Research on the Application of Sustainable Development Assessment System for Fishing Communities in Korea (어촌지역 지속가능 발전지표 적용 연구)

  • This study focused on diagnosing and analyzing the level of sustainable development for each fishing communities by applying the sustainable development index in the fishing communities to support the policy of revitalizing the fishing communities. In terms of methodology, diagnostic indicators for rural areas were used through previous studies and literature surveys, and three categories, five fields and 27 indicators were finally selected through collecting opinions from experts. After deriving the weight for each indicator in detail, the final sustainable development index of the fishing communities was applied to fishing village fraternity. Based on the results of the analysis of the application of sustainable development cases in fishing communities, policy support should be implemented differentially according to regional decline factors and potential growth factors. In the population and social sector, it is necessary to consider ways to reduce population and reduce aging. In the industrial and economic sectors, fishing activation and systematic support for fishing-related industries should be provided. In the marine and built environment sector, the government's active project execution and budget support are required. In addition, it is expected to be used in various ways in the process of developing fishing communities and establishing revitalization plans that reflect the characteristics of the region.

Implication Measures between Strategic Environmental Impact Assessment and Sustainable Development Indicators (전략환경영향평가와 지속가능한 발전 지표의 연계방안)

  • In 2015, Summits of State and Government at United Nations General Assembly agreed to set the world on a path towards Sustainable Development(SD) through the adoption of the 2030 Agenda. 2030 Agenda adopts 17 Sustainable Development Gooals(SDG) to achieve 3 pillars of social security, economic efficiency and environmental integrity. Sustainable Development Indicators(SDI) which are suggested by UN SDSN(United Nations Sustainable Development Solutions Network), have been developed for measuring SDG implementation, by which Sustainability Assessment(SA) can be accomplished to check through more holistic approaches to poverty alleviation, social inclusion and environmental management. In Korea, Strategic Environmental Impact Assessment(SEIA) has been applied to PPP(policy, plan, program) by 'Ministry of Environment', whereas 'National Land Planning Assessment(NLPA) which is one sort of SEA has been implemented to evaluate PPP of Ministry of Land, Infrastructure and Transport'. Although SEIA and NLPA have been utilized as decision-making support tools for stakeholders including high authorities, the reference criteria of these institutions are not considered as convincible and communicable. Evaluation criteria of alternatives which are core principles for SEIA and NLPA seem so ambiguous and unscientific. Through incorporation of SDI into SEIA, a convenient, quick and credible diagnosis of the key dimensions of SD comprising social equity, economic development and environmental management, can help develop a shared understanding of priorities of implementation of SDG.

A Theoretical Framework for Economic Assessment of Standardization Programs (표준화 사업의 경제성 분석 모형 및 이론 체계)

  • There is no generally accepted single stylized methodology for the impact assessment of standardization programs even though some scholars in the United States or Europe have been trying to set up a common methodology during past decades. It is because the economic outcome indicators that analysts seek to quantify vary significantly with the diversity and complexity of the affected industry and the analytic approach, as well as the nature of STANDARDIZATION programs. This paper builds up the model to establish common methodology which is designed to enable the comparable economic assessment analysis between various STANDARDIZATION programs. The model thus serves to enable a comparable impact assessment because it enables both universally valid and stylized analysis, while traditional impact assessment analysis can vary depending on the kinds of analytic approaches. In other words, this paper developed the common methodology which is designed to stylize the universally valid impact assessment of STANDARDIZATION programs. In addition, this paper shows that it should be accompanied by empirical research for some items in the model, to enable the realization of the both comparable and sophisticated analysis of impact assessments, thereby outputting in the range of those values which depend on the industry and/or STANDARDIZATION type.

