DEA(Data Envelopment Analysis) is the relative efficiency measure among homogeneous DMU(Decision- Making Units) which can be used to useful tool to improve performance through efficiency evaluation and benchmarking. However, the general case of DEA was considered as unrealistic since it consists a benchmarking regardless of DMU characteristic by input and output elements and the high efficiency gap in benchmarking for inefficient DMU. To solve this problem, stratification method for benchmarking was suggested, but simply presented benchmarking path in repeatedly applying level. In this paper, we suggest a new method that inefficient DMU can choice the optimal path to benchmark the most efficient DMU base on the similarity among the input elements. For this, we propose a route choice method that combined a stratification benchmarking algorithm and SOM (Self-Organizing Map). An implementation on real environment is also presented.
Emerging technologies have significant implications in establishing competitive advantages and are characterized by continuous rapid development. Efficient benchmarking is more and more important in the development of emerging technologies. Similar input level and importance are two necessary criteria need to be considered for emerging technology's benchmarking. In this study, we proposed a sequential use of self-organizing map(SOM), data envelopment analysis(DEA) and analytical hierarchy process(AHP) method for the stepwise benchmarking of emerging technology. The proposed method uses two-level SOM to cluster the emerging technologies with similar required input levels together, then, in each cluster, uses DEA-BCC model to evaluate the efficiencies of the emerging technologies and do tier analysis to form tiers. On each tier, AHP rating method is used to calculate each emerging technology's importance priority. The optimal benchmarking path of each cluster is established by connecting the emerging technologies with the highest importance priority. In order to validate the proposed method, we apply it to a case of biotechnology. The result shows the proposed method can overcome difficulties in benchmarking, select suitable benchmarking targets and make the benchmarking process more efficient and reasonable.

Requirements of a benchmarking for rapid prototyping systems and process usually include manufacturing time, cost (including system price), and dimensional accuracy. This paper deals with a benchmarking comparisons to investigate the functional requirements of RP system. A special designed IMS_T2 test part with dimensional. geometrical, and surface roughness features has been used in the inspection of RP processes. IMS_T2 test part was built on 5 commercially available RP machines which are relatively new model in Korea.
Purpose: This study proposed a DEA (Data Envelopment Analysis)-based stepwise benchmarking target selection for inefficient DMU (Decision Making Unit) to improve its efficiency gradually to reach most efficient frontier considering resource (DEA inputs and outputs) improvement preferences. Methods: The proposed method proceeded in two steps. First step evaluates efficiency of DMUs by using DEA, and an evaluated DMU selects benchmarking targets of HCU (Hypothesis Composit Unit) or RU (Real Unit) considering resource improvement preferences. Second step selects stepwise benchmarking targets of the inefficient DMU. To achieve this, this study developed a new DEA model, which can select a benchmarking target of an inefficient DMU in considering inputs or outputs improvement preference, and suggested an algorithm, which can select stepwise benchmarking targets of the inefficient DMU. Results: The proposed method was applied to 34 international ports for validation. In efficiency evaluation, five ports was evaluated as most efficient port, and the remaining 29 ports was evaluated as relative inefficient port. When port 34 was supposed as evaluated DMU, its can select its four stepwise benchmarking targets in assigning the preference weight to inputs (berth length, total area of pier, CFS, number of loading machine) as (0.82, 1.00, 0.41, 0.00). Conclusion: For the validation of the proposed method, it applied to the 34 major ports around the world and selected stepwise benchmarking targets for an inefficient port to improve its efficiency gradually. We can say that the proposed method enables for inefficient DMU to establish more effective and practical benchmarking strategy than the conventional DEA because it considers the resource (inputs or outputs) improvement preference in selecting benchmarking targets gradually.

