Development on Benefit Indicators of Economic Evaluation of Agricultural Irrigation and Drainage Project -A Case Study between Korea and Japan- (한국 농업 관개배수사업의 경제성 평가를 위한 지표 개발 -한국과 일본의 사례를 중심으로-)

  • This study has performed comparative analysis on benefit indicators in agricultural irrigation and drainage project cases between Korea and Japan. The irrigation and drainage project with publicity should do economic analysis of direct benefit factors as well as indirect benefit factors. However, traditional economic evaluations are used that benefit factors are lack of consistency and focused on direct benefits. Therefore, the purpose of this study was to develop indicators for the economic evaluation of irrigation and drainage projects. We conducted a case study between Korea and Japan. The resulting benefit factors was divided into direct factors and indirect factors. The direct benefit factors were increase in income, cost savings. The indirect benefit factors were protection of property due to flooding, agricultural promotion, aesthetic improvement. The implications of this study are that the indicators of economic analysis can be evaluated and easily applied. Moreover, these indicators could promote the feasibility of economic analysis.

Development of Investment Evaluation Model for Ubiquitous Health Service (유비쿼터스 서비스 모델의 성과 평가 모형 개발에 관한 연구 : u-Health 서비스의 투자 타당성을 중심으로)

  • The introduction of a ubiquitous environment has realized commercial ubiquitous services in various industrial fields and government area. The central and/or local governments are demanding an appropriate investment evaluation model for ubiquitous service. Thus, this study develops and suggests an evaluation model for ubiquitous service by reflecting its characteristic of promoting public good, as well as its broad ripple effect on people. The investment evaluation model for ubiquitous service suggested by this study is based on Cost Benefit Analysis Method. Especially, the 'Benefit' is analyzed in two aspects; 'Economic Benefit', which shows the benefit that ubiquitous service providers to the overall local economy, and; 'Financial Benefit', which shows the profit of individual investors participating in the introduction of ubiquitous service. The investment evaluation model for ubiquitous service suggested by this study can be used by the central and/or local government during their evaluation for investment before introducing a ubiquitous service. Also, when introducing a ubiquitous service in public field, the model can be used to support the decision making of private businesses for investment. Finally, it can be used to promote and inform the expected benefits of introducing a ubiquitous service to local residents.

Comparison of Benefit Estimation Models in Cost-Benefit Analysis: A Case of Chronic Hypertension Management Programs

  • Purpose: Cost-benefit analysis is one of the most commonly used economic evaluation methods, which helps to inform the economic value of a program to decision makers. However, the selection of a correct benefit estimation method remains critical for accurate cost-benefit analysis. This paper compared benefit estimations among three different benefit estimation models. Methods: Data from community-based chronic hypertension management programs in a city in South Korea were used. Three different benefit estimation methods were compared. The first was a standard deterministic estimation model; second, a repeated-measures deterministic estimation model; and third, a transitional probability estimation model. Results: The estimated net benefit of the three different methods were $1,273.01, $-3,749.42, and $-5,122.55 respectively. Conclusion: The transitional probability estimation model showed the most correct and realistic benefit estimation, as it traced possible paths of changing status between time points and it accounted for both positive and negative benefits.

  • In this paper, we reviewed the evaluation methodologies of railway project considering the benefit incidence. Generally railway projects are much more reduced tile energy consumption, traffic accident and environmental pollution than road projects. But conventional B/C analysis of railway project does not measured including those benefits. Also there is a few attention to an incidence of benefits producing from railway construction. So we developed the evaluation method of railway project contained the railway oriented benefits and also considered of the benefit incidence producing from railway construction.

  • The basis of the economic evaluation of vaccination is the balance between the use of the resources (input) and the improvements that result from the vaccination (output). Techniques used for economic evaluation of vaccination are cost analysis, cost-minimization analysis, cost-effectiveness analysis, cost-utility analysis and cost-benefit analysis. Cost analysis seeks to characterize the costs of a given vaccination program. Cost-effective analysis is to helps policy-makers decide on the best use of allocated resources, whether cost-benefit analysis is to helps policy-makers decide on the overall allocation of resources. Cost-utility analysis is a specific form of cost-effective analysis in which outcomes are reduced to a common denominator such as the quality-adjusted life year (QALY) or disability-adjusted life year (DALY). Many economic analyses have been conducted on vaccines in the world, but there have been a little studies on economic evaluation on vaccines in Korea. This paper reviewed the methodology used to economic evaluation on vaccines and immunizations and addressed some examples of the methods.

