.8 % while the low rate payer's bill increased by up to 117.7 %. This can lead to the problem of accepting electricity rates from a social point of view. In this study, TOU pricing based on progressive pricing was proposed to overcome the problem. The results presented the rate changes depending on the power consumption patterns while decreasing the average rate change from 32 % to -1.9 %. It means that the proposed pricing can support the TOU effect while maintaining the framework of the existing progressive pricing.

  • Purpose : The purpose of this study is to check the current status of accessability to rehabilitation therapy in local areas and to review how to improve the accessability. In fact, first, it is very hard for patients to find out a local medical center with rehabilitation therapy capability. Moreover they needs to wait long time to get a treatment they need, because of lack of nearby rehabilitation centers. The best way to enhance the accessability to the rehabilitation therapy service is to allow therapists to set up rehabilitation centers in local areas on their own, physically independent from medical doctors. Basically, the current law does not prohibit therapists' own sole practice. However, it needs to be amended by inserting an explicit legal basis on the setting-up process. If it is legally permissible for the therapists to set up rehabilitation centers to perform a rehabilitation treatment with referrals from of medical doctors (though physically independent from the doctors), it would result in the increase of profits for the doctors and at the same time raise therapists' freedom of occupation, a constitutional right. Furthermore, with their own places to practice, therapists will have to compete with other therapists, that would raise the quality of their treatments, which will in turn benefit patients ultimately. A proposed bill of amendments to the Act on Medical Technicians and etc. is pending for review at the National Assembly. I look forward to vigorous discussion on the bill based on this article, and resulting in revision of the law for the benefits of patients.

  • On September 24, 2021, the new provisions(Article 38-2 of the Medical Service Act) mandatory CCTV installation in operating rooms where the unconscious patient is operating such as general anesthesia. The revised medical law aims to effectively prevent illegal activities that may occur in the operating rooms and to promote appropriate resolution to medical dispute. According to the law, medical institutions operating unconscious patients, such as general anesthesia, must install CCTVs in the operating rooms by September 25, 2023, and film surgical scenes only at the request of patients and their guardians, regardless of the consent of the medical personnel. The bill delegated the legislative device to minimize infringement of fundamental rights to subordinate statutes without stipulating it in the law.(Article 38-2(10)) The most realistic policy plan to minimize the infringement of the fundamental rights of patients is to prepare specific regulations. Therefore, this study examines the legislative background and main contents of the amended CCTV installation bill, and suggests issues to be reviewed when preparing subordinate statutes by analyzing major issues. It was reviewed based on compliance with the principle of minimizing infringement of fundamental rights of information subjects in the operating rooms. The information subjects of CCTV are health professionals and patients. Suggesting issues should be considered when preparing subordinate statutes so that the purpose of the CCTV installation law can be achieved while minimizing infringement of right of self-determination of personal information, personality rights, and human rights. It is hoped that this paper will be referred when discussing subordinate statutes and regulations to contribute minimizing infringement of fundamental rights.

  • The purpose of this study is to investigate the relationship among app's and user's characteristics, perceived use easiness, use intention, and actual use in mobile app of integrated electronic tax bill. Appropriate measures were developed and this study used structural equation modeling to analyze the relationships among the constructs. The results of 215 taxpayers showed that informativeness, security of app's characteristics, and innovativeness of user's characteristics have positive impacts on perceived use easiness but convenience and familiarity have negative impacts on it. Perceived use easiness, convenience, and security have positive impacts on use intention but familiarity has a negative impact on it. Use intention has a positive impact on actual use but perceived use easiness has a negative impact on it. Thus, managers should focus on the app's and user's characteristics for effectiveness and efficiency of integrated electronic tax bill.

  • The mobile electronic notice service (MENS) is a service that delivers a mobile electronic notice to a smartphone in the person's name through an authorized electronic document intermediary instead of a bill that was delivered by mail using paper. In order to provide the MENS, information is needed to identify the same user between the sending agency and the authorized electronic document relay. In this paper, we propose a standard for safe conversion and utilization of Connecting Information (CI) used as user identification information for MENS. In the proposed method, it is necessary for the requesting institution to send the electronic notice to provide the resident registration number to the identity verification institution and convert it into the CI. In this case, a safe and efficient MENS will be possible by proposing a review standard and processing method to verify the appropriateness of the conversion of CI. By applying the proposed method to the MENS, it can contribute to service activation and reinforcement of user privacy protection.

