기술혁신 장애요인이 지원제도 활용에 미치는 영향에 관한 실증연구 (An Empirical Study on the Relationship between Barriers and Policy Measures in Technological Innovation)

  • 경제성장의 핵심요소인 기업의 기술혁신 활동을 지원하기 위해서 정부는 다양한 지원제도를 운용하고 있다. 이와 관련하여 선행연구들은 기술혁신의 결정요인, 지원정책 수단의 효과 등에 대해 다양한 분석결과를 공급자적 관점에서 제시하고 있지만 정책수요자 측면에서의 특성에 관한 연구는 전무한 실정이다. 이에 본 연구에서는 과학기술정책연구원(STEPI)에서 실시한 기술혁신조사(2005) 자료를 활용하여 기술혁신 장애요인과 지원제도 활용간의 영향관계를 로지스틱 회귀분석(Logistic Regression Analysis)을 통해 살펴보았다. 분석결과 지원제도의 유형에 따른 일부 차이에도 불구하고 기술혁신 장애요인이 지원제도 활용에 유의미하게 영향을 미치는 변수임을 확인할 수 있었다. 자금 장애요인이 클수록 기업들은 유형을 불문하고 지원제도를 보다 적극적으로 활용하는 것으로 나타났다. 또한 협력 장애요인을 크게 경험하는 기업일수록 기술지도/정보제공 관린 지원제도를 활용할 확률이 높았다.

Organizational Learning as Catalyst to Technological Innovation

  • With rapid change and intensive competition in the global economy, the capability to capture, absorb, develop, and transfer new knowledge is a key organizational success factor. Through effective learning, companies are more likely to develop the innovation, quality, and responsiveness essential to meet the growing expectations of customers and the disruptive threats of competitors and new technologies. In the paper the role of technological innovation and its relationship to organizational learning in managing technology-based new products are examined. Several factors which can influence the rate and effectiveness of organizational learning are identified. Barriers to learning also are discussed. Finally, several managerial implications and propositions for future research on learning and technological innovation are advanced.

Making a Technological Catch-up: Barriers and Opportunities

  • This paper has discussed several issues regarding the barriers and opportunities for technological catch-up by the late-comer countries and firms. As one of the barriers to technological catch-up, the paper emphasizes the uncertainty involved with the third stage of learning how to design. The barriers arise because as the forerunner firms refuse to sell or give license to successful catching-up firms who thus have to design the product by themselves. The paper discusses how to overcome this barrier. It also notes that if the crisis of design technology is a push factor for leapfrogging, arrival of new techno-economic paradigm can serve as a pull factor for leapfrogging, serving as a winder of opportunity. The, it emphasized the two risks with leapfrogging, namely the risk of choosing right technology or standards and the risk of creating initial markets, and how to overcome these risks. It discusses how to overcome these risks in leapfrogging, and differentiates diverse forms of knowledge accesses. Then, the paper takes up the issue of whether there can be a single common or several models for catch-up. A common element of catching-up is to enter new markets segments quickly, to manufacture with high levels of engineering excellence, and to be first-to-market by means of the best integrative designs. This observation is supported by the fact that Korea and Taiwan has achieved higher levels of technological capabilities in such sectors as featured by short cycle time of technology. The possibility of two alternative models for catch-up is also discussed in terms of the key difference between Korean and Taiwan, especially in the position toward the source of foreign knowledge and the paths taken toward the final goal of OBM. Taiwan followed the sequential steps of OEM, ODM and OBN, in collaboration or integration with the MNCs. Korean chaebols jumped from OEM directly to OBM even without consolidating design technology.

Culture and Innovation : Development of EDI Systems in the Korean Automotive Industryv

  • This paper presents research linking national culture and innovation. The research identifies how key features of Korean culture, collectivism and hierarchical authoritarianism, affect technological innovation. This perspective casts new light on cultural research that, while generally confirming national culture-innovation ties at the organization level, has had less success accounting for culture barriers to innovation in collectivist nations, especially at the interorganizational level. The data for this study was obtained from interviews and written sources. The paper introduces the concept of the social shaping of technology, with which the influence of culture on technological innovation is analyzed, and highlights the development of EDI systems in the collectivist Korean society. It draws attention to the interorganizational basis of collectivism and authoritarianism in the technology innovation process. Finally, Korean innovation systems are questioned, and some negative effects of the collectivist Korean culture at the interorganizational level are discussed.

