This study aimed to examine conceptual discussions in transcription programs based on citizens' contribution and to discuss the operation and implications of the transcription program by investigating cases on transcribing records held in overseas archival institutions. With regard to conceptual discussions, the study identified the characteristics and significance of the transcription programs predicated on the notions of citizen archivists, participatory archives, and crowdsourcing. For case analysis, the study selected five transcription programs in the United States, the United Kingdom, and Australia, which are known to be managed successfully. The analysis was conducted following six criteria, including institution and goals, records for transcription, management of participation, infrastructure, policies and guidelines, and evaluation. The transcription programs were differentiated from community archives based on self-directed participation as the programs had a specific goal to improve access to historical records moderated by institutions. Therefore, it is necessary that strategies be built to attract the sustainable participation of the public. In this respect, the study made the following suggestions to domestic services similar to the cases. The purpose of a program needs to be described, and the topics, creators, and record types that could induce interests have to be considered when selecting transcription records. It is also important that a partnership is made with a small number of participants who made a significant contribution to the program and to provide interface and tasks for the transcription, which meet the participants' needs. In addition, it is necessary that simple and effective guidelines for transcription and policies be provided for use in transcription results, and that visible participants' contribution is recognized by applying the transcription results actively to search and access records.
The use of records has been regarded as the ultimate goal of preserving records, and reference services are considered key tasks in records management. Particularly in Korea where the importance of archives and records management is not recognized sufficiently, we need to help the public recognize the importance of institutions, managing archives, and archives kept in the archives, and create new uses. In order for archives to notify archives, institutions and managing archives to potential users, they can use publications, exhibitions and education programs. In foreign countries, services such as public programs and outreach services have already been being executed by archives in order to publicize the archives actively to the public, and various supports are provided so that people can use archives in educational activities. What is more, publishing and exhibition programs are also linked to education, which can increase the use of archives and promote archives culture. Thus, archives play important cultural and educational roles. As archives' roles are being expanded and local archives are being established compulsorily in Korea, archives should play their roles not just as administrative agencies collecting official documents but also as cultural and educational institutions providing various forms of information and education. Creating new demands for important archives by notifying such archives through public programs approaching users, they should find ways for laying the ground for their existence. The objectives of this study are to look for the method of public program operation suitable for the Korean situation, to define abilities and roles required to archives as program planners, and ultimately to increase the use of archives and contribute to the settlement of archives culture.
Legislative stability of the production and management of electronic records and the enhancement of infrastructure have reached significant levels through relentless efforts of academic and public institutions in the field. In addition, appraisal and disposal of records also have to be done by retention periods, business functions, administrational and historical values, and certain procedures. The law specifies that public institutions must assign record managers. The underlying reason is for record managers to arbitrate the review process when records are to be evaluated and discarded and to prevent unauthorized disuses. It is also for just evaluations with the professionalism. Evaluation and discard of records have significant meanings in record management. Thus, these processes need to be handled properly in the standard record management system. Evaluation should be proceeded by the law enacted under the task functional and social agreement. Since, the record discard is decided through the technical and logical process, the support for evaluation and discard works are important above all things. In this paper, I deducted functional requirements of standard record management system by analyzing methods including the analysis of legislation and standard related to electronic records and the examination of the user's manual of record management system. I researched through the interviews of the record managers in public institutions. Based on this research, I deducted the implications for the evaluation of standard record management system and the estimation of functional requirements for discard. I also discussed future directions of improvements and follow-up studies.
The purpose of production status report is figuring out the amount of records produced by departments and record centers and establishing plans for transfer and collect of archives. These are the main functions of production status report clarified by Public Records Management Act. Production status report is introduced as the means to control the record management in public institutions which lack the understanding of the record production and management. Up to now, public institutions carry out production status report. However, it only has been done as a formal procedure and records collected unsurely transfer to Archives. The implementation of production status report does not accord with the original purpose. In addition, there are different views about the appropriateness of production status report. Record managers in the field, the researchers who made efforts to state production status report in the law and the archives did not reached the agreement of opinions yet. The objective of this study is not to judge whether production status report is of importance or not. Although its significance is controversial, it's one of the most important record management tasks and it stands the position as the distinct method in Korea. Nonetheless, the issue that production status report lacks efficiency in the field due to the lack of support of forms and systems brings up continuously. Thus, I evaluated current functions of production status report and proposed future improvements so that it accomplishes its original intent and support users in the field.
