Cost-Benefit Analysis of Telepresence System for Public Sector Relocation (공공기관 지방이전에 따른 영상회의 시스템 도입의 경제성 분석)

  • The purpose of this study is to analyze the economic effects of telepresence system for public sector relocation. As a Green IT system, the importance of telepresence is being recognized increasingly as a means to replacing a majority of business trips and thereby reducing greenhouse gases emitted in the process. However, there are only a few related researches that analyze the economic effects of telepresence at the moment. This study conducts the cost-benefit analysis of 157 public sectors which are to relocate from 2012 based on the sample case of National Information Society Agency. The results obtained reveals that telepresence would save about 180 billion won and reduce about 580t $CO_2$ emission. This study are expected to provide the academic framework for organizations contemplating the adoption of Green IT system moving forward.

A Study on Improvement of Feasibility Evaluation for Public Projects (공공사업 타당성 평가의 개선 방안에 관한 연구)

  • The feasibility evaluation of public projects has been carried out mainly in the economic analysis. However, items of political, technological and balanced regional development aspects are further evaluated by applying analytic hierarchy process, This paper suggests to analyzes preliminary feasibility study of construction and research & development project during the past three years and to verify correlation between B/C ratio and AHP weight. The result shows that the correlation between cost benefit ratio and the weight of the hierarchy is 0.744 in construction projects and 0.899 in research & development project. Namely, AHP weight be under the control of B/C ratio and is devoted to its role against expectation. Therefore it must be sufficiently discussed in various designs of studies to maximize the effects of AHP analysis.

A Cost-Benefit Analysis on Incorporating the Korea National Museum of Contemporary Art (국립현대미술관 법인화에 관한 비용-편익분석)

  • In this paper, the cost-benefit analysis is used to compare policy alternatives on whether the Korea National Museum of Contemporary Art should be incorporated or not. Alternative 1 (Current State) is to remain as it is. Alternative 2 (Incorporation State) is to change its legal status from government agency into incorporation. To make the process of incorporating, some assumptions are introduced: (1) no labor workforce reductions, (2) wage increase, (3) keeping publicness. These assumptions reduce the resistance from worker and provides them incentives to accept the incorporating process. Those assumptions also reflect the direction of policy of the government. After estimating the net present values of each alternative, it turns out that the NPV of Alternative 2 (Incorporating State) is larger than that of Alternative 1 (Current State). This result holds after doing sensitivity test using different discount rates.
