Estimation of Freight Trip Generation Rates based on Commodity Flow Survey in Korea

  • In Korea, almost 700 industrial parks are under operation. Generally, industrial parks consist of national industrial parks and local industrial parks which are managed by a central government and by local governments respectively. The developing countries such as Korea, China and Vietnam etc. have constructed many industrial parks, which result in the change of land use pattern and also affect future trip demands. Therefore, in estimating traffic demands, it is very important to consider the industrial park development. This study aims to improve the methodology in estimating a freight trip generation rate with the data based on a nationwide commodity freight survey. The result showed that it is desirable to apply freight trip generation rate by the industry sector in estimating freight trip generations and using the production area of firm as an indicator. Specially, the reliability of the rates through a survey could be made sure because a sample rate based on firms in industrial parks was over 25% and the response rate was over 67%. The sample rate and response rate are very superior as compared to surveys conducted in many other countries. Because industrial parks have significant effects on forecasting transportation demand in pre-feasibility studies of transport and logistics projects, it is expected that the accuracy of freight trip demands would be improved through the results of this study.

도시공원 분포의 형평성 분석에 관한 연구 - 성남시 사례를 중심으로 - (The Social Equity of Urban Park Distribution in Seongnam City)

  • Urban park facilities and services offer a number of opportunities to fulfill individual, social, economic, and environmental benefits. Urban parks, provided through political measures as public goods, require balanced distribution in order to ensure social equity. The primary objectives of this study are to analyze the accessibility of urban parks and to examine whether urban parks are distributed equitably. GIS and statistical methods were used to investigate correlations between accessibility to neighborhood parks and socioeconomic status. As results, percentage of low-income population within the city was negatively related to park accessibility. Low-income dominated residential area, such as Sujeong-gu and Jungwon-gu have large low-income communities and less park accessibility compared with Bundang-gu, which are dominated by high-income residents. So, results from this study indicate that urban parks are not distributed equitably within Seongnam city. Therefore, creative strategies to provide urban parks for areas in need through the utilization of vacant lots, abandoned sites, and schools sites are necessary. Furthermore, budgetary priorities should be set to create new parks and revitalizing parks within the city's older neighborhoods are also needed.

  • "공원법"은 도시공원을 규정한 우리나라 최초의 법률이다. 그러나 당시의 도시공원은 규제만 가해진 후 다른 목적으로 사용하는 유보지와 유사하였다. 과거 '유보지로서 도시공원'은 지금의 공원문제로도 반복되고 있기에, 그 원인을 제공하는 초기 제도의 문제에 관한 고찰이 필요하다. 이러한 관점에서 본 연구는 "공원법(안)"들을 수집하여 도시공원을 유보하게 된 제도화 과정과 1960 70년대 공원문제와 "공원법"과의 사실관계를 분석하였다. 분석결과, 자연공원의 법률에 이질적인 도시공원을 수용하게 된 이유는 민간의 무분별한 용지 사용을 억제하여 유보할 수 있도록 "도시계획법" 이외의 부수적 규제 장치가 필요하였기 때문이다. 그러나 제정된 "공원법"은 공권력으로 도시공원의 잠식을 용인할 수 있는 문제점을 담고 있었다. (1) "공원법"은 도시공원을 폐지할 수 있는 광범위한 경우를 설정하였다. (2) 불명확한 공권력 범위의 설정은 도시공원을 남용할 수 있었다. (3) 미흡한 관련 기준은 대형 수익시설로 도시공원을 침식할 수 있었다. (4) (도시)공원위원회의 무기력은 공원문제에 대한 민주적 의사결정과 전문적인 판단력을 축소시켰다. 따라서, "공원법"은 도시공원에 대한 환경과 권리에 관한 침해 속성이 내제 되었고 공원설치와 시민 이용에 소극적인 태도를 취하였다. 동시에 "공원법"은 도시공원의 특성과 개념을 정립하여 선도하기 위한 독립법으로 한계가 있었다.