From the beginning of the enactment and implementation of the Public Records Management Act, there has been a steady discussion on the establishment of local archives. Local archives include not only administrative records of local governments, but also private archives such as containing the lives of residents. Along with the academic discussion, there have been movements for local autonomy and decentralization. Currently, interest and discussion on private archiving are in the historical flow. In addition, private archiving has become a social concern because of the establishment of systems such as the Public Records Management Act and the Information Disclosure Act, the establishment of a digital environment, and the spread of the meaning and value of village community activities. There are several government agencies related to private archiving, and the grounds for performing their work are different, and there are many central administrative agencies to which they belong. Therefore, I propose that the National Archives take the lead and form a 'Consortium of Private archives Management Institutions'. The organization should promote first, cooperation of collection information and archives, second, coordination of tasks and functions between institutions, and third, establishment of a nationwide private archives management system. Now is our chance. Instead of reacting on an ad hoc basis, respond systematically with a long-term perspective.

In order to understand a record, not only the contents of the record but also the production background and work context of the record must be grasped. It also requires a function that makes it easy to find related records scattered across various departments and agencies. Accordingly, the 'linkage' of information in archival information services is becoming more important. NAK also emphasizes 'linkage' as a search service function of the archives management system, but some problems were identified at the National Archives Portal Service (NAPS) such as a lack of linkage with authority data, disruption of internal service, and absence of linkage with other related organizations. To solve the limitations of the NAPS, we selected and analyzed advanced record management institutions that have built an ideal linkage service; checked the overall linkage structure of these institutions; and identified characteristics that could not be seen by other institutions. Also, elements that can be adopted from the NAPS were derived. Next, the current status of the NAPS linkage structure was analyzed to identify the parts that were not linked and the items that need to be improved in the linkage method, and specific advancement plans were suggested to solve these problems. The purpose of this study is to increase users' satisfaction with search and to advance the accessibility and utilization of records and internal services through improved linkage services of NAPS.
Metropolitan rapid transit system plays an essential role in the public transportation system of any large city, and its managing agency is usually charged with the responsibility of storing and managing the design drawings of the system. The drawings are important and historically valuable documents that must be kept permanently because they contain comprehensive data that is used to manage and maintain the system. However, no study has been performed in Korea on how well agencies are preserving and managing these records. Seoul Metropolitan Rapid Transit Corporation(SMRT) is the managing agency established by the city of Seoul to operate subway lines 5, 6, 7, and 8 more efficiently to serve its citizens. By the Act on Records Management in Public Institutions(ARMPI), SMRT should establish a records center to manage its records. Furthermore, all drawings produced by SMRT and other third party entities should be in compliance with the Act. However, SMRT, as a form of local public corporation, can establish a records center by its own way. Accordingly, the National Archives & Records Service(NARS) has very little control over SMRT. Therefore, the purpose of this study is to research and analyze the present state of storage and management of the drawings of metropolitan rapid transit in SMRT and is to find a desirable method of preservation and management for drawings of metropolitan rapid transit. In the process of the study, it was found that a records center is being considered to manage only general official documents and not to manage the drawings as required by ARMPI. SMRT does not have a records center, and the environment of management on the drawings is very poor. Although there is a plan to develop a new management system for the drawings, it will be non-compliant of ARMPI. What's happening at SMRT does not reflect the state of all other cities' metropolitan rapid transit records management systems, but the state of creation of records center of local public corporation is the almost same state as SMRT. There should be continuous education and many studies conducted in order to manage the drawings of metropolitan rapid transit efficiently by records management system. This study proposes a records center based on both professional records centers and union records centers. Although metropolitan rapid transit is constructed and managed by each local public corporation, the overall characteristics and processes of metropolitan rapid transit projects are similar in nature. In consideration of huge quantity, complexity and specialty of drawings produced and used during construction and operation of metropolitan rapid transit, and overlap of each local public corporation's effort and cost of the storage and management of the drawings, they need to be managed in a professional and united way. As an example of professional records center, there is the National Personnel Records Center(NPRC) in St. Louis, Missouri. NPRC is one of the National Archives and Records Administration's largest operations and a central repository of personnel-related records on former and present federal employees and the military. It provides extensive information to government agencies, military veterans, former federal employees, family members, as well as researchers and historians. As an example of union records center, there is the Chinese Union Dangansil. It was established by several institutions and organizations, so united management of records can be performed and human efforts and facilities can be saved. We should establish a professional and united records center which manages drawings of metropolitan rapid transit and provides service to researchers and the public as well as members of the related institutions. This study can be an impetus to improve interest on management of not only drawings of metropolitan rapid transit but also drawings of various public facilities.