Innovation in Indian Industries: Insights from the First National Innovation Survey

  • Technological innovations, as the key to building competitive advantage, need a comprehensive review to address the issues related to transformation of the Indian industries. The present paper reports the broad findings of the first National Innovation Survey undertaken by the Department of Science and Technology, Government of India. The findings presented here highlight the status of innovation related activities in different industrial sectors, its weaknesses, and areas requiring institutional interventions. The survey results underline the fact that the innovation activities in Indian industries are more for survival in a competitive market conditions than to create market advantage. A sort of disconnect between the innovation support system and the production system is a discernible fact that surfaces from the study. The study also indicates certain characteristics of the innovation behaviour of firms that brings out developing country issues of innovation.

The Aging Society from the Perspective of Urban Infrastructure and Community Environment: Searching for Policy and Technological Innovation

  • This study reviews how an aging society can be connected to the urban-built environment, transportation system, infrastructure, and climate change topics from the perspective of policy and innovation in science and technology. Each topic was described with the aging society that we will encounter in the near future. Based on the expected discussions, we suggested how policy and technological innovations may interact with the new emerging society. Especially, digital transformation is expected to hyper-connect the aging society beyond physical barriers where numerous policies and innovations in science and technology shed light on the elderly population. We observe, however, that this cannot be achieved only by the government sector; rather, municipal governments and local communities, as well as private sectors, all together need to prepare for the new society of the aging population. Furthermore, an ideal approach is to accommodate multidisciplinary studies that can address the policy and technological innovations simultaneously and collectively. By doing so, we can minimize the negative impacts when an aging society approaches.

기술학습역량 강화를 통한 추격 및 탈추격 혁신 촉진 (Enhancing Technology Learning Capabilities for Catch-up and Post Catch-up Innovations)

  • 기술 학습, 기업가정신, 혁신, 창의성에 대한 동기 및 관련 활동은 아시아 국가들의 경제 발전의 원동력이었다. 기술 발전의 초기에는 기술 학습과 기업가정신이 선진국들을 효과적으로 따라잡을 수 있는 방안으로 작용하였다. 왜냐하면 이를 통하여 기업들은 상대적으로 낮은 리스크를 가지고 기술과 지식을 빠르게 축적할 수 있었기 때문이다. 그러나 기술 발전의 후기에는 혁신과 창의성이 보다 중요하게 작용하였다. 본 연구의 목적은 1) 기술 학습 성과에 영향을 미치는 요소들 (학습 역량)과 2) 창의적인 조직 및 경제 환경 구축을 위한 혁신 역량 강화에 필요한 과제들을 규명하는 것이다. 본 연구의 핵심 내용은 탈추격 시대에서의 학습 역량과 연관되어 있다. 문헌 연구 및 한국의 경제발전 사례를 바탕으로 본 연구에서는 기술 학습에 영향을 미치는 다양한 요소들로 구성된 기술 학습 모형을 제시하였다. 이와 관련하여 세 가지 가설을 설정하였고, 한국의 공작기계 제조업체들로부터 데이터를 수집하였다. 또한 해당 업체들의 CEO들과 R&D 책임자들을 대상으로 구조화된 설문을 수행하였다. 이를 바탕으로 상관 분석과 ANOVA를 수행하여 가설을 검증하였다. 추가로 사례 분석과 정책 분석을 수행하여 혁신 활성인자와 방해인자들을 규명하였고, 이를 근거로 혁신 역량 강화를 위한 방안을 제시하였다. 실증 분석 결과를 기반으로 1) 기술 축적정도 2) 기술인력들의 잠재력 3) 확고한 기술적 노력 4) 학습에 대한 의지 5) 최고 경영층의 지원 6) 공식적인 기술 학습 시스템 7) 높은 학습 동기 8) 적절한 기술 선택 9) 명백한 목표 설정과 같은 기업의 학습 잠재력과 활동(학습 역량)을 규명하였다. 이와 같은 학습 역량은 경제 발전 초기 기업의 학습 성과를 결정하였다. 또한 기술발전 단계별로 기술학습을 위해 필요한 핵심 요소들이 상이하였다. 통계 및 정책 분석을 통하여 기술학습은 기술발전 과정의 본질적인 원칙으로 이해될 수 있음을 입증하였다. 선제적이고 창의적인 학습은 후기에, 대응적이고 모방적인 학습은 초기에 활성화 되었다. 추가로 본 연구에서는 탈추격 시대에서의 혁신역량 및 혁신활동 강화의 원동력 또는 촉진 요소를 탐색하였다. 예비 사례분석 결과는 1) CEO의 전략적 의지와 기업 문화 2) 리더십과 변화 주도 챔피언의 존재 3) 디자인 원칙과 방식 4) 에코시스템과 협력체계, 5) 지속적 R&D 투자가 혁신역량 및 혁신활동 강화의 촉진 요소로 작용함을 보여주었다.