도시근린공원의 도달거리와 포착력에 관한 계량모형연구 (A Study on the Quantitative Model of the Reach of the Catchment and the Distance to Urban Community Parks)

  • This study is practically focussed on the derivation of the formula of the reach of the catchment of urban community parks and the reached distance to the parks. The hypotheses for the formula are as follows. a. The catchment of urban community parks can be dependent on the quantitative characteristics that urban community parks have substanial factors : the potential residential population of the proximate community to a park, park visitor's day and mean usetime per year. b. The distance to the urban park is a decided variable which can be percieved quantitatively by the researchers among the exogenous variables concerned with the mean usetime of the urban community park. The data for the variables were collected from the statistics, and the surveys for 9 parks of 4cities(Seoul, Chong-ju, Su-Won, Chon-an) in Korea, which were divided into on-site samples and off-site ones in 1991. The data were collected by questionaire surveys. A total of 548 questionaires of off-site surveys were completed by the residents in the enticing area of the parks. A total of 1053 questionaires of on-site surveys were completed by the visitors of the parks. The research could attempt to derive a formula, which was concerned with the reach of the catchment of urban community parks and the reached distance to the parks. It is testified(R2>0.8) that the numbers of mean usetime per year should be related with the reached distance from a visitor's house to a proximate park. The formula is analogized with an exponential function: {{{{ Mean Usetime per year=f(x)=Ae-BK+Ce-DK ear, X is reached distance from a visitor's house to a proximate park. A,B,C and D are parameters. And, the differences of the reach of the catchment of the parks are not only testified with resulting from the differences of the exogenous variables of qualitative characteristics differences of the parks, but also divided separately into spatial ranges. This formula will be able to anticipate the visitor's numbers of a planned urban community park.

국제 기준에 근거한 남북한 자연보호지역의 실상 비교 (Comparison of Protected Areas in South and North Korea Based on International Conservation Criteria)

  • This study was conducted to compare protected areas of South and North Korea based on international conservation criteria and recommend new fundamental directions for nature conservation policy. International conservation criteria used by this research were the 1994 IUCN protected area categories, composed of 6 management categories. Despite a variety of types and names of protected areas created by different domestic legislations, South Korea was revealed to have only two types of protected areas, Category IV and V, indicating the significant lack of ecological diversity and representativeness in its protected area system. Shockingly, there are no national parks meeting IUCN criteria in South Korea. On the other hand, North Korea has three IUCN Categories of II, III, IV and thus more balanced and ecologically representative protected area network than South Korea. Especially, North Korea maintains 9 national parks to be officially recognized by IUCN and UN. However, both South and North Korea should make sincere effort to have new and well-designed protected area system including all IUCN Categories I -Ⅵ and particularly a minimum area in the stricter protected area categories.

군산시 공원주변의 동물상과 개발에 따른 생물학적인 영향 및 대책 (Fauna of Some Parks Around Kunsan-City and Biological Impact on the Developments of These Parks)

  • This study was carried out to survey the fauna of some parks around Kunsan-city and to establish biological impact on the development of those parks. Among the fauna surveyed, insects consist of 74 species in 49 families and 13 orders. The insect fauna was poor, because the environment was made of simple flora and mostly farmland. Fish in the reservoir of Wolmyong-Park consist of 7 species. Among them, Ctenopharyngodon idellus is an exotic species and characterized with its voracious plantfeeding. This fish severely destroyed the habitats and spawning sites of other sympatric fish. For the conservation of non-exotic fish, birds, and mammals in the area, the integrated biological direction would be needed.

일본 민설공원 제도의 특성과 시사점 (Characteristics and Policy Implications of Private Development Parks in Japan)

  • 민간자본으로 도시공원을 조성하기 위한 특례제도가 도입된 이후, 보다 매력적인 인센티브를 부여하기 위하여 법률 개정이 이루어졌다. 본 논문에서는 민간공원의 취지에는 적극 찬성하지만 공익성을 강조해야 하는 공원에서 과연 적절한 조치가 이루어지고 있는지에 대한 의문을 바탕으로, 민간공원의 정책모델이었던 일본의 민설공원제도의 배경과 함께 입지, 조성, 관리의 기준이 책정된 근거와 특성을 분석하고 문제점을 고찰하였다. 민설공원은 녹지 네트워크 구축과 방재 기능에 유효하도록 입지와 공간계획이 이루어졌으며, 최소면적은 약 1.42ha였다. 공원과 같은 공간의 최소 면적인 1ha는 방재성과 실현가능성, 사회적 수용가능성을 감안한 수치였으며, 건축 부문은 제2종 중고층 주거전용지역의 기준과 지역 거버넌스와의 협의절차를 거쳐 최종적으로는 용적율 100%, 건폐율 30%, 최고높이 11층 등 허용한도의 최저 수준으로 건설되었다. 관리비는 월 300엔/$m^2$을 기준으로 35년간 소요되는 비용을 사업자가 일괄 납부하였으나 과다한 관리비가 수반되는 시설에 대해서는 시가 비용을 지출하여 민관이 함께 관리하는 형태를 취하고 있었다. 한편 입지, 허용용도, 도입시설의 한계로 매력적인 수익시설 도입이 어려우며 관리주체와 비용부담등의 문제점이 도출되었다. 우리나라 민간공원에 대해서는 도시공원 조성의 우선순위를 선정한 후 민간공원의 적정입지를 선정하고, 국민적 합의를 이룰 수 있는 수준의 입지, 조성, 관리 기준 정립 등의 개선과제를 제안하였다.

