A Study on Improving Aircraft Maintenance Licensing System of South Korea for Mutual Recognition Between Countries

  • The purpose of this study is to present the internationalization of South Korea's aircraft maintenance certificate for mutual recognition of aircraft maintenance license qualifications among various countries in preparation for an internationalization of the work conducted by the aviation industry. To achieve this objective, this study reviews the aircraft maintenance license training system and compares the standards for aircraft maintenance certification established by the Convention on International Civil Aviation with the standards for issuing domestic aircraft maintenance licenses. This comparative analysis shows that the domestic curriculum of aircraft maintenance licenses differs from international standards. As a result of this study, an improvement plan of the education content was proposed to enable the licensing qualifications of domestic aircraft maintenance licenses to be mutually recognized among different countries.

  • Domestic and foreign aviation industries showed steep growth along with rapid increase in aviation demand, but the industries got directly hit by COVID-19. Now, with the recovery of daily life, aviation demand is gradually increasing, too. However, the risk of aviation accidents also increases proportionally to the increasing demand for aviation. Although it is a point that safety management needs to be actively conducted to prevent safety accidents resulted from the growth of aviation industries, research on safety culture and organizations is not sufficiently done in terms of the depth and scope of it despite the importance of the discussion. Studies in various areas have reported that an organization's safety culture forms the group's safety atmosphere and then results in the workers' safety behavior. Accordingly, this study examined the effects of safety culture in an organization on the safety behavior of its members who are aircraft maintenance technicians. The results of this research can be summed up as follows: first, it has been found that the roles of the person in charge grounded on clear goals and guidelines for the organization's safety policy influence the technicians' attitudes. Second, the important factor in the technicians' safety observance is that the attitude to follow safety rules when performing aviation maintenance raises their awareness of safety, for instance, following standard operation procedures or wearing personal equipment for protection. Third, their attitudes have positive effects on safety participation, and consequently, their intention to comply with safety rules is shown as an active action to achieve the ultimate goal of safety behavior.

KASS 유지보수 정의 및 절차 개발 (Development of maintenance concept and procedures for KASS)

  • KASS (korea augmentation satellite system)는 국제민간항공기구 (ICAO; international civil aviation organization)의 항공통신 관련 국제표준권고 (SARPs Annex 10)에 따른 항공용 서비스 성능이 보장되어야 하는 한국형 SBAS (satellite based augmentation system) 이다. 목표 서비스 성능의 보장을 위해서는 운영 시스템이 안정적으로 동작하고 유지, 관리되어야 하며 이를 위해 유지보수 체계가 확립되어야 한다. 유지보수 관점에서 KASS 하위시스템을 교체유닛 단위로 정의하고 유지보수 조직, 유지보수 절차를 정의하였다. 또한, 유지보수 수행을 위한 교체유닛 단위의 유지보수 임무를 산출하였으며 산출된 임무가 앞서 정의된 교체유닛 단위를 충분히 포괄하는지 검증하였다. 본 연구를 통해 산출된 유지보수 임무는 2023년 말 본격적인 항공용 서비스 제공 전, 실 운영 준비과정에서 검증될 것이며 지속해서 업데이트될 것이다.

개인적인 요인이 항공정비사의 안전행동에 미치는 영향 (The Effect of Individual Factors on Safety Behavior of Aircraft Maintenance Technician)

  • As the domestic aviation industry grows, the aviation maintenance field is also growing rapidly. This change calls for more aircraft maintenance technicians, and interest in safety accidents is also increasing. Individual safety climate indicates the importance of safety in the organization. We expect that three individual factors (training effectiveness, procedure effectiveness, and work pressure) relate to safety behavior in the workplace via individual safety climate. The purpose of this research is investigating the relationship between individual factors and aircraft maintenance technician's safety behavior. Previous studies related to individual factors were examined for literature review. Based on the previous studies, research model was constructed. Hypothesis was verified by effected data from 305 samples were employed for final survey. The results show that individual factors were meaningful factors to effect perceived safety behavior, and safety knowledge & safety motivation were related to safety compliance & safety participation.