Improvement of Quantitative Condition Assessment Criteria for Reservoir Embankment Safety Inspection Considering Characteristics of Small Reservoirs in Korea (소규모 저수지의 특성을 고려한 제체 안전진단의 정량적 상태평가 기준 개선)

  • The physical condition assessment criteria of fill dam safety inspection are now weakly regulated and inappropriate for small agricultural reservoirs since these criteria have fundamental backgrounds suitable for large-scale dams. This study proposes the degree (critical values) of defects for the quantitative condition assessment of the embankment in order to prepare the condition assessment criteria for a small reservoir with a storage capacity of less than one (1) million cubic meters. The critical values of defects were calculated by applying the method that considers the size ratios based on the dimensional data of reservoirs, and the method of statistical analysis on the measured values of the defect degree which extracted from comprehensive annual reports on reservoir safety inspection. In comparison with the current criteria, the newly proposed critical values for each condition assessment item of the reservoir embankment are presented in paragraphs 4 and 6 of the conclusion. In addition, this study presents a method of displaying geometric figures to clarify the rating classification for condition assessment items with the two defect indicators.

Development of Safety Assessment Indicators and Facility Management System for Crime Prevention - A Case Study of Park -

  • In this study, a GIS-based park safety assessment index was developed to enable objective park vulnerability assessment through data-based GIS analysis, a safety assessment was conducted by selecting a target site where various parks are operated and applying the park safety assessment index. In addition, a facility management system was developed for efficient management of the park safety assessment to update the park safety and provide a foothold for indirect PPGIS. In the case of the assessment index of the safety rating of the park, it was possible to conclude that the accurate quantitative performance was given to the calculation of the safety grade of the park based on the fact that the facilities are different depending on the environment and the size of the park. In addition, the marking the safety grade of parks, as well as the function to show the safety facilities of parks, a common living area for citizens, the management system is expected to have an impact on promoting the use of parks. In the future, in functions such as reporting of facility failures and verifying civil information are implemented by applying civic group participation programs and crowd-sourcing technologies, it is believed that all facilities as well as parks managed by the local government can be managed more efficiently.

The Analysis of Crime-Vulnerability Assessment using Spatial Data for Planning CPTED (셉테드(CPTED) 계획 수립을 위한 공간정보를 활용한 범죄취약성 평가)

  • Recently, as part of the crime prevention measures that focus on spatial characteristics on the determinants of crime-causing, interest in crime prevention (CPTED) through environmental design has been increasing. This study analyzed crime vulnerabilities in Ulju-gun for the purpose of establishing a master plan for crime prevention urban design (CPTED). The 12 indicators, including demographic, socioeconomic, and physical factors, were sampled from prior studies. As a next step, statistical analysis resulted in criminal vulnerability indexes. According to the analysis, districts with a high demographic crime vulnerability indexes were concentrated on apartment complexes, while districts with high socio-economic crime vulnerability indexes have low land prices and high proportion of female population. Also, the districts with high physical crime vulnerability indexes were found to be heavily distributed commercial ones with a large number of entertainment places. However, there was a limit to generalizing the indicators of previous studies to local governments with different regional characteristics. Therefore, further studies should be carried out by establishing additional indicators considering regional characteristics in the future.

Dynamic quantitative risk assessment of accidents induced by leakage on offshore platforms using DEMATEL-BN

  • On offshore platforms, oil and gas leaks are apt to be the initial events of major accidents that may result in significant loss of life and property damage. To prevent accidents induced by leakage, it is vital to perform a case-specific and accurate risk assessment. This paper presents an integrated method of Ddynamic Qquantitative Rrisk Aassessment (DQRA)-using the Decision Making Trial and Evaluation Laboratory (DEMATEL)-Bayesian Network (BN)-for evaluation of the system vulnerabilities and prediction of the occurrence probabilities of accidents induced by leakage. In the method, three-level indicators are established to identify factors, events, and subsystems that may lead to leakage, fire, and explosion. The critical indicators that directly influence the evolution of risk are identified using DEMATEL. Then, a sequential model is developed to describe the escalation of initial events using an Event Tree (ET), which is converted into a BN to calculate the posterior probabilities of indicators. Using the newly introduced accident precursor data, the failure probabilities of safety barriers and basic factors, and the occurrence probabilities of different consequences can be updated using the BN. The proposed method overcomes the limitations of traditional methods that cannot effectively utilize the operational data of platforms. This work shows trends of accident risks over time and provides useful information for risk control of floating marine platforms.