고가 선형공원의 녹지계획 사례연구 (Case Study of Green Space Planning in Elevated Linear Parks)

  • Elevated linear parks have the potential to support the ecological stability, city amenity, cultural opportunity, and health benefits of urban dwellers; these are increasingly becoming an integral part of the urban infrastructure. Due to structural limitations in space, linear parks need to be planned to increase the value of green space. This study was aimed at advancing urban planning techniques for increasing the value of elevated linear parks, by comparing the Seoullo7017 with the Promenade $plant{\acute{e}}e$ and the Highline. Planning characteristics of these green spaces were analyzed from the perspectives of physical planning factors, amenity values for users, and management systems. Field surveys and virtual tools were used to investigate the current characteristics of these parks, in addition to the literature survey. From the analysis of planning factors, amenity values, and management in the three linear parks, following important recommendations were made in order to promote the values of these parks: (a) diversify planting design for increasing the diversity of green space in a narrow area; (b) bring in various forms of amenities to promote the quality of users' experience; and (c) establish community-based management systems for enhancing regional competitiveness and profit sharing in urban regeneration projects.

대구 도시공원의 변천에 나타난 사회적 의미 해석 (An Interpretation of a Social Implication on the Transition of the Urban Park in Daegu)

  • 본 연구는 지방도시의 하나인 대구를 대상으로 1960년대부터 현재까지 시대별로 도시공원의 계획 개원과정을 분석하고, 이를 시대적 상황과 연관 지어 고찰함으로써 도시공원의 변천에 나타난 사회적 의미를 해석하였다. 1960년대에 도시계획법과 공원법이 제정되면서 법제도 내에서 도시공원이 조성되기 시작하였다. 하지만 이때에는 도시공원이 단지 도시계획시설의 하나로만 인식되어 조성보다는 지정에만 급급하였다. 1970년대는 급격한 도시화와 폭발적인 인구 증가에 대처하기 위해 도시공원의 양적 확보에 주력하였으나, 예산부족으로 계획기간 내에 공원 조성이 완료되지 못하였다. 1980년대는 연이는 대규모 국제대회 개최로 인하여 도시미화를 위한 각종 녹화계획이 수립되면서 도시공원의 미적 기능이 재인식되었으며, 도시민의 이용욕구를 만족시키기 위해 정적공간뿐만 아니라 동적시설을 갖춘 복합적인 성격의 도시공원이 조성되기 시작하였다. 1990년대는 환경문제에 대한 관심 증대와 함께 공원에 대한 시민의 적극적인 관심표명 및 참여가 이루어지기 시작하였으며, 도시공원의 환경적 기능과 효과의 부각에 따라 도시공원의 양적 확대뿐 아니라, 질적 개선도 함께 이루어졌다. 우리나라에 있어 근대적 의미의 도시공원 도입은 구한말부터이고, 본격적으로 도시공원이 조성되기 시작한 것은 1960년대부터이다. 하지만, 본 연구를 통해서 도시공원의 변화과정에 나타난 사회적 의미를 종합해 볼 때 대구에서 시민을 위한 '공용(共用)의 휴식처'라는 본연의 의미와 목적에 부합되는 도시공원의 개념이 완성된 것은 1990년대에 와서라고 할 수 있다.

Exploring Governance Models of Science & Research Parks and Related Organizations

  • Recently, investment to basic science has been increased and infrastructure of science and technology has been expanded in developed countries like U.S.A, UK and Japan to foster high-tech industries. Science and research parks are built and under operation to acquire national competitive power and to activate regional economy over the world today. It is argued that more synergy effects are generated when science and research parks are operated in cooperation with related organizations and facilities such as firms, universities, research institutes and governments than it is operated by one organization. The aim of this paper is to develop a governance model of science and research parks. One comprehensive model and three individual governance models were developed according to the structure and relations of industry-science/research park-supporting organization interactions. When governance model of science and research parks is established and properly managed, national development capacity would be greatly enhanced through the acceleration of technology transfer, industrial production rise and enhancement of efficiency in the area of R&D and supporting system etc. One of the key factors in building governance system for science and research parks is establishing a control tower that supervises governance system comprehensively and systematically.