Revenue Transfer as an Important Benefit Item for Railroad Investment Analysis (철도투자분석을 위한 효과항목과 수익 고려방법)

  • What benefit items from railroad investment are evaluated, and how those items are quantified have profound impacts on the feasibility of the proposed investments. They also have implications on the projects priorities, not to mention on intermodal comparison between highway and railroad. Evaluation procedures currently being utilized in Korea show limits in fully evaluating railroads' investment impacts. Economic and practical implications are evaluated for including revenues for railroad investment. Based on the critical evaluation of procedures in other countries, and based on the analysis of Korea's national transportation goals, new and improved benefit items are redefined and quantification guidelines are proposed.

  • Purpose: The objective of this study is to verify the economic validation of quality management integrated train freight car by analyzing economic evaluation indicators such as benefit and cost, net present value, and inter rate of return. Methods: First, we itemize benefit and cost field by reviewing literatures; Benefit consists of 1)Safety, 2)Operation, and 3)Maintenance; Cost consists of 1)Set-up fee, 2)Wireless internet fee, and 3)Cloud storage using fee. Second, based on these estimated values, we conduct an economic evaluation analysis. Among them, benefit and cost, net present value, and internal rate of return are selected. Results: As a result, all estimated values are highly over criterion of economic validity($$B/C{\geq}_-1$$, $$NPV{\geq}_-0$$, $$IRR{\geq}_-R$$); 1)benefit over cost ratio is 28.22, 2)Net present value is 8,121.66million KRW, and 3)Internal rate of return value is 2272%. Conclusion: The findings of this study will help making a decision when train industry adopts IoT technology for improving the effectiveness.

The Study on Determination of Benefit Factor as Constructing Traffic Facilities Using ANP (ANP기법을 이용한 교통시설 건설사업의 편익항목 선정에 관한 연구)

  • The construction of traffic facilities has generated a variety of problems in the equality and efficiency when it would be planed and evaluated. One of the reasons for these phenomena isn't the definition of an objective standard about benefit items. Thus, results of evaluation couldn't give a demonstration of confidence. But, the traffic facility construction and its operation costs are securely appeared. Therefor, it will be demonstrated to decide the benefit items in this study. Before deciding the items, user's satisfaction evaluation and economic analysis would be carried. We find out subway user's satisfaction higher than load traffic mode user in satisfaction evaluation, while subway's economic feasibility is lower than load facility, as a result of B/C analysis. In this inconsistent results, we found out that the benefit value is a little lower because of indefinite standard of it's items as comparing Busan Metropolitan City's population with subway's modal split ratio. Accordingly, we enumerate some benefit items in the case of feasibility evaluation as constructing traffic facility. And each of evaluation items' weight is estimated by using ANP. We found out that the weight value of accessibility has the highest one, that of punctuality has second, that of travel time has third, and benefit items according to improvement of user's traffic condition have much more important than those which were considered in the existence economic analysis.

  • The objective of public works planning is being converted from economic growth to sustainable development. So, the demand for considering social & ecological influences as well as economic components had been increased in evaluation of public works planning. In evaluation of public works, its components related with benefit and cost in feasibility analysis can be classified to qualitative and qualitative elements. Qualitative elements are evaluated by qualitative methods which can manage various items, be commonly applied nationwide, and consider elements that can be calculated numerically such as environments, willingness, etc. In this study, using the concept of 'Information measure', a method to design planning of rural works is proposed. 'Information benefit model' for rural works can evaluate present plan in the side of provider's and demander's 'benefit'. And, optimizing method of rural works by 'Information benefit' can simulate present state and optimize the site and route of rural works.

  • Recent heavy rains and typhoons broke down road slopes, which caused a hazard to safety. As a result, interests in the effective investment for disaster prevention is increasing. Measures of investigation method for slope have been taken, but the financial costs have never been analysed. This study applied the cost-benefit analysis theory used in public economics to the evaluation of the financial reasonability of management for slope. By applying cost-benefit analysis to road slope investigation method, the reduction of safety costs and resulting financial benefits can be seen and it also clarifies the reasonability and investment effects of slope management.