인적오류에 의한 항공정비의 안전과 관리방안에 관한 연구 (A Study on the Safety and Management Plan of Aviation Maintenance due to Human Error)

  • The proportion of airline accidents caused by human factors is steadily increasing. The aviation industry has made considerable progress in reducing the accident rate; however, since the early 1980s, the accident rate has remained constant. Due to airspace congestion, the safety margins of these existing safety promotion methods are gradually decreasing; thus, new methods to prevent accidents and quasi-accidents must be devised. Causative factors of aviation accidents include increased air traffic due to increased air demand, increased cumulative working hours due to long-distance flights, and complicated flight environments. Accidents often occur when several small errors accumulate in the normal course of operation, rather than after a single error. Accordingly, in this study, the impacts on air navigation due to human error by aviation maintenance personnel and varying international standards (i.e., KOCA vs. F.A.A vs. EASA) analyzed, and the relationship between human decision-making and behavior was investigated. The resulting safety analysis and alternatives were presented to prevent aviation maintenance accidents and cognitive ergonomics errors.

  • 본 논문에서는 항공소프트웨어 인증 규정 발전 동향을 파악하고, 증강현실 및 가상현실 소프트웨어의 항공정비 산업 적용을 위해 항공에 최적화된 인증 규정을 소개한다. 이 규정은 항공정비 산업에 적용된 증강현실 및 가상현실 소프트웨어에 엄격한 인증 규정을 적용함으로써 항공정비 산업에 적용된 증강현실 및 가상현실 소프트웨어의 안정성과 신뢰성을 제공할 것으로 기대된다. 기존에 사용되는 DO-178B, DO-178C가 규정하기 힘든 문제들을 고려한 인증 규정을 제시하고자 한다.

  • Avionics is a compound word of aviation and electronics that began to be used in the late 1930s. In the components or sub-systems installed to the aircraft, avionics is something that works by electronic technology. In the past, the aircraft mate, the flight engineer, and the radar operators performed the work on board the aircraft but the modern aircraft have replaced these tasks with avionics. the aircraft mechanics who maintain and manage such complex aircraft must have expertise and technics with the development of avionics to maintain aircraft airworthiness. This paper is about the introduction of domestic avionics qualification system and the development of avionics maintenance technology. For this, the SWOT analysis is performed by identifying the internal and external environment. And recommend the strategy and direction of domestic avionics qualification and education system.

항공정비결함에 기여하는 인적요인에 관한 연구 (A Study on Contributing Factors to Aircraft Maintenance Failure)

  • Aircraft maintenance failure doesn't only threaten flight safety but also causes significant economic losses such as flight delays, flight cancellations, air turn backs and diversion and so on. Therefore, the efforts should be made to detect the contributing factors that cause such maintenance failure and eliminate them. In this study, by analyzing factors contributing to system failure using the Maintenance Error Decision Aid (MEDA) model based on stochastic relations between the contribution factors, system failure and events, we will draw a improvement plan to aircraft maintenance defects.

  • The ICAO AMO global recognition system will be instituted in 2024, with the aim of reducing the certification and surveillance burden on aviation authorities and approved maintenance organizations (AMOs). If the domestic AMO certification and surveillance system is internationally recognized through this system, it may facilitate the rapid development of the domestic MRO industry in South Korea. To ensure international recognition of the domestic AMO system, the AMO surveillance and regulation system must be improved. This study reviewed ICAO policies, standards, guidelines, and leading aviation authorities' regulations and systems with regard to maintenance organization certification and surveillance, and a comparative analysis with the domestic system was conducted. From this, gaps in aviation safety inspection personnel training, qualification, and surveillance were identified, and measures for improving inspection personnel training and organization certification and surveillance system maintenance were elucidated to preemptively respond to the ICAO AMO global recognition system.