Analysis on the Linkage between SDGs Framework and Forest Policy in Korea (국내 산림정책과 지속가능발전목표(SDGs)간의 연관성 분석)

  • This study analysed the linkage between national forest policy in Korea, namely the $5^{th}$ National Forest Master Plan, 2016 Korea Forest Service Performance Management Plan, the $3^{rd}$ National Sustainable Development Plan, and UN Sustainable Development Goals (SDGs). The 7 strategies of the $5^{th}$ National Forest Master Plan were related to 11 Goals of SDGs, and 5 strategies of 2016 Korea Forest Service Performance Management Plan were associated with 7 areas of SDGs, and 4 strategies within $3^{rd}$ National Sustainable Development Plan were linked to 7 Goals of SDGs. Among 87 national forest indicators compiled from three respective forest-related policies of Korea, 45 national indicators were related to 18 SDGs indicators. This indicates that 52% of national indicators of Korean forest policy are reflecting the language of SDGs. However, seeing from SDGs perspective, only 18 out of 241, which accounts for 7.8% of SDGs indicators are related to national indicators. The findings imply that a number of national forest-related indicators do not meet the diverse dimension of SDGs which provides potential areas for forest to contribute. Based on the findings, following recommendations were suggested: 1) the term used in forest policy should be aligned to SDGs targets so that it can be embedded in national policies, and 2) indicators should be further contextualized as well as in its assessment system. Lastly, it suggests for leveraging 3) '5 Processes of sub-national climate change adaptation plan' and the core concept of REDD+ MRV which could provide fundamental background for implementing SDGs framework to national forest policy.

Development and Feasibility of Indicators for Ecosystem Service Evaluation of Urban Park (도시공원의 생태계서비스 평가지표 개발 및 측정가능성 검토)

  • A human in urban areas has depended on ecosystem for well-being, so it is important to evaluate urban ecosystem services which contribute significantly to human well-being. In this study we classified ecosystem functions and set indicators used for evaluating ecosystem services of urban park by Delphi method. As a result, it derived 12 items and 14 indicators of ecosystem services to evaluate them such as vegetable garden, canopy cover, biodiversity, and educational programs. Based on the derived evaluation indicators, the feasibility of the indicators was examined by applying to two urban parks, Maetan park and Seoho-Ggotme park, in Suwon City. We also suggested strategies to improve each ecosystem services based on the results of evaluation. It is significant to recognize unknown services in urban parks. The results can be used for improving urban ecosystem services consistently in response to current rapid urbanization. In the future, the city should make a master plan on ecosystem service on urban area, beyond urban park, considering both of quality and quantity.

The Assessment of Blood Glucose Distribution according to the Fasting State and Glycemic Control Indicators for Diabetes Screening (금식 여부에 따른 혈당치 분포와 당뇨병 선별을 위한 혈당조절지표의 평가)

  • This study analyzed the distribution of the blood glucose level according to the fasting status. Moreover, a relationship was analyzed between fasting blood glucose level and glycemic control indicators. A total of 707 outpatients, who visited Dankook University Hospital, were included and classified into either the fasting group and the non-fasting group. The mean blood glucose level of each group was calculated and analyzed by sex, age, and clinic. In addition, blood glucose, HbA1c, fructosamine, and 1,5-AG were measured in 153 fasting health check-up patients, and the correlation between the blood glucose level and glycemic control indicators was evaluated. Blood glucose averages between the two groups (non-fasting 111.9 vs. fasting 103.6 mg/dL) were different (p<0.05); and the mean difference was lower in women (4.8 mg/dL) than in men (12.2 mg/dL). A significant difference of the median glucose values among the age groups was only observed in the non-fasting group (Kruskal-Wallis test, p<0.01), and not in the fasting group. A 1,5-Anhydroglucitol was estimated to be significantly correlated with the fast blood glucose level in the range of the criteria of impaired fasting glucose (IFG). We presented an assessment of the distribution of blood glucose level in accordance with the fasting status among outpatients, and estimated that 1,5-anhydroglucitol was well correlated with the fasting blood glucose than fructosamine and HbA1c, through the analysis of results of health screening subjects. It is suggested that the use of glycemic indicators that reflect short-term blood glucose control can be used together with the blood glucose measurement in the screening of diabetes mellitus.