The purpose of the study is to explore the strategies to build participatory digital archives for documenting localities. Following the introduction of the chapter one, the chapter two deals with categorizing participation types of persons and organizations for documenting localities, analysing characteristics and benefits of each type, and listing up the requirements of participatory archives based on literature reviews. The chapter three focuses on the analyses of digital archives especially based on the participation of organizations such as collecting institutions and community archives in USA, Canada and UK. The cases of participatory archives are divided into two types; i) digital archives based on archival collections of institutions such as libraries, archives, and museums, ii) digital archives mainly based on various community archives. Online Archives California(OAC) and Calisphere of University of California, MemoryBC of British Columbia of Canada, and People's Collection Wales of UK as the first type cases, and Connecting Histories of Birmingham, 'Community Archives Wales(CAW), Cambridgeshire Community Archive Network(CCAN), Norfolk Community Archives Network(NORCAN) as the second type cases are selected for comparative analyses. All these cases can be considered as archival portals since they cover collections from various organizations. This study then evaluates how these digital archives fulfill the requirements of participatory archives such as : i) integrated search of archives that are to be distributed, ii) participation of individuals and organizations, and iii) providing broader contextual information and representation of context as well as contents of archives. Lastly the final chapter suggests the implications for building participatory archives in Korean local areas based on following aspects : host organizations and implementation strategy, networks of collection institutions and community archives, preserving and reorganizing contextual information, selection and appraisal, and participation of records users and creators.

This study analyzes institutional characteristics and activities of the Museums, Libraries and Archives Council. In particular, the study provides cultural heritage institutions with policy strategies for social inclusion. Futhermore, it discusses how the establishment of a nation-level cultural collaborative body impacts on an archival areas in depth. The case study of the Museums, Libraries and Archives Council is expected to be an important reference for building a cooperative cultural heritage institution model in South Korea.
Korea has a high standard of IT environment to serve exhibit programs through the web with internet propagation and IT technology. However, the web exhibition of public institutions not only seem to introduce off-line exhibitions but also not to invigorate. It is caused by the lack of awareness, the cost of system installation and the lack of professional manpower. In this situation, OMEKA could suggest practical solutions to archives where need their own exhibition through the web. Especially, it would helpful for small record management organizations which are not enough budget and personal. OMEKA is an open source software program for digital collection and contents management. It has an affinity with users unlike traditional archives service programs. It also has been variously used by libraries, museums and schools because of exceptional exhibit functions. In this article, we introduce to the installation of a practical use about OMEKA. Regarding to OMEKA features, we consider it to raise exhibit effects. OMEKA would reduce the cost related to plans of exhibitions because it could display various contents and programs which reflecting characteristics of institutions. In addition, the availability of installation and widespread technological environment would lessen burden of public institutions. Using OMEKA, they would improve service level of public institutions and, make users satisfy. Therefore, they can change the social recognition of public institutions. OMEKA can contribute to various exercises of public records. It is not just the stereotypical system but, serves exhibition and collections with the strategy which each public institution would like to display. After all, it not only to connect to users with producers but also to improve the public image of institutions positively. Then, OMEKA would bring the great result through this interaction between public institutions and users.