  • The international mobile roaming service has been provided for more than one decade, but high price of international mobile roaming service, which is represented as 'bill shock' is still of major concern in lots of countries including Korea. With understanding of the given price issues, the international organizations, such as OECD, EU, WTO, ITU have been conducting extensive analyses and studies to find suitable solutions and appropriate measures. In the case of EU regulate the international roaming charges and implement the regulation policy. OECD do not have a compelling regulation on roaming charges, but OECD request to member state to find the reasons of high roaming charges and its solution. WTO Council for Trade in Services is reviewing the international mobile roaming in terms of whether impede international trade in services. The purpose of this study is to review many different approaches in international organizations related to reducing international roaming service charges, to drive some regulatory policy directions for reducing roaming charges.

  • Modern society has been exposed to various dangers and crimes in the process of globalization, informationization, decentralization etc. along with the development of material civilization under rapid changing societal environment. These factors are exerting a lot of effects in public security environments, as result there are gradual interest about crime and crime prevention. Realization of responsibility who take charge of social safety, from public security to private security, appears important topic at the moment. The positive point of view which private security industry is responsible to cope with security spheres instead of public security has been emerged from the reason that the public security has limitation to solve security problems for themselves. It is the time to make effort to compromise the public security and the private security industry to forecast social change and prevent dangers in the advance. In Korea, there has been close cooperation between public security and private security for decades. Strongly emerging and interesting sphere is "Private Investigation(Private Detective)" in Korea at present. There has been some proposed legislations of private investigation for decreasing burden of public security and social sympathy about possibility of private investigation system is increasing now. In this study, we focused on the introduction of private investigation system through the analysis of bill proposals for last 14 years, for instance historical aspects, contents, the differences among bill proposals. Among these, a comparison on bill proposals of the 19th National Assembly's during 2012 - 2013 were analysed mainly. We examined the importance point at issue items for introduction of private investigation system. Suggestions for introduction of private investigation system is as follows. The necessity of independent bill for developmental private investigation system is needed and the main body should be a juristic person instead of a individual for the public interest and responsibility. For the good service of private investigation and to prevent the unqualified person become a private investigator, the recruiting system and examination of private investigator should be prepared well and take into consideration anticipated problems. Also the necessity of definite jurisdiction department's appointment to divide responsibility in operation.

  • It is necessary to systematically explore the reform plans of the Software Industrial Promotion Law to systematically a representative high-added value future knowledge-based industry, software industry. The current Software Industrial Promotion Law provides only one provision on software business contract procedures, and the Civil Code, the National Contract law or Subcontract Fairness Law regulate other things, so the features of software industry are not properly reflected. To the contrary, the Information Communication Construction Law or the Construction Basic Law effectively prevent disputes by providing material and detailed provisions. Therefore the current software industry needs to be shifted from promotion to fundamental one. That is, as the software industry takes up a large portion at present, so the law should have basic procedural provisions. Also the National Contract Law governs only the contract procedures of public sector, so there should be business performance procedural provisions to regulate the software business formalities of civil sector. And the National Contract Law controls the sale, construction and service of articles at separate contract procedures, but software business contains construction and service characters simultaneously, so there should be business performance procedures fit for software business. Thus this study presented the legislative need and bill on the performance procedures of software business.

  • This paper presents a privacy-preserving data aggregation scheme deals with the multidimensional data. It is essential that the multidimensional data is rarely mentioned in all researches on smart grid. We use the Paillier Cryptosystem and blinding factor technique to encrypt the multidimensional data as a whole and take advantage of the homomorphic property of the Paillier Cryptosystem to achieve data aggregation. Signature and efficient batch verification have also been applied into our scheme for data integrity and quick verification. And the efficient batch verification only requires 2 pairing operations. Our scheme also supports fault tolerance which means that even some smart meters don't work, our scheme can still work well. In addition, we give two extensions of our scheme. One is that our scheme can be used to compute a fixed user's time-of-use electricity bill. The other is that our scheme is able to effectively and quickly deal with the dynamic user situation. In security analysis, we prove the detailed unforgeability and security of batch verification, and briefly introduce other security features. Performance analysis shows that our scheme has lower computational complexity and communication overhead than existing schemes.

  • Restaurant managers seeking to maximize revenue should look carefully at how long their tables are occupied and how much the average diner spends. This study examined the effect of the customer's party size on restaurant revenue. The dining periods were divided into 2 types (lunch vs. dinner/weekdays vs. weekends), which were combined to show the average spending per minute (SPM), to determine if the dining periods have measurable effects on the dining duration and average bill. The results show that the dining duration for dinner was much longer than that for lunch and there was no significant difference in dining duration between weekdays and weekends. On the other hand, customers in larger parties at lunch time had a higher SPM than those in smaller parties. A larger customer party size was associated with a longer dining duration for dinner and on weekdays. During all operating periods (lunch, dinner, weekdays, weekends), the party size had a significantly positive effect on the mean spending per minute. For restaurant managers, these findings suggest opportunities to increase revenue and adopt revenue management strategies.