구조방정식 모형을 활용한 기술혁신 장애요인에 따른 혁신원천 및 정부지원제도 활용과 혁신성과에 관한 연구 (An Empirical Study on the Use of Innovation Source and Government Support Programs in Technology Innovation Performance based on A Structural Equation Model(SEM))

  • 최근 기업의 경쟁력 확보와 생존에 있어 기술혁신의 중요성이 증대되고 있다. 반면 기업이 직면하는 기술혁신 장애요인도 다양해지고 있다. 여러 선행연구를 통해 기술혁신 장애요인을 해소하고 기술경쟁력을 확보하는데 다양한 내 외부 혁신원천과 정부지원제도의 활용이 중요한 요소로 평가받고 있다. 다만 단순한 인과모형에 기반해 변수간의 다양한 관계성을 고려하지 못했다는 비판이 있었다. 이 같은 선행연구의 지적에 바탕하여 본 연구에서는 혁신활동 수행에 있어 기업이 직면하는 기술혁신 장애요인을 OECD의 오슬로 매뉴얼(Oslo manual)과 다수 선행연구에 근거해 재무적 요인과 기술역량, 시장/제도관련 요인으로 구분하고, 이들 요인 간의 상호종속적 관계를 고려하여 혁신원천과 정부지원제도 활용 그리고 기술혁신성과에 미치는 영향을 구조방정식모형에 기반해 분석하였다. 실증분석에는 "2014 한국기업혁신조사: 제조업 부문"결과에서 결측치를 제외한 1,251개의 관측치를 활용하였다. 분석 결과, 자금, 역량, 시장 등 기술혁신 장애요인은 혁신원천과 정부지원제도 활용을 촉진하는 것으로 나타났다. 한편, 기업이 활용한 다양한 혁신원천과 정부지원제도는 기술혁신성과에 긍정적인 영향을 미쳤다. 기술혁신 장애요인 중에서는 자금이 가장 부정적으로 기능하였다.

Factors Affecting Efficiency of Electronic Customs and Firm Performance in Vietnam

  • The paper identifies the enablers (drivers) and inhibitors (barriers) influencing e-customs implementation in Vietnam (known as a developing country with a lower technological environment) along with determining the impact of e-customs on firm performance. The survey was conducted with the representatives (managers) of firms in five cities and provinces dominating Vietnam's international trade. The data was analyzed using structural equation modeling (SEM). The findings show two significant drivers (enablers) - relative advantages and national culture, while compatibility and ease of use are the barriers. Previous studies showed that cultural dimensions related to 'uncertainty acceptance' and 'individualism' encourage innovation; however, this paper demonstrates that 'uncertainty avoidance' and 'collectivism' promote e-customs deployment in Vietnam. Previously, Vietnamese culture was known for scoring high on cultural dimensions related to 'power distance' and 'short-term orientation'. However, today, as an emerging country, Vietnamese has switched to 'low distance' and 'long-term orientation', especially in terms of e-customs innovation. Additionally, the paper also emphasized that e-customs implementation had a positive influence on firm performance in Vietnam. Based on the results of the paper, policy-makers can devise essential solutions to enhance e-customs implementation as well as managers of firms can set-up strategies to adapt to the modernized environment.

보건의료 데이터 연구 개발 활용의 장애요인 및 활성화 방안 제언 (Addressing Challenges in Leveraging Health and Medical Data for Research and Development)

  • This study explores the barriers to using health and medical data in research and development (R&D) within the healthcare industry and suggests ways to enhance data utilization. As artificial intelligence technology drives transformative changes across industries, there is an increased demand for robust health and medical data, highlighting its critical economic value and utility in fostering innovation. Using qualitative analysis through Grounded Theory, the study involves ten R&D professionals from healthcare industry, including both medical centers and corporations, using surveys and in-depth interviews to gather diverse experiences and perspectives on the challenges and opportunities in health and medical data use. Key findings point to legislative, regulatory, and data quality and integration issues, as well as complexities in patient data access and usage. Technological limitations and inadequate data governance frameworks also emerge as significant obstacles. Recommendations focus on improving regulatory frameworks, enhancing data standardization and quality, and fostering stronger partnerships between data custodians and users. The study concludes that overcoming these obstacles requires a comprehensive strategy involving legislative changes, improved technological infrastructure, and increased stakeholder collaboration. Implementing these recommendations could greatly enhance health and medical data utilization in R&D, significantly advancing medical science and patient care services.