International virtual teamwork offers new opportunities for the professional development of teachers. In this paper, we examine the initial experiences in an ongoing international virtual benchmarking project coordinated by the Finnish Online University of Applied Sciences. What challenges does an international context present for project construction and collaboration? Data from five countries, in the form of participant reflections and researchers' observations, were analysed according to four types of barriers: language, time, technical and mental barriers. Initial data indicates that trust is an essential starting point, as there is neither time nor possibilities to build mutual trust by traditional means. Organisational confidentiality issues, however, can complicate the situation. The project introduces 'collision' as a method of professional development, in which physical and organisational borders are crossed and the skills and competencies needed in global learning environments are acquired.
Until now, various educational budgets, facilities, and programs have been put into school education, but the results have not been clearly evaluated. This study presents a model to analyze the effectiveness of educational support for students in high schools across the country. In this model, we first use EM cluster analysis to make clusters with similar inputs for school operation, and then calculate the relative efficiency in each cluster by using Network DEA analysis. The Network DEA analysis has a two-stage structure where the first stage uses six inputs in terms of school infrastructure to generate outputs such as the number of academic persistence. In the Network DEA analysis, the second stage uses 10 inputs in terms of school programs to generate outputs such as the number of enrollees to higher learning and the number of employees and per capita usage of library as the connection variable. Based on the efficiency analysis results, Tier analysis is performed by applying the Euclidean distance to select targets for benchmarking. In this study, we applied the model to analyze the efficiency of educational support by collecting data regarding student education support in general and vocational high school nationwide. The stepwise benchmarking method proposed that the target be selected for efficiency improvement step by step, taking into account inefficient school elements to complement the problem of the choice of benchmarking targets. Based on this study, it is expected that schools with low efficiency of educational support for students will be used as basic data for stepwise benchmarking for efficient operation of educational support for students.
This paper extends the empirical analysis on R&D based growth model so that the nonstationary panel unit root testing methods can be used to distinguish the exogenous growth model and R&D based growth model for the 1981-1999 period with fourteen OECD economies including Korea. Our results show that first, using U.S. and Group mean as benchmarking, the stochastic R&D productivity convergence to benchmarking is not supported in our data set. Second, the empirical results for stochastic nonconvergence to the U.S. or group mean also are robustness to panel unit root methods. We, therefore, find strong support for the implications for R&D based growth model.

Construction management services have been adopted for more than a decade and are continuously growing; however, the advantages of utilizing a construction management service are still not quite clear, regardless of many arguments can be made in their favor. The construction manager, as a coordinator, is supposed to smoothly facilitate the project teamwork in order to deliver a profitable and satisfactory project, not only for the owner's interests but also for the success of all project participants. This study has focused on the teamwork supports a construction manager can provide during project operations. This study developed a benchmarking tool to assess the construction manager's role in terms of its project teamwork supports, by utilizing the evaluation model and several case studies. In addition, this study also attempted to set the industry average and higher performance so that both the owner and the construction manager can self-assess, and more importantly, can improve project operation. The actual implementation of the benchmarking tool into on-going projects can allow the construction manager to understand the current operation and to make a better project process through teamwork.
What are some of the explanations for cross-national diversity of foresight performance among technological followers? Why are some countries more successful than others in learning how to develop national innovation system foresight? This paper argues that the answers are linked to organizational capacities at three different levels: governmental, policy network and social learning. To corroborate this argument, the paper chose Iran and Korea as benchmarking partners, and attempts to find out what makes Iran a slow learner in building innovation system foresight. The conceptual model is an improved model of Saritas's, by integrating Borras' and Andersen's conceptions and classifications. The data are collected from comprehensive interviews in both countries and second-hand data of international indexes. The paper, finally, concludes that it is the weakness of analytical-systemic capacity that impedes and delays the emergence of systemic foresight in Iran, and that this weakness stems from the adverse impacts of the dominant institutions, surrounding the innovation system. The final point is that it is not sufficient for Iran to learn the methods and techniques of foresight from Korea. It should learn how to open its macro-policy towards the global market and design appropriate industrial strategy in a coherent policy-strategy portfolio.

The level of awareness and actual implementation of integration and computerization in the construction industry is growing. However, it is not clear at this point how to assess the extent of their impact and to identify in which ways they better support the construction projects related to their success. The objectives of this research are the development of a model to evaluate the impact of integration and computerization on construction projects and the recommendation of guidelines for companies in identifying suitable ways for them to incorporate integration and computerization Into their operation. The developed conceptual model has been found robust enough to be used as a benchmarking tool in evaluating the performance of the construction process and to strategize its future operation.
